The GETS program was introduced in 2011 with three primary objectives:
to improve the funding of our (Master's and doctoral) graduate students;
to significantly reduce the cost of supporting a graduate student from a qualifying Tri-Council grant; and
to increase the training of HQP and thereby increase our graduate student population.
The feedback from Tri-Council grant holders regarding the GETS program has been very positive. The program has improved the funding of our graduate students (objective 1) and it has significantly reduced the cost of funding a graduate student from a Tri-Council grant (objective 2).
The baseline for the GETS program has grown steadily over the last four fiscal years. As a result, no qualified applicant has been denied. The matching ratios, however, have become obsolete. Effective immediately, the match for all eligible Tri-Council grants will be 1.5:1. Please note that the old ratio of 2.5:1 will be honoured for applicants currently preparing a SSHRC Partner Development grant for submission until the upcoming 1 November 2015 deadline.
An examination of graduate student support at U15 universities indicates that on average, our funding of Master's and doctoral students is below that of the respective U15 average. Increased maximum stipends for Master's and doctoral graduate student will come into effect immediately: $17,500 for Master's students and $21,000 for doctoral students. This is an increase from the current values of $14,000 and $18,000 for Master's and doctoral students, respectively.
While objectives 1 and 2 have unfolded as anticipated, objective 3 has not played out as expected. HQP is a major metric with respect to Tri-Council grant evaluation. GETS reduced the cost of funding a student from a Tri-Council grant by at least half. It was anticipated that grant holders would use the money that would have otherwise funded one student to fund two or more students - thereby increasing their HQP. This has not happened. To incentivize this objective the following match rules apply:
Grantees funding one student from a Tri-Council grant: GETS will share the cost of funding at a match of 1.5:1.
Example (a): Funding 1 Master's student to a maximum of $17,500 is allocated as follows. Tri-Council grant $7,000 and GETS $10,500.
Example (b): Funding 1 doctoral student to a maximum of $21,000 is allocated as follows. Tri-Council grant $8,400 and GETS $12,600.
Grantees funding more than one student from the same Tri-council grant at the same time (i.e., based on submission date): GETS will share the cost of funding each student at a match of 2.5:1.
Example (c): Funding each Master's student to a maximum of $17,500 is allocated as follows. Tri-Council grant $5,000 each and GETS $12,500 each.
Example (d): Funding each doctoral student to a maximum of $21,000 is allocated as follows. Tri-Council grant $6,000 each and GETS $15,000 each.
Grantees funding an additional student(s) from the same grant at a later time within the same fiscal year: GETS will share the cost of funding an additional student(s) at a match of 2.5:1; please see examples (c) and (d) for cost sharing amounts. The GETS match for the first student will remain at 1.5:1; please see examples (a) and (b) for cost sharing amounts).
The last significant change to the GETS program concerns the duration of funding. The new limits on funding are as follows:
Master's student (first 2 years);
doctoral student (first 4 years); and
students that complete a Master's at the University of Manitoba or who transfer to a doctoral program without completing a Master's (first 5 years based on admission to the Master's; 3 years beyond Master's). Students are eligible for a maximum of 5 years of GETS funding.
Please Note:
A CIHR or NSERC grant holder who submitted a GETS funding request dated 1 September 2015 or later will receive the new match of 1.5:1. Due to the large number of existing GETS commitments it is not practical to alter requests/commitments processed prior to 1 September 2015.
