Apple on Friday released Mac OS X 10.3, also known as Panther.
The company claims that Panther offers more than 150 new
features, highlighted by Exposé, which the New York Times' David
Pogue describes as "the biggest graphical breakthrough that
operating systems have achieved in years." Other changes are
perhaps less eye-catching, but offer improvements in security,
system responsiveness, navigation, file management, and the
ubiquitous "more."
Many developers have already announced that their products are
Panther-compatible, and others are rushing to ensure that they're
up-to-date with the new OS. Be sure to check the developer's
websites for compatibility announcements regarding the products
you use.

But wait, there's more! Apple on Friday also released Panther Server,
aimed at IT professionals, and Xcode, the newest version of the
company's OS development tools. Server features updated integration
with open source tools and open standards, and Xcode includes many
new technologies intended to help developers be more productive by
allowing them to save time and build better applications.

According to the information provided by Apple so far, there will be
two categories of licencing available at the UofM Bookstore Computers
on Campus:
1) machines not purchased with university funds: licencing will be
standard form. To run 10.3 you must purchase a new copy or an upgrade
at the education/bookstore/upgrade price.
2) machines purchased with university funds including budgets,
grants, and PDA funds: a presentation, sponsored by Computers on
Campus, will be held in the next few weeks to detail the licencing
options for these machines. This plan will probably include a
mechanism for upgrade protection. You should be seeing the
announcement of this presentation in the next week or so.

Charlie Bedard will give an informal, interactive (questions are

Networking developments over the past 30 years. He has worked in both
Canada and, for the past 24 years, in Silicon Valley, California, on a

Charlie Bedard graduated from the University of Manitoba with a B.Sc.
(Hons) in Computer Science in 1973 followed by an M.Sc. in Computer
Science the following year in 1974.
He was seduced into working for a living by Bell Northern Research (BNR)
in 1974 and he moved to Ottawa where he was one of 5 designers of the
Datapac packet switching service that went into nationwide service in
August 1976. In 1979, the lure of warmer weather and the mystique of
Silicon Valley sent Charlie packing off to California where he spent
another 7 years with BNR. During that time, Charlie championed the
concept of high speed local networks capable of carrying data, voice &
video. He helped lead the development of such a system for Northern
Telecom.
In 1986, he left BNR for Apple Computer where he was the manager for the
Macintosh OS. He helped bring concurrent programming to the Mac. In 1988
he joined the Advanced Technology Group at Apple where he helped create
new product concepts in the area of Internet searching and organization.
Continuing in his effort to either become wealthy or famous, he left
Apple to co-found Starlight Networks in 1990. Starlight was a pioneer in
carrying real-time video reliably across LANs. Charlie was one of the
architects of the system as well as the Director of Engineering there.
He left Starlight in 1996 to join OnLive Systems Inc., where he helped
design and build a Java based audio conferencing system using IP over
the Internet.
In 1998, Charlie was lured back into the world of 'Big Companies' when
he joined Cisco Systems. There he was reunited with some former BNR
colleagues in the realm of real-time packet voice & video to create
IP-based products for Cisco. Today, Charlie is Engineering Manager for
Integrated Systems for the Muli-service Customer Edge Business Unit
(MCEBU) within Cisco.
Charlie Bedard remains neither rich nor famous. But he claims still to

Asian trio in deal to replace Windows

Three North Asian countries are closer to signing a deal to codevelop
an open-source operating system to replace Microsoft Windows,
according to a Japanese news report.
The agreement is likely to be announced this week by Japanese Trade
Minister Takeo Hiranuma at an economic ministers' meeting in the
Cambodian capital of Phnom Penh, the report in Japan news daily Nihon
Keizai Shimbun said, quoting unnamed sources.
The deal is expected to bring together China, Japan and Korea in
efforts to develop the software. Representatives from both private
and government agencies will meet later this year to discuss the
collaboration's terms, according to the report.

The three governments previously pledged to support open-source
software, citing security and cost concerns. The current row over
claims by The SCO Group that Linux uses code lifted from SCO-owned
Unix does not seem to have dampened official enthusiasm for the
platform, though the governments are expected to continue to closely
monitor the situation. Japan this month reaffirmed official support
for the platform and encouraged its industries to continue using it.

Korea launches a switch to open source

The South Korean government has announced that by 2007 it plans to
replace proprietary software with open-source alternatives on a
substantial number of its PCs and servers.
Thousands of computers in ministries, government-linked organizations
and universities in South Korea will replace Microsoft's Windows
operating system and Office productivity suite with open-source
alternatives under the plan, according to the country's Ministry of
Information and Communication.
Twenty percent of desktop software and 30 percent of server software
will be changed to open source by 2007, said a representative from
the Ministry of Information and Communication.
