I made a little animation last night based on a conversation with traffic engineer Pekka Takhola.
I added a challenge for people to name a street it would work on, the people who could make it happen and why: 

Reason for sharing: I believe it could work for most neighbourhoods build in Winnipeg prior to 1970 and be popular to boot (it gets bonus points for creating a couple community gardens just when we the world needs it)
