Studies show that cyclists break rules with similar or less frequency than drivers. But there is no equivalence in risk. According to Toronto Police Service data, since 2006 there have only been nine incidences where a cyclist was at fault and seriously injured someone (none were in High Park). And not a single death. In that same time, 507 pedestrians and cyclists were killed on Toronto streets.
