Those aren't subsections in the template; they're just points that they
suggest we consider. We don't need to address all of them, and don't
need to list them explicitly as in the template. One or more unlabelled
paragraphs should be fine. It's also fine if the paragraphs say nothing
about the "diversifying participation" point.
