[EpiData-list] Epidata: apply the same value labels and validity checks to many variables

Check out the USE command in the help file for EpiData (under check, 
command reference). You can do quite a bit to help out, including 
setting up value labels that can be used by different .REC files. I did 
this when EpiData first came out and always have value labels for Y/N/DK 
and sex (M/F)
