It seems that, when Microsoft's new OS - VISTA - ships, only the premium versions (there are 4 all together: Home Basic, Home Premium, Business, and Ultimate) are authorized to run in a virtual environment. The Software Licence Terms for VISTA that Microsoft has published at:

...state that "You may not use the software installed on the licensed device within a virtual (or otherwise emulated) hardware system" for both MICROSOFT WINDOWS VISTA HOME BASIC and MICROSOFT WINDOWS VISTA HOME PREMIUM. Wheres the wording for MICROSOFT WINDOWS VISTA ULTIMATE indicates that " You may use " ULTIMATE in a virtual environment.
