We have had a couple of messages posted recently about quantifying the benefits of active transportation to justify the investment in infrastructure. There is a new report available from the U.S. that does exactly that. It is called "Active Transportation for America: A Case for Increased Federal Investment in Bicycling and Walking" and may be useful in comparing to the Winnipeg situation.
