Your attachment appears as the unreadable winmail.dat http://support.microsoft.com/kb/278061) to many of us, and http://www.winnipeg.ca/publicworks/MajorProjects/ActiveTransportation is vague.
If I go to http://www.winnipeg.ca/publicworks/MajorProjects/ActiveTransportation/HikeIt... , I don't see anything that hasn't been there for over a week.
Which of the many "AT open houses" (public consultations) are you trying to promote?

Hi Kevin (and everyone else),
My apologies if you were not able to open the attachment. I understand that some email accounts block attachments from mailing lists. Here is the information regarding the Open House:
The public is invited to visit a public open house regarding the City of Winnipegs 2010 Active Transportation Program:
Wednesday, February 24, 2010 4 pm 7 pm Earl Grey Community Centre ~ 360 Cockburn Street North
This session is an opportunity to view information on the proposed plans for new Active Transportation facilities in the River Heights / Fort Rouge, Bison Drive, Wilkes, Waverley and Seel areas, and to share your ideas on Active Transportation facilities for Jubilee and Hay.
In the future I will send all further announcements as text only.
In regards to the website, we have asked the City to update it with the latest consultation event. We are told that it will be done next week.
Apologies for any confusion.
Have a good weekend!
