Yes, you will get such an error message because some of your value labels have more than one word. When your value label has more than one word, you should use quotes as shown below:

LABEL Label_hablaespan 1 espanol 2 "mayormente espanol" 3 "espanol e ingles igual" 4 "mayormente ingles" 5 "ingles solamente" END

Also, you don't use legal values and label blocks at the same time.
