I previously used v1.4.2 (x86_64_Win64, Windows 8) - that's the one which doesn't work.
But I just figured out that it actually works with the beta version that I just installed:
EpiData Entry Client Program Version: 1.4.3.3 r342 Core version: 1.4.3.0 r892 FPC Version: 2.6.2 Platform: x86_64-Win64 Filename: C:\XXX\Politiker.epx XML Version: 2 Field count: 34 Record count: 0
Principally this solves my problem. But I'm kind of unsure if it's reasonable to use a beta for our study, isn't it?

Hey there,
I'm currently experiencing an issue that prevents me from running multiple instances of the Entry Client. Our study makes use of two different analytical units whose forms should be filled out simultaneously. For this we need to open different files on the same computer at the same time.
If the option "Allow multiple program instances" does what I think it does
- it doesn't work for me. Is there a solution for this problem?

As announced before the weekend we expect to release the current test version (which solves your problem) for general use at the end of the current week - unless serious problems are reported.
So far only visual problems on Mac have been reported.
In your situation I would do this: a. plan your structure and content during this week, including how to set up the screen with the two copies running at the same time. b. enter data from the real project next week after public release.
