Prices are important signals for allocating resources efficiently. In agriculture, externalities arising from production, such as air and water pollution, or positive Ecological Goods and Services (EG&S), such as biodiversity, are not priced through the marketplace and hence are either overproduced (externalities) or underproduced (EG&S), since farmers' production decisions will not account for these external costs or benefits. This provides a rationale for government intervention by introducing either regulations and penalties (the stick approach), or subsidies and incentives (the carrot). Increasingly, agri-environmental policies in Canada are addressing externalities by encouraging better management practices that reduce environmental impacts or reward EG&S.

In 2007-08 the Canadian Agri-Food Policy Institute received a 15-year funding grant from the Minister of Agriculture and Agri-Food Canada. The purpose of this funding was to better enable CAPI to conduct independent research and assessments of the long-term challenges and opportunities facing the agriculture and agri-food industry; contribute to the agricultural policy research process in Canada; and develop strong collaborations with stakeholders, the policy research community and provincial governments in order to foster a broad-based dialogue on key policy issues.
CAPI has commissioned an evaluation firm, RCGT - Raymond Chabot Grant Thornton to conduct an independent performance evaluation of the Institute’s relevance and performance for the 2021 to 2022 period. This evaluation is required under the terms of CAPI’s grant.
The questions listed below are intended to provide a basis for discussing the extent to which CAPI has achieved its expected outcomes and to explore opportunities to improve future activities and attract funding beyond the term of the current agreement.
Individual responses will be confidential to the evaluation team; we will only include aggregated results and common themes in the evaluation report.

· Understanding externalities, when the effect of production (or consumption) of goods or services impose costs (or generate benefits) for others which are not reflected in the prices charged for those goods or services, is important to effective policymaking.
· Estimates are that the net value of agriculture’s environmental externalities are negative, but the sector is reducing its externalities, which can vary significantly by region.
· Understanding the cost or benefit of externalities, which exist outside conventional markets, can inform the need for policy intervention and whether the cost of the intervention is greater than the benefits on the externality.
· Investing in research to determine the value of externalities can also help farmers internalize externalities by adopting production practices which improve agriculture’s environmental, economic and social impacts. · Regulations, taxes, zoning, subsidies, property rights, knowledge transfer and moral suasion have been used to incentivize farmers to adopt BMPs that reduce externalities. Creating markets, such as carbon markets, are another mechanism to price externalities.
· The Sustainable Canadian Agricultural Partnership (SCAP) recognizes the importance of valuing externalities by rewarding ecological goods and services from farming and linking environmental practices to direct farm support.

En 2007-2008, le ministre d’Agriculture et Agroalimentaire Canada a octroyé à l’Institut canadien des politiques agroalimentaires (ICPA) une subvention sur 15 ans. Ce financement avait pour but d’aider l’ICPA à effectuer des activités d’évaluation et de recherche indépendantes sur les défis et possibilités à long terme auxquels fait face l’industrie agricole et agroalimentaire, de contribuer au processus de recherche sur les politiques agricoles au Canada et de permettre à l’ICPA d’établir de solides liens de collaboration avec les intervenants, la collectivité de recherche sur les politiques ainsi que les gouvernements provinciaux pour promouvoir un dialogue général sur les principaux enjeux stratégiques.
L’ICPA a demandé à Raymond Chabot Grant Thornton (RCGT), une société d’évaluation, d’effectuer une évaluation indépendante du rendement et de la pertinence de l’Institut pour la période 2021-2022. Cette évaluation est requise dans le cadre de la subvention de l’ICPA.
Les questions serviront de base pour les discussions visant à établir la mesure dans laquelle l’ICPA a atteint les résultats escomptés et à examiner les possibilités d’améliorer les activités futures et d’obtenir du financement après la fin de l’entente actuelle. Les réponses de chacun seront confidentielles et uniquement accessibles à l’équipe d’experts-conseils. Seuls les résultats agrégés et les thèmes communs seront abordés dans le rapport d’évaluation.

· Investir dans la recherche pour déterminer la valeur des externalités peut également aider les agriculteurs à internaliser les externalités en adoptant des pratiques de production qui améliorent les impacts environnementaux, économiques, et sociaux de l’agriculture. · Les règlements, les taxes, le zonage, les subventions, les droits de propriété, le transfert de connaissances, et la pression morale ont été utilisés pour inciter les agriculteurs à adopter desPGB qui réduisent les externalités. La création de marchés, tels que les marchés du carbone, est un autre mécanisme permettant de fixer le prix des externalités.
