Alta Planning + Design teamed with the Traffic Safety Center of the University of California Berkeley to develop a model for estimating bicycle and pedestrian demand for Caltrans Division of Innovation and Research. The project, Seamless Travel, in coordination with the National Bicycle and Pedestrian Documentation Project, is the largest and longest combined count and survey effort in the United States focusing only on bicyclists and pedestrians.
Using San Diego County as a case study, the Seamless Travel Project is the first of its type to develop an extensive database of count and survey data for use in analyzing and identifying factors that influence bicycling and walking. While the modes were studied together, it was recognized that they are distinct from one another and were always counted, surveyed, and analyzed separately. The project methodology included bicycle and pedestrian counts and intercept surveys over a two-year period throughout the county and evaluating the effects that socio-demographic, land use, and other variables have on walking and biking rates within the county. The report provides a review of the methodology along with count and survey results, development of predictive models, and model results.
