[At-network] Bike counts on Norwood Bridge, scramble corner at Portage & Main & transit smart cards

A few interesting items attached from yesterday's Standing Policy Committee on Infrastructure Renewal and Public Works meeting:

1) Bike counts on Norwood Bridge

2) Alternative Traffic Crossing Models (Portage & Main)

3) Transit Smart Card Implementation and Related Policies (way more details than what was reported in the news)

Great to see the City is considering the applicability of a scramble corner and other innovative pedestrian crossings for Portage & Main.
