Hello everyone,
Please be advised that the eligibility table in the UMGF Guidelines and Award Holder's Guide is based on the start date of the award. Therefore, for the 2015-2016 UMGF competition, students who started their Master's program in January 2014 or earlier are NOT eligible and students who started their Ph.D. program in January 2012 or earlier are NOT eligible.
These are consistent with the regulations which stipulates that students may only receive UMGF funding in the first two years of their Master's program and in the first four years of their Ph.D. program. If awarded, students who are already in their program are strongly encouraged to start their UMGF on the anniversary date of their admission term.
If you need further clarification, please do not hesitate to ask.

2015/2016 University of Manitoba Graduate Fellowship Quotas
Attached are the preliminary UMGF quotas for the 2015-2016 academic year and the form to be used to recommend UMGF recipients. A number of comments are warranted.
1. Quotas this year incorporate a factor that accounts for a unit’s proportion of the total population of graduate students that are beyond their expected time-to-completion. A relatively small weight (0.05 or 5%) was assigned to this factor. It is anticipated that this factor will increase in future allocations. The small weight assigned to this factor this year has a near negligible impact on this year’s quotas. However, as this factor increases in subsequent years, units that have a relatively small number of students beyond the expected time-to-completion will receive additional UMGF funds.
2. Some units have a negative budget available, which indicates the unit has historically awarded more funds than its current entitlement.
3. Unit quotas that are less than .5 will not be permitted to offer a UMGF at this point in time. Please note that these allocations may change as a result of funds freed up after the Tricouncil announces their results.
4. Faculty quotas have been rounded up.
5. In many cases, it may be more practical for units to coordinate their awards at the Budget Faculty level; this is especially true for a Faculty with many units, of which some will not receive an award unless they accumulate their fractions of an award to yield a full award. Therefore, coordination at the Faculty level is encouraged for some Faculties and will be handled on a case-by-case basis by FGS.
6. Units should be cognizant that allocating a Ph.D. award typically commits funds for twice as long as a Master’s level award.
Updated allocations will be distributed in the spring, after the Tricouncil announce their results. Units that do not have funds to make award offers now may have enough funds after the Tricouncil awards are announced. Please note that the MGS offers have already been included in the UMGF allocations, and therefore upgrades of UMGFs to MGSs will not impact quotas.
How to use your quota:
Offers may be made immediately using the attached recommendation form. Please keep in mind that a PhD level award has a commitment of up to 4 years and a Master’s level award has a commitment of up to 2 years. Please note that the Faculty of Graduate Studies will send out award notices to all recommended recipients after confirming eligibility.
Please note that recommendations should be made prior to the end of September. Please let us know as soon as possible if you are unable to use your allocation for the 2015-2016 academic year so that we or your Budget Faculty can redistribute the funds.
Also attached is a revised UMGF Unit Guidelines. Some revisions have been made to the Eligibility Criteria on page 3 and Unit-Based UMGF Budget Allocations on page 5.

The opportunity for a graduate student to attend a conference, present a paper, and engage with his/her colleagues and peers is deeply enriching and an important part of providing an excellent student experience in keeping with the University’s updated Strategic Plan.
In 2010 the process of handling graduate student travel awards was changed from a competition held three times a year to an on-the-fly process. While the timeline for handling applications has been streamlined, the ongoing paper- and reimbursement-based process is time consuming. To this end I am pleased to announce that the application process for Travel Awards will become predominantly electronic and will no longer be reimbursement based, but rather an award given directly to the student: $750 for a North American conference and $1000 for an international conference.
Effective 1 April 2015 a new web-based application form will be in place. Students will be able to electronically append the following (required) documents to their application:
* confirmation that the paper / poster has been accepted by the conference organizers;
* a one page abstract of paper / poster being presented; and
* a document signed by the department head confirming the significance of the travel to the student’s current program.
Students are eligible to apply any time before the conference and up to one month after the conference end date. Applications will not be accepted beyond one month after the last date of the conference.
The following information will no longer be required as part of a complete application package:
* Transcripts (FGS will download and print them from Apply Yourself); and
* a $100 contribution from the applicant’s Department/Unit/Faculty/Advisor.
Successful applicants will be required to submit proof of presentation/attendance and a copy of boarding pass/hotel receipt upon return in order to claim the award. The award ($750 for a North American conference and $1000 for an international conference) will be paid out in full to the student; Travel Claim Forms and journal entries to FOPs will no longer be used to disburse the award. Visa expenses to attend a conference will no longer be covered.
This email is a “heads up” regarding the changes to the graduate student travel award approved by the Senate Committee on Awards and Senate itself. Students will be notified via the Graduate Student Weekly newsletter over the next few weeks. Students who have already submitted an application for conferences after 1 April 2015 using the old form will be notified individually regarding the changes.
