His research focuses on the intersection of international trade law and environmental protection. Specifically, Luter’s thesis explores the processes by which member states of the World Trade Organization (WTO) are carving out widening regulatory autonomy, beyond the perceived confines of WTO jurisprudence, to adopt trade policy measures having environmental protection objectives. The project examines the significance of these developments for Border Carbon Adjustments proposals. What are you most excited about this fellowship? I look forward to building in-depth policy knowledge and research experience on the intersection of trade, environment and food security. Rarely does knowledge from research publications reach policymakers in a timely manner. I am particularly excited about the opportunity to work closely with leading experts who may help bridge the “knowledge to action” gap and the prospect of working with a transdisciplinary team around untangling the complexities of food systems. Kushank is passionate about the bi-directional relationship between food systems and climate change: how food systems can curb climate change, and systemic risks posed by climate change to food systems. Trained as a disciplinary geoscientist, he pivoted from utilizing his skills in resource extraction towards the interdisciplinarity required to work on problems at the intersection of food-water-climate. Before starting his PhD, Kushank worked both with grassroot and research organizations. Currently pursuing his PhD at the Institute for Resources, Environment and Sustainability at the University of British Columbia, Kushank studies systemic climate risks and food system resilience. Some of his projects include understanding cross-border climate vulnerabilities to food supply, defining and measuring novel weather risks using a bottom-up approach, and on-farm climate action in the Canadian context. Her current PhD research applies experimental and behavioral economics to explore the pathways and impediments to adoption of new agricultural technology. What are you most excited about this fellowship? I am excited to collaborate with an interdisciplinary team of doctoral fellows and engage with CAPI's expert network. CAPI´s purpose of bringing creative solutions to policy makers is inspiring, since the solutions that the world urgently needs can only be developed through collaborative and multidisciplinary work. Carolina has a master’s degree in Environmental Engineering and Project Management from the University of Leeds (UK), and she is currently a Ph.D. student in Sustainability Management at the University of Waterloo. Through her experience, Carolina became interested in sustainability matters, inspired by the possibility of improving lives while finding environmentally friendly solutions and generating opportunities to empower communities. When agri-food products are exported and imported, countries are engaging in virtual water trade (VWT). Tracking VWT can inform water resource allocation policy to improve water conservation and address water scarcity. The map distinguishes net exporters of virtual water (blue) from net importers (orange). The darker the colour, the greater the exporter or importer. China is by far the largest virtual water importer, mostly in the form of soybeans. Although useful, tracking VWT at a global level does not take into account regional variability such as water deficits in the southern Prairies. This chapter, written by Hugo Tremblay, provides an overview of legislation in Alberta and Québec. Both provinces’ water acts and regulations originate from common law which states that a landowner may use the water on their own land as they wish, as long as it does not negatively affect downstream users, such as pollution or significant flow reduction. Québec’s legal framework today reflects its relative abundance of water, its high industrial usage of water for hydroelectricity production, and intense agricultural activity in the St. Lawrence River Basin. Alberta’s water allocation regime reflects its semi-arid climate and water scarcity through prioritization of agricultural irrigation over industrial uses. Le suivi du commerce d'eau virtuelle peut contribuer à l'élaboration d'une politique d'allocation des ressources en eau visant à améliorer la conservation de l'eau et à lutter contre la pénurie d'eau. La carte distingue les exportateurs nets d'eau virtuelle (bleu) des importateurs nets (orange). Plus la couleur est foncée, plus important est le volume exporté ou importé. Par ailleurs, le soja représente 45% des exportations d'eau virtuelle du Brésil, premier exportateur net d'eau virtuelle au monde. Le Canada est un exportateur net modéré d'eau virtuelle, qui quitte le pays principalement sous forme de canola et de blé. Bien qu'utile, le suivi de l’eau virtuelle au niveau mondial ne tient pas compte de la variabilité régionale, comme les déficits en eau dans le sud des Prairies. Ce chapitre, rédigé par Hugo Tremblay, donne un aperçu de la législation en Alberta et au Québec. Les lois et règlements sur l'eau des deux provinces sont issus du droit commun qui stipule qu'un propriétaire peut utiliser l'eau sur ses propres terres comme il le souhaite, à condition que cela n'ait pas d'effets négatifs sur les utilisateurs en aval, tels que la pollution ou une réduction importante du débit. Le cadre juridique actuel du Québec reflète sa relative abondance en eau, sa forte utilisation industrielle de l'eau pour la production d'hydroélectricité, et l'intense activité agricole dans le bassin du fleuve Saint-Laurent. Le régime d'allocation de l'eau de l'Alberta reflète son climat semi-aride et la rareté de l'eau en donnant la priorité à l'irrigation agricole par rapport aux utilisations industrielles.
