This July Canadian Agriculture Ministers will meet to reach an agreement on the next five-year policy framework. While some view the policy framework as simply a spending agreement, it has the potential to be much more.
It is unclear how ambitious or transformative the Federal-Provincial-Territorial (FPT) agreement will be. However, the process and approach to getting to a deal raises important questions about the governance of agriculture and food policy in Canada and whether it is suited to mitigating the risks and seizing the opportunities facing Canadian agriculture and food.

While Canada is known for its global exports in canola and other agri-food products, less attention is given to Canada’s interprovincial trade, which is actually an important economic player in the food value chain.
This month’s graph shows that interprovincial exports (blue) are even greater than international exports (green) for many agri-food products. This varies by province and is a natural consequence of some provinces producing surpluses which can fill other provinces’ deficits (such as beef in Western Canada, or processed foods in the East).
To make this interprovincial movement as seamless as possible, federal and provincial or territorial (FPT) governments cooperate and negotiate regulations and standards. FPT relations are complex, primarily because of the Constitution which makes agriculture a joint federal-provincial responsibility. Differences between provinces often lead to “thick” borders, which is counterproductive to supplying safe, nutritious, and affordable food across the country.

One cannot discuss agricultural policy in Canada without understanding the complex, often contentious nature of Federal-Provincial-Territorial (FPT) relations and the challenges they create for the production, marketing and trade of safe, nutritious and affordable food in Canada.
What We Are Reading this month reports on a recent study published by the Institute for Research on Public Policy (IRPP) titled “Collaboration and Unilateral Action: Recent Intergovernmental Relations in Canada” by Robert Schertzer, Andrew McDougall and CAPI’s new Distinguished Fellow, Professor Grace Skogstad.
The three authors each examine one area of public policy (agriculture, labour and immigration) and describe whether FPT governments have effectively collaborated in the past to develop policies and programs that address the needs of individual provinces and territories. Professor Skogstad focuses specifically on agricultural policy-making, given her rich experience and background publishing on this topic. She argues that the Agricultural Policy Framework (APF), which combined elements of bilateralism and multilateralism, has been successful as a collaborative approach to cost-shared programs since the early 2000s.

Si le Canada est connu pour ses exportations mondiales de canola et d'autres produits agroalimentaires, on accorde moins d'attention au commerce interprovincial du Canada, qui est en fait un atout économique dans la chaîne de valeur alimentaire.
Le graphique de ce mois-ci montre que les exportations interprovinciales (en bleu) dépassent les exportations internationales (en vert) pour certains produits agroalimentaires. Cette situation varie selon les provinces et est un résultat naturel du fait que certaines provinces produisent des excédents qui peuvent combler les déficits d'autres provinces (comme le bœuf dans l'Ouest canadien ou les aliments transformés dans l'Est).
La fluidité interprovinciale dépend de la coopération des gouvernements fédéral et provinciaux ou territoriaux (FPT) et de leur négociation de règlements et de normes. Les relations FPT sont complexes, principalement en raison de la Constitution qui fait de l'agriculture une responsabilité conjointe fédérale-provinciale. Les différences entre les provinces donnent souvent lieu à des frontières « épaisses_», ce qui peut nuire à l'approvisionnement en aliments sains, nutritifs, et abordables à travers le Canada.

On ne peut discuter des politiques agricoles au Canada sans comprendre la nature complexe et souvent controversée des relations fédérale-provinciales-territoriales (FPT) et les défis qu'elles créent pour la production, la commercialisation et le commerce d'aliments salubres, nutritifs et abordables au Canada.
Ce que nous lisons ce mois-ci rend compte d’une étude récente publiée par l'Institut de recherche en politiques publiques (IRPP) intitulée « Collaboration et action unilatérale : relations intergouvernementales récentes au Canada » par Robert Schertzer, Andrew McDougall et la nouvelle Boursière distinguée de l'ICPA, la professeure Grace Skogstad.
Les trois auteurs examinent chacun un domaine des politiques publiques (agriculture, travail et immigration) et décrivent si les gouvernements FPT ont collaboré efficacement pour élaborer des politiques et des programmes qui répondent aux besoins de chaque province et territoire au cours des deux dernières décennies. Le professeur Skogstad se concentre spécifiquement sur l'élaboration des politiques agricoles, compte tenu de sa riche expérience et ses publications antérieures sur ce sujet. Elle fait valoir que le Cadre Stratégique pour l’Agriculture (CSA), qui combinait des éléments de bilatéralisme et de multilatéralisme, a été couronné de succès en tant qu’ approche collaborative des programmes à frais partagés au cours de cette période.

Prospective and current M.Sc. and Ph.D. students are encouraged to apply for the 2022- 2023 Department of Soil Science University of Manitoba Graduate Fellowship Competition (UMGF).
The Fellowship is valued at $14,000 per year for a maximum of 2 years for Master’s students and $18,000 per year for a maximum of 4 years for Ph.D. students. Master’s fellowships will not extend beyond the first 24 months of the Master’s program. Ph.D. fellowships will not extend beyond the first 48 months of the Ph.D. program.
New students must start their award by January 2023 at the latest. Although students must have a minimum admission GPA of 3.0 to be eligible, admission and in-program GPAs constitute a substantial component of the award assessment. All students regardless of citizenship are eligible to apply.

Environment Farm Plan programming has been a part of the Canadian agricultural landscape since the ‘90s.
The global marketplace for Canada’s agri-food products is becoming increasingly emphatic about the need for farmers to provide proof that their operations are implementing beneficial management practices surrounding sustainability and environmental stewardship.
CAPI commissioned the following paper at a time when the dawn of the next policy framework, as well as the demands of global markets, present an opportunity for lawmakers and stakeholders to assess and make changes to Canada’s current EFP programming.

Canada has two systems of meat inspection, consistent with agriculture being a joint jurisdiction of provincial and federal governments. The two regulatory systems create distinct processing plant segments, and geographic fragmentation in meat marketing and trade across the country.
However, FPT governments agree that competitiveness is key to promoting recovery, resilience, and growth of the sector. Hence, there is a need to identify both regulatory and non-regulatory barriers to the interprovincial trade of meat in order to boost economic growth and resilience of the sector.

· All 10 provinces in Canada, as well as the Yukon, have developed and implemented their own EFP program reflecting the unique nature of their agricultural industries. The Northwest Territories are currently developing an EFP programming.
· Uptake of EFP programming varies across provinces and territories for several reasons, including differences in cost-share funding program structures, as well as the differences in prevailing farm types.
· The effectiveness of EFPs is hard to measure, due, in part, to the lack of harmonization, logging inconsistencies, and privacy concerns.
· The EFP program is evolving. It’s delivery methods, content and focus, and staff and resources are currently in a critical stage of transition.
· The Next Policy Framework is a great opportunity to implement needed improvements to EFP programming.

Les programmes de Plans environnementaux des la ferme (PEF) font partie du paysage agricole canadien depuis les années 90.
Le marché mondial des produits agroalimentaires canadiens insiste de plus en plus sur la nécessité pour les agriculteurs de fournir la preuve que leurs exploitations mettent en œuvre les pratiques de gestion bénéfiques (PGB) en matière de durabilité et de gérance de l'environnement.
L'ICPA a commandé le présent document à un moment où l'aube du prochain cadre stratégique, ainsi que les exigences des marchés mondiaux, offrent aux législateurs et aux intervenants l'occasion d'évaluer et de modifier le programme de PEF actuel au Canada.

· Les programmes de PEF permettent de renforcer les relations entre l'industrie agricole et le gouvernement canadien grâce à l'importance qu'ils accordent à la durabilité et à la gérance de l'environnement.
· L'adoption des programmes de PEF varie d'une province et d'un territoire à l'autre pour plusieurs raisons, notamment les différences dans les structures des programmes de financement à frais partagés, ainsi que les différences dans les types d'exploitations agricoles dominantes.
· L'efficacité des PEF est difficile à mesurer, en partie à cause du manque d'harmonisation, des incohérences dans l'enregistrement et des préoccupations relatives à la protection de la vie privée.
· Le programme de PEF est en pleine évolution. Ses méthodes d'exécution, son contenu et son orientation, ainsi que son personnel et ses ressources, sont actuellement dans une phase de transition critique.
· Le prochain cadre stratégique est une excellente occasion de mettre en œuvre les améliorations nécessaires au programme de PEF.
· Le programme de PEF a la capacité de demeurer le programme agroenvironnemental phare et l'outil d'éducation des agriculteurs de tout le Canada, ce qui les aidera à atteindre les objectifs du Canada en matière de la carboneutralité d'ici 2050.

CAPI was commissioned by the coalition of partners of the National Index on Agri-Food Performance<https://r20.rs6.net/tn.jsp?f=001de4_Pss7wtZB99xmVP1gkIdw1AH94vpOr0toWOl7Z89…> project to “conduct an assessment of how a National Index on Agri-Food Performance can inform the trade policy and innovation ecosystem by focusing on selected domestic and global policy priorities important for achieving sustainability of the Canadian agriculture and agri-food system.”
In early 2022, CAPI heard perspectives from over 30 stakeholders on the current state of evidence in policymaking, the role the Index could play in informing and influencing policy and program priorities, and the credibility and relevance of evidence in policymaking and its limitations.
While evidence may compete with other factors in decision-making, there is a significant benefit having a common set of sustainability metrics, with clearly-defined indicators, for policy development.
By establishing a mutually agreed-to “starting point,” the Index could be part of the foundation for the increasingly complex and difficult process of delivering on governments’ vision for Canada being “recognized as a world leader in sustainable agriculture and agri-food production into the future.”

The 2020-2022 CAPI Doctoral Fellows presented their final research findings on Thursday, May 18th, 2022. CAPI was pleased to have The Honourable Senator Rob Black return to moderate the webinar.
Some of the key highlights that CAPI heard from industry and government stakeholders, including some of the limitations of the Index for policy making, are summarized below.<https://r20.rs6.net/tn.jsp?f=001de4_Pss7wtZB99xmVP1gkIdw1AH94vpOr0toWOl7Z89…>
“For good policies we need good data and evidence,” but “evidence-informed policy making” better reflects evidence’s role than the oft-used “evidence-based policymaking.”
To maximize its impact on policy development, the Index should be accompanied with narrative and context that is used consistently by partners.
The Index’s role in policy development will be greatly enhanced IF it can identify where improvement is required by measuring performance against international competitors, past performance, other sectors, or agreed-to targets or objectives.
There is a need for both high-level, aggregated, national, whole-of-system data and metrics, but more granular indicators reflecting regional, sectoral and commodity-specific details have the potential to improve transparency, credibility and relevance.
The Index’s co-development process, with governments and stakeholders working together, has itself been a positive contribution. The work to develop a common understanding of agri-food sustainability has torn down silos, increased collaboration and may have a lasting benefit.

Au début de 2022, l’ICPA a entendu le point de vue de plus de 30 intervenants sur l’état actuel des données probantes dans l’élaboration des politiques, le rôle que l’indice pourrait jouer dans l’information et l’influence sur les priorités des politiques et des programmes, la crédibilité et la pertinence des données probantes dans l’élaboration des politiques et ses limites.
Bien que les faits puissent entrer en concurrence avec d’autres facteurs dans la prise de décisions, il est très avantageux d’avoir un ensemble commun de paramètres de durabilité, avec des indicateurs clairement définis, pour l’élaboration des politiques.
En établissant un « point de départ » convenu d’un commun accord, l’Indice pourrait faire partie du fondement du processus de plus en plus complexe et difficile de réalisation de la vision des gouvernements pour le Canada : « reconnu comme chef de file mondial dans le domaine de l’agriculture et de la production agroalimentaire durables. »

« Pour avoir de bonnes politiques, nous avons besoin de bonnes données et de faits », mais « l’élaboration de politiques informées par des faits » reflète mieux le rôle des faits que l’élaboration de politiques fondées sur des faits souvent utilisée.
Pour maximiser son incidence sur l’élaboration des politiques, l’Indice devrait être accompagné d’un texte et d’un contexte qui sont utilisés de façon uniforme par les partenaires.
Le rôle de l’Indice dans l’élaboration des politiques sera grandement amélioré SI l’Indice peut déterminer les points à améliorer en mesurant le rendement par rapport aux concurrents internationaux, au rendement antérieur, à d’autres secteurs, ou aux cibles ou objectifs convenus.
Il est nécessaire d’avoir des données et des paramètres de haut niveau, agrégés, nationaux et pangouvernementaux, mais des indicateurs plus détaillés qui reflètent les détails régionaux, sectoriels et propres aux produits peuvent améliorer la transparence, la crédibilité et la pertinence.
Le processus de codéveloppement de l’Indice, avec la collaboration des gouvernements et des intervenants, a lui-même été une contribution positive. Le travail visant à établir une compréhension commune de la durabilité agroalimentaire a permis d’éliminer les cloisonnements, d’accroître la collaboration et peut avoir un avantage durable.

CAPI’s recent work has highlighted the dynamic challenges facing agriculture and food today. Whether it is the fallout from the Russian invasion of Ukraine, gaps and possibilities with agriculture productivity and trade, or using carbon sequestration in soils to meet climate change targets, agriculture is being called to do more than just produce food.
These challenges can only be met if there is a balance between environmental, economic and food security outcomes. However, that balance requires policy solutions that are just as dynamic and complex as the challenges the system faces...

Intensification is an increase in the amount of non-land inputs in the production process: seed, fertilizer, pesticides, labour, machinery, et cetera.
Extensification is the amount of new land brought into production. This essentially extends the land base and therefore the agricultural footprint in the world.
Total factor productivity (TFP) is how efficiently the same amount of inputs, including land, is used. It’s like the recipe that mixes together land and all other inputs to get a final product: in short, food. If output only depends on finite inputs (land, labour, and so on), yearly food production would also eventually max out once the inputs are exhausted.
However, if the “recipe” can be improved – TFP growth – output capacities can also be extended. Coomes et al. (2019) are hopeful that TFP growth can be environmentally friendly and sustainable.

In a statement by G7 countries on the war in Ukraine, Canada reinforced the importance of fostering sustainable food systems through innovation and productivity growth to address food security while also protecting the climate, biodiversity and the environment.
In What We are Reading this month, Coomes et al. (2019) argue that productivity growth to boost food production can also benefit the environment.
The authors provide a framework for assessing how sources of TFP growth link to sustainable and resilient outcomes at the farm and landscape levels. They conclude more research is needed on the drivers of TFP growth and their implications for the sustainability and resilience of farming systems.
This will require more engagement of natural and social scientists to understand farmer behaviour, agricultural and ecological processes and the potential for synergies and trade offs between TFP growth and sustainability and resilience-building outcomes. Policies such as taxes, subsidies and regulations can help pursue the best combinations of technological gains in agriculture and broader societal goals.

Les travaux récents de l'ICPA ont mis en évidence les défis dynamiques auxquels l'agriculture et l'alimentation sont confrontées aujourd'hui. Qu'il s'agisse des retombées de l'invasion russe en Ukraine, des lacunes et des possibilités en matière de productivité agricole et de commerce, ou de l'utilisation de la séquestration du carbone dans les sols pour atteindre les objectifs en matière de changement climatique, l'agriculture est appelée à faire plus que simplement produire des aliments.
Ces défis ne peuvent être relevés que s'il existe un équilibre entre les résultats environnementaux, économiques et de sécurité alimentaire. Toutefois, cet équilibre nécessite des solutions politiques tout aussi dynamiques et complexes que les défis auxquels le système est confronté...

L'intensification est une augmentation de la quantité d'intrants autres que les terres dans le processus de production : semences, engrais, pesticides, main-d'œuvre, machines, et cetera.
L'extensification est la quantité de nouvelles terres mises en production. Dans le fond, l’extensification étend la base de terres et donc l'empreinte agricole dans le monde.
La productivité totale des facteurs (PTF) est l'efficacité avec laquelle la même quantité d'intrants, y compris la terre, est utilisée. C'est comme la recette qui mélange la terre et tous les autres intrants pour obtenir un produit final : en bref, des produits alimentaires. Si la production ne dépend que d'intrants finis (terre, main-d'œuvre, et cetera), la production alimentaire annuelle finira
également par atteindre son maximum une fois les intrants épuisés.
Toutefois, si la « recette » peut être améliorée - une croissance de la PTF - les capacités de production peuvent également être étendues. Coomes et al. (2019) suggèrent que la croissance de la PTF peut être respectueuse de l'environnement et durable.

Dans Nos lectures ce mois-ci, Coomes et al. (2019) affirment que la croissance de la productivité pour stimuler la production alimentaire peut également être bénéfique pour l'environnement.
Les auteurs fournissent un cadre permettant d'évaluer comment les sources de croissance de la PTF sont liées aux résultats durables et résilients au niveau de l'exploitation et du paysage. Ils concluent que des recherches supplémentaires sont nécessaires sur les moteurs de la croissance de la PTF et leurs implications pour la durabilité et la résilience des systèmes agricoles.
Cela nécessitera un engagement accru des spécialistes des sciences naturelles et sociales pour comprendre le comportement des agriculteurs, les processus agricoles et écologiques et le potentiel de synergies et de compromis entre la croissance de la PTF et les résultats en matière de durabilité et de résilience.
