I am writing to share information about a project within the context of our Scholars at Risk (SAR) uOttawa Program: the Coalition for Academic Freedom in the Americas. As some of you may know, the University of Ottawa is a member of the SAR Network<https://www.scholarsatrisk.org/> and our Centre is the engine behind this engagement. The Coalition is an initiative jointly led by the Universidad de Monterrey, Scholars at Risk and our Centre. The goals are to create links with new partners and other SAR members, and to deepen our advocacy actions in the region. Canadian Journal of Human Rights celebrates publication of 10th anniversary edition
MAY 26, 2022 —
The only Canadian peer-reviewed academic journal dealing exclusively with human rights research is still staying true to its original mandate 10 years later. Founded in 2012 by Faculty of Law professor, Dr. Donn Short, the Canadian Journal of Human Rights: An Interdisciplinary Journal of Law and Policy remains a publication of the Law Faculty Council at the University of Manitoba. Each year, about 20 law students cut their teeth on academic research working for the CJHR as Assistant Editors, Editors, and as Senior Editor, all under the guidance of Dr. Short who remains Editor-in-Chief.
Produced with funding from the Legal Research Institute, the Law Foundation of Manitoba, and with assistance provided by Carmen Roberge, Faculty of Education and Professional Studies, Université de Saint-Boniface, the CJHR is an internationally recognized journal that attracts scholarship from respected human rights scholars around the world. Publications have included immigration and refugee law, freedom of expression, equality, sexuality and gender rights, international law, criminal law and numerous other issues related to domestic and international human rights.
In the 10th Anniversary edition’s forward, Dr. Richard Jochelson, Dean of the Faculty of Law, recognizes the CJHR’s singularity and the critical role it plays in fostering the exploration of human rights issues, especially with so much more work to be done. “Disability injustice maintains, as Canada continues to lag even the United States in legislative responses to inaccessibility,” he writes. “Members of the LGBTQ2S*+ communities continue to be othered and excluded from institutions and opportunities across the globe. Hate crimes and anti-Semitic speech appear to be on the rise over the last several years in Canada and globally. Trumpism, the rise of strong men and movements to the fascistic right have increased around the world.”

“The CJHR is one of the few groups in the law school who do what we do twelve months during the year,” said Dr. Short. “There is no season to what we do – it’s an ongoing cycle. We work through the entire school year and we don’t stop during the summer. As those cycles have turned, ten times now, I have been cognizant of two overriding principles or goals that define our mission of public education. First, our task is to contribute to the growing awareness of human rights, generally, and, second, our charge to present scholarship that results in the actual respecting of human rights.”
Senior Editor Jack Powles graduates from the Juris Doctor program this spring after having been involved with the CJHR in multiple capacities since the end of his first year of law school. He describes his time spent with the journal as one of the highlights of his law school experience. “It offers a unique experience during law school in being a part of an ongoing project throughout the entire academic year,” he said. “Each volume of the journal is a culmination of the work other student editors have done in preceding years, and it is both a rewarding and memorable experience to have each year culminate in publishing a volume of the CJHR with that year’s editorial team. I know the CJHR will continue to be a success for all of those involved, and pass all my thanks to Editor-in-Chief Dr. Donn Short for this invaluable mentorship throughout these past 2 years.”
Editor Rhiannon Swan finishes her second year of law this spring and has learned much from her experience working on the journal. “I have really enjoyed being able to work with peers who share an interest in the promotion and discussion of human rights,” she said. “The CJHR has allowed me insight into topics that I might not have otherwise considered, and more importantly how the law might be used to protect the rights of vulnerable communities. I think this is something that is very important for professionals in the legal field to remember.”
Articles contained in the 10th Anniversary edition include “The Final Refugee Paradigm: A Historical Warning” by J. Mauricio Gaona, “Managing Campus Expression and Equality Rights: Contemporary Considerations for Canadian Universities” by Arig al Shaibah and Sophie Poinar, and “Towards Developing a Non-ableist and Non-cisnormative Taxonomy of Bodily Integrity Identity and Expression in Canadian Human Rights Law” by Daniel W. Dylan.

Following on John Packer's note from May 1st (see below), we wanted to propose a time for the CAHRI annual meeting on June 16th. You will receive an invitation for a one hour meeting at 2pm EST and the session will take place in our offices, Fauteux Hall room 559. We will also offer the possibility to join virtually through zoom, if travelling is not an option at this time.
We know that some of you are coming to Ottawa to participate in the gathering to mark the 40th anniversary of the Charter of Rights and Freedom (June 16-17) we are organizing and we look forward to seeing you. Subject: CAHRI annual meeting, CYHR and "Our Charter - Our Rights" gathering 16-17 June uOttawa - three questions

Dear CAHRI member representatives/supporters,
Happy May Day - at last! (I shouldn't jinx things, but it's finally a beautiful spring day at least in Ottawa... despite snowing again LAST WEEK!)
I hope you are well and have survived (or are near to completing tasks arising from) the academic year - a second COVID-affected one with many challenges.
I am addressing you with regard to a few matters as follows:
First, we should have an Annual Meeting to catch-up, exchange views and perhaps decide one or two things. I am taking the liberty of suggesting we meet on Thursday 16 June. We/HRREC would happily arrange and host the meeting.
Second, one important subject is to make progress with the Canadian Yearbook of Human Rights (CYHR). For various reasons, it has been a struggle to get it done during the pandemic... but I am pleased to say the third issue is very near to publication (and includes a Special Section on COVID, guest edited by Alex Neve, and another Special Section profiling a handful of Canadian human rights advocates... of whom too little is known or as examples of careers). The immediate need now is to take steps for the next issue (2022-2023). We/HRREC are prepared to offer a modest honorarium for a Managing Editor and we will continue to cover production costs. The previously expressed hope is that CAHRI member entities would each nominate someone for the Editorial Board and that CAHRI would take up the publication as a more fully cooperative endeavour. We are aware that, previously, a few of you did respond positively and even identified a representative for an intended CYHR Editorial Board, but most did not respond. The time seems good to complete this task and move the initiative forward if there is sufficient interest.
Third, on 16-17 June we/HRREC are hosting at uOttawa Faculty of Law a youth-oriented gathering around the 40th anniversary of the Canadian Charter of Rights and Freedoms, There will be parallel sessions on Thursday 16 June and a larger plenary and public day on Friday 17 June. There are some associated initiatives - including political cartoon and photo-journalism competitions with which we're working with various partners and intend an online and physical exhibition. For the parallel meetings on 16 June, we will have one group of Law students and Human Rights students from across Canada, while students of journalism will be meeting in parallel as well as a group of our own "alumni". Friday, 17 June, will include representatives of government, implementing institutions, some who contributed to elaboration of the Charter 40 years ago, and a panel looking ahead at gaps and contemporary pressing issues. As we are hosting this gathering, we would be pleased to include a representative from each CAHRI member for whom we would cover the costs in Ottawa; there is no fee, so it is only transportation costs which we are not covering. If enough CAHRI members would be represented, then we could hold CAHRI's Annual Meeting bi-modally (some in-person and others joining online).

1. Does your centre/institute/programme support holding the CAHRI Annual Meeting on Thursday, 16 June?
2. Does your centre/institute/programme wish to name a representative to the CYHR Editorial Board and, if so, whom?
3. Does your centre/institute/programme wish to send someone to attend our gathering in Ottawa on 16-17 June "Our Charter - Our Rights"? [If so, we will provide all relevant follow-up information.]

The competition is open for the Gordon F. Henderson Postdoctoral Fellowship! This fellowship is offered to a researcher who will take advantage of a one-year stay at the Human Rights Research and Education Centre (HRREC) of the University of Ottawa to develop a research axis that is in line with the Centre's mandate and that promotes an innovative perspective. Multidisciplinarity and interdisciplinarity will be given preference.

We have put together a pretty unique course about human rights in Ukraine that will run from mid-May until the end of June. This is a course open to students for credit, as well as for community members (for a very low price). It will consist of a number of guest lecturers from the regions and on the ground, and address important and timely issues relevant to us all in all fields and walks of life.

Subject: CAHRI annual meeting, CYHR and "Our Charter - Our Rights" gathering 16-17 June uOttawa - three questions

Dear CAHRI member representatives/supporters,
Happy May Day – at last! (I shouldn’t jinx things, but it’s finally a beautiful spring day at least in Ottawa… despite snowing again LAST WEEK!)
I hope you are well and have survived (or are near to completing tasks arising from) the academic year – a second COVID-affected one with many challenges.
I am addressing you with regard to a few matters as follows:
First, we should have an Annual Meeting to catch-up, exchange views and perhaps decide one or two things. I am taking the liberty of suggesting we meet on Thursday 16 June. We/HRREC would happily arrange and host the meeting.
Second, one important subject is to make progress with the Canadian Yearbook of Human Rights (CYHR). For various reasons, it has been a struggle to get it done during the pandemic… but I am pleased to say the third issue is very near to publication (and includes a Special Section on COVID, guest edited by Alex Neve, and another Special Section profiling a handful of Canadian human rights advocates… of whom too little is known or as examples of careers). The immediate need now is to take steps for the next issue (2022-2023). We/HRREC are prepared to offer a modest honorarium for a Managing Editor and we will continue to cover production costs. The previously expressed hope is that CAHRI member entities would each nominate someone for the Editorial Board and that CAHRI would take up the publication as a more fully cooperative endeavour. We are aware that, previously, a few of you did respond positively and even identified a representative for an intended CYHR Editorial Board, but most did not respond. The time seems good to complete this task and move the initiative forward if there is sufficient interest.
Third, on 16-17 June we/HRREC are hosting at uOttawa Faculty of Law a youth-oriented gathering around the 40th anniversary of the Canadian Charter of Rights and Freedoms, There will be parallel sessions on Thursday 16 June and a larger plenary and public day on Friday 17 June. There are some associated initiatives – including political cartoon and photo-journalism competitions with which we’re working with various partners and intend an online and physical exhibition. For the parallel meetings on 16 June, we will have one group of Law students and Human Rights students from across Canada, while students of journalism will be meeting in parallel as well as a group of our own “alumni”. Friday, 17 June, will include representatives of government, implementing institutions, some who contributed to elaboration of the Charter 40 years ago, and a panel looking ahead at gaps and contemporary pressing issues. As we are hosting this gathering, we would be pleased to include a representative from each CAHRI member for whom we would cover the costs in Ottawa; there is no fee, so it is only transportation costs which we are not covering. If enough CAHRI members would be represented, then we could hold CAHRI’s Annual Meeting bi-modally (some in-person and others joining online).

1. Does your centre/institute/programme support holding the CAHRI Annual Meeting on Thursday, 16 June?
2. Does your centre/institute/programme wish to name a representative to the CYHR Editorial Board and, if so, whom?
3. Does your centre/institute/programme wish to send someone to attend our gathering in Ottawa on 16-17 June “Our Charter – Our Rights”? [If so, we will provide all relevant follow-up information.]
