Hello Frederick, Good to hear from you. Thanks for your message about the request from CMHR. I met with Matthew Cutler and other Museum folks in Winnipeg in Spring and soon after met Jeremy Maron in Montreal. I understood that CMHR is undergoing a process self-reflection and strategic planning. They are engaging in countrywide consultations with different stakeholders; one was held in Montreal. This is to say that they are clearly looking to engage with academic institutions and CAHRI could be great partner for them. I think CMHR could have an observer status but I do not see them as a member. They could be invited to attend meetings and could consult with individual member institutions on need basis. I'm addressing you just to draw your attention to three elements of the next Canadian Yearbook of Human Rights (Volume IV, 2022-2023, to be published in summer 2024): * The Call for submissions for the peer-reviewed General Section has been extended to 31 October 2023 : https://www.uottawa.ca/research-innovation/hrrec/news/call-papers-canadian-… These can address any issue of human rights in or relating (somehow) to Canada or Canada in the world. * If you have suggestions for important or difficult to find documentation arising to events/activities in the 2022-2023 period (i.e. inclusive the 24-month period), please let us know: chry(a)uottawa.ca<mailto:chry@uottawa.ca> * I am pleased to inform you that we will publish Special Sections addressing: 1) racial profiling in Quebec (arising from the Luamba decision [Luamba c. Procureur général du Québec, 2022 QCCS 3866, <https://canlii.ca/t/jsmj7>]) and, 2) freedom of movement and access to transportation for isolated (mainly indigenous) communities in Western Canada. But we have received an interesting proposal for a third Special Section which would engage CAHRI Member institutions to address Canada's human rights foreign policy and related engagements. Specifically, in the light of calls for (and already ongoing) re-thinking and proper FP elaboration together with institutional support, it is timely to feed ideas into prospective policy. To this end, there is a proposal for CAHRI to hold a consultation and share views, including by means of a compilation of inputs/suggestions as part of a CYHR Special Section. My question to you is: Would you (or someone from your institution) be interested to contribute/participate in a consultation (i.e. to identify and discuss core ideas and principal elements) and, if so, prospectively to contribute a short paper (3-4,000 word) for publication? Dear CAHRI Members, I hope this finds you well! I’m writing as the lead on an edited volume titled Human Rights 101: Human Rights in Canada and Internationally, which will be published by Emond Publishing in February 2026. I’m seeking authors to contribute to contribute one or more chapters in the edited volume. As heads of your respective human rights institutes, I’m turning to you to ask whether you have faculty to recommend for me to approach for specific chapters, given your insight into their expertise. Enclosed is the table of contents for your interest. It would be greatly appreciated if you could please respond to me with any recommendations by Friday, August 11, 2023. As part of a larger project, I believe there is value in having a CAHRI directory of human rights experts from our institutes across Canada to which we would all have access to help foster similar opportunities for collaboration. In short, Noura is a human rights defender that has been flagged by Canadian authorities as a national security risk<https://www.ctvnews.ca/canada/welcomed-by-canada-for-defying-a-dictator-syr…>, under s.34 of the Immigration and Refugee Protection Act. She arrived in Canada in 2017 after having advocated against the Syrian regime, being imprisoned and enduring torture for her human rights activism. Une 15e édition du Cours d’été en droit international humanitaire (DIH) réussie! Du 28 mai au 2 juin 2023, le CREDP était fier de présenter la 15e édition du Cours d’été en Droit international humanitaire (DIH)<https://www.uottawa.ca/recherche-innovation/credp/enseignement-formation/DR…> en partenariat avec la Croix-Rouge canadienne! Les objectifs de ce cours sont d’enseigner les principes fondamentaux du DIH aux étudiants et aux professionnels, ainsi que de fournir un milieu permettant d’appliquer ces connaissances à des études de cas réalistes et une journée complète dédiée à des exercices de simulations. C’est aussi le seul cours d’été en DIH offert simultanément en français et en anglais! C’était un plaisir d’accueillir nos 50 participants ainsi que nos collaborateurs et intervenants présents et passés pour célébrer le 15e anniversaire du cours! On se revoit en 2024 pour la 16e édition! Viviana Fernandez au Forum des ministres des droits de la personne Les 19 et 20 juin 2023, les ministres fédéraux, provinciaux et territoriaux (FPT) responsables des droits de la personne ont tenu une réunion de deux jours au cours de laquelle ils ont discuté des principales priorités liées aux obligations internationales du Canada en matière de droits de la personne. Le premier jour, les ministres ont eu l'occasion de s'entretenir avec des représentants de groupes autochtones, d'organisations de la société civile et de commissions des droits de la personne au sujet des progrès et de la mise en œuvre des droits de la personne au Canada, ainsi que des défis qui restent à relever. Canada (Attorney General) decision, Canada’s medical assistance in dying (“MAID”) framework has evolved significantly. With the passage of Bill C-7, many Canadians with disabilities and organizations representing these communities have expressed concern about the expansion of MAID, arguing that the law violates substantive equality. Bill C-7 also extended MAID eligibility to include Canadians whose sole underlying medical condition is a mental disorder ("MAID MD-SUMC"), although implementation of this expanded eligibility will not occur until March 17, 2024. Concerns have been raised about Canadians who reportedly would not have sought access to MAID but for poverty, homelessness, or lack of supports. And UN experts have questioned whether Canada’s MAID framework is in compliance with Canada’s international human rights obligations under the Convention on the Rights of Person with Disabilities. On the other hand, arguments have been raised that existing restrictions on MAID violate the Charter rights of those seeking access to it, and that further expansions are needed. This timely panel will focus on unpacking some of the nuanced constitutional law and human rights concerns that continue to emerge surrounding MAID in Canada. Panelists will explore the following questions, among others: Has the Supreme Court’s decision in Carter been properly understood and implemented? Does Canada’s current MAID framework pass constitutional scrutiny, particularly under s. 7 and s. 15 of the Charter? How should contentious cases or compliance concerns be reviewed and addressed? How do professional and conscientious objections fit in Canada’s MAID framework? What are the government's obligations in relation to MAID, MAID MD-SUMC, providing healthcare supports and alternatives, and ensuring oversight of MAID cases? Visa Barrier stakeholder invitation

Dear colleagues, I am writing to inform you of an initiative called the Visa Barrier project, led by Professor Meredith Terretta, a member of our Centre and former Gordon F. Henderson Chair in Human Rights. The project was created because it is becoming more and more evident that a high rate of IRCC refusal of temporary residence and study permits to visa-required researchers threatens to undermine Canada's research achievements on the world stage. That African<https://www.cbc.ca/news/canada/ottawa/canada-s-temporary-visa-approval-rate…> researchers seem to be disproportionately affected by this visa barrier is even more troubling. The mobility of researchers is an important facet of knowledge mobilization, and the exclusion of African researchers from international forums like the International AIDS Society conference in Montreal exacerbates North-South asymmetries in global knowledge flows. The Visa Barrier<https://can01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fvisabarri…> project, funded by the Social Sciences and Humanities Research Council of Canada, studies how African researchers experience visa application processes by collecting anonymized data from visa-required African researchers and scholars invited to Canada. Over time, this data will reveal an approximate profile of those researchers to whom Canada denies right of entry, thus highlighting patterns related to income, gender, marital status, country of origin, race, Visa Application Centre, and so on. It will also highlight discrepancies in the items of "proof" that IRCC requires of applicants from country to country as well as the varying length of time it takes to process applications. These data will be used to inform the Canadian government and Canadian universities of challenges that visa-required African researchers face, providing an evidence-based argument for developing equitable immigration policies and university internationalization strategies to surmount the visa barrier. As you can see, the success of the Visa Barrier project depends on widespread involvement of stakeholders who regularly invite visa-required scholars and researchers to Canada. For this reason, we thought that this would be of interest to the CAHRI community. It takes about a minute for stakeholders to register to use the web application, after which they can regularly invite visa-required researchers by providing them with a unique, secure link to a one-time access survey of their visa application experience. Une formation sur l'éducation offerte en français Le Laboratoire de recherche interdisciplinaire sur les droits de l'enfant (LRIDE) de l'Université d'Ottawa est heureux d'offrir un programme de formation en français sur l'évaluation des répercussions sur les droits des enfants (ERDE) sous le thème Pleins feux sur l'éducation le 25 mai 2023. L'objectif de ce cours est d'offrir aux étudiants et aux professionnels les fondamentaux de l'ERDE et la possibilité d'utiliser cet outil pour améliorer la prise de décision dans différents domaines et s'assurer que les droits de l'enfant sont respectés dans les processus et leurs issues. Cette dernière s'intéresse particulièrement au secteur de l'éducation, où de nombreux types de décisions sont pris au sujet des enfants ou ont un impact sur eux. La formation comprend un volet dans lequel les processus décisionnels sont clarifiés et les enjeux relatifs aux droits de l'enfant sont expliqués. Enfin, la formation permet aux participants en présentiel d'acquérir une expérience pratique de l'utilisation de l'outil ERDE. Le programme s'adresse à tous les acteurs du milieu de l'éducation, incluant les administrateurs, les éducateurs, les conseillers, les travailleurs sociaux, les avocats, ainsi qu'aux universitaires et aux étudiants. A training on education offered in French The University of Ottawa Interdisciplinary Research Laboratory on the Rights of the Child (IRLRC) is pleased to offer a training program in French on Child Rights Impact Assessment (CRIA) under the theme Spotlight on Education on May 25, 2023. The goal of this course is to offer students and professionals the fundamentals of CRIA and the opportunity to use this tool to improve decision-making in different areas and to ensure that children's rights are respected in the processes and outcomes. It will focus on the education sector, where many types of decisions are made about children or have an impact on children. The training includes a component in which decision-making processes are clarified and children's rights issues are explained. Finally, the training allows face-to-face participants to gain practical experience in using CRIA. The program is intended for all those involved in education, including administrators, educators, counsellors, social workers, lawyers, as well as academics and students. Dear CAHRI Members, It is my pleasure to introduce you to Dr Ashley Barnes who will be assisting this year as the Managing Editor of our next volume of the Canadian Yearbook of Human Rights (for the two-year period 2022-2023), to be published in 2024. Ashley joined us this year at the HRREC as our Gordon F. Henderson Postdoctoral Fellow. She recently completed her SJD at the University of Toronto Faculty of Law focusing on access to justice and compensation in international law. While there has been growing international commitment to raising awareness about and protecting Indigenous languages in recent years, research and publication on this subject remains limited. With this in mind, Genocide Studies International wishes to dedicate a special issue to the topic of Indigenous language erasure and revitalization with the objective of raising awareness around this issue from an interdisciplinary and comparative perspective. The editors seek submissions from scholars across disciplines that contextualize Indigenous language erasure as it relates to human rights, conflict, exploitation, colonialism, racism, bigotry, sexism, oppression, and globalization. Manuscripts that explore gaps, challenges, and opportunities for action in protecting and revitalizing Indigenous languages are also welcomed. [cid:image003.png@01D958DE.4318C0E0]On Wednesday, April 5th at 12noon CDT, join the Centre for Human Rights Research at the University of Manitoba and the Canadian Centre for Housing Rights (CCHR) for a virtual webinar to learn about CCHR’s new discrimination audit report and engage with local advocates, community workers, and researchers in a discussion about housing discrimination in Winnipeg. About CCHR’s discrimination audit report: The Canadian Centre Housing Rights (CCHR) recently published a discrimination audit report called “Sorry, it’s rented.” Measuring Discrimination Against Newcomers in Toronto’s Rental Housing Market. The report examines the level of discrimination faced by newcomers in Toronto’s rental market, and how race, gender and parental status increases the likelihood of discrimination when searching for rental housing. The discrimination audit found that newcomers in Toronto face up to 11 times as much discrimination as non-newcomers when searching to secure rental housing. It also found that racialized newcomers experienced more discrimination compared to non-racialized newcomers when calling to inquire about a rental listing, and that certain family statuses compounded the experience of discrimination.
