A Message from RWCHR International Chair Irwin Cotler

I write on the occasion of four major concurrent international initiatives taking place at the same time: First, the gathering of the co-chairs of the Inter-Parliamentary alliance on China on the occasion of the G20 in Rome, in which we called for Magnitsky Sanctions targeting CCP leaders for their mass atrocities targeting the Uyghurs and their frontal assault on democracy in Hong Kong, repression of Tibet and menacing of Taiwan; Second, a global summit of world leaders and environmental advocates, in which RWCHR partner Liberal International will share their Ten Principles for Climate Justice<https://rwchr.us2.list-manage.com/track/click?u=eab80f71b0bea3d659a678f32&i…>; Third, the commencement of the International Holocaust Remembrance Alliance meetings in Thessaloniki, Greece, where I serve as head of an exemplary Canadian Delegation; and fourth the mass demonstrations in Sudan seeking restoration of democracy following the military coup.
In each and all of these, I have been engaged-along with the RWCHR-to advance the pursuit of justice and better the human condition.

Venezuelan Accountability Project Advances historic Justice Work
In a historic partnership spearheaded by the RWCHR, the Venezuela Accountability Project - a consortium of leading international prosecutors, law professors and students - launched the next phase of its groundbreaking work in creating individualized international criminal dossiers on perpetrators of mass atrocity, to be used in advancing justice for victims and accountability for violators.

Since the fall of Kabul on August 15, the RWCHR has been engaged in relief and rescue in Afghanistan, making appropriate representations to government leaders, and intergovernmental bodies, to protect and facilitate resettlement in Canada of targeted religious minorities like the Hazaras, judges, journalists, lawyers and human rights defenders. Through these efforts, the RWCHR successfully arranged the safe exfiltration and resettlement of some of the most vulnerable Afghans, and assisted with Government evacuation efforts. In particular, an entire school of minority children and their families - targeted by the Taliban not only for their ethnic background, but for their human rights activism and women's rights leadership - was saved thanks to the efforts of the Centre.

IPAC G20 in Rome
The Inter-Parliamentary Alliance on China (IPAC), where Professor Cotler’s serves as Canadian co-chair, held a “G20 counter-meeting”<https://rwchr.us2.list-manage.com/track/click?u=eab80f71b0bea3d659a678f32&i…> this week in Rome, during which Parliamentary co-chairs from ten countries delivered a pre-recorded address. They called on G20 democracies to “impose targeted Magnitsky-style human rights sanctions against senior PRC officials responsible for gross violations of human rights in China and in Hong Kong.”

J'écris à l'occasion de quatre grandes initiatives internationales concurrentes qui se déroulent en même temps : premièrement, le rassemblement des coprésidents de l'Alliance interparlementaire sur la Chine à l'occasion du G20 à Rome, au cours duquel nous avons appelé à des sanctions Magnitsky contre les dirigeants du PCC pour leurs atrocités de masse contre les Ouïghours, leur assaut frontal contre la démocratie à Hong Kong, répression du Tibet et menace de Taiwan ; deuxièmement, un sommet mondial des dirigeants mondiaux et des défenseurs de l'environnement, au cours duquel le partenaire du CRWDP, Liberal International, partagera ses dix principes pour la justice climatique ; troisièmement, le début des réunions de l'Alliance internationale pour la mémoire de l'Holocauste à Thessaloniki, en Grèce, où je dirige une délégation canadienne exemplaire ; et quatrièmement, les manifestations de masse au Soudan visant à restaurer la démocratie à la suite du coup d'État militaire.
Dans chacun d'entre eux, je me suis engagé, avec le CRWDP, à faire avancer la recherche de la justice et à améliorer la condition humaine.

Le CRWDP a publié une déclaration pour commémorer le Mois de l'histoire des femmes, un moment important de commémoration des vaillantes luttes des femmes pour la justice, l'égalité et la paix et de rappel du chemin que nous devons parcourir pour répondre à l'appel du clairon que « les droits des femmes sont des droits humains » et qu'il n'y a pas de droits humains s'ils n'incluent pas les droits des femmes.

Le président international du CRWDP et Envoyé spécial, Cotler, a également publié une déclaration cette semaine à l'occasion de la Journée internationale de la liberté de religion, affirmant notre engagement à promouvoir et à protéger la liberté de religion ou de conviction, qui « trouve son expression dans les efforts du Canada pour faciliter le dialogue interreligieux et interculturel, l'établissement d’un groupe de contact international sur la liberté de religion ou de conviction, et nos efforts pour agir en tant que refuge pour les réfugiés cherchant la liberté de pratiquer leur religion sans crainte ».
Le Projet d’ imputabilité vénézuélien fait avancer le travail historique de justice
Dans le cadre d'un partenariat historique dirigé par le CRWDP, le Projet d’imputabilité vénézuélien -- un consortium d'éminents procureurs internationaux, professeurs de droit et étudiants -- a lancé la prochaine phase de son travail révolutionnaire en créant des dossiers criminels internationaux individualisés sur les auteurs d'atrocités de masse, à utiliser pour faire progresser la justice pour les victimes et l’imputabilité des contrevenants.

Depuis la chute de Kaboul le 15 août, le CRWDP s'est engagé dans des opérations de secours et de sauvetage en Afghanistan, faisant des représentations appropriées auprès des dirigeants gouvernementaux et des organismes intergouvernementaux, pour protéger et faciliter la réinstallation au Canada de minorités religieuses ciblées comme les Hazaras, les juges, les journalistes, les avocats et défenseurs des droits humains. Grâce à ces efforts, le CRWDP a organisé avec succès l'exfiltration et la réinstallation en toute sécurité de certains des Afghans les plus vulnérables, et a contribué aux efforts d'évacuation du gouvernement. En particulier, une école entière d'enfants issus de minorités et de leurs familles - ciblés par les talibans non seulement pour leur origine ethnique, mais pour leur activisme en faveur des droits humains et leur leadership en matière de droits des femmes - ont été sauvés grâce aux efforts du Centre.

G20 du IPAC à Rome
L'Alliance interparlementaire sur la Chine (IPAC), dont le professeur Cotler est Coprésident canadien, a tenu une « contre-réunion du G20 » cette semaine à Rome, au cours de laquelle des Coprésidents parlementaires de dix pays ont prononcé un discours préenregistré. Ils ont appelé les démocraties du G20 à « imposer des sanctions Magnitsky -- axées sur les droits humains -- contre des hauts responsables de la RPC responsables de violations flagrantes des droits humains en Chine et à Hong Kong ».

O’Brien Fellows become members of the Centre for Human Rights and Legal Pluralism, a focal point for innovative legal and interdisciplinary research, dialogue, and outreach on human rights and legal pluralism.
This Fellowship Program is an entrance scholarship. Applicants for this scholarship must also simultaneously submit an application for admission, by the stipulated deadline, to one of McGill Law's graduate programs.
