A Message from RWCHR International Chair Irwin Cotler

The Malmö Conference on Holocaust Remembrance and Combatting Antisemitism-which brought together government leaders from over fifty countries and intergovernmental organizations-and commemorated the Stockholm Declaration on the Holocaust- was as inspiring as it was timely. In particular, the “Country Pledges” by participating countries are an Agenda for Global Action, just as Canada’s “Country Pledges” constitute a National Action Plan for Holocaust Remembrance and the combatting of hatred and antisemitism.
It will now be followed by the International Holocaust Remembrance Alliance Plenary Conference in Thessaloniki, beginning on November 7, where I am pleased to head an excellent Canadian delegation; and where, appropriately enough, Sweden will be assuming the Presidency of IHRA for 2022, the year in which “Country Pledges” are to be acted upon.
I am pleased that one of Canada’s Country Pledges is to make the role of Special Envoy a permanent one-signifying the importance Canada attaches to these responsibilities-and providing dedicated resources for that purpose. While I will continue to serve as Special Envoy in a pro-bono capacity, I am delighted that the Special Envoy role, with its compelling mandates, will have a central place in Canada’s promotion and protection of democracy and human rights.

Message du professeur Irwin Cotler, Président international du CRWDP
[https://mcusercontent.com/eab80f71b0bea3d659a678f32/images/eb493fac-d2dc-f5… Conférence de Malmö sur la mémoire de l'Holocauste et la lutte contre l'antisémitisme, qui a réuni des chefs de gouvernement de plus de cinquante pays et des organisations intergouvernementales, et commémorant la Déclaration de Stockholm sur l'Holocauste, a été aussi inspirante qu’opportune. En particulier, les « Engagements nationaux » des pays participants constituent un Programme d'action mondial, tout comme les « Engagements nationaux » du Canada constituent un Plan d'action national pour la mémoire de l'Holocauste et la lutte contre la haine et l'antisémitisme.
Elle sera maintenant suivie par la Conférence plénière de l’Alliance Internationale pour la mémoire de l’Holocauste (IHRA – International Holocaust Remembrance Alliance) à Thessalonique, qui débutera le 7 novembre, où j'aurai le plaisir de diriger une excellente délégation canadienne; et où, à juste titre, la Suède assumera la présidence de l'IHRA pour 2022, l'année au cours de laquelle les « Engagements nationaux » doivent être mis en œuvre.
Je suis heureux que l'un des Engagements nationaux du Canada soit de faire du rôle d'Envoyé spécial un rôle permanent, ce qui signifie l'importance que le Canada attache à ces responsabilités et de fournir des ressources dédiées à cette fin. Bien que je continuerai d'agir en qualité d'Envoyé spécial à titre bénévole, je suis ravi que le rôle d'Envoyé spécial, avec ses mandats impérieux, occupe une place centrale dans la promotion et la protection de la démocratie et des droits de la personne au Canada.

A Message from Professor Irwin Cotler
[https://mcusercontent.com/eab80f71b0bea3d659a678f32/images/eb493fac-d2dc-f5… these troubled times I am reminded of the words of the poet William Butler Yeats who said “The best lack all conviction, while the worst are full of passionate intensity”.
Accordingly, the RWCHR seeks to be at the forefront of global human rights advocacy, including:
* Since the fall of Kabul on August 15, we have been engaged in relief and rescue in Afghanistan, making appropriate representations to government leaders, and intergovernmental bodies, to protect and facilitate resettlement in Canada of targeted religious minorities like the Hazaras, judges, journalists, lawyers and human rights defenders.
* Invoking the Declaration Against Arbitrary Detention-which Canada led in 2021 and now has sixty signatories-to combat Hostage Diplomacy and unjust imprisonment
* Taking up the case and cause of political prisoners, and championing the cause of media freedom, including the longest imprisoned journalist in the world, Swedish-Eritrean Dawit Isaaks as referenced below.
* Combating antisemitism, systemic racism and all forms of hate as an assault on our common humanity and toxic to democracies.
As Robert Kennedy, quoting George Bernard Shaw, would say “some see things as they are and say, why; I dream things that never were and say, why not.”
Let us all have both the capacity to dream and the conviction to make it happen.

En cette période difficile, je me souviens des mots du poète William Butler Yeats qui disait « les meilleurs manquent de conviction, tandis que les pires sont pleins d'intensité passionnée ».
En conséquence, le CRWDP cherche à être à l'avant-garde du plaidoyer mondial en faveur des droits humains, notamment :
* Depuis la chute de Kaboul le 15 août, nous nous sommes engagés dans des opérations de secours et de sauvetage en Afghanistan, faisant des représentations appropriées auprès des dirigeants gouvernementaux et des organismes intergouvernementaux, pour protéger et faciliter la réinstallation au Canada de minorités religieuses ciblées comme les Hazaras, les juges, les journalistes, les avocats et les défenseurs des droits humains.
* Invoquer la Déclaration contre la détention arbitraire, que le Canada a lancé en 2021 et qui compte maintenant soixante signataires, pour lutter contre la diplomatie des otages et l'emprisonnement injuste.
* S'occuper du cas et de la cause des prisonniers politiques et défendre la cause de la liberté de la presse, y compris le journaliste emprisonné le plus longtemps au monde, le suédo-érythréen Dawit Isaak, comme indiqué ci-dessous.
* Combattre l'antisémitisme, le racisme systémique et toutes les formes de haine, qui représentent une attaque contre notre humanité commune et qui est toxique pour les démocraties.

Release of Burundi Political Prisoner and Former Member of Parliament Fabien Banciryanino
Delighted that Burundi political prisoner and former MP Fabien Banciryanino has been released approximately one year after his arbitrary detention and unjust imprisonment. The RWCHR, in partnership with the Parliamentarians for Global Action (PGA), advocated internationally on behalf of Mr. Baciryanino, and urged the Burundi government to “conduct all the necessary institutional reforms and take the appropriate measures to make sure that human rights are safeguarded and respected at all times”.

RWCHR High-Level Conference on 20 Years of Dictatorship in Eritrea: A Case Study of the Global Assault on Media Freedom by Authoritarian Regimes

The RWCHR spearheaded a high-level conference, in partnership with an international coalition of leading NGOs and human rights organizations -- which promote and protect media freedom and defend the rights of journalists -- on the Eritrean government’s suppression of fundamental rights and freedoms, including media freedom and the persecution of journalists, and the widespread and systematic gross human rights violations in relation to the case of Dawit Isaak and his colleagues - the longest imprisoned journalists in the world. The highly impactful conversation was led by a series of international experts. Thank you to our distinguished panelists and co-sponsors for making the event a success.

Commemoration of Nobel Peace Laureate Professor Elie Wiesel’s Birthday
The RWCHR published a statement commemorating Elie Wiesel’s birthday, the RWCHR Honorary U.S. Co-Chair (in memoriam). As Irwin Cotler once said, “Elie has always been my teacher, mentor, role model, inspiration, and friend of 50 years - in a word, the most remarkable human being I have ever encountered and had the honour to work with in common cause.”

80th Anniversary of the Mass Murder in Babi Yar
Last week marked the 80th anniversary of the mass murder of 33,771 in Babi Yar on Yom Kippur on September 28th and 29th, 1941. Special Envoy Irwin Cotler published a statement on the anniversary of this horrific mass atrocity, “which serves as a reminder of our individual and collective responsibilities to remember, to bear witness, to shatter walls of indifference, to prevent and act against antisemitism and mass atrocity - lest we be complicit by our silence”.

Libération du prisonnier politique burundais et ancien député Fabien Banciryanino
Nous sommes ravis que le prisonnier politique burundais et ancien député Fabien Banciryanino ait été libéré environ un an après sa détention arbitraire et son emprisonnement injuste. Le CRWDP, en partenariat avec l'Action mondiale des parlementaires (PGA), a plaidé à l’échelle internationale au nom de M. Baciryanino, et a exhorté le gouvernement burundais à « mener toutes les réformes institutionnelles nécessaires et à prendre les mesures appropriées pour s'assurer que les droits de la personne sont protégés et respectés à tout moment ».

Conférence de haut niveau du CRWDP : « 20 ans de dictature en Érythrée : une étude de cas sur l'atteinte mondiale à la liberté des médias par les régimes autoritaires »

Professor Jaramillo-Sierra holds a law degree from Universidad de los Andes (Cum Laude) and an SJD from Harvard Law School. She is currently a full professor at Universidad de los Andes, Faculty of Law. She is the co-founder of Red Alas, a network of scholars interested in the inclusion of sexual and gender perspectives in Latin American legal education. She has also been consultant to the Colombian government on issues of transitional justice, and sexual and reproductive rights. In 2017, former President Juan Manuel Santos nominated Professor Jaramillo-Sierra as a Constitutional Court justice. Obiora C. Okafor is the Inagural York Research Chair in International and Transnational Legal Studies at Osgoode Hall Law School. Professor Okafor has published extensively in the fields of international human rights law and immigration/refugee law, as well as general public international law (especially with regard to third world approaches to international law). CHRLP is proud to open the call for applications for the 2022 O’Brien Graduate Fellowships in the Faculty of Law, McGill University. O’Brien Fellows become members of the Centre for Human Rights and Legal Pluralism, a focal point for innovative legal and interdisciplinary research, dialogue, and outreach on human rights and legal pluralism.
This Fellowship Program is an entrance scholarship. Applicants for this scholarship must also simultaneously submit an application for admission to one of our graduate programs by the stipulated deadline.

Constitutional Rights and Freedoms in Canada: Critical Reflections & Engagement (conference on April 8, 2022)
As we approach the 40th anniversary of the Canadian Charter of Rights and Freedoms and the constitutional recognition of Indigenous rights, it is timely to reflect upon the impact of these constitutional reforms. This workshop is aimed at mobilizing and sharing critical reflections regarding the meaning and application of diverse constitutional rights and freedoms, including theoretical, comparative, and interdisciplinary perspectives. It will provide an occasion to share past research and explore potential future research collaborations.
Participation in the workshop (for those presenting) would involve preparing a short think piece (1,000-2,000 words) on a topic related to the constitutional rights entrenched in 1982. Others may simply be interested in attending.
We would greatly appreciate hearing from you about your interest in participating by September 30th, including the issue/question you would likely explore in your short think piece. Email: human.rights(a)mcill.ca<mailto:human.rights@mcill.ca>.

Jeanne Pérès, LLM (Montreal)
Après avoir complété un baccalauréat en droit à l’Université de Montréal (UdeM) et son examen du Barreau à l’hiver 2021, je suis heureuse d’entamer une maîtrise en droit autochtone à l’Université McGill. Mon implication au sein du comité en droit autochtone de l’UdeM, ma participation au Kawaskimhon Moot, de même que mes expériences de travail dans des régions éloignées du Nord et du Grand Nord québécois aux côtés d’Innus ont contribué à faire de la cause autochtone ma vocation. C'est à travers mon parcours universitaire que j’ai pris goût à la recherche et à la rédaction juridique, notamment à titre d’assistante de recherche, d’étudiante en droit au sein d’un cabinet privé, mais également dans le cadre de concours de rédaction et de séminaires de recherche. Ces apprentissages ont renforcé ma volonté de faire du droit un moyen efficace de rendre justice. Soutenue par le Conseil de recherches en sciences humaines (CRSH) du Canada grâce à la bourse Joseph Armand-Bombardier et par le Centre pour les droits de la personne & le pluralisme juridique de l’Université Mc Gill avec la bourse O’Brien, je souhaite rédiger une thèse qui reflète la collision entre notre régime juridique et les traditions juridiques autochtones et leur possible réconciliation.

Amanda Nutakor, LLM (Ghana)
My name is April Amanda Nutakor - I don't mind being called April or Amanda, although Amanda is my official name. I am currently an LLM candidate at McGill University’s Faculty of Law. In 2020, I graduated from the University of Ghana School of Law as the Valedictorian of the 2020-year group, with a First-Class Honours and a 3.84 FGPA. From September 2019 to May 2021, I was a participant of an intercultural human rights project organized by the Harvard Law School in collaboration with the University of Ghana School of Law. The project focused on the right of the girl child to education in the Northern region of Ghana.
Previously, I also worked at the Legal Resources Centre (the ‘LRC’), a non-governmental organization in Ghana, which focuses on development work and provides legal aid services. During my time at the LRC, I participated in human rights trainings and worked on the Prisons’ Project which was designed to increase awareness of the rights of prisoners and to provide legal aid to indigent persons in prisons awaiting trial or appealing against wrongful conviction.
I am currently working part-time and remotely at an international UK-Ghana based law firm 'Egality Law'. The firm serves a range of clients from multinationals to non-profits and I support the team with legal research and analysis with a particular interest in human rights, criminal justice and defamation matters.
My areas of research at McGill include juvenile and criminal justice, and human rights.

Cynthia Kelechi Eboson, LLM (Nigeria)
Barrister Cynthia Kelechi Eboson is a poised legal professional and researcher with a successful academic and career record.
Barrister Cynthia graduated from the University of Exeter, Faculty of Law in England, United Kingdom in 2018. She was called to the Nigerian Bar in 2019 after completion of studies at the Nigerian Law School. A member of the Nigerian Bar Association, she has worked as a Lawyer and Human Rights Activist with various law firms and NGOs in Nigeria.
Barrister Cynthia is a young professional whose primary interests are related to Human Rights with special regard to Gender equality and promotion of Women’s rights. This led to the establishment of her own NGO targeted at sensitizing communities in Nigeria on the importance of gender equality and promotion of human rights among communities in Nigeria.
Her proposed research topic which is titled “Navigating Entrenched Customary Law and Human Rights: A case study of Inheritance rules and Gender rights in Nigeria” aims to add to the body of literature on the promotion of gender equality. Barrister Cynthia hopes to build a community of professionals with similar interests and set to impact knowledge and influence around the International Community.

Yuri Romana-Rivas, DCL (Colombia)
I am a current doctoral (DCL) student at McGill's Faculty of Law and an O’Brien Fellow at the McGill Centre for Human Rights and Legal Pluralism. I did a Master of Laws (LLM) in International Law and Legal Studies from American University, Washington College of Law in Washington DC, and obtained my Law degree (LLB) at the “Diego Luis Córdoba” Technological University of Chocó (U.T.CH) in Colombia. Before coming to pursue my doctoral studies at McGill, I worked for almost three years as a specialized lawyer at the Chamber for Amnesty and Pardon of the Special Jurisdiction for Peace (JEP) in Colombia, a transitional justice tribunal established in 2018 as a result of the 2016-Peace Agreements between the Colombian Government and the Revolutionary Armed Forces of Colombia- Peoples’ Army (Las FARC-EP). This tribunal was tasked with the responsibility to investigate, prosecute, and try the most serious crimes committed in the context of the more than 50-year armed conflict in Colombia. Previously, I worked for more than five years as a Human Rights Specialist at the Inter-American Commission on Human Rights based in Washington D.C.I have also done research, taught, and written about different human rights-related topics such as transitional justice, structural racism, and standards of due process guarantees under International Human Rights Law.
My doctoral research topic focuses on the need to strengthen Colombia’s transitional justice reparation structures to effectively compensate and restore the rights of Afro-Colombian communities who have been victims of the armed conflict. I am Afro-Colombian, and a very enthusiastic soccer aficiando.

Eskura Centro de Recursos Pedagógicos en Derechos Humanos celebrará su III. Seminario Internacional de Recursos Pedagógicos en Derechos Humanos. Este año se centrará en el Medio Ambiente y los Derechos Humanos. Será los días 6 y 7 de octubre de 2021 en el Kursaal, Donostia-San Sebastian, en formato trilingüe (Euskara-Español-Inglés) y tanto presencial como virtual.
Diferentes referentes presentarán recursos vinculados al ecofeminismo, el ecopacifismo, la educación ecosocial, la coproducción de políticas ambientales y de inclusión social, la realidad de los y las defensoras del territorio, la situación de los océanos y la criosfera, el consumo responsable, el ecoliderazgo... Abordándolos desde una perspectiva de estrategias pedagógicas.
Como podrás apreciar en el programa adjunto participarán ponentes de la talla de Mr. David Boyd, Relator Especial de Derechos Humanos y Medio Ambiente de las Naciones Unidas, Dra. Yayo Herrero, investigadora influyente a nivel europeo en el ámbito ecofeminista, así como la Oficina de Educación Climática de la UNESCO que desarrolla diversos recursos para los sistemas educativos, entre otros/as.

Hello!
Eskura Human Rights Educational Resource Centre will hold its III. International Seminar on Human Rights Educational Resources. This year will focus on Environment and Human Rights. It will be held on 6th and 7th October 2021 at the Kursaal, Donostia-San Sebastian, in trilingual format (Basque-Spanish-English) and both in person and online.
Different international, national and local experts will address the following subjects: the eco-pacifism, the eco-feminism, the eco-social education, the co-production of environmental and social inclusion policies, the land defenders, the situation of the oceans and the cryosphere, the eco-leadership, the responsible consumption... Tackling these from an educational perspective.
As you can see in the attached programme we will have speakers such as Mr. David R. Boyd, UN Special Rapporteur on Human Rights and the Environment, Yayo Herrero reserchear, Expert in Ecofeminism and Ecosocialism, and UNESCO's Climate Education Office which develops various resources for education systems.
