It will be held from 3 to 7 July 2023, is destined to international students and will explore the theme "Mapping violences". Registration will be open from 1 February to 31 March 2023. The EHESS Summer School on Campus Condorcet Paris-Aubervilliers is meant to be an international event gathering all institutions present on this new European research campus in the humanities and social sciences. This EHESS initiative is, pedagogically and scientifically supervised by a committee of scholars from several member institutions located on the Campus. The theme of the 2023 edition: "Mapping violences" By crossing different disciplinary, thematic and cultural approaches, the aim is to endeavor to map violence, to study practices, situations, experiences of violence and their arrangement in topographic, social and mental spaces. The objective is to favour the dialogue between different perspectives of research on violence and more particularly on extreme violence. Be it political violence, state violence, wars, guerrilla wars, revolutions, oppression, massacres, and domestic violence, since it is often -in these contexts- amplified, will also be broached. How are we to observe, define and analyse these violent phenomena? What are the methodological, epistemological and ethical questions specific to these particularly sensitive and fluid objects? Director's Message Dr. Juanita De Barros, February 2023 Welcome to the Winter 2023 edition of the Centre for Human Rights and Restorative Justice (CHRRJ) newsletter. CHRRJ provides a site where a multi-disciplinary group of scholars as well as policy makers, practitioners, and community leaders can explore human rights and restorative justice issues. In just a few short years, the faculty, students, and fellows affiliated with the Centre have accomplished a great deal, despite the challenges of the ongoing COVID-19 pandemic. In this newsletter, we acknowledge and celebrate their accomplishments over the past year. This work helps advance the important task of expanding our understanding of human rights’ issues, today and in the past. Dr. Juanita De Barros In this edition of the newsletter, we highlight the varied research activities and events undertaken over the last year by the researchers and collaborators affiliated with the Centre and which support and advance the CHRRJ’s mandate. As pandemic restrictions ease, we have been able to resume in-person events which have allowed for rich and exciting intellectual exchanges. The various techniques we developed in the early years of the pandemic, and which enabled us to communicate and meet virtually, remain useful. Notably hybrid events, such as the recent “Child Protection and the Rights of the Child” conference, provide important networking opportunities for researchers who are unable to travel to Hamilton, allowing them to share their research. Significantly, these techniques also offer opportunities for student involvement in research projects as the activities undertaken under the auspices of the Participedia project, which is housed at the Centre, demonstrates. These virtual and in-person exchanges benefit all of us. In the year ahead, we will have many opportunities to build on these accomplishments, by finding ways to engage students in our work as well as by maintaining and expanding our research networks and continuing to develop new and exciting research projects. Welcome Remarks by Dr. Martin Horn On January 27th and 28th 2023, we held a hybrid conference on “Child Protection and the Rights of the Child.” Supported by McMaster University’s Centre for Human Rights and Restorative Justice (CHRRJ), this conference brought together an international and multidisciplinary group of researchers to explore patterns and changes in discourses, policies, and practices in child saving, child protection, and the rights of the child. In-Person Attendees The conference was well-attended, with virtual and in-person attendance. It included six academic sessions that addressed a range of topics, including the experiences of children in conflict zones; child labour in the past and the present; the emergence and evolution of international children’s rights discourse; adoption and child migration; and children’s experiences in state institutions. Keynote Talk One of the conference highlights was the keynote talk by the Indigenous historian Dr. Crystal Fraser (Gwichyà Gwich'in/originally from Inuvik and Dachan Choo Gę̀hnjik, Northwest Territories), titled “Histories of Indian Residential Schooling: Approaches to Studying Institutionalized Indigenous Children during the Twentieth Century.” Research Assistants Sara Abdella - Nadim Al Nakhl - Zeynep Yilmaz - Valeria Flores - Oyinade Adekunle The conference also included a workshop led by the McMaster Children and Youth University (MCYU) which explored the MCYU community-campus model for co-creating knowledge. Research assistants working with the Participedia project at CHRRJ (and with the permission of the participants) interviewed some of the conference attendees with the goal of ensuring that these professional recordings will be made available to academics and members of the public. Participants Asking Questions The conference helped advance our understanding of changes and continuities in the treatment of children over time and the impact of international agreements and local policies focusing on children’s rights and the ways in which they interacted. The conference was supported by the Office for Community Engagement, the History Department, the Provost’s Office, the Faculty of Humanities at McMaster University, as well as by the CHRRJ. Panel 4: Children's Rights in Politics & Education Panelists Presenting Adebisi Alade Dr. Adebisi Alade, an associate member of the CHRRJ, has assumed a tenure-track position at the University of Victoria (http://uvic.ca) , British Columbia. Before joining UVic in July 2022, Dr. Alade was a Ph.D. candidate in the History Department at McMaster University under the supervision of Prof. Bonny Ibhawoh. His dissertation, “A Mission to Sanitize: Public Health, Colonial Authority, and African Agency in Western Nigeria, 1900-1945,” examines how subaltern resistance and politics shaped public health development in Africa. Using food hygiene and environmental sanitation as lenses to better understand how Africans engaged British disease control programs, his thesis deconstructs the colonial discourse of private and public hygiene in Africa. Dr. Alade accepted the position of Assistant Professor in UVic’s Department of History three months before defending his doctoral thesis in May 2022. At UVic, he teaches African History and the History of Medicine in the Colonial World. Dr. Alade currently chairs his Department’s Indigenous and Antiracist Initiatives Committee while representing the Faculty of Humanities on the Global Development Studies Program Committee. His publications have appeared in edited volumes and reputable journals, including the Journal of Social Development in Africa, Canadian Bulletin of Medical History, African Studies Quarterly, and the South African Journal of Cultural History. During his time at the CHRRJ, Dr. Alade was not only an active member of Participedia. He also coordinated Confronting Atrocity, a transnational project on truth commissions and restorative justice, including the 2019 international conference at the University of Ghana in Accra, Ghana. Alpha Abebe & Bonny Ibhawoh Centre members Dr. Bonny Ibhawoh and Dr. Alpha Abebe participated in a collaborative effort with a multi-disciplinary team to work on the McMaster African and Caribbean Leadership Exchange (MACLeads) program (https://dailynews.mcmaster.ca/articles/mcmaster-projects-offer-experiential…) . This project is designed to provide young, emerging leaders in Canada with experiential learning opportunities through placements with African or Caribbean partner institutions and organizations. MACLeads aims to enhance the education of undergraduate students and prioritize students who have historically faced barriers to participating in global exchange initiatives. Students will have opportunities to interact and learn from Black/racialized global leaders in post-secondary institutions, policy institutes and non-governmental organizations in countries such as Barbados and Ghana. Chandrima Chakraborty & Ingrid Waldron Dr. Chandrima Chakraborty and Dr. Ingrid Waldron received a Wilson Foundation, Future of Canada Grant, for their project, “COVID-19 in Racialized Communities in the Greater Toronto Area: Experiences and Conceptualizations of Loss.” (https://future-of-canada.mcmaster.ca/understanding-loss-and-grief-in-racial…) Jorge Fabra Zamora On September 2022, Dr. Jorge Fabra Zamora started his position as Associate Professor of Law at the University of Buffalo School of Law, State University of New York. He will be teaching torts, jurisprudence, and international human rights law. Prior to joining the law school, he was a Provost Postdoctoral Fellow at the University of Toronto Faculty of Law and Adjunct Professor at Osgoode Hall Law School, York University. Juanita De Barros In 2022, one of Dr. De Barros' articles won the Andrés Ramos Mattei-Neville Hall Article Prize, 2022 (Association of Caribbean Historians) for the best article in Caribbean history: “The Death of Molly Schultz: Race, Magic and the Law in the Post-slavery Caribbean.” Journal of Social History (Winter 2021): 1-29. Oyinade Adekunle Oyinade Adekunle’s research interests included legal history, human rights and crime in Africa. Adekunle will conduct field research in the United Kingdom and Nigeria in the spring of 2023 on Capital Punishment in Colonial British West Africa. Currently, she is working on Casualties of War during the dispensation Armed Forces duties in African Continent. She received the Mildred Barrett Armstrong History Fund and the Richard Fuller Scholarships for History awards to aid research activities. Paul Ugor Dr. Paul Ugor is currently conducting research on a variety of topics related to African literature and film, African youth cultures, and black popular culture. His current projects include a monograph on the screen media output of Nigerian film director and TV producer, Femi Odugbemi, two edited volumes on the Postcolonial Bildungsroman (with Arnab Roy of Florida Gulf Coast University) and Narratives of Transitional Justice in World Literatures (With Dr. Bonny Ibhawoh). Sara Abdella The Just Participation Podcast (https://linktr.ee/justparticipation) , is a global-student-led podcast produced by Participedia RA’s Sara Abdella, Zeynep Yilmaz, and Nadim Al Nakhl. The podcast uses reflexive methodologies that mindfully confront biases to explore the stories of diverse research and practitioner experiences from within the Participedia community. To avoid echoing similar interests and perspectives, each episode invites participants to work from different practitioner and scholarly approaches to unite on a common topic. In its first season, the podcast has collaborated with professors from around the world discovering research on “Democracy & Technology (https://www.youtube.com/watch?v=TVu0rykKy7k) ”, unravelling indigenous sovereignty and the tensions and challenges of designing an inclusive knowledge-sharing platform based on feminist co-design principles, “Best-Interest (https://www.youtube.com/watch?v=X96ChJA6i4k) Decision-Making”, decisions made on behalf of those who lack representation in decision-making processes through the examples of children, animals, and marginalized indigenous communities, and “Democratic Legitimacy and Silence (https://www.youtube.com/watch?v=xf8lV2hLKRI) ”, analyzing the theory of silent citizenship as applicable to political legitimacy and trust, focusing on Britain from the Global North along with Uganda, Malawi, and Sri Lanka from the Global South. In Winter 2023, the Podcast is further exploring issues regarding human rights as well as undiscovered areas of research with collaboration from Dr. Paola Ardilles Gamboa, a senior lecturer and advisor at Simon Fraser University, Syrus Marcus, a social justice activist and associate with McMaster, and Dr. Aytak Akbari Dibavar, a decolonial feminist educator at the University of Toronto Scarborough, on an episode exploring “Art-Spaced Social Justice Work & Decolonization”. It is followed by a Participedia Democracy Across Borders Episode highlighting “Global Assemblies” through the work of Mission Publiques and I4Policy. The podcast is expanding its scope to include non-traditional ways of democratic pedagogy and exploring not only the works of educators and scholars but practitioners who have advanced citizen participation globally. Harsha Walia is a Panjabi writer and organizer based in Vancouver, Coast Salish territories and rooted in migrant justice, anti racist, feminist, abolitionist, anti-imperialist, and anticapitalist movements and communities for over two decades. She is also the author of Border and Rule: Global Migration, Capitalism, and the Rise of Racist Nationalism (2021) and Undoing Border Imperialism (2013), and co-author of "Never Home: Legislating Discrimination in Canadian Immigration", as well as "Red Women Rising: Indigenous Women Survivors in Vancouver's Downtown Eastside." Dr. Alex Wilson (Opaskwayak Cree Nation) is professor in the Department of Educational Foundations at the University of Saskatchewan. Her scholarship has greatly contributed to building and sharing knowledge about land-based education; Two-Spirit People; Indigenous research methodologies; and anti-oppressive education. Her research and "coming in" theory has led to classroom and community practices that honour the contributions and lives of Two-Spirit People. As an Idle No More organizer and as coordinator of an Indigenous land-based Master's program, she focuses on the prevention of violence in the lives of Indigenous peoples and the protection of land and water. Alors que les secteurs de la santé et du travail ont retenu beaucoup l’attention des médias, relativement peu a été dit au sujet de l’éducation. Pourtant, les enfants ont été très touchés par la crise sanitaire. Les écoles ont été fermées pendant de longues périodes et le contenu de l’éducation a été réduit au strict minimum. Les enfants ont souffert de retards dans leur apprentissage, mais aussi d’autres problèmes liés à un suivi régulier dans le contexte scolaire. Peut-on dire que leur droit à l’éducation a été respecté? La conférence discutera des défis de la mise en œuvre du droit à l’éducation en temps de pandémie et de leçons à tirer pour l’avenir. Le droit à l’éducation est un droit clé pour les enfants, puisqu’il s’agit d’un droit fondamental qui est lié à l’exercice d’autres droits de la personne, notamment le droit de l’enfant au développement, le droit d’être protégé contre la violence, de droit de participer à la culture, les droits linguistiques des minorités, et le droit d’avoir accès à un soutien social. While the health and labor sectors have received much media attention, relatively little has been said about education. Yet children have been greatly affected by the health crisis. Schools were closed for long periods of time and educational content was reduced to a bare minimum. Children suffered from delays in their learning, but also from other problems related to regular follow-up in the school context. Can we say that their right to education has been respected? The conference will discuss the challenges of implementing the right to education in times of pandemic and lessons for the future. The right to education is a key right for children, as it is a fundamental right that is linked to the enjoyment of other human rights, including the child's right to development, the right to be protected from violence, the right to participate in culture, minority language rights, and the right to access social support. The Centre for Human Rights Research (CHRR) at the University of Manitoba is pleased to announce its annual Critical Conversations series. This year, the three-part series will focus on Borders and Human Rights. For our first talk on Friday, February 17th at 2pm CST, CHRR is thrilled to have Harsha Walia and Dr. Alex Wilson join us to explore issues relating to borders, colonialism, sovereignty, human rights, and resistance. Harsha Walia is a Panjabi writer and organizer based in Vancouver, Coast Salish territories and rooted in migrant justice, anti racist, feminist, abolitionist, anti-imperialist, and anticapitalist movements and communities for over two decades. She is also the author of Border and Rule: Global Migration, Capitalism, and the Rise of Racist Nationalism (2021) and Undoing Border Imperialism (2013), and co-author of "Never Home: Legislating Discrimination in Canadian Immigration", as well as "Red Women Rising: Indigenous Women Survivors in Vancouver's Downtown Eastside." Dr. Alex Wilson (Opaskwayak Cree Nation) is professor in the Department of Educational Foundations at the University of Saskatchewan. Her scholarship has greatly contributed to building and sharing knowledge about land-based education; Two-Spirit People; Indigenous research methodologies; and anti-oppressive education. Her research and "coming in" theory has led to classroom and community practices that honour the contributions and lives of Two-Spirit People. As an Idle No More organizer and as coordinator of an Indigenous land-based Master's program, she focuses on the prevention of violence in the lives of Indigenous peoples and the protection of land and water. [A picture containing background pattern Description automatically generated] TOPIC: Data Colonialism Revisited: The Violent Side of the Politics of Information Despite producing inequalities and posing risks to democracy and fundamental rights, the contemporary politics of information is usually seen as non-violent. We often consider current surveillance practices in post-panoptic terms and the emerging new power regime, in contrast to the totalitarianism of the early 20th century, as a soft power, that is, a supposedly harmless, efficient, and simple politics that does not touch, does not force, and is based on data, acting in real-time. I believe that this has been the dimension emphasized by a large part of the thinkers of our time (for example, Shoshana Zuboff when dealing with instrumentarian power, David Lyon when analyzing the surveillance culture, Bernard Harcourt when describing the new expository society, Thomas Berns when reflecting on the new government of relations, Byung-Chul Han when presenting psychopolitics, or Nick Couldry and Ulises Mejias when addressing the new data colonialism). In short, it is argued that power tends to function in contemporary times in a non-imposing way, without the need to say no, without explicit prohibitions, employing a more insidious governing strategy, which shapes environments and directs our behaviors in ways we are unable to perceive or resist. I believe it is essential to look more closely at the overtly repressive or negative dimension of the contemporary mode of power operation. I would like to direct my attention to the marginal experiences, on the other side of data colonialism. So I understand that an authoritarian drift is strongly felt in the Global South, where a colonial logic is reactivated, dehumanizing those who are deviant or unproductive. He got his PhD in Philosophy at UFMG, with a research stage at École des Hautes Études en Sciences Sociales (EHESS), in Paris, France. He is the organizer of the books "Life-death: biopolitics in perspective" (Vidamorte: biopolíticas em perspectiva, 2021) and "The information Society in question: law, power and the subject in contemporaneity" (A sociedade da informação em questão: o direito, o poder e o sujeito na contemporaneidade, 2019). Furthermore, he is the coordinator of the Information Society and Algorithmic Government Research Group (Grupo SIGA) and the Study Group on Philosophy, Law, and Power (GFDP), based at the UFMG Law School. He was a visiting scholar at the Surveillance Studies Centre, at Queen's University, in Kingston, Canada, between 2021 and 2022.

In this edition, we will focus on the Centre’s recent activities (notably the recent and upcoming conferences). The Winter 2023 newsletter will focus on the members’ news. I would first like to thank our former director, Dr. Bonny Ibhawoh, for his vision and hard work in establishing the Centre. His efforts and the commitment of the CHRRJ’s members have helped the Centre become a vital part of McMaster University’s research landscape in only a few short years, and during a period when we faced the challenges posed by COVID-19. Bonny has taken up new responsibilities as the VP International, but he remains a crucial and valued member of the CHRRJ team. I have been involved with CHRRJ since its inception, and I am thrilled and honoured to be named as the new director. I already know most of the CHRRJ members, but for those of you who do not know me, I would like to briefly introduce myself. I am a professor in the Department of History and the former president of the Canadian Association of Latin American and Caribbean Studies. I am affiliated with two research centres that focus on the Caribbean (my main research area) and the African diaspora: the Centre for Research on Latin American and Caribbean Studies (CERLAC) and the Harriet Tubman Institute for Research in Africa and its Diasporas, both at York University. My current research focuses on the intersection between health and the law, notably in the realms of child incarceration in the 19th and early 20th century British Caribbean and (in a new project) reproductive rights. As the new director of the CHRRJ, I see my role as helping to sustain, enhance, and expand the Centre’s crucial work in studying human rights and restorative justice and mobilizing the knowledge that emerges from these endeavours. I envision the Centre as continuing to play an important role in supporting members’ research and in mentoring students. I also see CHRRJ as a place that fosters interdisciplinary collaboration; I plan to help sustain current initiatives while actively exploring future collaborative and networking opportunities. Finally, and most significantly, I will also work with CHRRJ members to help us realize our goals of ensuring equity, diversity, and inclusivity. Over the past year, and despite the challenges presented by COVD-19, the Centre has supported important work that advances our understanding of current human rights’ issues. This includes the recent (and very successful) conference on “Truth Commissions: Issues of Access and Ownership” and the upcoming conference on “Child Protection and the Rights of the Child.” In the next year, we will have many opportunities to continue this excellent work. The Truth Commissions: Issues of Access and Ownership Conference was held virtually via Zoom on October 24th and 25th, with over 110 registrants. The conference saw scholars, policymakers, and civil society stakeholders from all over the world come together to examine access to and ownership of Truth Commissions’ documentation, as well as to investigate obstacles that prevented the implementation of information infrastructures that should promote access and address issues of ownership of the Truth Commission’s documentation. The conference was organized and convened by McMaster University, The Centre for Human Rights and Restorative Justice, Sorbonne University Abu Dhabi, the National Centre for Truth and Reconciliation, the Social Science Research Council’s African Peacebuilding Network Program, and the Nelson Mandela Foundation. The two-day conference had 6 panels in total. Each day had three panels, each with its own theme, for a total of 21 papers presented by 28 panellists. The conference accompanied two Keynote Addresses, one for each day, which were open to the public. The first address, titled “Violation of a Truth Commission,” was by Verne Harris, the head of the Nelson Mandela Foundation’s leadership and knowledge development process. The second address, titled “Truth Commission Archives,” was given by Veronica Torras, the Executive Director of Memoria Abierta, and Celina Flores, who coordinates the documentary heritage area of Memoria Abierta. The second address saw the use of two simultaneous Spanish interpreters, as both addresses were from Argentina. Both Keynote Addresses were recorded and published on the Centre for Human Rights and Restorative Justice's YouTube channel (https://www.youtube.com/channel/UCino27IgrPwik2d8x7C1mjA/featured) for public viewing. From January 26-28, 2023, we will be holding a hybrid conference on “Child Protection and the Rights of the Child.” In collaboration with McMaster University’s Centre for Human Rights and Restorative Justice (CHRRJ), this conference brings together an international and interdisciplinary group of senior academics, emerging scholars, and students to explore patterns and changes in discourses, policies, and practices in child saving, child protection, and the rights of the child. The conference will include six academic sessions, one curriculum workshop, and several public events. The academic sessions will include senior and emerging scholars and will address topics such as the experiences of children in conflict zones; child labour in the past and today in places such as Iran and Ghana; the emergence and evolution of international children’s rights discourse; adoption and child migration; and children’s experiences in state institutions in Kenya, Poland, Jamaica, and Guyana; forced child removal (including to Indian Residential Schools); international children’s rights discourse. By addressing these topics, the conference promises to advance our understanding of changes and continuities in the treatment of children over time and the impact of international agreements and local policies focusing on children’s rights and the ways in which they interacted. The conference will also have several events that will be open to the public. This includes a keynote talk by the Indigenous historian Crystal Fraser (Gwichyà Gwich'in/originally from Inuvik and Dachan Choo Gę̀hnjik, Northwest Territories). The conference will also include a community panel featuring Hamilton-based youth activists who are fighting for justice and equality. It will include a session led by McMaster Children and Youth University (MCYU) in which children will interact with the conference attendees and discuss their views about children’s rights. This event will be followed by a workshop sharing the MCYU community-campus model for co-creating knowledge. With the assistance of the Participedia project at CHRRJ (and permission of the participants), these events will be professionally recorded, and the recordings made available to academics and members of the public. Along with CHRRJ, the conference is also being supported by the Office for Community Engagement, the History Department, the Provost’s Office, and the Faculty of Humanities at McMaster University. For Registration: CHRRJ Conference on childrights2023.com On June 9-10, 2022, over sixty Participedia community members gathered at McMaster University for the first hybrid Partners Conference of Participedia Phase 2. Student Research Assistants worked alongside experienced academics and practitioners to present and workshop the outcomes of one year of international, multidisciplinary co-design. As a hybrid event, supported in collaboration with CHRRJ, participants were able to meet in-person – many for the first time – and connect online from Africa, Latin America, North America, Asia, and Europe. This year’s meeting theme was ‘Democracy in Times of Crises’. We wanted to reflect as a community on the tensions and challenges democracy is facing, as well as the innovations and responding strategies of democratic resurgence. Particpedia Group Photo In our individual cluster meetings and plenary sessions, generative conversations and research-knowledge mobilization agendas were being shared, developed, and refined. We heard from the Teaching, Training and Mentoring Committee on the early success of the Teaching Café’s, Global Classroom, and upcoming Summer School initiatives. Led by the Research Committee, we also reflected as a group on the importance of pursuing an update of the existing data model to reflect new research domains and innovations on the ground. Our keynote public event with Dr. Syrus Marcus Ware on Day 1 and a public panel on Day 2, brought together activist-artist scholars, students, researchers and interested community members from the Hamilton community and surrounding areas, to reflect on potential democratic futures and the state of democracy today. We also had the opportunity to engage with the student-led Communications, Editing and Podcast Teams throughout the two-day event. As Participedia Phase 2 enters its second year of co-designing collaborative research projects, our participating members are actively disseminating knowledge about their work. Conferences and events are just one way that the Participedia community is mobilizing knowledge on democratic innovations.
