I think this combined viewpoint might, visibly, add a bit of weight. In order to do indicate the combined endorsement (in addition to each of our own), and in the absence of any discussion or rule pertaining thereto, I take the liberty to suggest that our combined "CAHRI" endorsement be expressed only once we have a majority of member entities indicating their positive agreement AND no entity being against. Unprecedented and such unsettling times in so many profound ways. Such an important time to be doing all that we can to bring human rights to the very core of how governments are crafting and carrying out their responses to the COVID-10 pandemic; and where we need to see transformative change going forward. And I know that we have all be doing so – with broad visions and suggested frameworks for a human rights approach to the crisis, and specific interventions and recommendations with respect to particular issues of concern. Central to any attempt to strengthen human rights at this time, is oversight and accountability. And we hope that you will join us in endorsing the attached statement calling on governments (federal, provincial, territorial and municipal) across the country to take immediate steps to enhance that oversight (see details below). Across the human rights community we of course have longstanding concerns and recommendations that pre-date the COVID crisis about gaps and inadequacies in human rights oversight, accountability, transparency, implementation and remedies in Canada. Those concerns have obviously increased dramatically at the present time, for two obvious reasons: (1) major decisions, with substantial human rights implications, are being made rapidly by governments at all levels; and (2) existing human rights “oversight” – through courts, human rights tribunals, Parliament, legislative assemblies, public forums, and other bodies and processed – has been weakened at this time due to those offices, bodies and processes being closed, suspended or constrained. Many of us have important proposals for substantial reforms when it comes to human rights oversight, which would likely involve reforming existing laws, adopting new laws and creating new institutions. That is not feasible in the short-term, particularly with Parliaments and legislatures suspended. What is proposed in the attached, therefore, are significant measures that can be taken without the need to pass or revise laws or create new institutions that would take significant time. So here is what we are looking for: - Would you like to endorse this statement? We will have both a list of organizations and individuals. We aren’t at this time opening it up for broad public endorsement but certainly welcome endorsement from human rights leaders, activists and academics. - Time is so short these days, with things moving so rapidly. We would like to send this statement to governments and release it publicly on Wednesday April 8th. Les objectifs du cours sont d'enseigner les principes fondamentaux du DIH aux étudiants et aux professionnels, ainsi que de fournir un milieu permettant d'appliquer ces connaissances à des études de cas réalistes et une journée complète dédiée à des exercices de simulations. Les candidatures d'étudiant(e)s universitaires, d'employé(e)s du gouvernement, d'organisations non gouvernementales, de journalistes et d'entreprises faisant du commerce international sont bienvenues. La priorité sera accordée aux participants possédant de l'expérience pratique ou théorique du droit international humanitaire, du droit international en matière de droits de la personne ou du travail humanitaire. Le cours est offert en français et en anglais. Les étudiant(e)s doivent choisir leur langue de préférence et l'indiquer sur le formulaire de demande. Lorsque vous êtes inscrit dans une section, il ne sera pas permis de transférer à un autre groupe. Le nombre d'inscriptions est limité à 30 participant(e)s par section. Les personnes qui termineront la formation avec succès recevront un certificat de reconnaissance de la Croix-Rouge canadienne et de l'Université d'Ottawa. John Packer presented the work done to date and the basic principles under which this initiative has operated since its "resurrection" by uOttawa in 2015. He invited institutions interested in joining the editorial board to nominate a representative: Manitoba, McGill and LRIDE indicated their interest. He will follow up on this separately. - The CAHRI webpage<http://wp.stu.ca/ahrc/association-of-canadian-human-rights-institutes/> hosted by St. Thomas contains a basic statement to explain who is CAHRI and its purpose. o The idea of meeting in person when possible is mentioned ("the group will seek to meet annually, ideally coinciding with large academic events that member institutions plan to attend. Virtual participation will be an option for members unable to attend in person. The location of the meetings will rotate among member institutions.") With this in mind, are there upcoming opportunities for members to meet? Please send information about such events via the listserv. If a member wishes to take the lead on this to make possible an in person CAHRI meeting in 2020, please indicate this to the group. § MIGS and HRREC will host the #RightCity2020 in Ottawa next June 2nd or 3rd. Lorsque vous êtes inscrit dans une section, il ne sera pas permis de transférer à un autre groupe. Le nombre d'inscriptions est limité à 30 participant(e)s par section. Les personnes qui termineront la formation avec succès recevront un certificat de reconnaissance de la Croix-Rouge canadienne et de l'Université d'Ottawa. The course is offered in both French and English. Applicants must choose the language in which they would like to follow the course and indicate it on their application form. Once an applicant is enrolled in a section, he/she will not be permitted to switch groups. Enrollment is limited to 30 participants by language group. Those who successfully complete the training will receive a certificate of recognition from the Canadian Red Cross and the University of Ottawa. The Course features leading Canadian and international scholars and experts from the Department of National Defense and Justice Canada. This program contains 2 Professionalism Hours and is also eligible for up to 28 hours and 45 minutes of Substantive Content with the Law Society of Ontario and the Barreau du Québec.
