We, the International Centre for the Promotion of Human Rights at the Local and Regional Levels under the auspices of UNESCO<http://www.humanrightsgolocal.org/> and the UNESCO Chair in Human Rights and Human Security at the University of Graz, Austria<https://trainingszentrum-menschenrechte.uni-graz.at/en/unesco-chair/>, would like to officially inform you about our 2022 Academy and Conference, which we believe is of particular interest to you and the stakeholders you work with: Human Rights Go Local – What works? “From Intentions to Commitments: Towards the Effective and Sustainable Implementation of Human Rights” Taking place virtually from 1 to 8 February 2022 Cities and municipalities are the public authorities closest to their citizens. Therefore, it is crucial to foster and implement human rights at the local level to ensure that no one is left behind. What are concrete ways for local governments and stakeholders to strengthen their commitment to human rights? This year’s participatory, multi-day Academy brings together human rights players and local authorities to discuss which frameworks, tools and best practices really help local authorities deepen their commitment to human rights. We seek to collect lessons learnt, stimulate developments that help respect, protect, and fulfil human rights, and will elaborate recommendations for local governments on how to realize human rights commitments. These elaborations will be presented to high-level stakeholders at the final Conference on 8 February 2022. We especially encourage applications from academic experts with experience in human rights practice. Further, we are eager to welcome members of the next generation (young professionals, researchers and students) who are interested in pursuing a career in human rights and in gaining expertise on the subject. Public consultation - Inter-American Principles on Academic Freedom and University Autonomy

Dear colleagues, I hope this note finds you well. I am writing to invite you to participate in a consultation organized by the Inter-American Commission on Human Rights (IACHR) in the context of adopting Inter-American Principles on Academic Freedom and University Autonomy. Our Human Rights Research and Education Centre (HRREC) at uOttawa is a member of the Academic Network of the IACHR and has worked on the promotion and advocacy of academic freedom in the Americas for a few years now. Since mid-Summer, HRREC and SAR NYC have supported the research, drafting and organization of workshops to inform a proposal that was submitted to the IACHR in early September. A few days ago, the IACHR released the final draft of the principles for public consultation. [https://mcusercontent.com/eab80f71b0bea3d659a678f32/images/d0a0fe05-ab60-bf… leads Afghan Humanitarian Efforts Since the fall of Kabul on August 15, the RWCHR has been engaged in relief and rescue in Afghanistan, making appropriate representations to government leaders, and intergovernmental bodies, to protect and facilitate resettlement in Canada of targeted religious minorities like the Hazaras, judges, journalists, lawyers and human rights defenders. Through these efforts, the RWCHR successfully arranged the safe exfiltration and resettlement of some of the most vulnerable Afghans, and assisted with Government evacuation efforts. In particular, an entire school of minority children and their families - targeted by the Taliban not only for their ethnic background, but for their human rights activism and women's rights leadership - was saved thanks to the efforts of the Centre. Le Projet d’ imputabilité vénézuélien fait avancer le travail historique de justice Dans le cadre d'un partenariat historique dirigé par le CRWDP, le Projet d’imputabilité vénézuélien -- un consortium d'éminents procureurs internationaux, professeurs de droit et étudiants -- a lancé la prochaine phase de son travail révolutionnaire en créant des dossiers criminels internationaux individualisés sur les auteurs d'atrocités de masse, à utiliser pour faire progresser la justice pour les victimes et l’imputabilité des contrevenants. Accordingly, as Special Advisor to then Justice Minister John Turner-with his commitment to environmental protection-the “right to a clean environment” was one of our priorities and even advanced in early preparatory drafts for a Canadian Charter of Rights and Freedom, which never came to pass. Fifty-five years later, the UN Human Rights Council has declared the “right to a clean environment” as a fundamental human right. Liberal International Human Rights Committee, on which I sit, and its Climate Justice Committee, have been long-time advocates for this, including that “the right to a safe, clean, healthy and sustainable environment” be added as a protocol to the European Convention on Human Rights. But, there is a dark side for those advocating for environmental protection. Iran is continuing its relentless assault on Human Rights lawyers-including those involved with environmental protection-with the recent report by the Centre for Human Rights in Iran<https://rwchr.us2.list-manage.com/track/click?u=eab80f71b0bea3d659a678f32&i…> of the imprisonment and torture of Payam Derafshan. He had represented Iranian Canadian Kavous Saeed-Imami, who died under mysterious circumstances while under arrest, while the rest of his environmental protection group were subsequently themselves arbitrarily detained, imprisoned and tortured in detention. It includes also Nasrin Sotoudeh, the iconic Iranian woman human rights lawyer, who also defended rights of environmentalists; and Reza Eslami, a dual Iranian-Canadian, Professor of Environmental Law at Beheshti University in Iran. Eslami holds a PhD in law from McGill University and was sentenced on February 7, 2021 to seven years imprisonment on false and spurious charges. I have been engaged, along with the RWCHR, in these cases and causes for some time, and the RWCHR joined together in an open letter<https://rwchr.us2.list-manage.com/track/click?u=eab80f71b0bea3d659a678f32&i…> to Iranian authorities calling for the release of Dr. Reza Eslami, co-signed by the International Bar Association, The Centre for Human Rights in Iran and the International Commission of Jurists. As I write, Iranian authorities have reduced Dr. Eslami’s sentence from seven to five years, and the matter is now under appeal to Iran’s highest court. The case has taken on particular importance since Canada led the international community in adopting the Declaration Against Arbitrary Detention, involving dual nationals, now signed by 65 states. Professor Cotler, in his capacity as Special Envoy, met with Mr. Lottenberg and agreed on shared cooperation and involvement moving forward on these issues. Canada is also a member of the OAS. En conséquence, en tant que conseiller spécial du ministre de la Justice de l'époque, John Turner - qui s'était engagé à protéger l'environnement - le "droit à un environnement propre" était l'une de nos priorités et était même avancé dans les premiers projets préparatoires d'une Charte canadienne des droits et libertés, qui n'a jamais vu le jour. Cinquante-cinq ans plus tard, le Conseil des droits de l'homme des Nations Unies a déclaré le "droit à un environnement propre" comme un droit humain fondamental. Le Comité des droits de la personne de “Liberal International”, dont je fais partie, et son Comité pour la justice climatique, défendent cette cause depuis longtemps, notamment en demandant que le " droit à un environnement sûr, propre, sain et durable " soit ajouté comme protocole à la Convention européenne des droits de la personne. Mais il y a un côté sombre pour ceux qui défendent la protection de l'environnement. L'Iran poursuit son assaut incessant contre les avocats spécialisés dans les droits de la personne - y compris ceux qui s'occupent de protection de l'environnement - avec le rapport récent du Centre pour les droits de l'homme en Iran<https://rwchr.us2.list-manage.com/track/click?u=eab80f71b0bea3d659a678f32&i…> sur l'emprisonnement et la torture de Payam Derafshan. Il avait représenté le Canadien iranien Kavous Saeed-Imami, qui est mort dans des circonstances mystérieuses alors qu'il était en état d'arrestation, tandis que le reste de son groupe de protection de l'environnement a ensuite été lui-même détenu arbitrairement, emprisonné et torturé en détention. Il comprend également Nasrin Sotoudeh, l’avocate iranienne emblématique des droits de la personne, qui a également défendu les droits des écologistes, et Reza Eslami, qui possède la double nationalité irano-canadienne, professeur de droit de l'environnement à l'Université Beheshti en Iran. Eslami est titulaire d'un doctorat en droit de l'Université McGill et a été condamné le 7 février 2021 à sept ans d'emprisonnement sur la base d'accusations fausses et fallacieuses. Au moment où j'écris ces lignes, les autorités iraniennes ont réduit la peine du Dr. Eslami de sept à cinq ans, et l'affaire est maintenant en appel devant la plus haute juridiction iranienne. L'affaire revêt une importance particulière depuis que le Canada a mené la communauté internationale en adoptant la Déclaration contre la détention arbitraire, qui concerne les personnes ayant une double nationalité et qui est maintenant signée par 65 États. Le Secrétaire général de l'Organisation des États américains (OEA), Luis Almagro, a nommé l'avocat brésilien Fernando Lottenberg en tant que tout premier commissaire de l'OEA pour la surveillance et la lutte contre l'antisémitisme. Le professeur Cotler, en sa qualité d'envoyé spécial, a rencontré M. Lottenberg et a convenu d'une coopération et d'une participation commune pour avancer sur ces questions. In particular, the “Country Pledges” by participating countries are an Agenda for Global Action, just as Canada’s “Country Pledges” constitute a National Action Plan for Holocaust Remembrance and the combatting of hatred and antisemitism. It will now be followed by the International Holocaust Remembrance Alliance Plenary Conference in Thessaloniki, beginning on November 7, where I am pleased to head an excellent Canadian delegation; and where, appropriately enough, Sweden will be assuming the Presidency of IHRA for 2022, the year in which “Country Pledges” are to be acted upon. I am pleased that one of Canada’s Country Pledges is to make the role of Special Envoy a permanent one-signifying the importance Canada attaches to these responsibilities-and providing dedicated resources for that purpose. While I will continue to serve as Special Envoy in a pro-bono capacity, I am delighted that the Special Envoy role, with its compelling mandates, will have a central place in Canada’s promotion and protection of democracy and human rights.
