Hi everyone,
The Graduate Students' Association has finished a response to the
proposal to restructure graduate student fees. It's attached for your
information, please circulate it to anyone who may be interested.
It's fairly long, but much of it is appendices. There's also a summary
at the beginning.
Also, a reminder that we're meeting in the GSA office today at 5pm to
discuss building a campaign from here. You're all welcome and
encouraged to attend!

Hi Councillors,
I've attached a handbill we developed regarding the fee restructuring
underway. Please circulate it as widely as possible. We also have
printed copies in the GSA office if you would like some.
Our formal response to the fee restructuring committee is almost done
and I'll email this out as soon as I can.
Also, please encourage students in your departments to email the Faculty
of Graduate Studies to let them know what they think of this
restructuring. If you could cc me on any emails/letters that go out it
would be much appreciated.

Subject: Graduate Student Survey
To: undisclosed-recipients@
Councillors - can you please forward this email to students in your
departments? Thanks!
Dear Graduate Students,
The Faculty of Graduate Studies is conducting a survey of graduate
students that I encourage you to fill out. You should have received an
email from Gene Senior on Tuesday March 6 containing a link to the
survey website and a personal access code. If you did not receive this
email or have questions about the survey, please contact Thomas Hassard,
Associate Dean, at hassard(a)cc.umanitoba.ca.
The survey contains a number of questions related to your experience as
a graduate student at the University of Manitoba and your responses will
be kept anonymous. This information will be shared with the Graduate
Students' Association and will help us improve the services and
representation we provide. In particular, I encourage you to respond to
the final, open-ended question.
As a further incentive, a $200 prize will be given to each 100th respondant.
Thanks in advance for your input!

Hi Councillors,
I wanted to provide an update to those of you who weren't available to
hear today's presentation from the graduate fees restructuring
committee. And to let you know that the GSA campaigns committee is
meeting on Wednesday, March 28 at 5pm in the GSA Office to discuss
follow-up to this news. Please circulate to anyone who may be interested.
The fee restructuring committee has proposed to eliminate the current
fee model that has students pay tuition fees for the first year of a
Master's or first two years of a PhD, and then pay reduced 'continuing
fees' after that. Instead, they are proposing that students pay a 'term
fee': a flat, unchanging fee each term throughout the full duration of a
degree. The current recommendation is to set this fee at $1,000,
although this is subject to approval from the University President and
the Board of Governors. This brings the cost of a graduate program,
whether Master's of PhD, to $3,000 per year.
The presenters indicated that this would be "approximately revenue
neutral". However, we crunched some numbers this afternoon, and this
model means fairly substantial increases to the cost of graduate
eduction. Specifically (in most programs):
23% increase to the total cost of a 2 year Master's
44% increase to the total cost of a 5 year PhD
For international students, the differential fee would now apply to all
fees assessed (differential fees do not apply to continuing fees under
the current model). This means:
33% increase to the total cost of a 2 year Master's
60% increase to the total cost of a 5 year Phd
Fees would continue to be assessed for any subsequent years at the $1000
per term rate.
We are obviously very concerned about the impact this will have on
access and on students' ability to complete their degrees in reasonable
time. We are preparing a full response to the recommendations, although
this has been difficult given the lack of information provided thus
far. We've requested a copy of the presentation given today, although
the presenters were uncertain as to whether we would be allowed to have
a copy.
We'll provide more updates and analysis as we have them, until then
please let students and faculty in your departments know that this is
happening.
Please contact me if you have any questions.

Graduate student annual progress reports should be completed and
returned to the Faculty of Graduate Studies via the Department of Plant
Science by June 15, 2007. Students are not permitted to re-register if
their APR has not been submitted for the previous academic session.
Please note that it is the responsibility of the advisor, not the
student, to ensure that student progress is reviewed.
I will put further information and forms in advisor's mailboxes.
Additional forms are available outside my office.
