Policy at the national and international levels have had major impacts on the global fertilizer market. In 2021, China and Russia introduced export controls on fertilizer as elements of trade policy, resulting in price spikes. Business closures and pandemic-related lockdowns severely limited the production and movement of fertilizer. Food production is an organic system where innovation collides with the vagaries of weather. Farmers produce food for wildly different value chains that sell into local, regional, and global markets. There are 190,000 farms across Canada with very different approaches to farming. These are just some reasons why developing effective policies in agriculture and food is challenging. However, that challenge seems to be getting harder as the system’s complexity reaches new levels. Farmers and food producers are under increasing pressure from climate change, supply chain disruptions, public policy and consumer demands. Global markets have been disrupted, and there are increasing calls for new ways to trade. Around the world, the number of food-insecure people started to increase again in 2019, with more than 800 million going to bed hungry and almost 50 million people on the brink of famine. Certain countries have a comparative advantage in producing food; when combined with a large agricultural land base, these countries tend to be net food exporters. This month’s great graph shows a precise measure of food security: net food exports as a share of each country’s production of food. Green countries are net exporters and red countries are net importers. Darker green means that those countries (Canada, Argentina, Australia) export more of their food production (in percentage) than lighter green countries (Russia, US, Brazil). China, despite being one of the largest food producers in the world, is a net importer of food. Food security, then, is not just a concern for low-income countries, although they are more susceptible to food and input price shocks. La production alimentaire est un système organique où l'innovation se heurte aux caprices de la météo. Les agriculteurs produisent des aliments pour des chaînes de valeur très différentes qui se vendent sur les marchés locaux, régionaux et mondiaux. Il y a 190 000 exploitations agricoles au Canada qui ont des approches très différentes de l'agriculture. Ce ne sont là que quelques-unes des raisons pour lesquelles il est difficile d'élaborer des politiques efficaces en matière d'agriculture et d'alimentation. Toutefois, ce défi semble devenir de plus en plus difficile à relever, car la complexité du système atteint de nouveaux sommets. Les agriculteurs et les producteurs de denrées alimentaires sont soumis à une pression croissante due au changement climatique, aux perturbations de la chaîne d'approvisionnement, aux politiques publiques et aux exigences des consommateurs. Les marchés mondiaux ont été perturbés et les appels à de nouvelles formes de commerce se multiplient. Certains pays ont un avantage comparatif dans la production de denrées alimentaires; lorsqu’ils disposent de vastes terres agricoles, ces pays ont tendance à être des exportateurs nets de denrées alimentaires. Le grand graphique de ce mois-ci présente une mesure précise de la sécurité alimentaire: les exportations nettes de denrées alimentaires par rapport à la production alimentaire de chaque pays. Les pays en vert sont des exportateurs nets et les pays en rouge, des importateurs nets. Un vert plus foncé signifie que ces pays (Canada, Argentine, Australie) exportent une plus grande partie de leur production alimentaire (en pourcentage) que les pays en vert plus clair (Russie, États-Unis, Brésil). La Chine, bien qu'elle soit l'un des plus grands producteurs de nourriture au monde, est un importateur net de nourriture. La sécurité alimentaire ne concerne donc pas uniquement les pays à faible revenu, même s'ils sont plus sensibles aux chocs des prix des aliments et des intrants.
