Dear Graduate Students,
We are currently searching for a term position within the department as
a canola/rapeseed breeder. This Thursday, Dr. Xiuqiang Huang, one of the
candidates for the position, will give a special seminar at 3:30 PM in
Room 218 entitled "Use of innovative approaches for crop improvement and
germplasm development." I would encourage all of you to attend as it is
a great opportunity to view the candidate as see what a research seminar
involves. Further to this, we have an hour on Friday, April 20 from
11:00 AM - 12:00 PM to meet with Dr. Huang in Room 218. This is an
excellent opportunity to ask Dr. Huang questions and the candidates
views on several aspects of their potential academic position.
Departmental hirings are made at many levels and can significantly
affect graduate students. Consequently, your opinions will be important
to the hiring process and I would therefore encourage you to attend this
meeting with the candidate and email your feedback to me so that I can
pass it on to Dr. Ballance. I hope we can put forward a good turn out !

Hi everyone,
A couple of updates about graduate fee restructuring:
First, the GSA has coordinated an open townhall meeting this Wednesday
at 12:30pm in the UMSU Council Chambers (176 Helen Glass). This is an
opportunity for any students, faculty, graduate chairs etc to come and
ask question or raise concerns about the fee restructuring proposal. We
invited a member of the fee restructuring committee to attend, and the
central administration has sent Richard Lobdell on their behalf. Tom
Booth, from the Faculty Association, and I will also be speaking.
Please spread the work and encourage people to attend!
Second, I wanted to let you know that on Thursday of last week, the
University of Manitoba Faculty Association unanimously approved a motion
in opposition to the graduate fee restructuring! The Faculty of
Graduate Studies Executive Committee met on the same day. This
committee is made up of representatives of each faculty with graduate
programs, the associate deans of graduate studies, and three student
representatives. The Dean is the chair of the committee and so does not
vote. This committee had never had an opportunity to discuss graduate
fees, and members added the fee restructuing proposal to the meeting
agenda, and then raised concerns about the lack of consultation and
potential implications of the proposal. The committee unanimously
passed a motion stating that the Board should not consider this proposal
until students and faculty are consulted properly.
This motion won't stop the Board from considering the proposal, but is
an important demonstration of the way this proposal is being pushed
through without support from anyone other than the central administration.

Hi Councillors,
I wanted to provide an update to those of you who weren't available to
hear today's presentation from the graduate fees restructuring
committee. And to let you know that the GSA campaigns committee is
meeting on Wednesday, March 28 at 5pm in the GSA Office to discuss
follow-up to this news. Please circulate to anyone who may be interested.
The fee restructuring committee has proposed to eliminate the current
fee model that has students pay tuition fees for the first year of a
Master's or first two years of a PhD, and then pay reduced 'continuing
fees' after that. Instead, they are proposing that students pay a 'term
fee': a flat, unchanging fee each term throughout the full duration of a
degree. The current recommendation is to set this fee at $1,000,
although this is subject to approval from the University President and
the Board of Governors. This brings the cost of a graduate program,
whether Master's of PhD, to $3,000 per year.
The presenters indicated that this would be "approximately revenue
neutral". However, we crunched some numbers this afternoon, and this
model means fairly substantial increases to the cost of graduate
eduction. Specifically (in most programs):
23% increase to the total cost of a 2 year Master's
44% increase to the total cost of a 5 year PhD
For international students, the differential fee would now apply to all
fees assessed (differential fees do not apply to continuing fees under
the current model). This means:
33% increase to the total cost of a 2 year Master's
60% increase to the total cost of a 5 year Phd
Fees would continue to be assessed for any subsequent years at the $1000
per term rate.
We are obviously very concerned about the impact this will have on
access and on students' ability to complete their degrees in reasonable
time. We are preparing a full response to the recommendations, although
this has been difficult given the lack of information provided thus
far. We've requested a copy of the presentation given today, although
the presenters were uncertain as to whether we would be allowed to have
a copy.
We'll provide more updates and analysis as we have them, until then
please let students and faculty in your departments know that this is
happening.

returned to the Faculty of Graduate Studies via the Department of Plant
Science by June 15, 2007. Students are not permitted to re-register if
their APR has not been submitted for the previous academic session.
Please note that it is the responsibility of the advisor, not the
student, to ensure that student progress is reviewed.

The time has come for nominations for the GSA's annual award for
Excellence in Teaching. Graduate students are invited to submit
nominations of their advisors, lab supervisors or other professors in
their department who have demonstrated a commitment to the teaching
profession, a dedication to knowledge and an understanding and
accommodation of student needs.
Nominations must include:
1. a nomination form (available at the GSA Office)
2. the nominee's Curriculum Vitae
3. a list of the courses the nominee has taught
4. a list of the graduate student advisory committees the nominee is
a member.
Nominees must be active in Graduate Studies, have been members of the
Faculty of Graduate Studies for at least 2 years and must be teaching
graduate level courses at the time of the nomination.
Nominations are due by March 30th at the GSA Office.
