Canadian grain and oilseed producers experienced a surge in major crop input expenses in 2022. At the same time, the market environment for grains and oilseeds was exceptionally volatile. The result of this dynamic was critical in determining the shape of farm incomes in 2022, and it also has much to say regarding how higher and more volatile input and output prices will impact farmers going forward, and what their needs will be from agricultural policy.
To investigate this issue, CAPI looked at data on expenses for fertilizer, seed, and fuel for wheat and canola in Alberta, and for corn and soybeans in Ontario. To gauge the extent of input price inflation farmers were subject to in 2022, input prices in fall 2021 were compared with the spring of 2022, and Alberta and Ontario crop budgets were used to measure the price change in per acre terms.

In a high expense and high crop price environment, it is important to understand the net effect on farm contribution margins and consequently if farmers will be worse off than what they expected when cropping decisions were made.
This research undertaken by CAPI adds value to this discussion of a significant importance to farmers, policymakers, and others by providing a high-level empirical analysis of the situation in Alberta and Ontario and making
recommendations from a policy perspective.

This month’s graph is taken from the most recent CAPI Research Report which assesses the net effect on farm contribution margins of simultaneous increases in key input costs and in crop prices in 2022 (Mussell & Lika, 2023).
“Contribution margin” equals crop sales revenue minus the variable costs associated with production (namely, key inputs). The contribution margin is used to help understand if farmers were made worse off than expected in 2022 when prices of crops and their associated inputs rose significantly. The wheat and canola prices above apply to Alberta farmers, while corn and soybean prices are for Ontario farmers.
Because the increase in crop prices broadly outpaced the increase in input costs in 2022, actual contribution margins were consistently higher than expected for all four crops. Spring contribution margins were higher than fall, reflecting the risk premium associated with signing forward contracts further in advance of the harvest date.
Contribution margins greater than expected in 2022 do not insulate producers from future risk. As farm expenses continue to rise each year, risk mitigation measures are still a necessity and require valuable time, money, and resources by farm operators. Federal and provincial programs and farm management tools and advice will continue to be important.

Our inspiration comes from CAPI’s latest publication, Producer Margins in a High-Expense and High-Cost Environment<https://r20.rs6.net/tn.jsp?f=001cDZTNJx3L4n6MRF-z6eCQ_LfZJSa8IO_dNvIb4V3qM8…>, which demonstrates the risks and challenges farmers face planning ahead, given uncertainties and volatility in prices and commodity markets. The USDA projections report was discussed at the USDA annual Agricultural Outlook Forum<https://r20.rs6.net/tn.jsp?f=001cDZTNJx3L4n6MRF-z6eCQ_LfZJSa8IO_dNvIb4V3qM8…> on February 23 and 24, 2023.
The projections report provides 10-year projections for agricultural commodities, trade, and farm income based on recent assumptions about the economy, existing U.S. policy, and global developments. Projections suggest that crop prices will decline over the next three years while beef and chicken prices will remain elevated. Exports of most commodities will continue to increase, but not as fast as imports into the United States, due to an appreciating U.S. dollar and slower GDP growth globally.

Cette recherche entreprise par l’ICPA ajoute de la valeur à cette discussion d’une grande importance pour les agriculteurs, les décideurs, et d’autres en fournissant une analyse empirique de haut niveau de la situation en Alberta et en Ontario et en formulant des recommandations d’un point de vue stratégique.

Les producteurs canadiens de céréales et d'oléagineux ont connu une hausse des dépenses liées aux principaux intrants agricoles en 2022. En même temps, le marché des céréales et des oléagineux a été exceptionnellement volatile. Cette dynamique a eu un impact important sur la nature des revenus agricoles en 2022. Les prix des intrants et des extrants, plus élevés et plus volatils, auront un impact sur les agriculteurs à l'avenir, et sur ce que seront leurs besoins en matière de politique agricole.

Le graphique de ce mois-ci est tiré du plus récent rapport Recherche de l'ICPA qui évalue l'effet net sur les marges sur coûts variables des exploitations agricoles parmi les augmentations simultanées des coûts des principaux intrants et des prix des cultures en 2022 (Mussell & Lika, 2023).
La « marge sur coûts variables » est égale aux recettes des ventes de cultures moins les coûts variables associés à la production (notamment les principaux intrants). La marge sur coûts variables est utilisée pour aider à comprendre si les agriculteurs sont en situation moins idéale que prévue en 2022 lorsque les prix des cultures et des intrants ont augmenté de manière significative. Les prix du blé et du canola ci-dessus s'appliquent aux agriculteurs de l'Alberta, tandis que les prix du maïs et du soja concernent les agriculteurs de l'Ontario.
Comme l'augmentation des prix des cultures a largement dépassé l'augmentation des coûts des intrants en 2022, les marges sur coûts variables réelles ont été systématiquement plus élevées que prévu pour les quatre cultures. Les marges sur coûts variables du printemps étaient plus élevées que celles de l'automne, ce qui reflète la prime de risque associée à la signature de contrats plus à l’avance de la date de récolte.
Les marges sur coûts variables supérieures aux prévisions en 2022 ne protègent pas les producteurs des risques futurs. Comme les dépenses agricoles continuent d'augmenter chaque année, les mesures d'atténuation des risques demeurent une nécessité et exigent du temps, de l'argent, et des ressources de la part des exploitants agricoles. Les programmes fédéraux et provinciaux ainsi que les outils de gestion agricole continueront d'être importants.

Le rapport fournit des projections sur 10 ans pour les produits agricoles, le commerce et les revenus agricoles sur la base d'hypothèses récentes concernant l'économie, la politique américaine existante, et les développements mondiaux. Les projections suggèrent que les prix des cultures diminueront au cours des trois prochaines années, tandis que les prix du bœuf et du poulet resteront élevés. Les exportations de la plupart des produits de base continueront d'augmenter, mais pas aussi vite que les importations, en raison de l'appréciation du dollar américain et du ralentissement de la croissance du PIB à l'échelle mondiale.
