This webinar takes an in-depth look at how effective engineering and
planning in school zones can improve traffic safety and neighborhood
livability. What are the best practices? How can we improve collaboration
between city staff, school principals and law enforcement? APBP’s May 2014
webinar offers answers based on three school safety case studies from
Peoria, Arizona.
Two case studies involve elementary schools and include discussion of
effective collaboration, traffic control devices, access management, and
school policy to reduce school-related traffic congestion during school
arrival and dismissal times. The third case study focuses on a high school
where behavioral observation led problem-solvers to install an effective
mid-block crossing. In all three cases, the city’s approach to “the
problem” included a bigger picture look at walking and bicycling routes,
sidewalk width and crosswalk access.
The webinar also examines how effective school policies and reconfiguration
of problematic school pick-up and drop-off areas can greatly improve
children’s safety. Peoria’s population of 160,000 people and its suburban
proximity to Phoenix offer rich insights useful in similar locales
throughout North America.

The top doctors for Toronto, Peel, Hamilton and Simcoe- Muskoka have joined
forces to urge all levels of government to change the way communities are
planned, to encourage more physical activity.
When it comes to land-use and transportation planning, more consideration
must be given to encouraging residents to walk, cycle and use public
transit, they told a news conference at Union Station on Wednesday.
“This really is the big public health concern of our time, of our
generation. How our communities are shaped, how we move around and the
impact it has on the leading causes of death and illness in our society is
something that all health organizations are coming to grips with,” said
Toronto Medical Officer of Health Dr. David McKeown.
Many communities have been built around the car, contributing to sedentary
lifestyles, thy noted.
Chronic conditions such as diabetes, obesity and heart disease are directly
related to “having engineered physical activity out of our lives,” said Dr.
David Mowat, medical officer of health for Peel.
He pointed out that 10 per cent of an adult’s physical energy expenditure
is recreational while 90 per cent is utilitarian, that is, “going about our
regular business.”
The solution to getting people move more is to get them to incorporate
physical activity into their daily routines, he said.
“This is not about telling people to shape up, exercise more and eat well.
That approach has been tried for years and it has failed,” Mowat said.
He cited cycling as an example, noting that those who spend a total of
three hours weekly biking to work cut their risk of premature death from
all causes by 28 per cent.
Even taking public transit can easily add 30 minutes of activity into one’s
day because it can include walking to and from the bus stop and subway and
taking stairs. The Canadian Physical Activity
Guidelines<http://www.csep.ca/english/view.asp?x=804> just
happen to call for 30 minutes of activity a day.
The group of doctors made three specific recommendations:
Invest “many billions of dollars” in public transit.
Strengthen provincial policies that support transit and active
transportation (walking or cycling to get to a destination).
Make transit and active transportation integral to city planning.
The doctors released a report, Improving Health by
Design<http://www.peelregion.ca/health/resources/healthbydesign/pdf/moh-report.pdf>,
that points out that there are almost 57,000 new cases of diabetes and
7,000 new cases of heart disease annually in the Greater Toronto- Hamilton
Area and Simcoe-Muskoka.
About a quarter of both conditions are preventable through physical
activity, the report notes.
It estimates that more than 300 premature deaths and over 1,000 cases of
diabetes could be prevented annually with improvements in the way
communities are designed and with better integration of public
transportation. (Estimations are based on a health economic assessment tool
from the World Health Organization and a diabetes population risk tool from
the Institute for Clinical Evaluative Sciences.)
It goes on to say that physical inactivity and obesity cost the GTHA and
Simcoe Muskoka $4 billion annually, including $1.4 billion in direct
medical costs. The remainder is related to lost productivity.
“The environment in which we live is the main influence upon our behaviour
. . . and changes in the environment are necessary to improve our health.
We need to make the healthy choice the easy choice,” Mowat said.

On April 22nd, the School District of North Vancouver signed an MOU with
the City of North Vancouver about Active and Safe Routes to School.
It's groundbreaking and a first in Canada, as far as I am aware. Wouldn't
it be awesome to see AT Policies and relationships like this formed in
Manitoba to ensure welcoming active and safe routes to schools.

Hello Friends!
Urban Idea and the Winnipeg Arts Council just announced the *Creative
Placemaking Challenge*. The competition is to come up with do-able,
temporary installations or activities in the alleys and dray ways (delivery
alleys) of the West Exchange District. The goal is to get the public
engaged in placemaking, either by putting a project together, or by coming
by and interacting with the projects and the spaces.
Proposals are due on June 13th and successful entries will receive up to
$1,500 to implement their ideas. The project is inspired by examples in
Melbourne, Seattle, and Portland. While the alleys in those places were
eventually occupied by more permanent projects, they all started with
temporary placemaking ideas.

There is going to be a little information session on Wednesday May 7th from
5-7pm at PLATFORM (off the lobby at Artspace, 100 Arthur Street).
There will also be an opportunity to workshop your ideas. On Wednesday May
28th, from 5-8pm at the Patterson Global Foods building dining hall, there
will be a chance to talk through your proposal and get advice or feedback
from artists and designers who have experience with placemaking projects.

Police oppose photo radar cameras at pedestrian crosswalks proposal

The city councillor who believes pedestrian crosswalks are unsafe said he
is disappointed with the recommendation from Winnipeg Police opposing his
proposal to install photo radar cameras at pedestrian corridors.
Coun. Ross Eadie (Mynarski) said he remains convinced that measures have to
be taken to make pedestrian corridors safe for pedestrians.
"If we’re not going to have cameras (at pedestrian corridors), then we
better have more enforcement," Eadie said. "We’ve just been lucky there
haven’t been more fatalities."
A WPS report to the Winnipeg Police Board recommends no action be taken on
Eadie’s suggestion, citing a lack of pedestrian fatalities, the expense
involved, and the unwillingness of the Selinger government to expand the
use of photo radar cameras.
The report found only one pedestrian fatality at a pedestrian corridor – on
Henderson Highway in 2011.
"We don’t measure the near-misses and there are a lot of them," Eadie said.
"I take my life into my hands every time I cross at a pedestrian corridor
on Main Street because drivers are not obeying the rules.
"The residents in my ward want something done about it."
The report, which will be presented to the police board at its meeting
Friday morning, says only one community in North America – Washington, DC –
employs photo radar cameras at crosswalks.
The DC cameras went into operation in November and the report says no
conclusive data exists at this time to support a claim they are effective
at improving pedestrian safety.
