Webinar: King County in Motion Case Study
Since creating In Motion in 2004, King County Metro Transit has applied a
growing toolkit of community-based social marketing techniques to persuade
nearly 20,000 Seattle-area travelers to drive less. In Motion employs
motivational messaging, commitments, rewards, engaging materials and norm
appeals tailored to target communities. Participants pledge to shift two
drive-alone trips per week to transit, ridesharing, biking or walking. The
program has been called into action during or in anticipation of major
construction, transit restructures or new tolls. Since it began, the
program has engaged 20,000 Seattle-area travellers. Each participant has
reduced drive alone travel by almost one car tip per week, dropping to
about half a car trip per week 18 months after a campaign.
Designated a *Landmark* <http://www.toolsofchange.com/en/landmark/> case
study in 2015. Selected comments from the peer-selection panel: Innovative
use of transit cards to directly measure and monitor behavior change … an
excellent evaluation processes, including longer-term impacts …
demonstrates the utility of complementing major construction projects with
social marketing … considers all income levels, which many of these
programs don’t do. … a holistic approach involving local leaders,
customization by neighborhood, and a wide range of incentives and messaging
channels.

"At the recent Paris climate summit, world leaders set an ambitious global
target: no net carbon emissions by mid-century
<http://www.theguardian.com/environment/2015/dec/06/paris-climate-change-sum…>.
That means all of the carbon we burn from fossil fuels must be absorbed by
the world’s forests and oceans. Achieving that — well, easier said than
done.
Yet, in the city of Stockholm, city leaders are looking to blow past that
goal — they want to be a completely fossil fuel free city by the year 2040.
That presents a major transportation and urban planning challenge, but the
city is already well on its way. It's getting there through a series
of carrots and sticks."
While U.S.-based, this article makes for an interesting (and encouraging)
Friday read though it comes with an acronym warning.

*Nutshell*: As noted in a recent APBP (Association of Pedestrian and
Bicycle Professionals) webinar, many cities are moving ahead with
infrastructure designs, mostly imported from Europe, that haven't yet been
approved in the MUTCD (Manual of Uniform Traffic Control Devices). Updates
to this document takes many years (think decades).
But it appears there may be hope! First, the possibility of the progressive
NACTO (National Association of City Transportation Officials) becoming a
member of the National Committee on Uniform Traffic Control Devices.
Second, the Institute for Transportation Engineers' new president has vowed
to ensure its members on that committee vote in a way that reflects ITE's
goal to make streets bike- and ped-friendly. Finally, there appears to be
consideration of more frequent updates to the MUTCD or splitting the
document to allow more frequent updates to some sections. Any changes in
the US version will undoubtedly have a ripple effect on the MUTCD for
Canada.

*Planning for Facility Management and Maintenance CostsWednesday, February
17 | 2-3pm CST*
Explore design practices and construction techniques that can reduce the
cost of maintaining pedestrian facilities. The session includes information
on recommended design standards for sidewalk sub-grade and pavement depth
and the life-cycle costs of different materials. A particular focus is
street trees: learn about soil volume and best practices that reduce the
impact of maturing trees on sidewalks while encouraging the life of the
tree and intercepting and filtering stormwater.
*Speakers*:
- Earl Eutsler, Deputy Associate Director/State Forester, District
Department of Transportation
- Kevin Farrington, PE, City Engineer, City of Plattsburgh, NY
