Regards, Bev * * * * * * * * * * * * * * * * * * * * * * * On Saturday, June 5, Save Our Seine is inviting the public for a fun time on the trails of the the Seine River Greenway's forest Bois-des-Esprit - Winnipeg's largest continguous and river bottom and upland forest. This is the second year that Save Our Seine, in conjunction with the Winnipeg Trails Association, will be hosting an International Trails Day event to showcase Winnipeg's Bois-des-Esprit, a 117 acre forest located in South St. Vital adjacent to the new Royalwood subdivision. The event is aimed particularly at residents of the neighbourhoods located near the Bois-des-esprit, including Royalwood, St. Anne's Road and Meadowood. Highlights of this year's event will include: - opening of the new 2km long gravel trail that extends the length of the forest from the Royalwood Bridge to John Bruce Road. - guided tours of the forest along the new trail. Save Our Seine tour guides will provide information about the history and natural features of the forest, including the five ecosystems and diversity of wildlife that occurs in the forest. - Bois-des-Esprits contains the largest collection of forest sculptures in Winnipeg. Participants in the guided tours will get to see the 7 wood spirit and owl sculptures that Murray Watson carved into dead tree stumps this winter and spring fall. They will also visit Woody, the 3 metre high carved tree spirit that guards the forest. Carvers of the forest scuptures will also be on hand to talk about their carvings. - A free lunch will be served while a Metis fiddler entertains. Costumed Metis interpreters from Union Natinale Metisse St-Joseph du Manitoba will tell stories about the history of the area and Wildlife Haven Rehabilitiation Centre will have one it ambasssodors, a live raptor on hand. The event takes place on Saturday, June 5 at 11 a.m. Visitors are asked to gather at the greenspace east of the Royalwood Bridge, next to Bois-des-Esprit. Parking is available at Morrow Gospel Church. The event will last about 2 hours. A brochure about the event including a map of Bois-des-Esprit is attached.

Vancouver pushes $25-million plan for more bike lanes Council to consider 55 km of new routes in 10-year master cycling plan By Kelly Sinoski, Vancouver Sun May 6, 2010 http://www.vancouversun.com/travel/Vancouver+pushes+million+plan+more+bike+… Vancouver is proposing to invest $25 million in additional bike paths over the next two years as part of the city's ambitious goal to become the world's greenest city by 2020. A city report on a proposed 10-year Cycling Master Plan, which will go to council Thursday, calls for another 55 kilometres of bike lanes and routes around Vancouver. This includes the long-awaited Comox Helmcken Greenway project to connect the seawall, the West End and downtown Vancouver to the Central Valley Greenway, which stretches all the way to New Westminster. The additional bike paths and routes would give Vancouver a 415-kilometre bike-route network and help the city reach its target of having 10 per cent of all urban trips in Vancouver made by bicycle by 2020, Mayor Gregor Robertson said. Right now, only 3.7 per cent of trips, or 60,000 trips a day, in Vancouver are made by bike on average, although some neighbourhoods boast up to 12 per cent. "This will definitely get more people on bikes," Robertson said. "Most data shows that cities don't go much beyond five per cent until they create separated bike lanes. That's about the percentage of people that will take their chances in traffic." The report, which will initiate the planning process for the new plan, recommends that council on Thursday approve an immediate $1.25-million investment in the city's bike network for 2010 and 2011. This money would be used to draft a new 10-Year Cycling Program Master Plan, develop a comprehensive cycling monitoring program, add on-street bicycle parking and do spot improvements - such as more traffic lights - on existing bikeways to address safety concerns. It also recommends council approve plans in principle to develop a new cross-town bikeway along 45th Avenue from Balaclava to Nanaimo, the North Arm Trail Greenway, generally along 59th Avenue from West Boulevard to Vivian, and create better cycling connections to the Canada Line Bridge and the Cambie Street bike lanes, which carry traffic over the Fraser River to Richmond. The proposals are in addition to plans underway to complete separated bike lanes from the Burrard Bridge to the Dunsmuir Viaduct across the downtown core. The total investment would be $25 million, which is roughly 30 per cent of the city's $90 million streets-and-roads budget for the same period, city engineer Jerry Dobrovolny said. The new cycling plan will form a component of a new transportation plan, to be initiated later this year. The money for the cycling paths and improvements has already been set aside in various budgets, including $3.7 million in the city's developer "greenlink" fund, which is for pedestrian and cycling infrastructure. Another $3 million earmarked for major arterial roads will also go toward projects that benefit cyclists, while the city has another $8.3 million that isn't allocated to any specific projects. Vancouver Coun. Geoff Meggs said about 12 per cent of the funding would be used for new infrastructure, while the rest would maintain or upgrade cycling paths. He noted many of the projects have been waiting for years to be built. Vancouver's bicycle network comprises five primary types of facility: off-street paths, local street bikeways, painted bike lanes, painted shared-use lanes and separated bike lanes. Robertson said one of the considerations would be to look at separated-bike-lane trials on major arterial routes such as Main or Commercial and on residential-street bike lanes. "We have a really good bike infrastructure but it really needs a catch-up in investment," he said. "For many years all city investment went into roads and sidewalks and the city ignored safe bike options." Margaret Mahan, executive director of Better Environmentally Sound Transportation (BEST), welcomed the city's report. "It marks the first time we've seen that kind of significant commitment to a future that is going to be greener," she said. "The single thing most people say keeps them from riding is the perceived safety issue. "[They'll get on their bikes] when they're not afraid of being hit by two tonnes of moving vehicle." Winnipeg Free Press Bike-path, walkway boom Cash for active-transportation routes nearly outstrips budget for roads By: Bartley Kives For the first time in Winnipeg's history, the city will spend almost as much money building bike and pedestrian routes this summer as it will fixing local and regional streets. The city plans to stagger the construction of 34 active-transportation projects over the next six months, as engineering and construction firms race to build $20.4 million worth of new bike and pedestrian routes before Halloween. The unprecedented expansion of Winnipeg's active transportation network will add 101 kilometres of new AT routes -- 30 kilometres of dedicated bike and pedestrian paths and 71 kilometres of cycling routes on streets -- to the city's existing network of 274 kilometres. During a regular year, the city only spends $3.25 million to expand its active-transportation network. But the availability of federal infrastructure funds convinced the city and province to shell out more for AT in 2010. Since all the money must be spent by the end of October, the city's public works department and outside consulting firms found themselves under pressure to complete the initial design and engineering work. Construction tenders and the actual work will be staggered between late April and October to prevent any one company from struggling beneath the weight of too much work, active-transportation co-ordinator Kevin Nixon said. Most of the projects will be completed by the deadline, he predicted. But it's unclear what will happen in Omand Park, where opposition from several dozen Wolseley residents scuttled a $1-million bridge over Omand's Creek. Another route planned for Kildare Avenue was moved to Pandora Avenue following consultation with Transcona residents, Nixon said. The city has one more public consultation planned for the project. New routes along the Seine River, Dakota Street, Dunkirk Drive, Eugenie Street, Lagimodiere Boulevard and Archibald Street will be on display at a Morrow Gospel Church open house on April 29. But Winnipeggers may still be unaware some lanes of existing city streets will be converted into bike routes featuring either bike lanes or separated bike boulevards. For example, three or four roundabouts will be placed on Grosvenor Avenue to calm traffic in River Heights. Portions of Nassau Street North will only allow motor vehicle traffic in one direction. A downtown stretch of Assiniboine Avenue will also include one-way sections to prevent the loss of parking spaces alongside a new bike boulevard. One of the side benefits of the project is preventing cars from shortcutting through residential neighbourhoods, explained Nixon, who worked alongside city transportation managers. Winnipeg Free Press - The View from the West There's much to emulate in Portland By: The Economist The city most comparable to Portland might be Vancouver in Canada, reckons Sam Adams, Portland's mayor, although "we look to Amsterdam, Helsinki and Stockholm" for ideas. Ethan Seltzer, a professor of urban planning in Portland, thinks little Freiburg, in Germany, is the best comparison, with its similar obsessions about recycling, sustainability, public transit and bicycling. Others pick Zurich, which, like Portland, has a view of snow-capped mountains, orderly (bordering on staid) streets with trams, even the same peculiar fondness for direct democracy and tolerance of assisted suicide. This might seem odd for a city on the American West Coast that once was the terminus of the Oregon Trail and has a cowboys-and-rodeos heritage. The locals, in fact, enjoy feeling odd: "Keep Portland weird," say bumper stickers on the city's cars, which all seem to be hybrid-electric vehicles. "Keep Portland sanctimonious," mumble a few contrarians, while others savour the irony that Portland had to steal the slogan from Austin, Texas. But on the whole, Portlanders not only love their city but believe that it is, and ought to be, a model for the rest of North America. Adams has personally contributed by becoming the first (though no longer the only) openly gay mayor of a big American city, and even surviving a recall attempt after a sex scandal (he is now confronting another). Adams has a vision of progressive urbanism: a city where most people cycle or ride the streetcar, recycle what they consume, exist in harmony with nature and live in communities rather than the suburban sprawl of cities such as Los Angeles, Houston, Phoenix or Atlanta. Nature, in fact, is the main draw for the mostly young and single newcomers to this city, almost the fastest-growing on the West Coast, says Joe Cortright, a Portland economist: the ocean to the west; the Cascade Mountains to the east; and the high desert beyond them. The vineyards of pinot noir and chardonnay along the Willamette Valley are all within a manageable drive. In Portland, "business casual" means wearing a fleece. The area's main industrial cluster is "activewear," led by Nike and Columbia Sportswear and including thousands of smaller companies. The environment is also the main theme of public policy. The biggest force in local politics is not a party (Democrats in effect rule without opposition) but cyclists. The bike lanes are impressive and getting even better now as streets get "bioswales," patches of turf and shrub that capture and filter storm water and simultaneously calm traffic and separate pedestrians and cyclists from the Priuses. Those who can't bike are encouraged to use public transport, which is free downtown. Adams says Portland's success is "totally replicable." But much of it seems to be an unintended consequence of land-use policies dating back to 1973. Back then, Oregon adopted "urban-growth boundaries" to preserve the farmlands that were then the mainstay of Oregon's economy. Over time, the rationale for UGBs changed to "don't Californicate Oregon" i.e., don't become Los Angeles, a freeway sprawl with no centre. The result has been unusually compact living, which is in turn easily served by public transport. But cities with sprawling, California-style layouts will find it tougher to make people use public transport. Phoenix, for example, has an excellent light-rail system, but it is often empty. And it may be even tougher for such cities to get their residents to live more closely together. Joel Kotkin, a Los Angeles-based demographer and author, thinks places like Portland, San Francisco and Boston have become "elite cities," attractive to the young and single, especially those with trust funds, but beyond the reach of middle-class families who want a house with a lawn. Indeed Portland, for all its history of western grit, is remarkably white, young and childless. Most Americans will therefore continue to migrate to the more affordable "cities of aspiration" such as Houston, Atlanta or Phoenix, thinks Kotkin. As they do so, they may turn decentralized sprawl into quilts of energetic suburbs with a community feeling. That is not to belittle Portland's vision. It is a sophisticated and forward-looking place. Which other city can boast its main attraction is a bustling independent bookstore (Powell's) and medical students can go from one part of their campus to another by gondola, taking their bikes with them? Other cities will see much to emulate. Minneapolis, for example, this month displaced Portland as Bicycling magazine's most bike-friendly city ("they got extra points for biking in the snow," grumble Adams' staff). Adam Davis of Davis, Hibbitts & Midghall, a Portland polling firm, says Oregonians like to consider themselves leaders but also exceptions. Latest News Opposition kills Omand's Creek bridge By: Melissa Martin A beloved neighbourhood sledding hill may live to see many more winters, as the city shies away from a proposed $1-million bridge over Omand's Creek. Last week, Wolseley residents received word that the city's active transportation planners won't push for the bridge to be part of the city's $20-million active transportation initiative. This came after 500 area residents crammed into a March 18 community meeting at Portage Avenue Mennonite Church to voice their concerns about the bridge, which would cover part of a popular sled hill in Omand Park. A final decision will be made by city council in the coming weeks, but the city's active transportation co-ordinator agreed that the bridge isn't exactly the most popular item right now. "It's really important that all these projects fit into the neighbourhood," Kevin Nixon said. "We're not about to jam something into the neighbourhood that the neighbourhood can't accept." Of the original five options on the table for Omand's Creek Park, upgrades to lighting and pathways were favoured by more people at the March 18 meeting than any of four bridge-related plans, one of which would have improved the existing footbridge. Editorials Cycling his way to a legacy Legacies are a funny thing. You never know how or for what you will be remembered after you're gone. Often it's for something completely unforeseen. The late Winnipeg mayor Steve Juba is still famous for championing something that was never even built, a Jetsons-cool rapid-transit monorail system. Former mayor Glen Murray was scorned for his "million-dollar toilet" on the Esplanade Riel, but then again, the elegant bridge has become one of Winnipeg's most beloved landmarks. Mr. Murray is also renowned -- or reviled, depending on one's perspective -- for his $100,000 Get Together Downtown events, which drew thousands to Portage and Main for fun. Mayor Sam Katz's legacy remains to be seen. But curiously enough, it may be for something he, too, could never could have envisioned. Over the last five years, an "active transportation" lobby in the city has slowly gained ground. The goal is to create throughout the city a network of cycling commuter trails. It's a pretty basic philosophy. Create better and safer ways to travel through the city on two wheels, or two feet, and fewer people may drive. That in turn leads to less traffic on the roads, better air quality, healthier people. Winnipeg has been way behind on this trend, despite its easily cycled (i.e. flat) terrain. Calgary has some 900 kilometres of bike routes. Until recently, Winnipeg had about 100. But under Katz's watch, the city has extended that network to some 275 kilometres. Only four years ago, the city's spending on active transportation was $200,000. It's now up to $3.5 million, a huge increase on trails, bike lanes and pedestrian path upgrades. Did the mayor launch his first election campaign in Spandex and a bike helmet, vowing to transform the city into a less car-dependent, more active-transportation mecca? Well, no. He took office in 2004 and immediately cancelled a proposed rapid-transit system. But Mr. Katz has come a long way since then. He has changed his tune on rapid transit; after years of debate, construction for the Southwest Rapid Transit Corridor finally began last summer. And just three months ago, the city pledged $6.8 million (matched by the province and the federal government's infrastructure fund, to a total of $20.4 million) to create dozens more people-friendly routes in Winnipeg. One of these projects made the news recently when Wolseley residents opposed the size and scale of a proposed bridge over Omand's Creek. Judging by the debate that ensued, there's a growing passion for active transportation. It's relatively new, and it's nowhere near critical mass, but it's gaining momentum. Mayor Katz's city doesn't hold expensive Get Togethers. But it did sponsor a Ciclovia last year, a $50,000 bike-and-pedestrian street festival that was such a hit, four more Sunday festivals are planned this summer. It started sponsoring Bike to Work Day in 2008, in which thousands -- including Mr. Katz -- proudly participated. And trail advocates were both pleased and surprised last fall when the mayor boldly vowed to buy up more abandoned rail lines to transform into bike trails. "They make ideal active-transportation routes," he said. Mr. Katz has never been regarded as a visionary. His reputation is that of a pragmatist and a promoter rather than a leader. But there is no doubt the wheels have started to turn at city hall -- inspired, no doubt, by a growing number of Winnipeggers bent on making the city a more bike-friendly place. So it's a funny thing that the man who's taken so much heat over things like rapid transit or Assiniboine Park condos may find himself with a surprising legacy years from now. A greener, cleaner city, built one kilometre at a time.

Volunteers Needed for Spring Bike Counts For the past three years, volunteers from Bike to the Future have been counting cyclists, and to a lesser extent, pedestrians, at key locations in Winnipeg during morning and afternoon rush hours. The counts take place during the first week of April, May and June. If anyone is able to help out by volunteering to do a two hour shift during at least one of these time periods, please let get in touch with Jeremy at prolog(a)mts.net <mailto:prolog@mts.net> and he will fill you in on the details. Each year Bike to the Future produces a report on the numbers of cyclists and posts it on their web site. These counts have proved to be very useful. This year, for example, the bike and pedestrian counts were used in public meetings concerning the rehabilitation of the Osborne bridge. We were able to show the public and the planners how many cyclists travel across the bridge, how many use the sidewalks, which direction they go, and even how many pedestrians use the bridge. They were also used when City Council recently decided to add cycletracks along a key stretch of Pembina Highway. Local New Disraeli plan satisfies drivers, cyclistsClosure avoided; bike, foot traffic to get own span By: Bartley Kives NORTHEAST Winnipeg motorists and cyclists both got what they want from the final design for a rehabilitated Disraeli Freeway: No extended closures during the construction period and a bike-and-pedestrian bridge that doesn't require a detour.The Disraeli Bridge over the Red River will be replaced by a brand-new, four-lane vehicle bridge with a sidewalk and a separate, lower span for bikes and pedestrians, the city announced on Monday, as it unveiled the configuration for the rehabilitation of the 1.1-kilometre Disraeli Freeway, which connects downtown to Elmwood. Motorists will be able to use the existing Disraeli Freeway during the construction of a new vehicle bridge over the Red as well as a new vehicle overpass above the CPR Keewatin line in Point Douglas. The new design replaces a previous rehabilitation plan that would have seen the busiest link between downtown and northeast Winnipeg closed for about 16 months. Northeast Winnipeg residents resented the proposed closing, while cyclists were annoyed by a plan to build a separate active-transportation span three blocks to the east. The new design was commissioned this fall, after the Manitoba government pledged to spend an additional $53.3 million on the Disraeli Freeway rehabilitation, effectively increasing the budget to around $195 million. City officials then asked three private construction consortia to come up with creative ways to spend that money. "We said, 'This is what our budget is; you guys come forward with the best possible solution,' " said Henry Hunter, the city's procurement manager on major projects. Winnipeg wound up choosing a design by a group called Plenary Roads Winnipeg, comprised of financier Plenary Group, PCL Constructors, Wardrop Engineering, Stantec Consulting and Borland Construction. Plenary Roads' design calls for a new Disraeli rail overpass to rise to the east of the existing overpass, while a new Disraeli Bridge will be built to the west of the existing span over the river. Piers from the existing bridge will be trimmed down and used for a new bike-and-pedestrian bridge, while roadways in Point Douglas, Elmwood and downtown will be reconfigured to match up to the new curving freeway design, according to a promotional video on the city's website. "Re-using the piers from the river bridge for active transportation is quite innovative," said North Kildonan Coun. Jeff Browaty, one of four city councillors who voted against the previous Disraeli plan. The rehabilitation plan remains a public-private partnership. The city plans to borrow money to spend $75 million up front, while the remaining $120 million will be financed by Plenary Roads, which will design and build the new freeway, then maintain it for 30 years. The city will then make service payments to cover both the capital costs and maintenance fees, Hunter said. While the city did not initially intend to build a new vehicle bridge over the Red River, the recession helped make the new design possible within a $195-million budget, Hunter said. "When we originally looked at this project, we were experiencing unprecedented cost escalations," he said, adding construction inflation has since cooled off. Construction on the project will begin in 2011 and likely be completed in 2013. It will take another year to finalize the design and obtain environmental approvals, Hunter said. The existing freeway is safe to use. The proposed plan will see minimal disruption to motorists and features construction of a new separate Active Transportation (pedestrian/cycling) bridge over the Red River, built alongside a new vehicular bridge, allowing Winnipeggers to use all forms of Active Transportation while crossing the Red River, away from traffic. This was the highest scoring proposal and the best value for money choice in terms of costs and benefits, said Henry Hunter, the City of Winnipegs procurement process Lead for the Disraeli Bridges Project. Key features of the Plenary Roads Winnipeg proposal include: · During construction, traffic along the Disraeli will not be interrupted during peak travel times Mondays to Fridays, with a minimum of four travel lanes being available. · The existing bridges will be replaced with new structures. · The roadway will be realigned, and exits and entrances will be redesigned to allow for smoother traffic and pedestrian flow. · A separate new Active Transportation bridge will be built over the existing river bridge piers, providing an accessible, functional and aesthetically pleasing crossing of the Red River. This dedicated bridge will contribute to the Citys overall Active Transportation network. The Plenary Roads Winnipeg team comprises Plenary Group (Canada) Ltd., PCL Constructors Canada Inc., Wardrop Engineering Inc., Stantec Consulting Ltd. and Borland Construction Inc. The team has global and local experience. The Disraeli Bridges Project follows the design-build-finance-maintain (DBFM) model of procurement. Under this model, the private-sector partner is responsible for all financing, design, construction and maintenance costs during the term of the contract, which in the case of the Disraeli Bridges Project is 30 years. For its part, the City will make a commissioning payment and then annual performance-based service payments to the private-sector partner. The new bridges have a design life of 75 years. The Citys capital budgets have allocated a total of $195 million for the project. This is a preliminary estimate, and the actual amount may change as plans are finalized. The Governments of Canada and Manitoba have also contributed funding towards the Disraeli Bridges Project. The Disraeli Bridges were originally constructed in 1959/60 and have served the City for 50 years. Woman hit in unpainted bike lane not protected by law (December 18, 2009 - BikePortland.org) When Portlander Rob Daray witnessed a right-hook collision on his commute home last summer he thought it was obvious who was at fault. So did the police officer who cited the operator of the motor vehicle for "failure to yield to a bicycle." Even the woman driving the car admitted she made an abrupt right turn without checking her blind spots. But when the case came up in traffic court, the judge came to a different conclusion and now Mr. Daray and others familiar with this are worried that people who ride bicycles are vulnerable - not just on the street, but in the legal system as well. $20M in infrastructure hitting the streets and trails next year in Wpg - Kudos to the FreeP for yet another timely article - Road rage, cycling explode By: Meghan Daum Dr. Christopher Thompson, a driver who abruptly stopped his car in front of two cyclists in Los Angeles last summer, was found guilty of six felonies and a misdemeanor last week. The trial, which captivated the cycling community, revealed a particularly virulent form of road rage. Christian Stoehr suffered a separated shoulder and Ron Peterson shattered several teeth and broke and nearly severed his nose when the two hit the back of Thompson's Infiniti on a road in upscale Brentwood. Thompson, a former emergency-room physician who lives along the winding five-mile road, claimed that he was merely trying to take a photograph of Stoehr and Peterson, evidence of the way cyclists flout the law in the canyon and flip off residents. A police traffic investigator who arrived on the scene shortly after the incident testified that Thompson told him he "stopped in front to teach them a lesson." Suffice it to say that Thompson shouldn't be driving a support vehicle in the Tour de France. Two other cyclists testified that in March 2008, a motorist they believed to be Thompson made a similar maneouver, speeding ahead, then slamming on his brakes. One of these cyclists told the court that the driver tried to hit them again and then sped off, noting that the car was an Infiniti sedan and the licence plates spelled out an abbreviated form of the medical software company Thompson owns and matched those on his car. Obscene gestures, vanity plates -- it's all part of the romance of Southern California driving. Road rage? That's just the inflamed passion part of romance. But anyone who's been paying attention to the road lately probably has noticed a marked, even dizzying, increase in the number of bikes on U.S. streets. Suddenly, they're in bike lanes and traffic lanes, zipping through stoplights, careening around mountain passes and weaving along sidewalks. Census data show that between 2000 and 2008, the number of bicycle commuters increased by 43 per cent. And membership in competitive cycling clubs is on the rise, with USA Cycling reporting the number of licenced U.S. racers up 48 per cent since 2002. Despite the cozy, granola-esque community spirit this trend might evoke (think helmeted parents riding with their helmeted kids and women in flowing skirts peddling home from the farmers market with baskets full of French bread), the reality is more sobering. Cycling-related accident rates are decreasing, but cycling injuries are getting worse. That suggests that riders may be tangling with something more than a mere fall, like a car door or fender. Although most drivers, mercifully, don't harbor as much animosity as Thompson, I suspect there may be more of him out there than we think. Why? For starters, many people don't know what rights cyclists do and do not have, which pretty much makes them assume they have none. I was in this category myself until I consulted the bicycle laws in the California Vehicle Code and learned that a cyclist has "all the rights and is subject to all the provisions applicable to the driver of a vehicle." In other words, you're not supposed to dart through red lights on a bike (shame on you, 80 per cent of Lycra wearers in my neighborhood). But guess what: It's perfectly legal to occupy the entire lane, not just hang on the side, if you're going the same speed as traffic. The speed limit on Mandeville Canyon Road is 30 mph (it's 25 mph on most residential Los Angeles streets), which, according to the injured cyclists' GPS data, was about the speed they were traveling when Thompson stopped in front of them. In other words, if you're getting impatient with a "slow" cyclist in front of you, it's probably because you're speeding. So, now that you know, are you going to stop swearing at cyclists? My guess is no. Because there's a larger bone of contention here, which is that cyclists make a lot of us feel like lazy slobs. Whereas drivers sit in an air-conditioned bubble, expending only the energy required to press the gas pedal, tap the brake and change from a '70s classic-rock radio station to an '80s classic-rock station, cyclists are out in the actual elements doing actual exercise. Whereas drivers are consuming calories by eating an entire bucket of KFC over 10 blocks, cyclists are burning calories and consuming nothing but seaweed at home. Whereas drivers' carbon footprints grow more beast-like by the hour, cyclists create no exhaust other than the sweet fatigue they feel as they drift off to saintly sleep at night. Of course, moral superiority is insufferable, but you still shouldn't try to run it off the road. You might win on the street, but in court, it's different. Latest News New diamond lanes open today DIAMONDS are a transit rider and cyclist's best friend -- starting today. Diamond lanes, that is. As part of a comprehensive transit improvement plan approved by Winnipeg city council, new diamond lanes take effect today. The specially marked lanes are for transit vehicles, cyclists and right-turning vehicles -- which must turn right at the first opportunity -- during weekday peak periods. They're designed to improve the speed and reliability of transit service and motorists who misuse them face a minimum fine of $190.80 and two demerit points. The new lanes in effect today are located at: Portage Avenue: * Westbound from Colony to Strathcona (7 a.m. to 9 a.m. and 3:30 p.m. to 5:30 p.m.) * Eastbound from Raglan to St. Mary (7 a.m. to 9 a.m. and 3:30 p.m. to 5:30 p.m.) Main Street: * Southbound from Smithfield to Jarvis (7 a.m. to 9 a.m. only) * Northbound from Jarvis to Inkster (3:30 p.m. to 5:30 p.m only) Goulet Street: * Westbound from Youville to Tache (7 a.m. to 9 a.m. only) McPhillips Street: * Southbound from Hillock to William (7 a.m. to 9 a.m. and 3:30 p.m. to 5:30 p.m.) New on-street parking restrictions will be also in effect to accommodate new diamond lanes on westbound Portage Avenue and on northbound Main Street. Diamond lanes were first implemented in Winnipeg in 1995. There are about 30 kilometres of reserved lanes on major corridors throughout the city. The $2-million diamond lane project is funded by the federal gas tax and the Public Transit Capital Trust (PTCT) "for projects that enhance transit service in communities across Manitoba," the city said in a press release.

That includes busy commercial streets that have the shops and other destinations where people want to go. To really encourage people to cycle, it must be more convenient than driving. The problem was that the neighborhood routes meant people had to ride 10-15 minutes out of their way to get from a to b. The result? No one used them. “It was a flop. So, the city shrugged and went, ‘fine, we’ll put them on the main streets’”. City Tests Employee Bike-Share Program June 04, 2009 http://www.edmonton.ca/city_government/news/2009/city-tests-employee-bike-s… Downtown City workers can now sign out a bike for lunchtime rides or short commutes to meetings thanks to an employee bike-sharing pilot starting in mid-June. The program is designed to create health options and reduce the carbon footprint of employees. As part of the launch, Councillors Don Iveson and Ben Henderson test-rode 2 of the 25 bikes now available to employees working out of City offices in the downtown core. "Edmontonians have made their city a leader on many environmental fronts by their actions," said Councillor Henderson. "This pilot will encourage City employees to lead by example, as residents and representatives of the City, by getting active while cutting their greenhouse gas emissions. Councillor Iveson also highlighted the fact that programs like this have been proven to increase productivity and reduce workplace injuries or absenteeism. "The pilot not only reflects the City's ongoing efforts to promote sustainable modes of transportation, it's another way we're building a healthy workplace for our employees," said Councillor Iveson. The pilot is designed for workers who do not cycle or cycle very little, and will assess what kinds of barriers need to be addressed to get these individuals on a bike. While the bikes are available to any employee working out of downtown City offices, pilot organizers have recruited a test group of employees to help establish benchmarks and provide ongoing feedback during the project. Dot Laing, Active Edmonton program coordinator, is managing the pilot. She wants to boost her test group's weekly physical activity by 10 per cent. If successful, the 12-week pilot could be extended in 2010. The City will share the results with other organizations interested in starting similar programs for their own employees. The launch coincides with Edmonton's Bike Month and Canadian Environment Week. Whenever using a City-owned bike, employees are required to wear a helmet and follow prescribed security measures to prevent the bikes from being stolen. The pilot is led by Active Edmonton, an initiative of the Community Services Department. E-bikes reach a maximum speed of 32 kilometres per hour and offer another option for clean, green commuting and travel. Effective October 3, 2009, new requirements that will increase rider safety include: a.. Limiting the maximum weight of an e-bike to 120 kilograms a.. Requiring a maximum braking distance of nine metres a.. Prohibiting modifications of the e-bike's motor to enable power-assisted speeds greater than 32 kilometres per hour. All riders must be at least 16 years of age, wear approved bicycle or motorcycle helmets and follow the same traffic laws that apply to bicyclists such as keeping as close to the right edge of the road as possible. Municipalities can determine where e-bikes may be ridden on their streets, bike lanes and trails. QUICK FACTS a.. E-bikes will not be permitted on 400-series highways, the Queen Elizabeth Way, the Queensway in Ottawa, the Kitchener-Waterloo Expressway and other areas where bicycles are not permitted. b.. The popularity of the Northeast Pioneers' Greenway -- a 6.7-kilometre commuter path built over the former CPR Marconi Line -- has led Katz to believe the city must work more closely with railways to purchase unused lines as soon as they become available. "If it's abandoned, the city should be grabbing it. They make ideal active-transportation routes," the mayor said Thursday in an interview. "Nothing is more obvious than what we did with the Northeast Pioneers' Greenway. Winnipeg acquired what's now the Northeast Pioneers' Greenway in 2006, when philanthropist John Buhler bought the Marconi Line from the Canadian Pacific Railway for $1.5 million, flipped it to the city at the same price and kicked in $150,000 to help pave the trail, which runs through East and North Kildonan. City documents show Buhler was able to whittle down the asking price from almost $4 million. Katz said the city could avoid tough negotiations in the future by working with railways to ensure the city always gets the first crack at abandoned lines. The city's failure to secure unused lines in River Heights that eventually fell into the hands of real estate developers was "a major, major blunder," Katz said. But the city has experienced rails-to-trails successes, most notably the community-led acquisition of Charleswood land that led to the creation of the Harte Trail, said Janice Lukes, executive director of the non-profit Winnipeg Trails Association. Land acquisition is the most difficult part of creating any new trail, so a concerted effort by the city to pursue railway property will go a long way toward future trail-building efforts, she added. "There are a lot of pieces we should be grabbing right now. There are little bits and pieces all over the city," said Lukes, who praised Katz for the unexpected policy statement. "That's fabulous. I'm practically having a heart attack." Katz declined to say which abandoned lines the city plans to purchase next, claiming the identification of specific properties might drive up prices. Winnipeg is in the midst of the most aggressive trail-building spree in the city's history. Many of us use the wonderful Google maps to find our way around. The maps show a street plan, or at the click of a button, an aerial photo to help you get a feel for the terrain. Another click and you can summon up live traffic info, and car drivers can get detailed directions from A to B. For the USA and some other countries Google has also added a mass transit directions option which tells you how to reach your destination by bus, tram or train. Now cyclists are asking for a Bike There feature. Latest News City, province favour new Disraeli Bridge: Maloway By: Mary Agnes Welch The deal to keep traffic flowing across the Disraeli Bridge hinges on whether to build a brand-new span or fix the old one -- and MP Jim Maloway says the city and province are leaning towards building new. The NDP MLA-turned-MP, who led the campaign to keep the bridge open during repairs or reconstruction, said the city has all but decided to build a new, four-lane span just east of the existing bridge. Once the new bridge is built, the decaying span would be torn down. That would allow Elmwood, North Kildonan and Transcona traffic to cross the Red River into downtown normally during construction. However, Maloway said a separate bike and pedestrian span may be a non-starter. Instead, bike lanes will be built on the new span, which Maloway said makes more sense anyway. "In some ways, it's even better than I wanted, but it doesn't have six lanes," said the MP, who helped orchestrate a petition and lobbying campaign to get the city and the Doer government to keep the bridge open during construction. Despite Maloway's optimism, political and administrative sources say the city hasn't yet decided whether to build new and keep the old bridge totally open, or repair the existing span, which would cause traffic delays. After residents in the northeast corner of the city balked at the proposed 16-month closure of their main downtown connection, the city asked contractors to find a way to shorten the Disraeli closing or even eliminate it. That could cost more than the original $140-million price tag. The city is still weighing the financial pros and cons of each option to ensure any extra cash required is justified. A provincial spokesman says they're close to a deal and Premier Gary Doer plans to meet with Mayor Sam Katz next week on the issue. Maloway said there is still some wrangling over the amount and timing of provincial funding. The province has so far committed $50 million. Ottawa has not expressed an interest in funding the bridge repairs or reconstruction, and the city has not put the bridge on its wish list for federal infrastructure funds. Two Fridays ago, as part of a federal infrastructure-funding announcement, the city, province and Ottawa agreed to spend $20 million on 37 different active-transportation projects within Winnipeg. The cash will add 102 kilometres of bike-and-pedestrian routes to an existing 274-kilometre city network comprised of multi-use paths, bike lanes on streets and extra-wide curb lanes called sharrows. The projects include a new bridge over Omand's Creek that won't be submerged during spring and summer floods, 30 kilometres of new multi-use paths and 72 kilometres of bike boulevards, which are roads where cyclists receive priority over motor-vehicle traffic. While bike boulevards do not separate cyclists from cars, they employ "traffic-calming measures" -- essentially obstacles -- to discourage all but local motor-vehicle traffic, said Kevin Nixon, Winnipeg's active-transportation co-ordinator. The boulevards will be on low-traffic streets cyclists already use. The first street slated for conversion is Assiniboine Avenue, from Osborne Street to the Midtown Bridge. That will be followed by downtown bike boulevards on Bannatyne and McDermot avenues between Waterfront Drive and Sherbrook Street, St. Boniface boulevards on Eugenie and Des Meurons streets between the Norwood Bridge and Fermor Avenue and boulevards on Alexander and Pacific avenues, which will connect Red River College's Notre Dame and Princess Street campuses. Many of the other projects are small connections between existing routes and trails, Nixon added. "Some of these pathways are tiny little things, but they have been highlighted to us (by cyclists) as important connections." The infusion of new trail-building cash effectively multiplies the annual city trail-building budget by a factor of eight, as Winnipeg devoted $2.5 million to active transportation this year, not including another $1.9 million spent on trails built as part of road rehabilitation projects. As recently as 2006, the city only spent $200,000 a year on active transportation. Since then, the city has more than doubled the size of its network, as every member of council embraces human-powered transportation. "We are committed to this, not just as a quality-of-life initiative, but as a green initiative," said St. James-Brooklands Coun. Scott Fielding, city council's property chairman. "You're never going to get people out of their cars, but you have to get them on buses and bikes as well. Money spent on new active-transportation corridors in the 2009 capital budget: $2.5 million Additional money spent on activetransportation corridors alongside road rehabilitation projects this year: $1.9 million What we have right now Winnipeg has 274 kilometres of active-transportation corridors. The vast majority of this network -- 159.5 kilometres -- has been laid down over the past four years. Here's how those kilometres break down: Multi-use paths: 149 kilometres Neighbourhood paths: 61 kilometres Bike lanes on streets: 12 kilometres Separated bike lanes: none Sharrows: 35 kilometres Bike boulevards: 16 kilometres What we're going to build On Sept. 11, Ottawa, Manitoba and Winnipeg pledged to spend a combined $20 million on 37 active-transportation projects in Winnipeg. The cash will pay for 102 kilometres of new active-transportation corridors, which will go a long way toward the city's goal of adding 450 more kilometres of paths and trails. Here's what the money will build: New bike boulevards: 72 kilometres New pathways: 30 kilometres New active-transportation bridge: Over Omand's Creek at Omand Park. What do all these terms mean? Active-transportation corridor: Any path, trail or lane intended for human-powered transportation, such as cycling, walking or in-line skating. Multi-use path: A pathway separated from the road for use by both cyclists and pedestrians. Neighbourhood paths: Older paths in city neighbourhoods designed before trail connectivity was a big consideration in city planning. These typically are not very useful for commuter cyclists. Bike lane: A lane painted on a street for use by cyclists. Sharrow: An extra-wide curb lane intended to be shared by cars and bikes. These are strongly disliked by many cyclists. Bike boulevard: A shared roadway that gives priority to cyclists over cars, usually through the installation of barriers that slow or "calm" motor-vehicle traffic to the point where only local vehicle traffic will use the boulevards. -- Compiled by Bartley Kives

'Car-free' condo: 42 storeys, no parking September 16, 2009 Donovan Vincent TORONTO STAR CITY HALL BUREAU A controversial 42-storey condo building that will be built without permanent parking spots cleared a key hurdle yesterday. The Toronto-East York community council overruled city staff skeptical about the dearth of parking to allow a plan that provides for only nine car-share rental spots, plus 315 spaces for bicycles. The condominium would go up on the site of the century-old Royal Canadian Military Institute on University Ave. near Dundas St., which would be demolished, with elements of its facade preserved at the base and a thin tower above. "If you look at the evidence of what sells downtown, the majority of units under 750 square feet in the downtown core sell without parking,'' said Stephen Deveaux, a vice-president with the developer, Tribute Communities. Parking spots typically add $20,000 or more to the cost of a downtown condo. Deveaux called the project, which still needs approval from full city council, an opportunity to design and market an "environmentally progressive building." With so many jobs and handy transit nearby, the units will sell, Deveaux said. A staff report on the condo plan in May gave it thumbs-down, citing, for one, the lack of parking. It stated the car-free plan "runs counter to expert study and experience." The idea materialized when Tribute realized the narrow site would provide "challenges" to constructing a parking garage. Councillor Adam Vaughan, who represents the ward, called the car-free building "an interesting experiment and statement about the future of downtown living.'' It also won praise yesterday from Franz Hartmann, co-executive director of the Toronto Environmental Alliance, who said such buildings are uncommon - if they exist at all. "In the past it was natural to allocate parking spots, but in 21st century Toronto, where we're battling climate change, we don't need that any more,'' he said. The few parking spots in the plan will be devoted to car-share arrangements, whereby residents can rent a car as needed by the hour. The plan involves tearing down the decaying Royal Canadian Military Institute building, a private club constructed in 1907 that is on the city's inventory of heritage properties, and replacing it with a 6 1/2-storey structure that maintains elements of the façade. Above would rise a 35 1/2-storey condo tower with about 315 units, mostly one-bedroom. The $65 million project is the fruit of a partnership between Tribute and the 1,500-member club. Construction could begin as early as next year and be done by 2013. The building will continue to provide space for the club, its library and its extensive archival collection of military artifacts - including the seat of Baron von Richthofen's Fokker Triplane, its most famous item. Though the institute's board has approved the project, several members at large oppose it. Member Brian Lawrie told the community council that in 2007 Vaughan had "enthusiastically endorsed" keeping the building intact, calling it a "rare remnant of University Avenue's early days as a quiet boulevard dominated by trees, not highrises." He noted that the councillor had done a "180-degree turn" the next year by endorsing the demolition and condo project. Normally, building plans follow a formula for how much parking space should be allowed; current standards, if applied to the building, would provide approximately 140 parking spaces for residents. "To assume a residential development of the project's scale might be totally car-free runs counter to expert study and experience," the staff report stated. "Although there are many households in the downtown (area) without cars, it would be highly unlikely to find 315 of them permanently concentrated in one building." It also stated that, "exempting the project from the city's parking standards would create a negative precedent that undermines the integrity of the parking provisions of the zoning bylaw." But the project got the green light after Vaughan suggested a series of amendments to bring the building into what he later described as "better conformity" with the area. The only way to save its museum and artifacts is to redevelop the site, Vaughan told the meeting. A few steps to St. Patrick's subway station . 2 blocks to the opera house . 3 blocks to major hospitals . 5 blocks to Queen's Park ----------------------------------------------------- SHARE THE SPACE Car-sharing firms should be awarded trial permits for six parking areas on downtown streets, Toronto's works committee recommended this week. The firms would pay an annual fee of $200; the four areas would hold two to six cars each. A staff report said car sharing, a membership system for renting vehicles by the hour, cuts traffic by making it easier to live in the city without owning a car. Some councillors said $200 is too low for commercial operators and will reduce revenue from metered parking. "We may not be driving the cars, but we sure are being taken for a ride," said Councillor Denzil Minnan-Wong. Others noted none of the areas is metered and argued that car sharing advances city goals of fewer cars and cleaner air. The proposal must still be approved by city council. - John Spears

New Study Shows More Walkable Homes Are Worth More August 18, 2009 www.ceosforcities.org/news/entry/2591 CHICAGO - Though housing values are still slow to rebound from the collapse of the real estate market, a new analysis from CEOs for Cities reveals that homes in more walkable neighborhoods are worth more than similar homes in less-walkable neighborhoods, pointing to a bright spot in the residential real estate market. The report, "Walking the Walk: How Walkability Raises Housing Values in U.S. Cities" by Joseph Cortright, analyzed data from 94,000 real estate transactions in 15 major markets provided by ZipRealty and found that in 13 of the 15 markets, higher levels of walkability, as measured by Walk Score, were directly linked to higher home values. "Even in a turbulent economy, we know that walkability adds value to residential property just as additional square footage, bedrooms, bathrooms and other amenities do," said Cortright. "It's clear that consumers assign a tangible value to the convenience factor of living in more walkable places with access to a variety of destinations." Walkability is defined by the Walk Score algorithm (www.walkscore.com), which works by calculating the closest amenities - restaurants, coffee shops, schools, parks, stores, libraries, etc. - to any U.S. address. The algorithm then assigns a "Walk Score" from 0-100, with 100 being the most walkable and 0 being totally car-dependent. Walk Scores of 70+ indicate neighborhoods where it's possible to get by without a car. By the Walk Score measure, walkability is a direct function of how many destinations are located within a short distance (generally between one-quarter mile and one mile of a home). The study found that in the typical metropolitan area, a one-point increase in Walk Score was associated with an increase in value ranging from $700 to $3,000 depending on the market. The gains were larger in denser, urban areas like Chicago and San Francisco and smaller in less dense markets like Tucson and Fresno. "These findings are significant for policy makers," said Carol Coletta, President and CEO of CEOs for Cities, which commissioned the research. "They tell us that if urban leaders are intentional about developing and redeveloping their cities to make them more walkable, it will not only enhance the local tax base but will also contribute to individual wealth by increasing the value of what is, for most people, their biggest asset." An example of the effect of walkability on housing values cited in the study is found in Charlotte, NC. In a neighborhood with a typical Walk Score of 54 called Ashley Park, the median home price was $280,000. In a neighborhood with an above average Walk Score - 71 - called Wilmore, an otherwise similar home would be valued at $314,000. Controlling for all other factors including size, number of bedrooms and bathrooms, age, neighborhood income levels, distance from the Central Business District and access to jobs, "if you were to pick up that house in Ashley Park, and place it in more walkable Wilmore, it would increase in value by $34,000 or 12 percent," Cortright said. In the typical metropolitan areas studied, the premium commanded for neighborhoods with above average Walk Scores compared to those with average Walk Scores ranged from about $4,000 to $34,000, depending on the metro area. "Walking the Walk' shows definitively what we've always believed - that homes in walkable neighborhoods continue to be a good investment, and are one of the simplest and most effective solutions to fight climate change, improve our health, and strengthen our communities," said Walk Score founder Mike Mathieu. "Our vision is for every property listing to include a Walk Score: Beds: 3 Baths: 2 Walk Score: 84." The study included 15 metropolitan areas, finding a statistically significant positive relationship between walkability and home values in 13 areas: Arlington, Virginia; Austin, Texas;; Charlotte, North Carolina; Chicago, Illinois; Dallas, Texas; Fresno, California; Jacksonville, Florida;; Phoenix, Arizona; Sacramento, California; San Francisco, California; Seattle, Washington; Stockton, California, and Tucson, Arizona. In one metro area, Las Vegas, walkability was correlated with lower housing values, and in Bakersfield, California, there was no statistically significant connection between walkability and housing values. Real estate data for these markets was provided by ZipRealty (NASDAQ: ZIPR, www.ZipRealty.com), a national full-service residential real estate brokerage. "Walkability is a factor we've always considered important for buyers and sellers when bidding or pricing a home. We appreciate that "Walking the Walk" has confirmed this intrinsic value," said Patrick Lashinsky, chief executive officer for ZipRealty. Interesting read (okay, maybe just for some of us!) - International Scan Summary Report on Pedestrian and Bicyclist Safety and Mobility (June 24, 2009) Background info from the Pedestrian and Bicycle Information Centre (U.S.): In May 2009, a team of 12 transportation professionals with expertise in bicycling and walking from the U.S. visited five countries in Europe to identify and assess effective approaches to improve pedestrian and bicyclist safety and mobility. Some of the countries, like Denmark, had experienced an increase in car use in the 1960s and 1970s, and subsequently reoriented their transportation policy to give priority to bicycling and walking. The scan team heard presentations from and had informal discussions with the foreign hosts. During most visits, the scan team also went on guided field visits (by bike as well as by foot) to better understand and experience the design and operation of various walking and bicycling facilities. These field visits were invaluable in documenting the facilities through photos and video, observing traffic behavior, and experiencing firsthand how well a design or operational strategy worked. The purpose of this scan tour was to identify and assess effective approaches to improve pedestrian and bicyclist safety and mobility. City will need to pedal harder Bike-path upgrade worthwhile; bike-sharing program necessary By: Dan Lett Winnipeg Free Press - PRINT EDITION 5/08/2009 Cyclists negotiate traffic at Main and Bannatyne Tuesday. The city and province must be congratulated for deciding to extend the bike-lane system, but that should just be a start. Once again Winnipeg is at a crossroads, only this time it's mounted on a bicycle as it stares down its destiny. At first blush, bike lanes may not seem like a make-it-or-break-it issue of urban planning. To be sure, increased use of bicycles is important for the environment and making cities work better. But in this town, the issue is typically portrayed as gravy -- not the meat and potatoes. However, this conventional wisdom wilts after visiting a city that embraces the bike, rather than just tolerates it. A city such as Montreal. It had been some years since I had spent quality time in Quebec's largest city, and while I always remember Montreal as a city that featured more than its fair share of bike commuters, the city has gone above and beyond in making itself bike-friendly. The first major development that I spotted were the buffered bike lanes. Not just white lines on the side of major routes downtown, but distinct two-way thoroughfares separated from vehicular traffic by a concrete median. Although it presents a challenge for pedestrians -- you have to look both ways, twice -- it is clearly safer and more efficient for cyclists. But Montreal also features a Bixi bike-sharing system that allows Montrealers to pick up bicycles in one location downtown and drop them off in another. The stations are located no more than 200 metres apart from each other. Racks of Bixi bikes can be found with alarming regularity; there are more than 3,000 bikes at 300 individual stations. One year of Bixi access is just $78, taxes included. In total, Bixi has 8,000 members. It registered about 250,000 individual rides last year. The system was named one of Time magazine's Top 50 inventions of 2008 and is being replicated in Toronto and Ottawa. It's not an entirely new idea, of course. Paris boasts a similar program, Velib, which supplies more than 20,000 bicycles throughout the core of the city. And each and every year, more and more cities are taking steps to promote bikes and public transit, especially in city cores that simply cannot absorb an endless supply of vehicular traffic. Which brings us back to Winnipeg. Congratulations must go out to the city and province for extending Winnipeg's dedicated bike-lane system and for including bike lanes alongside the new rapid-transit bus corridor. Unfortunately, there was a hitch. City traffic engineers could not find a cost-effective way of negotiating the Osborne Street underpass, which essentially cuts the downtown-bound bike lane in half. The underpass cannot be expanded to include a bike path, so cyclists would be forced to share the underpass with buses and other vehicular traffic at some risk. Cycling advocates cried foul, claiming that they weren't getting a safe, uninterrupted route from southern neighbourhoods into the downtown. The city has responded with a promise to rebuild the underpass some time in the future, but not in the near future. The absence of a solution for the Osborne underpass dilemma does not undo the good done by the city and province on this issue. It does, however, demonstrate Winnipeg's capacity for falling short on good ideas. It also suggests that civic officials are stuck in that mindset that says bike lanes are gravy, not meat and potatoes when it comes to urban planning. They would be wrong, of course. Bigger cities with greater population density have little choice but to consider radical approaches to moving people in and out of core areas. Winnipeg is not under that kind of pressure, but that does not mean we can take a leisurely approach. There is a downtown renaissance going on in this city, even if it is moving at a glacial pace, and one of the new trends is the growing number of people travelling downtown for work. The new Manitoba Hydro headquarters will be full by this fall. Red River College is expanding in the Exchange District and the University of Winnipeg is doing likewise. There are continuing rumours that another government entity (Manitoba Lotteries?) could occupy the top floors of the Hudson's Bay store at Memorial Boulevard and Portage Avenue. The time is right for the city to move aggressively on bike lanes, bike-sharing programs, and improvements to mass transit in and out of downtown. The rapid-transit program is a move in the right direction, but it should be coupled with efforts to make parking more expensive and rapid transit more affordable and convenient. And let's not forget safety. On Tuesday, two cyclists were struck by cars. Carnage like that is reason enough to look at alternatives. Modern, progressive cities move more people on bikes and rapid transit than in minivans and sedans. They do that because they have to. Winnipeg may not need the same kind of amenities for cyclists now. They are your friends and neighbours, your doctor and your postman; they are homeowners, business owners and sometimes motorists and yes, they are already taxpayers, just like you. Unlike many self-serving lobby groups, the future that cyclists desire is a benefit to everyone--clean air, a clean and healthy food and water supply, communities and streets that are safe for all users. This report is intended to serve as a planning and conceptual design guide for planners, engineers, citizens, advocates, and decision makers who are considering bicycle boulevards in their community. Data for this guide was developed from literature review, case study interviews, and input from a panel of professional experts. It's interesting to watch all the news coverage on one lane being given to cyclists in Vancouver, BC. Here is an interesting article with lots of good quotes. In the past, lack of data has limited the ability to justify investments in bicycle and pedestrian facilities. In this one-hour webinar, participants will learn about the latest tools and research for forecasting bicycle and pedestrian demand and use. While there are well-established methodologies for conducting traffic counts, performing household travel surveys and modeling travel demand for vehicles, no such standards exist for nonmotorized modes. Presenters Michael Jones, Principal, and Jennifer Donlon, Senior Planner, of Alta Planning + Design, will discuss advances in count technology and demand analysis, including: - The latest pedestrian and bicycle automatic counters - Which technology is right for your count - Techniques for extrapolating hourly counts to forecast demand at specific times of day or year - The National Bicycle and Pedestrian Documentation Project Also in this webinar, Daniel Sauter, of Urban Mobility Research in Zurich, will present an overview of his Walk21 pre-conference session, "Measuring Walking, Part III: Performance indicators and methods for monitoring and benchmarking," which will address ongoing efforts to establish international standards for the collection, analysis and dissemination of qualitative and quantitative techniques for measuring walking.

At most venues, the racks have a TD Jazz Festival flag to make them stand out. There will also be bike parking at the closing weekend at Old Market Square.
