Lead editorial in today's Globe: (A shame Winnipeg doesn't have a transportation authority that takes a comprehensive view like Metrolink does.) http://www.theglobeandmail.com/opinion/editorials/why-dont-kids-walk-to-scho ol-any-more/article29546909/ Children aren't walking or cycling to school as much as they used to, says a recent study from the Greater Toronto Area transportation agency Metrolinx. Who's surprised? The streets around our junior education hubs become dependably gridlocked when legions of dutiful, well-meaning parents perform the mandatory drop-off and pick-up. The school run has turned into a frustrating crawl as distracted chauffeurs bob and weave for a prime piece of curb-blocking real estate so their offspring don't have to make too long or dangerous a trek from the car door to the school entrance. . But the convenience offered by the car carries many costs. Active children are healthier, more alert and more independent than classmates who depend on door-to-door car service. Schools that are pedestrian-centred destinations rather than glorified parking lots enhance the neighbourhoods they're meant to serve. And neighbourhoods with lots of pedestrians are vibrant and safe communities in ways that places with barren sidewalks are not. And the more children who get to school under their own steam, the fewer cars on the roads - Metrolinx estimates that 20 per cent of the vehicles in peak morning traffic are doing the school run. So the war on the car and the pursuit of knowledge turn out to be inextricably bound. .

World Health Organization report - preventing disease through healthy environments

Analysing the latest data on the environment-disease nexus and the devastating impact of environmental hazards and risks on global health, backed up by expert opinion, this report covers more than 100 diseases and injuries.” Here is a comprehensive report to support advocacy efforts related to the built environment. As a result, transportation is often referred to as the “hidden cost” of housing. To that end, the Departments of Transportation and Housing and Urban Development, in 2013, launched the Location Affordability Portal <http://www.locationaffordability.info/>, which not only aggregates your total housing and transportation costs, but also creates an anonymous costs database for researchers and planners, who can now work to help improve transportation access for potentially millions of Americans. With the new paradigm of considering housing and transportation costs together, the general rule is that the combined total should be no more than 45 percent of a household’s income. Manitoba backbencher fails to get support for one-metre bike law The Opposition Progressive Conservatives debated the bill until the allotted time ran out http://www.cbc.ca/news/canada/manitoba/one-metre-bike-law-dave-gaudreau-1.3… A Manitoba politician has failed in his attempt to get a new bicycle-safety law through the legislature. Dave Gaudreau, a backbench member of the NDP government, put forward a private member's bill that would have required drivers to give cyclists at least a one-metre buffer while passing them. Gaudreau says the current law, which requires drivers to maintain a non-specified "safe distance," is too vague. The Opposition Progressive Conservatives debated the bill until the allotted time ran out. The legislature is scheduled to break next week in advance of the April 19 provincial election, and it's unlikely Gaudreau will be able to bring the bill back before then. The Tories said Gaudreau failed to consult police officers and municipalities, which would bear extra costs if the proposal went ahead. "It's not that the idea is without merit ... but we know as legislators that we have to ensure that the proper input is brought forward," Tory house leader Kelvin Goertzen said Tuesday. Another Tory, Reg Helwer, said municipalities could be forced to widen roads to ensure there was enough room for the one-metre zone. "There would be huge infrastructure costs that are downloaded upon municipalities without any consultation," Helwer said. Gaudreau said his idea has already been adopted in Ontario and other jurisdictions.

Thanks, Jessie Webinar: King County in Motion Case Study Since creating In Motion in 2004, King County Metro Transit has applied a growing toolkit of community-based social marketing techniques to persuade nearly 20,000 Seattle-area travelers to drive less. In Motion employs motivational messaging, commitments, rewards, engaging materials and norm appeals tailored to target communities. Participants pledge to shift two drive-alone trips per week to transit, ridesharing, biking or walking. The program has been called into action during or in anticipation of major construction, transit restructures or new tolls. Since it began, the program has engaged 20,000 Seattle-area travellers. Each participant has reduced drive alone travel by almost one car tip per week, dropping to about half a car trip per week 18 months after a campaign. Major reform could be on the way for national street design committee

While U.S.-based, this article makes for an interesting (and encouraging) Friday read though it comes with an acronym warning. http://www.peopleforbikes.org/blog/entry/major-reform-could-be-on-the-way-f… *Nutshell*: As noted in a recent APBP (Association of Pedestrian and Bicycle Professionals) webinar, many cities are moving ahead with infrastructure designs, mostly imported from Europe, that haven't yet been approved in the MUTCD (Manual of Uniform Traffic Control Devices). Updates to this document takes many years (think decades). But it appears there may be hope! First, the possibility of the progressive NACTO (National Association of City Transportation Officials) becoming a member of the National Committee on Uniform Traffic Control Devices. Second, the Institute for Transportation Engineers' new president has vowed to ensure its members on that committee vote in a way that reflects ITE's goal to make streets bike- and ped-friendly. Finally, there appears to be consideration of more frequent updates to the MUTCD or splitting the document to allow more frequent updates to some sections. BMJ Open 2015; 5:e008052. doi:10.1136/bmjopen-2015- 008052 *Full paper*: http://bmjopen.bmj.com/content/5/11/e008052.full.pdf * * * * * *ABSTRACT* *Objectives*: The purpose of this study was to calculate exposure-based bicycling hospitalisation rates in Canadian jurisdictions with different helmet legislation and bicycling mode shares, and to examine whether the rates were related to these differences. *Methods*: Administrative data on hospital stays for bicycling injuries to 10 body region groups and national survey data on bicycling trips were used to calculate hospitalisation rates. Rates were calculated for 44 sex, age and jurisdiction strata for all injury causes and 22 age and jurisdiction strata for traffic-related injury causes. Inferential analyses examined associations between hospitalisation rates and sex, age group, helmet legislation and bicycling mode share. *Results:* In Canada, over the study period 2006–2011, there was an average of 3690 hospitalisations per year and an estimated 593 million annual trips by bicycle among people 12 years of age and older, for a cycling hospitalisation rate of 622 per 100 million trips (95% CI 611 to 633). Hospitalisation rates varied substantially across the jurisdiction, age and sex strata, but only two characteristics explained this variability. For all injury causes, sex was associated with hospitalisation rates; females had rates consistently lower than males. For traffic-related injury causes, higher cycling mode share was consistently associated with lower hospitalisation rates. Helmet legislation was not associated with hospitalisation rates for brain, head, scalp, skull, face or neck injuries. *Conclusions:* These results suggest that transportation and health policymakers who aim to reduce bicycling injury rates in the population should focus on factors related to increased cycling mode share and female cycling choices. Bicycling routes designed to be physically separated from traffic or along quiet streets fit both these criteria and are associated with lower relative risks of injury.

City will hear from Times Square boss about opening Portage and Main http://www.winnipegfreepress.com/local/New-York-City-Manitoba-366495821.html The buzz about reopening Portage and Main to pedestrian traffic is going to get a lot louder in the coming weeks. That’s because the Downtown Winnipeg BIZ will be hosting a number of events on the topic, and it’s bringing in the New Yorker who was instrumental in reopening Times Square to foot traffic. Tim Tompkins, who has headed up the business improvement district of perhaps the most famous part of New York City for more than a decade, said transforming an area to accommodate pedestrians can certainly be done and done successfully. Stefano Grande, executive director of the Downtown BIZ, said Tompkins will speak to city councillors, the chief planner and the chief administrative officer about his experiences after he arrives in town on Feb. 4. The Downtown and Exchange District BIZs will hold closed-door sessions with area property owners and the public will be invited to sit in on panel discussions with BIZ members. Mayor Brian Bowman is perhaps the highest-profile champion of reopening Portage and Main to foot traffic as it was one of the planks of his run for mayor in late 2014. "It can’t be ‘Run! All the best to you!’ " he said on the campaign trail. "Let’s be innovative and let’s make it even more iconic than it is right now." Today, Bowman continues to work on this campaign commitment. "I’d like to see it happen sooner than later," he said. "I’ve heard from some of the property owners in the Portage and Main area that there is increased focus on our plans to open up pedestrian traffic at that intersection. We want to help support the landowners in that area. "It’s ongoing. There has been talk at council already about some of the efforts that we need to do in order to open it. There is nothing pending in terms of the barriers being removed in the next week or month by any means." In 2009, New York City’s Broadway Avenue, one of the roadways bordering Times Square, was closed off to vehicle traffic and turned into a pedestrian space, Tompkins explained in an interview with the Free Press. But before the move became official, Tompkins and other proponents addressed many concerns from local businesses who feared their revenue would plummet and from commuters who were worried about getting to work and back on time. "There are often common processes and concerns when trying to balance how to nurture economic activity and create great public and civic space in a way that helps, rather than hurts, individual businesses," said Tompkins, president of the Times Square Alliance, a BIZ-like not-for-profit organization. Winnipeg can learn a lot from the Times Square trailblazers, he said. New York’s Broadway theatres are in Tompkins’ district and many customers were worried that the drive to their favourite show would be adversely affected while theatre owners were concerned about ticket revenue plunging. After surveying as many stakeholders as possible and coming up with a solution that was palatable to the vast majority, the transformation has been a great success, he said. "Three-quarters to four-fifths of business people feel very positive about it. We wanted to take the concerns of the businesses very seriously but try to address them in ways that didn’t make us give up on the bigger vision. We got the facts about what was or wasn’t a threat," he said. Improving the overall physical environment for pedestrians can make a huge difference in attracting foot traffic and helping convince people to open up their wallets. "By creating a space where we could put tables and chairs so people could enjoy a nice outdoor day, it really changed the atmosphere," he said. The changes also included basics such as planters and food kiosks up to small-scale arts and entertainment and even yoga classes. "Because the environment was nicer, people spent more time in the plazas and advertisers’ signs were seen more. The (economic) pie is getting bigger." The proof, however, would be in retailers’ tills — they were stuffed. "That’s reflected in a bunch of different ways, including foot traffic and the rent when there is turnover for business. Over time, the value of the real estate has gone up because retail businesses have done better," he said. A generation of Winnipeggers have never seen people cross Portage and Main above ground. With the construction of the Trizec building in the late 1970s, an underground connection was made to each of the intersection’s four corners. In an effort to force people into the shops that lined the concourse, a 40-year agreement was signed with the six adjacent property owners that read, "The city agrees that it will not consent to any construction of a pedestrian crossing over or under any street (at Portage and Main)." Concrete barricades adorned with colourful flowers were installed and the intersection was sealed off. But it may be time for those barriers to come down. "It’s very clear that direction is coming from city hall and the mayor’s office that we want to start this conversation and get those barriers down," Grande said. "We want to kick-start the conversation, look at best practices from Times Square and how they engaged the stakeholders for a redesign to create more of a pedestrian-friendly environment for people who want to visit this incredible place (at Portage and Main). We think a similar process could be used here. We could learn from them and have a good conversation with our community and businesses and use this as a springboard," Grande said. Jenny Gerbasi, city councillor for Fort Rouge/East Fort Garry, has been working on the bring-down-the-barriers file for years. She has spent much of her time building public support and she’s optimistic things are moving in the right direction. "There’s a lot more political momentum now," she said. Council recently endorsed a motion giving the administration direction to take the specific steps that are needed to make it a reality, including a detailed traffic study. "We’ve also had legal advice over the last year that has given the city confidence that there won’t be a problem if the public and political will is there," she said. Gerbasi said Winnipeggers need to take a more worldly view of Portage and Main. "We’re the exception. You don’t find a bunch of intersections that are closed off to the public (in other cities). We have intersections that are just as busy as this one. The view that we can’t possibly have people at our signature intersection that everybody in the world knows about it absurd," she said. The city's deal with property owners of the corners of Portage and Main expires in 2019 and while the property owners can renew it for a further 40 years, Gerbasi said the ultimate decision lies with council. "If the city decides we want to open it up, we can do it. We want to do it in a collaborative way. City council has the ultimate authority," she said. Gerbasi said the sooner the barriers come down, the better. That culture of entitlement makes drivers a new kind of menace. Anne Kingston <http://www.macleans.ca/author/annekingston/> January 21, 2016 Working in traffic enforcement for a quarter of a century has exposed RCMP Cpl. Chris Little to bad driving in all of its manifestations. Recently, though, he’s noticed a concerning, and deadly, trend: the self-preoccupied driver in a steel-and-glass bubble, oblivious to the outside world. The telltale texter (head down, stopped on a green light) is the least of it. Little, an officer with Strathcona Traffic Services in Strathcona, Alta., has pulled over drivers brushing their teeth, applying makeup, even reading a novel. “A 300-page book, balanced on the steering wheel,” he says. Car-as-mobile-kitchen is another theme: he pulled over one man eating a bowl of cereal while trying to drive with his knees; another man was eating waffles from a plate with a knife and fork. Then there was the solo female driver taking driver distraction to a new level: “A call came in that a vehicle was driving erratically,” Little says. When I pulled her over, her clothing was around her knees and she was flushed. You get the picture.” She was charged with careless driving. It’s a roadscape familiar to Angelo DiCicco, general manager of Young Drivers of Canada (GTA). A driving instructor for three decades, DiCicco is also director of operations at Young Drivers’ new five-acre advanced driving centre in Markham, Ont., which offers rehab for drivers involved in serious crashes and also focuses on the perils of distracted driving, or, as DiCicco puts it, “to prove to people that multi-tasking is a lie.” People are far more stupid than they think, he says: “Just having your eyes open isn’t enough to see a dangerous situation; your brain has to be engaged.” The fact that distracted driving <http://www.macleans.ca/politics/how-the-war-on-drunk-driving-distracts-from…> now accounts for more fatal car accidents than impaired driving hasn’t made a dent in driving habits, says DiCicco, who sees the rise of “assertive” and now “aggressive” driving over the past 15 years as equally narcissistic and dangerous. It’s not unusual for impatient drivers behind a nervous novice trying to turn left to pull ahead and cut the new driver off, he reports. Such “me-first” behaviour—disregard for traffic signs, failing to signal, lane-hogging, crowding intersections, sailing through red lights—has led to a culture of driving entitlement squarely at odds with the spirit of co-operation needed to navigate the impromptu societies that occur when motor vehicles share space. That has made driving, the most dangerous and behaviourally complex activity most people engage in on a daily basis, a cultural menace that affects not only drivers but pedestrians and neighbourhoods as the spillover effects puts cyclists on sidewalks and pedestrians at peril. Some solace for drivers can be taken from Transport Canada <http://www.macleans.ca/tag/transport-canada/> statistics that reveal a decrease in deaths from automobile accidents over the past decade, in good part due to improvements in car design that reduce the impact of rear-end collisions. But it has never been a more dangerous time to be a pedestrian, bicyclist or motorcyclist; for them, deaths from automotive collision have risen in the same period. Even standing on the sidewalk isn’t safe; last year, four people were taken to hospital when a car plowed into a bus station in a Toronto suburb. Aggressive, thoughtless driving is not new, says psychologist Leon James, a pioneer in the field of “driver psychology.” References to “road rage” date to ancient Rome, which had a law against “furious driving,” the University of Hawaii professor says. Comparison between North American driving habits and an empire in decline are appropriate. As James sees it, the rise of a selfish roadway culture is not only dangerous but culturally corrosive: “It’s anti-social, even immoral to expose others to risk.” The evidence is plentiful. Consider Sheryl Sandberg <http://www.macleans.ca/society/life/sheryl-sandbergs-cosmic-lean-in-moment/> ’s widely circulated Facebook post written last year after her husband died of a heart attack; the Facebook COO recounts the “unbearably slow” trip to the hospital in an ambulance because drivers refused to get out of the way. She implored drivers to do what is both legally and morally required: yield way to emergency vehicles. Cars blocking emergency vehicles is a huge problem on Canadian roads as well, says Little. “And it’s getting worse.” No tale illustrates the spirit of driver entitlement better than that of Jourdan Bancroft, a 25-year-old woman pulled over at 8:20 p.m. on an Ontario highway last July for driving 150 km/h in an 80 km/h zone; she was charged with road racing. Her explanation for putting her life and others at risk? She told the arresting officer she wanted to get to her cottage to “see the sunset.” The story elicited outrage. But in a small way, every driver could relate. How we behave on roads is culturally determined, says James—a conﬂuence of technology, economics, sociology and psychology. A major factor is car design <http://www.macleans.ca/society/technology/these-cars-drive-themselves-excep…> itself, specifically “improvements,” even at the low end, that make cars feel like safe, screen-filled, multi-tasking way stations, a place to text, chat on the phone, eat, even be entertained; in late December, Ontario Provincial Police stopped a man driving over 160 km/h on Highway 401 near Brockville, Ont., watching a movie on a screen taped to his dashboard. He was charged with distracted driving and stunt driving. One telling casuality is the stick shift, a driving feature requiring hands-on focus. Only nine per cent of cars sold in Canada have manual transmissions, down from 35 per cent in 1980, according to IHS Automotive. Only 3.6 per cent of new car buyers in Canada request it. The new logic is laid out in a much-circulated 2013 video, an audition for a Canadian reality TV show, featuring a candid Dawn Muzzo: “I had a six-speed Porsche but I couldn’t wear my heels, have a cigarette, and drink my coffee whilst shifting,” she says. “So it had to be traded in for an automatic.” (Our ability to drive and multi-task is less than we think, according to a 2015 AAA Foundation for Traffic Safety report that found a phone conversation via hands-free or Bluetooth, which is legal, is mentally demanding and associated with moderate to high levels of cognitive distraction.) No vehicle better symbolizes the altered road dynamics than the SUV; the behemoths’ popularity has given rise to an “if-you-can’t-beat-them-join-them” mentality. Even James, whose research in the early 2000s found female SUV drivers far more aggressive that male SUV drivers, drives one. His wife convinced him, he says. “Women drive them because they feel safer, protected,” he says. “They’re higher up.” But research also reveals that the aura of safety and impenetrability created by driving an SUV or light truck can foster what Reuben Aitchison of the Australian Automobile Manufacturing Industry calls an “illusion of superiority . . . that leads them to believe they should be getting somewhere faster than everybody else.” That can lead the SUV driver to take risks that the Smart car driver does not. The fact almost two-thirds of SUV drivers are women aged 25 to 49 and men aged 50 or older has reframed the stereotype of road menace: it’s not the male teenager in a souped-up muscle car that poses risk, but the middle-aged woman in a black SUV. Last October, four-year-old Arisa Ahmed was killed and her seven-year old sister seriously injured while crossing the street in front of their school in Markham, Ont., as their mother watched; they were struck by a black Mercedes SUV driven by a 39-year-old woman, who was later charged with dangerous operation <http://www.macleans.ca/society/traffic-signs-with-a-heart-ask-you-to-stop-i…> of a motor vehicle causing death and dangerous operation of a motor vehicle causing injury. Perceived time crunch has added to road stress. DiCicco routinely hears stories from people who have had licences pulled or were involved in serious crashes. “Women say, “I had to pick up the kids; daycare charges by the minute,’ ” he says. Men are more likely to be ferrying kids from school to practice with dinner at a drive-through in between. Soaring housing prices have also fed frustration, says DiCicco, by pushing many buyers outside of city cores, which increases commute times. DiCicco sees three distinct driver personalities: the “adult”’ who understands that everyone wants to get home and that one crash could mean hundreds of people are late; the “child” (unrelated to actual age), subject to peer pressure who engages in “my car is faster than your car” behaviour without thinking through consequences; and the “domineering parent” who wants to teach someone a lesson by tailgaiting, giving the finger or blocking a car trying to pass on a shoulder. “There are very few homicidal maniacs out to kill you. And very few people are suicidal in the car,” he says. “To be involved in a crash you have to not do a lot of things.” He wants drivers to learn what he calls “traffic emotions management” and to see “good driving” redefined: “It isn’t just vehicle dynamics—lane change, parking, motor skills. It’s mastering the psychology of driving, of realizing more drivers are taking up a finite amount of space and you need to look out for your neighbour and keep space for the other driver who makes a mistake; then you can graciously allow them the space in front of you or move up quickly so they don’t rear-end you.” James agrees. “Being a good driver isn’t just, ‘How many accidents did you cause?’ ” he says. “It should be: ‘How many people have you blown off? How many people have you insulted?’ That should be the measure.” Without a seismic change in driver attitudes, the situation will only worsen, says James: “Every generation is going to be more aggressive, more competitive and more selfish, taking risks and putting people at risk.” Rising awareness of distracted-driving risks has led to an increase in penalties, which vary wildly across Canada—from $115-$145 in Quebec to $300 to $1,000 in Ontario <http://www.macleans.ca/news/canada/ontario-increases-penalties-for-drivers-…> . (Nunavut is the only region with no distracted driving penalty). This year, Alberta raised its fine to $250 plus three demerit points. Those enforcing the law say it’s not enough to act as a deterrent and that courts fail to recognize the severity of the crime. The woman charged with “road racing” 70 km over the speed limit to “see the sunset,” for example, received a reduced charge of “speeding”; she paid $812.50 and got six demerit points. “We’re fighting a losing battle,” says Little, who believes Canada doesn’t take driving offences seriously. “We understand ﬁrst-degree murder and gang violence. But driving infractions? We’re too warm and fuzzy. We can’t suspend a licence for life. People think driving is a right, but it’s a privilege.” The call to attach the same stigma now associated with impaired driving to distracted or entitled driving is gaining traction. Pioneering activists exist, including the family of Josh Field, a 17-year-old driver killed in London, Ont., in 2009 when he took his eyes off the road to answer his phone. The Field family recently teamed with #DriveToStayAlive, an initiative launched by 17-year-old professional racecar driver Parker Thompson to teach high school students about the life-changing consequences of texting or talking on a cellphone while driving. “It’s far easier to teach youth,” says Sgt. Wade Davidson, who works in traffic services for the Lethbridge police force. “The group hard to reach is adult drivers who have been doing things the same way for years; they set the example for their kids.” Frustrations are also evident on a rash of driver-shaming websites and YouTube “Bad Driver” channels, which has created a market for dashcams not only to record bad drivers but damage to a vehicle in a hit-and-run when it’s parked. Their presence has a self-monitoring effect, says Alex Jang, the Vancouver-based founder of dashcam company BlackboxMyCar. “Studies show drivers with dashcams drive more responsibly because they know they’re being filmed.” Reminders of roadside perils are now entrenched in urban landscapes, with poignant “ghost bike” memorials for cyclists as well as the “Slow Down, Kids at Play” signage organized in 2014 by residents of a Toronto neighbourhood after the death of seven-year-old Georgia Walsh, killed by a van rolling through a red light. Some 15,000 signs have been distributed from Victoria to Charlottetown, says organizer Meghan Sherwin: “Interest tends to be spurred by a recent child pedestrian death and/or frustration with the lack of traffic-calming measures.” In a telling detail, many of the streets boasting the signs already have traffic-calming bumps. Also telling is the sentencing in the case. The driver, who pleaded guilty to careless driving, received a two-year driving prohibition, a $2,000 fine and 200 hours of community service. The judge explained he didn’t give jail time after seeing the depth of the man’s remorse, his reported psychological trauma and the forgiveness of the victim’s family. “This was an avoidable accident but an accident nevertheless,” he said. “His inattention was momentary.” Yet in that momentary inattention, a young life was gone.

Lester Deane takes over as director of public works, replacing Brad Sacher who unexpectedly resigned in September 2015 after holding the position since 2009. Deane has 30 years’ experience in engineering and joined the city’s public works department in 2003. He had been manager of engineering when he was tapped to assume the acting director position following Sacher’s departure. Coun. Janice Lukes, chairwoman of the public works committee, made the announcement during Wednesday’s executive policy committee. "I’m very pleased to be working with (Deane)," Lukes (South Winnipeg-St. Norbert) said. "Going forward he’s going to be doing great things in the role as director." Before joining the city, Deane worked with the Ontario Ministry of Natural Resources and later with Manitoba Infrastructure and Transportation. Deane is the fourth senior personnel appointment to occur at city hall since Brian Bowman was elected mayor in October 2014. *March 2015*, Doug McNeil was hired away from the province, where he was the deputy minister of infrastructure and transportation. The CAO’s position had been held by senior staff on an interim basis since October 2013 when Phil Sheegl left the job amidst council concern over scandals involving several high-profile projects. COO Deepak Joshi was initially given the post of acting CAO but he was suspended by Bowman in January 2014 and retired the following month. COO Michael Jack was then acting CAO until McNeil’s arrival. *September 2015*, John Kiernan, promoted to director of planning, property and development. Kiernan has been with the city since 1990, starting in the parks department as a strategic planner and project manager. He had been the manager of urban design since 2010. Kiernan replaced Barry Thorgrimson, who retired in December 2014. *November 2015*, Felicia Wiltshire was hired to fill the newly created post of director of corporate communications. Prior to Wiltshire’s hiring, the head of corporate communications was a manager, Steve West, who in July 2015 was re-assigned to the newly created post of manager of strategic initiatives in the corporate support services department. Wiltshire has an extensive background in communications. This is a pretty neat searchable resource on existing active transportation policies in Canada. Interesting to see valuable resources coming from a field heretofore not normally directly responsible for transportation - primary prevention and population level health. Bike Winnipeg 2015 Bicycle Counts Report

Bike Winnipeg's 2015 Bicycle Count Report is now available here <http://bikewinnipeg.ca/2016/01/07/2015-winnipeg-bicycle-counts-report/>on our website. There is strong evidence that even the limited construction of new cycling infrastructure that has occurred since 2009 has had a positive impact on the numbers of cyclists in Winnipeg. This year’s bike counts and analysis suggest that there has been substantial growth in cycling but that this growth has stalled. In 2015 the City adopted a new pedestrian and cycling strategy with more ambitious goals. If this results in a more substantial investment in cycling infrastructure we can expect to see increased cycling levels in the future. A big thanks to Bike Winnipeg director Jeremy Hull who organizes the yearly counts and produces this detailed report for us. Thanks as well to the many volunteers who donate their time to undertake the actual counts. This year we had 86 counts at 25 different locations. Cheers, Mark Cohoe Bike Winnipeg

WFP: One-metre rule for bikes (Jan.3&6'16)

[Here is today's editorial followed by the initial article.] One-metre rule for bikes: it’s a start http://www.winnipegfreepress.com/opinion/editorials/One-metre-rule-for-bike… Good on Premier Greg Selinger for getting behind a backbencher’s bill to impose a rule that vehicles leave one metre for cyclists on the road But it is just a start for the provincial government — and it should get the support of all parties — that has been relatively uninterested in promoting cycling for commuters. At present, the Highway Traffic Act (HTA) requires motorists to be prudent, but doesn’t set out a distance they must keep from cyclists. That leaves too much discretion for some drivers. Some don’t realize how vulnerable cyclists feel on the road; others don’t care. A rule that requires motorists to leave three feet of grace for cyclists would compel drivers to be more watchful. The HTA requires cyclists to keep as close to the right curb as practicable (which recognizes they are slower and don’t have to impede traffic). But the rule is meaningless when the road, curbside, is so pocked and cracked it is dangerous to ride on. Riding in the centre of the lane disrupts motorists. It’s irritating if it goes on for more than a minute, because urban speed limits are geared for vehicles and to expedite traffic. Cyclists, too, forget or ignore their duties under the HTA, stoking resentment and outright hostility between commuters. And this is going to increase as more Manitobans, particularly Winnipeggers, commute by bike. That puts a lot of pressure on municipalities, which shoulder the burden of designing streets and infrastructure to make way for cyclists and pedestrians. But cities alone cannot afford the cost of shifting infrastructure, in a reasonable timeline, to accommodate cyclists safely. The one-metre rule, if it passes, will show just how much work needs to be done. It will reveal how ill-suited the streets are now to melding bicycles and cars, especially in winter. Narrowed (by snow or potholes), single lanes of opposing traffic will see cyclists holding up traffic on busy roads. Separated bike lanes are the safest and are shown to encourage commuters to leave the car at home. While they don’t have to be expensive — cement planters can work in place of a fixed curb between the bike and the car — separated lanes do need changes to road design, especially at intersections and bus stops. They have to be continuous, and connected to routes into the suburbs. This requires planning, preferably on a regional basis. It requires commitment by governments that make moving people into alternative modes of transportation a priority. The Selinger government has been lazy on that point. Some of its infrastructure programs mention active transportation, but there is little dedicated funding for municipalities that face tearing up asphalt to lay down new track. And it’s doubly overwhelming for winter cities, where even pedestrians are discouraged because sidewalks aren’t plowed regularly. Other jurisdictions are spending the time, money and effort to push walking and cycling. New York is one example, reworking in a short time its busy streets into a can-do model for cyclists, but not without conflict and acrimony. Closer to home, Minneapolis has invested huge sums to start the shift from a car culture. Across the sea, more cities are taxing motorists more aggressively, some to provide financial incentives to cyclists. Meanwhile, Manitoba has the second-lowest fuel tax in Canada, and Alberta is about to close the gap. There’s no shortage of ideas and evidence of what works. Mr. Selinger’s green plan does not put enough muscle behind pushing the transportation sector — a big driver of greenhouse-gas emissions — to be greener. It can’t meet its goals on GHG cuts unless a lot of cars get off fossil fuels and more commuters get out of cars. There are proven ways to do that. Selinger says a call to force drivers to move over at least one metre when passing a cyclist is "a great idea" that he would like to see become law. "Safety for active transportation makes sense. It's part of having a more livable city," Selinger said in a recent interview. "It's in the interests of both parties to have a respectful understanding of what the zones of safety are." Ontario recently passed a one-metre law and one of Selinger's backbenchers, Dave Gaudreau, wants Manitoba to follow suit. Gaudreau has put forward a private member's bill in the legislature and Selinger said he'd like to see it become law. However, the bill is one of many currently on the agenda and the legislature is scheduled to sit for only 12 days before the campaign begins for the April 19 election. Whether there is enough time to pass the bill will depend partly on the opposition, Selinger said. Manitoba's Highway Traffic Act currently requires motorists only to keep "a safe distance" when passing cyclists. Gaudreau has said specifying a one-metre rule will make things more clear and ensure cyclists are given ample room.

Vancouver reasserting itself as cycling leader

*Vancouver aims to reassert itself as a North American cycling leader* In 2015, the City of Vancouver reported an unprecedented 1.4 million bike trips over its Burrard Bridge, and 50% of all trips being made by foot, bike, or transit (five years ahead of its 2020 goal). The AAA (all ages and abilities) bike network, established between 2009 and 2014, helped the City achieve these successes. In 2016 the City will begin implementing its five-year plan that lays out a dozen new AAA routes, roll out its public bike share program in late spring/early summer, and complete safety upgrades at key intersections. Janice Lukes is inviting locals to give feedback on her website about the city’s clearing of sidewalks and bike routes, which make up the city’s active transportation network. “Changing a policy is not easy, but if it’s for the betterment of mobility in our city then that’s what we must do,” she said Monday. “We can’t hibernate in the winter. We need to be active. The money it saves us on healthcare alone is significant.” Lukes says although the city’s policies around active transportation have evolved, there’s been a dramatic increase in peoples’ desire to walk and bike year-round. That’s why she questions how conducive current snow removal standards are to active transportation during winter. For example, she points to the fact clearing of sidewalks and bike routes are tied to the priority level of adjacent streets. “Is that correct? In some cases, absolutely. In others, not so,” she said. Mark Cohoe, chair of advocacy group Bike Winnipeg, calls the policy car-centric and says it results in a “hit or miss” clearing of bike paths and unpredictability for cyclists. “Those (priority) routes aren’t necessarily the routes that people are taking by bike,” he said Monday. Having a periodic review of the city’s snow clearing policies as they relate to accessibility is critical, says Allen Mankewich, spokesperson for the Manitoba League of Persons with Disabilities. “In order to enjoy all aspects of the community as everyone else does, we need to be able to get around,” he said. “A lot of people tend to not go out as much in the winter if they do have mobility issues.” Lukes said the feedback collected would be discussed during a series of upcoming sessions, brought to experts, and the city’s active transportation advisory committee. “It’s time for a new look,” she said. “Do we up the budget? Do we reallocate what’s in the budget we have?”

Best Practices Guides webinar slides

Hi everyone, Wanted to share a few highlights from yesterday's APBP webinar on Best Practices Guides along with the presentation slides and a resource list. It was a bit surprising to remember that there wasn't a lot of design guidance for pedestrian and cycling infrastructure till about 5 years ago. Since then it's exploded, with new guides coming out regularly to reflect new experience and learnings, or to expand on specific types of infrastructure (such as protected bike lanes <https://www.massdot.state.ma.us/highway/DoingBusinessWithUs/ManualsPublicat…> ). Key points that stood out for me: - It's not a question of one set of design guidelines over another – there is no hierarchy once you get beyond standards that must be met. - Instead, the variety of guidance allows flexibility to make the best facility choice for the specific context (i.e. flexibility is not meant to be a free-for-all to choose a poor or compromised solution). - FHWA partnered with The Pedestrian and Bicycle Information Center to create a *Design Resource Index <http://www.pedbikeinfo.org/planning/facilities_designresourceindex.cfm>*. This allows you to quickly scan where to find the relevant section for specific types of infrastructure in a variety of design guidelines (all US-based), so you can compare and find the solution that best fits your context. - It's not an either/or choice for a jurisdiction when deciding whether to use existing guidelines or develop their own. There may be some local context or unique characteristic (e.g. winter maintenance) that justifies expanding or adding to existing guidelines. Pembina Highway Rehabilitation Project - Grant to Osborne

Hi, The City has put out an RFP <http://winnipeg.ca/MatMgt/FolderContents.asp?FOLDER_NAME=1055-2015&YEAR=2015>for rehabilitation work on Pembina Highway between Grant Avenue and Osborne Street. The rehabilitation includes buffered bicycle lanes, but it doesn't seem to offer a lot of help for anyone wanting to make a turn off of Pembina (say at Warsaw or at Grant),and makes some pretty significant changes to the pedestrian corridor that leads people from the south side of Corydon across Pembina Highway, without making any improvements to help get people on bikes from Corydon onto the Donald Street Pathway. Calgary Herald: Women cyclists already surpassing targets

The pilot project of barrier-separated bike lanes [in downtown Calgary] opened in June with the hope of improving safety, comfort and connectivity for cyclists in the centre city. One of the project’s objectives has been to increase the number of women cycling, a target that in many areas of the network has already been exceeded. “They make me feel so much more comfortable on the road,” said Cleaver, who plans to commute by bike all winter from her home in Sunalta to Stephen Avenue. “I feel a little bit more visible. London's New Bridge For Pedestrians Solves a Common Problem With Clever Engineering

Bystrup came up with a clever and simple solution: They coiled the necessary elevation gain into a spiral at each end, looping cyclists and walkers around a circular path that hangs from the suspension cables at each tower. It will be interesting to see if this gets implemented, and to think how this could apply to Winnipeg's infrastructure.

CBC: Private member bill would require motorists to give cyclists 1 metre

A Manitoba politician is pushing for a new law that would require motorists to stay at least one metre away from cyclists whenever they pass them. Dave Gaudreau, a NDP government backbencher, is putting forward a private member's bill this week that would require vehicles to obey a one-metre buffer zone around people on bikes. It would change the current Highway Traffic Act, which only requires motorists to keep "a safe distance" when passing cyclists. Giving someone physical space doesn’t mean you’re a prude, it means you understand social consideration. You wouldn’t rest and arm on your buddy’s shoulder while you’re both at the urinal, so why would you crowd a cyclist while passing on a street (hopefully on a straight road with a safe break in traffic). Winnipeg-Groningen connection

But it turns out that Winnipeg has a very personal connection with Groningen. It was taken during a lighter moment while serving Canada in the Second World War. They had just finished latrine duty and were hamming it up for a photo outside the latrine they'd just cleaned. It was one of the last photos of them together. Fred Butterworth was gunner in the lead tank of the lead squadron entering the Dutch city of Groningen in fall 1944. Brothers Fred, 22, and Stan, 20, from Winnipeg, had joined the military together, trained together, shipped overseas together and were both gunners in the Fort Garry Horse regiment. But when it came to being deployed, the Canadian military had a policy of splitting up family members so an entire family couldn't be killed in one assault. So Fred was in B Squadron, and Butterworth was in A Squadron. There were 60 tanks to a squadron. Fred's tank rumbled through the occupied city of Groningen, with row houses on one side and a sports field on the other. It was a nervous time: no one knew where the enemy was hiding. Suddenly, a German soldier jumped from between the buildings, raised a bazooka to his shoulder and shot straight into the tank's turret where the gunner, Fred, was stationed. "A Sherman tank is not a heavy tank and doesn't have the armoured protection a lot of other tanks have," Butterworth explained. Fred was killed almost instantly. The tank veered towards the buildings and crashed. Fred's last act was to somehow fire the tank's cannon, shooting into the buildings and setting them ablaze. Butterworth told the story while in Steinbach last week to visit some collectors of military vehicles. Rob Fast and Harold Kihn both have an impressive array of restored military equipment. Butterworth was particularly interested in Kihn's Sherman tank, one of only three in Canada still running, a near-replica of the one he fought in. The Free Press tagged along to plumb Butterworth's memories. Of the three other men in that tank in Groningen, the crew commander was badly wounded and the tank operator was slightly wounded; the driver climbed out of the tank and into the burning buildings, only to be captured. His capture lasted only a few days. It was a four-day battle. Canadian troops successfully liberated Groningen, but at a cost of 43 Canadian lives. Groningen was part of the Battle of the Scheldt Estuary. Allied soldiers were advancing quickly into Europe but running out of supplies. A contingent of mostly Canadian troops was assigned to clear the German-controlled Scheldt Estuary, which blocked the port of Antwerp. The battle lasted two months, with Canadians making up half of the 12,873 Allied casualties, but the Allies prevailed. Butterworth wrote his parents shortly after his brother's death. "It was a difficult letter to write," he said. "I told them just what happened, the fact that he didn't suffer and he was buried, and the Dutch people had placed a lot of flowers on his grave." This is where the term "soldiering on" comes from, because that's what Butterworth did. "Just carry on," he said, when asked how he managed. "I was a member of a crew. The war was not over. We had to go on from there." Butterworth was part of the final push that ended the war. From February to May 1945, he lived out of a Sherman tank like the one stored in Harold Kihn's garage in Steinbach. The quarters were so cramped they always bumped into each other. At night, they slept outside beneath the tank. One of Butterworth's two sons is named after Fred, and Butterworth has been back to the Bergen op Zoom Cemetery in the Netherlands four times to visit his brother's grave. Groningen, a city of about 200,000, hasn't forgotten. In 2012, a film crew arrived in Winnipeg to shoot a documentary about Butterworth's brother. It's part of an exhaustive record of those who sacrificed, compiled by a government agency called the War and Resistance Centre of Groningen. The crew spent five days in Winnipeg, then flew Butterworth to Groningen for a week. The cover of the DVD, of which Butterworth has a copy, is embossed with a photo of the brothers when they were two and four years old. Butterworth most recently visited Groningen last summer, again as the city's guest, for a ceremony marking the 70th anniversary of the liberation. He may be 91, but he doesn't look, act or move like someone his age. Seven members of his family, including grandchildren, accompanied him. Butterworth stayed for more than a month in Groningen, with his meals and accommodations paid for. He greatly appreciates how the Dutch people remember and honour the sacrifice of Canadian troops. Some cities have named streets after the hometowns of soldiers, including Winnipegstraat in Doetinchem, and Torontostraat in Rotterdam. SUVs more deadly to pedestrians and cyclists

Good article in the Globe that explains, in part, why our roads are more dangerous for pedestrians and cyclists than European roads: http://www.theglobeandmail.com/globe-debate/why-the-suv-mentality-needs-to-c hange/article27172486/ Recently, four-year-old Arisa Ahmed and her seven-year-old sister, Ayra, were struck by a Mercedes SUV while crossing the street in front of their school in a residential neighbourhood of Markham, a northeastern suburb of Toronto. Arisa was killed and Ayra was taken to hospital with serious injuries. Every aspect of this collision will be investigated. But as traffic authorities consider installing the speed bumps and stop sign that residents say they have been requesting for years, one factor will escape scrutiny: the vehicle that did it. We in the land of cheap gas and vast geography like our cars big and powerful. A combination of psychological and design factors make large passenger vehicles such as SUVs much more of a threat to pedestrians and cyclists than standard passenger cars, a fact that deserves attention as a larger class of vehicle comes to dominate our roads. Within a generation, the sport utility vehicle has gone from a fringe phenomenon to the new normal. According to industry analyst Dennis DesRosiers, SUVs represent the fastest-growing segment of Canadas vehicle market, with sales tripling in the past decade as those of passenger cars have shrivelled. SUVs are the vehicle of choice for young families, thanks in part to their ample interior space and cachet, but primarily because we think theyre safe. Despite research on their rollover risk, slower braking times and poorer handling, were convinced that the basic laws of physics pertain: If it comes down to a highway encounter between a Fiat two-door and a GMC Yukon, we know where wed rather be. When we say safe, were thinking in terms of occupants, picturing our little bundles of joy packed into the back seat, and not pedestrians, face to face with the front grille, invisible to the driver and, assuming the vehicle is in motion, doomed. Researchers at the University of Michigans Transportation Research Institute have concluded that a pedestrian hit by an LTV (light truck vehicle, which includes minivans, pickup trucks and SUVs) is more than three times more likely to be killed than one hit by a car less due to the vehicles greater mass than due to its height and the design of its front end. A pedestrian hit by a passenger car will, with luck (a relative term), be struck in the legs and sent over the hood. An LTV will probably strike a pedestrian with its blunt hood for adults, at the level of the torso, home of the vital organs; for kids, the level of the head. The LTV will then knock 65 per cent of adults and 93 per cent of children to the ground, where they have a good chance of being run over. The good news is that, with safety technologies continually improving, the total number of accidents and fatalities on Canadian roads is in steady decline. The bad news is the portion of those fatalities that are pedestrians and cyclists continues to rise. Studies show the more convinced a driver is of the safety of his own vehicle, the more careless he is in its operation. As a first step toward mitigating this risk, we need better data. In Ontario, the municipal and provincial statistics on pedestrian collisions use the term automobile to cover everything that is not a van, truck, bus or streetcar. With automobiles causing nearly 10 times more deaths than any other type of vehicle, this figure needs to be broken down into categories employed by automotive engineers so research can be correlated. We should also consider tougher testing. Having taken my drivers exam in both Ontario and Germany, I would liken the former to hard-boiling an egg and the latter to mastering a soufflé. The Germans insist on knowledge of the vehicles inner workings and the relationship between mass and velocity, and hyper-vigilance with respect to pedestrians and cyclists. Young Germans grumble about the failure rate of 30 per cent on the driving exam, but their country sees one-third fewer pedestrian fatalities per capita than Canada. As an SUV-driving friend said to me, I feel like Im insulting my car when I drive 30 kilometres an hour, referring to the speed limit on many residential streets in Toronto. The cars begging to do more. Let it beg. And drivers must bear in mind that the more ensconced and elevated our vehicle makes us feel, the more likely we are to ruin the life of a non-vehicular fellow being.

Separated cycleways increase residential property value (Sydney, Aus)

It was no joke. It seems that having a bikeway right outside your front door is good for your health *and* the value of your house. The City of Sydney’s network of separated cycleways have attracted their unfair share of controversy; threats of legal action, opposition from traders and a protest rally ironically attended by 200 pro-bike lane supporters and no opponents. <http://blogs.crikey.com.au/rooted/files/2011/05/bourkest.jpg> Fairfax interviewed Nic, a local real estate agent, who said that the Bourke Street bike path has had a “positive effect and influence on sales in the area” as well as Don, an owner-builder, selling a recently renovated million dollar property. Don explained the combination of a garage at the rear and the bike path out the front had added a premium of $100,000 to his house. Like many, Don had been sceptical, particularly because of the loss of on-street car parking, but now that the Parisian style bike boulevard with gardens and street lamps has been finished, even he agrees that Bourke Street “looks good”. There is no denying that Bourke Street is beautiful; lined on either side with grand Victorian homes, exquisite cafes and a stunning canopy of trees. The bikeway has, as Lord Mayor Clover Moore says, made Bourke Street, “a very special street”. We all want to live on a beautiful street and we all want to know what the tangible benefits of improved social infrastructure could be to our street, our neighbourhood our city. So should we, and can we, use economics to support the case for more safe and separated bikeways in our cities? Yes we should. But, implementing anything that requires changes to on-street car parking is controversial because many traders believe, rightly or wrongly, that customers will go elsewhere, that ‘convenience’ will be destroyed and that bike riders don’t spend money. Research in 2007 <http://colabradio.mit.edu/wp-content/uploads/2010/12/Value_of_Bike_Parking_…> [PDF] by Alison Lee sought to identify the economic value of replacing car parking with bike parking in shopping strips. The case study in Lygon Street Carlton in Melbourne showed that cycling generates 3.6 times more expenditure. Even though a car user spends more per hour on average compared to a bike rider, the small area of public space required for bike parking suggests that each square metre allocated to bike parking generates $31 per hour, compared to $6 generated for each square metre used for a car parking space, with food/drink and clothing retailers benefiting the most from bike riders. A model developed in the US, as part of research that examined factors affecting property values in Delaware, showed that a bicycle path would be expected to increase property values by about US$8,800. The research done by David P. Racca and Amardeep Dhanju <http://128.175.63.72/projects/DOCUMENTS/bikepathfinal.pdf> [PDF] in 2006 indicated that the presence of a bike path either increased property values and ease of sale slightly or had no effect. A study in Pittsburgh found that both property owners and real estate agents both agree that bike paths led to increases in business and property selling prices. Although these increases in value cannot be strictly linked to the bikeway, the increase is noteworthy. Pittsburgh is not an isolated case. Realtors in North Carolina reportedly <http://documents.publicworks.houstontx.gov/documents/divisions/ecd/research…> added US$5,000 to the prices of 40 homes adjacent to the Shepherd’s Vineyard Bikeway. Similarly results from the 1999 Bicycle Plan <http://vancouver.ca/engsvcs/transport/cycling/documents/1999bikeplan.pdf> by the City of Vancouver indicated that 65% of realtors would use the bikeway as a selling feature of a home. Another study in 1997 showed that bike paths were placed third in a list of thirty-nine features that home buyers defined as crucial in persuading them to buy a home in a new community. These case studies provide a basis for action and demonstrate that bikeways can help to support a diverse and resilient economy with positive benefits for individuals. The fundamental problem we have in Australia is that we need to improve our data collection efforts. It is impossible to monitor change if we don’t measure change. A prime example is Brisbane’s South East Freeway Bikeway, adjacent to the M3 Motorway, designed for commuter cyclists. The bikeway is predominantly used by male cyclists for longer distance commuting trips with almost all trips made during the morning and afternoon peaks. We know who is using this established bikeway now but we have little knowledge of cycling behaviour in the area prior to the bikeway and no contestable evidence of people relocating to the area to use the bikeway. Without this ‘before’ and ‘after’ evidence cycling, as a transport option, is powerless to compete for government funding. Bikeways cost money and their merits are often called into question. If we really want cycling to be a central part of our cities more data is needed to show a direct correlation between a city’s bikeway program and the city’s economy. Planners, engineers, economists, policy officers and decision makers alike, need to increase the quantity and quality of pre and post construction data collected. They also need to develop a consistent methodology to justify and evaluate the benefits. Finally they need to work in partnership with business associations to measure and monitor change, in an objective manner, with appropriate scale analysis. Despite the early controversy to change, Sydney’s Lord Mayor knows the bikeways have been a success. Votes for her in the polling booths close to the bikeways have been maintained or increased… seems like bikeways can be good for wallets, waistlines and the pollies that support them. *Rachel Smith is a Principal Transport Planner with AECOM in Brisbane. Calgary cycle track network: An overnight success story, 5 years in the making In an increasingly competitive global marketplace, building safe, separated bike infrastructure has become one of the lighter, quicker, and cheaper strategies utilized by cities to attract high-tech businesses, talent, and retail activity into their centres. These networks had another thing in common: they were completed one street at a time, pulling off the proverbial Band Aid slowly (and rather painfully). Unlike their counterparts, Calgary’s network wasn’t the product of a ‘top down’ approach from a single political entity. Calgary to plow downtown protected bike lanes through winter

Snow plows moving quickly to clear bike lanes this winter http://www.660news.com/2015/10/27/snow-plows-moving-quickly-to-clear-bike-l… This will be the first winter for Calgary’s cycle track pilot project, and some are wondering what it will mean for snow plowing. Brittany Kustra is with the City of Calgary’s roads department and told 660 NEWS how it will work. “The cycle track is all on priority one roads so they’ll be cleared within 24 hours after the snow has stopped falling. Those marked on-street bike lanes are priority two roads which means they will be cleared within 48 hours after the snow stops falling,” said Kustra. Crews will use a special piece of equipment called a weele to clear the bike lanes themselves. One note, the green posts dividing the downtown cycle track from car traffic will be staying, and that could make it more difficult for the plows to move the snow off the street.

If everybody involved started from the basis of these findings, we would save ourselves a lot of time and effort.
