City, Bombers both lose in lame, ego-fuelled spat <http://greenactioncentre.ca/support/become-a-member/> By: Bartley Kives http://www.winnipegfreepress.com/local/city-bombers-both-lose-in-lame-ego-f… During the nightmarish inaugural season at Investors Group Field, one of the few silver linings for the Winnipeg Football Club was the eventual success of the game-day transportation plan. A year ago this month, getting to and from the new stadium was an unmitigated disaster. Long lines of vehicles stalled on the way to IGF, there weren't enough buses for passengers, fans arrived well after kickoff and then got stuck on the U of M campus long after the final down. By July, the situation had improved, thanks to the collective brainstorming of the Bombers, Winnipeg Transit, the Winnipeg Police Service and a number of city officials and consultants. By the fall, the Bombers actually boasted more than 1,000 fans rode bikes to the games, an average of 10,000 took buses and a total of about a third of the crowd got to and from the 33,500-seat venue by means other than personal vehicles. In a city as car-reliant as Winnipeg, this was an achievement. Convincing people in the Manitoba capital to walk, ride or take buses is no easy task. When presented with a proposition -- you could get to and from games faster, more comfortably and less expensively if you left your car at home -- Winnipeggers proved to be entirely logical. Now, these fans have been rewarded for their co-operation with the announcement of new user fees only days before the start of the CFL pre-season. On Thursday, the Winnipeg Football Club announced bus rides to the stadium along regular transit routes would no longer be free, but $2.55 -- the same fare charged by Winnipeg Transit. Rides home along these routes would remain free. Park-and-ride fares will be $5 when the regular season starts later this month, assuming there is no CFL players' strike. This is an insult to fans who went along with everything the club asked them to do last year. The result will likely mean some won't take transit and will take cars instead. If this clogs up Pembina Highway, more fans will get fed up with going to Bomber games altogether. This potential backslide is the result of a communication breakdown between the Bombers and the City of Winnipeg, who share the blame for the ridiculous situation where fans are told on a Thursday about a new plan for a game on a Monday. How did we get there? Originally, the Bombers signed a moronic transportation deal. Somehow, the football club agreed to cover the entire cost of game-day transit instead of maintaining the 2012 situation, where the city ate a portion of the cost. Last year, the city charged the Bombers $1.1 million in total and then informed the club it would cost $1.25 million this year. This means the city plans to charge the Bombers $12.50 per round trip to the stadium, as opposed to the $5.10 it charges for a pair of regular transit rides. (Yes, regular transit rides are subsidized.) Bombers president and CEO Wade Miller tried to negotiate a better deal last fall, knowing his team has to start forking over millions worth of stadium-building-loan repayments this year. Miller asked for a deep discount and was instead offered a more modest one in April. Mayor Sam Katz then yanked that offer off the table in May, claiming the club is doing too well to deserve a deal Winnipeg Transit director Dave Wardrop considered fair. Katz then successfully spun a portion of the public on the idea the Bombers would have just been receiving another subsidy, when in fact the club is being charged more than double the going transit rate. Miller, meanwhile, has compounded the situation. After failing to manage a key relationship with one of the club's stakeholders, the Bombers president now appears to be playing chicken with the city over the transportation plan. Even if just as many fans continue to take transit to the stadium this season with user fees up front, collecting fares at crowded bus stops will slow down the entire process. This is why transit warned against the idea. The Selinger government, meanwhile, is dithering on the sidelines, afraid to either criticize Katz for reneging on a deal or provide more cash to the team. The province offered to split the additional cost with the city, something the province does with all transit costs. But the Katz administration won't give the Bombers another penny, even if the Selinger government picks up half the tab. Surely, someone in this city has the leadership skills to put these squabbling children in a room and settle the impasse. There was a game-day plan that worked last year. The CFL club announced Thursday those taking Winnipeg Transit to Investors Group Field events will have to pay the regular transit fare. The Bombers will cover the ride home, meaning a round trip will cost fans $2.55 to watch their local football team live. *Touchdown or incompletion?* RIDE ON: Highlights of the revised Winnipeg Blue Bombers transportation plan for 2014: *Winnipeg Transit* All regular and augmented transit routes will remain the same as they were 2013. Users will be charged a one-way fare ($2.55) to get to Investors Group Field. It can be paid by cash, transit ticket, or bus pass. The return fare is free of charge. *Park-and-ride* A $5 charge will be collected (per person) at each location prior to the game or event. A $40 season park and ride pass (per person) is also available. Chartered school buses begin departing two hours before kickoff. The park and ride locations include: McPhillips Station Casino, 484 McPhillips St. (parking for 500 cars). Club Regent, 1425 Regent Ave. West (500 cars). Season parking passes and flex-pack game parking passes are available for purchase. Cash parking in regular lots is available ($20) on a first-come, first-served basis. Passes can be pre-purchased or purchased with cash on game day. The Bombers are also offering a new parking lot for carpool vehicles (three or more people). Cost for a carpool parking lot spot is $10. *Why not bike?* Once again, the club is offering a secure bike valet service, with a capacity for 800 bicycles. There are also approximately 400 more unmonitored spots to lock up your bike on the IGF grounds. -- source: www.bluebombers.com The club is also asking patrons to chip in on the park-and-ride program, charging $5 per person for those wanting to use the service. Last year, both transit and the park-and- ride program were free for ticket holders. This time, though, the club was forced to come up with a way to help control transportation costs after the city rescinded a transit proposal that would have seen the club receive a discounted rate. That proposal saw the city offer the Bombers transit subsidies worth approximately $650,000 this year. Winnipeg Transit recommended the subsidy in April, after five months of negotiations aimed at reducing the burden for the non-profit football club. The Bombers are expected to make a $4.5-million principal-and-interest payment this year on $85 million worth of loans that helped build Investors Group Field, its year-old home at the University of Manitoba's Fort Garry campus. In a May 27 statement from the city, acting chief administrative officer Deepak Joshi said the Bombers no longer need the transit subsidy due to the club's "robust financial situation" -- a reference to a $2.9-million profit reported by the club for the 2013 season. Unhappy with the about-face, the Bombers huddled and came up with a new game plan, passing some of the costs down to the fans. "This new plan will help offset some of the transportation costs by about one-third," said Bomber president and CEO Wade Miller. Miller estimates the transportation cost for 2014 could be as much as $1.25 million. A third of that is just more than $412,000. In 2013, the city charged the football club $1.1 million, or about $11 per person, to transport fans to and from events at Investors Group Field. The city intended to increase that to $1.25 million, or about $12.50 per person, this year. Last year, an average of 10,000 people took buses to events at Investors Group Field. Miller expects a few pockets of discontent over the new transportation plan -- expect delays at Winnipeg Transit stops while Blue and Gold-clad fans fumble with their change stepping onto the bus -- but his overall sense is Bombers supporters understand the reality facing the club on game days. "At our Fan Fest over the weekend, people told me, 'We're OK with paying our own way, Wade, you do what you need to do and we're comfortable with paying our own way to get down to the stadium,' " Miller said, adding he doesn't anticipate a rework of the plan should problems arise mid-season. "The plan is the same as last year, that's the important thing. We wanted to make sure we didn't interrupt the service level because at the end of the year all the bugs got worked out. It was a successful plan that the Bombers and Winnipeg Transit put together." Besides shelling out for a ride, the biggest change will be for the park-and-ride users. Approximately 130 school buses will in operation for the park and ride program, up significantly from the 50-75 buses used last year on game days. The park-and-ride will include the same eight routes as last year. Buses leave 90 minutes before kickoff, and the last bus leaves 30 minutes before. The service is free for the first preseason game versus Toronto Monday. The launch for Bike Week will take place at 11:00 am on June 10 at City Hall. Many of you may have heard of Bike to Work Day in the past but Bike Week represents the growth of this popular event into a full week of activities. Bike Week is more than just a 1 day celebration of riding bikes to work, it is a celebration of all people riding bicycles. It's for everyone. Whether you ride for recreation, fitness, transportation, sport, or just for fun, if you enjoy riding a bike, then Bike Week is a good fit. It will take place from June 16-22, 2014 and is going to feature a wide variety of bicycle related events for all types of riders. "It's a bit of an excuse instead of building real biking infrastructure," Citizens for Safe Cycling VP Alex deVries said Wednesday. Sharrows remind motorists and cyclists to share the road. It's simply a picture of a bike with a couple of chevrons. Now there are even "super sharrows" that take up the entire lane of traffic and draw attention to the logo with a painted green box. Sharrows came up during a council transportation committee meeting Wednesday as staff updated politicians on cycling infrastructure and programs. City staff said they have received positive feedback on sharrows, which also act as a communication tool to tell motorists that cyclists are also using the road. However, Citizens for Safe Cycling opposes sharrows. deVries said there is no proof sharrows provide a safety benefit to cyclists and that the resources could be better spent on enhanced cycling infrastructure. "Part of the problem is they're new infrastructure that people don't understand," deVries said. In 2013 Ottawa driving schools received information packages on various cycling programs, including the use of sharrows. The city has also distributed posters and information cards on the markings. Some sharrows are being painted on roads with fast traffic and cyclists might think they must ride where the markings are painted, deVries explained. The city says sharrows don't compel cyclists to ride in a particular spot in the lane. In one study of cycling injuries in Toronto and Vancouver, researchers at the University of British Columbia concluded sharrows pose an "increased risk" to cyclists. Cycling projects in Ottawa have picked up over the past three years. The city says it has spent $28 million on cycling programs this term of council and some councillors speculate it's actually been more with enhancements after road reconstruction. Judging by politicians' remarks Wednesday, the city should be doing even more. Beacon Hill-Cyrville Coun. Tim Tierney pushed staff to explain why cycling infrastructure wouldn't be installed during a reconstruction of Ogilvie Rd., where he says there's a "dark hole" of biking connections. Staff ballparked the extra cost at $3 million and said it's too expensive. Innes Coun. Rainer Bloess wants the city to promote more cycling events and Rideau-Vanier Coun. Mathieu Fleury wants cyclists to be given more consideration in planning construction zones.

Sunday Bicycle Route Street Closures

To accompany the articles below, attached is a copy of the letter that was sent to homeowners regarding enforcement of the Sunday Bicycle Route Street Closures. While the bylaw is great, it doesn't make sense to remove the physical barricades, which are a relatively inexpensive and strong visual reminder that the roadway is closed to motorists on Sundays and holidays. (Also, the ability to enforce a bylaw is not the same as allocating the resources to do so.) The name could/should be changed from Sunday Bicycle Route Street Closures to Ciclovia Routes or Sunday Open Streets as the intent is to open the roadway for all non-motorized forms of travel/recreation -- walking, cycling, rollerblading, skateboarding -- and give them priority over motorists. (That's certainly the way it used to be on Scotia St when we bought a house there 20 years ago. In the past, drivers had been discouraged from driving on Wellington Crescent, Wolseley Avenue, Scotia Street and Lyndale Drive on Sundays and holidays. But the proposed bylaw would make it an offence, and mean a ticket -- likely around $90. The bylaw would be in effect from Victoria Day to Thanksgiving, between 8 a.m. and 8 p.m., according to a letter from the city to residents in the areas the bike routes run through. Sally Gordon, who lives on Lyndale Drive, said she supports the proposed bylaw, as it would make biking safer for her, as well as kids in the neighbourhood. "We've got a lot of kids, young ones, just learning to bike. There's people that just come roaring down Lyndale like you wouldn't believe," Gordon said. Patrol Sgt. Kevin Cisaroski of the Winnipeg Police Service said the aim is to add bite to what's currently an unenforceable rule, giving police the power to respond to complaints. "This is the next step in the evolution of the bike-route program... rather than leaving it up to voluntary compliance," Cisaroski said. "The original bike routes weren't done by way of law. We couldn't do anything about it if people complained about non-compliance." If the bylaw goes through, Cisaroski said officers would patrol certain blocks and watch for offenders. He said police might offer a few weeks of education and hand out warnings instead of tickets. But he stressed that won't be considered until the bylaw is passed. If the bylaw is passed, the city would remove barricades that currently go up on days when the routes are up and replace them with more permanent signage. Winnipeg city councillor John Orlikow (River Heights), who proposed the bylaw, said it's important to him the bylaw gets passed quickly. "It's a great community place on Sundays, having a street that's safe. For one day (a week), making sure that cars are off that street is warranted," Orlikow said. "I grew up on Wellington Crescent, running cross-country with my dad or speedskating. Members of public works voted unanimously Tuesday in support of the new bylaw, which will lower speed limits around some kindergarten-to-Grade 6 schools to 30 kilometres per hour. "This is a good first step," Coun. Jenny Gerbasi said. Committee chairman Coun. Justin Swandel said he didn't think speed is a safety concern around Winnipeg schools but added the bylaw "is probably a good thing." If approved by council later this month, the bylaw would come into effect for the start of the 2014-2015 school year, lowering speeds around specific elementary schools between the hours of 7 a.m.-5:30 p.m., from September to June. The lower speeds would not apply to regional streets adjacent to schools. The bylaw applies to 171 schools, leaving out about 50 schools because of requirements where signs must be placed. Coun. Harvey Smith told the committee he thought the bylaw should be expanded to include parks. However, public works directors Brad Sacher said the bylaw can't be expanded to include other areas without amendments to provincial legislation. Council approved the principles supporting lowered speed limits around elementary schools in July 2012 and set aside $1 million for signage. However, before Winnipeg could implement the change, the city had to wait for the province to amend legislation -- which it did in September 2013 -- giving municipalities the authority to lower the speed limits around schools to 30 km/h. Mayor Sam Katz had promised to have the bylaw in place before the end of 2013 but Sacher said writing the bylaw was a complex procedure that included identifying every school and street that will be affected.

It’s an ambitious plan that will transform the surface parking lots known as “Parcel 4″ opposite the new Canadian Museum for Human Rights. That’s the land near Shaw Park that was put forward as a possible sight for the controversial hotel and water park plan that was eventually killed by city council. Some details of this new plan are still being worked out and there will still be another round of public consultations before anything is finalized. The plan also needs approval from the City of Winnipeg. Forks North Portage Partnership President and CEO Jim August says the idea is that the retail will include market style shops and the site would also include a link to Upper Fort Garry under construction south of Broadway on Main. And August says they want to push more pedestrians through the Portage and Main area in anticipation of it eventually reopening to traffic. “We really believe that a pedestrian flow to Portage and Main is important so our engineers have been working on that.” He says they’re also looking at putting a walkway of some kind over the rail lines. Waterfront Drive may eventually be extended through Point Douglas. The plan will take shape over the next five years as the public consultations continue. There are no cost estimates at this point. The first major academic study of protected bike lanes in the U.S. is out

Most academic studies of modern protected lanes have relied on data from countries where culture, land use, street design and social behavior are dramatically different (the Netherlands, Denmark, Germany) or from Canada, which has led the North American protected lane revolution <http://bikelanes.ca/on-urban-bike-infrastructure-canada-is-now-leading-the- way/> . And though all three concluded that protected bike lanes greatly improve bike safety (28 percent fewer injuries per mile compared to comparable streets with no bike infrastructure using Lusk's methodology, 90 percent fewer using Teschke's; in Harris's study, protected lanes reduced intersection risk by about 75 percent), they've drawn some thoughtful criticism <http://injuryprevention.bmj.com/content/19/5/303.full/reply#injuryprev_el_1 0126> for underexamining the importance of intersections, where most bike-related conflicts arise. It's based on 204 hours of video footage that captured the movement patterns of 16,000 people on bicycles and 20,000 turning cars; on 2,301 surveys with people who live near the projects; and on 1,111 surveys of people using the protected lanes. "This has never been done on this scale - having five cities and a number of different sites being done at the same time," NITC spokesman Justin Carinci said in an interview Monday. "The number of hours of video review is unprecedented. But the perceptions piece is really the most definitive of it: This is a big enough sample that we could say for each of the (projects), people feel safe riding them. Protected Bike Lanes Aren't Just Safer, They Can Also Increase Cycling

A line in the pavement dividing cars from cyclists is nice, but it doesn't provide nearly the comfort of a protected bike lane - a track separated from vehicle traffic by a row of parked cars, or a curb, or at least a line of flexible posts. Cyclists who use protected lanes say they feel safer, and some studies show they truly are safer, with their risk of injury cut in half <http://www.citylab.com/commute/2012/10/dedicated-bike-lanes-can-cut-cycling -injuries-half/3654/> . That's great for committed riders and public health more broadly. But what about city residents who don't already ride a bike, perhaps due to safety fears? After all, it stands to reason that cities invest in bike infrastructure not just to secure the existing rider population, but to expand it. So is the assurance of a protected bike lane enough to make a cyclist of those who might otherwise choose another transportation mode? New research suggests that, to a modest extent, the answer is yes. Today a study team <http://otrec.us/project/583> led by Christopher Monsere of Portland State University released a thorough analysis of new protected bike lanes in five major U.S. cities. The researchers videotaped the new lanes, conducted local surveys, and gathered data on cycling trends to get a full picture of life in these new corridors - comparing what they found to rider habits before the protected lanes were installed. They found that ridership increased anywhere from 21 to 171 percent, with about 10 percent of new riders drawn from other modes. The analysis focused on new bike facilities along eight city streets: Barton Springs, Bluebonnet, and Rio Grande in Austin; Dearborn and Milwaukee in Chicago; Multnomah in Portland, Oregon; Oak and Fell (a street couplet) in San Francisco; and L Street in Washington, D.C. Some of the corridors had an unprotected bike lane before the study, others had nothing at all. While the research looked at a range of measures, including safety and lane design, we'll focus on ridership here. Cycling rates rose on the new lanes across the board. The following chart, prepared by the researchers, shows street ridership counts based on an average of city data and video analysis. The biggest gains - with ridership more than doubling - occurred on two streets converted into two-way lanes. In surveys, the researchers found that across all five cities, 65 percent of riders would have gone by bike along this street anyway, and that another 24 percent, evidently comforted by the protected lane, would have traveled by bike but gone a different route. There are some key caveats to keep in mind: the big percentage swings reflect relatively small total numbers, often in the tens of riders, and it's unknown how many riders made a true shift from driving (as opposed to from other transit modes). These are also five cities with growing bike cultures: it's unclear how well protected lanes would perform in places where cycling isn't already a rising subculture. City of Montreal to pump $10 million into expanding bike paths Critics call the plan too timid, considering recent deaths BY MICHELLE LALONDE, THE GAZETTE MAY 30, 2014 http://www.montrealgazette.com/City+Montreal+pumps+million+into+expanding+b… MONTREAL — The city of Montreal will spend $10 million to expand and improve bike routes this year and will likely begin construction of a 14-kilometre bike path along a Canadian Pacific rail line spanning the island from north to south. The city will add a total of 50 kilometres of bike lanes and paths this year, in a total of 49 different locations. There will also be 24 projects to repair existing paths or lanes. Aref Salem, responsible for transportation issues on the city's executive committee, said construction of a 14-kilometre "Véloroute" from Rivière-des-Prairies to the St. Lawrence River could begin this fall if negotiations between the city and the railway result in a settlement. If not, an arbitrator will be appointed to resolve the issue, but Salem said he is confident the project will go ahead. The Véloroute will become the "spinal cord" of Montreal's cycling network, Salem said, connecting the Île Perry Bridge to Laval and the Notre Dame bike path that connects to Île Ste-Hélène, Île Notre-Dame and the South Shore. "The Véloroute will enchant cyclists who want to cross the city completely protected from car traffic, in an environment that is welcoming to the whole family," Salem said. He said construction on phase one of the Véloroute, from the Île Perry Bridge to Henri-Bourassa Blvd. should begin this fall. The route will offer easy access to métro and train stations along the way. But critics immediately denounced this year's bicycle infrastructure plan as timid, considering the recent deaths and serious injuries of cyclists and the administration's promise to act quickly to significantly improve cycling safety through infrastructure changes. The city has budgeted the same amount as last year for bike routes, they noted. The city's goal, according to the 2008 Transportation Plan, was to grow its cycling network from 400 to 800 kilometres of bike routes by 2015. (Bike routes include painted bike lanes, pictograms on the roads indicating safe bike routes, protected bike paths on roads, paths on sidewalks, and off-road paths shared with walkers and joggers.) The goal was not met, Aref conceded, as the total is currently only 650 kilometres, but he said the new administration intends to exceed 800 kilometres by 2017. "We would like them to be a lot more ambitious," said Mariane Giguère, Plateau-Mont-Royal borough councillor and Projet Montréal's critic on cycling issues. She said more work needs to be done immediately to make intersections and major arteries safer, and more protected bike paths must be built if the city really wants to persuade more people to use bikes for transportation. "It's not only about adding more kilometres of bike paths," she said. "We are looking for quality ... if we want to increase the number of people who use bicycles to get around the city every day, we need to offer safer routes, not just in the periphery but where most people live and work." Suzanne Lareau, executive director of the cycling advocacy group Vélo Québec, said the plan for this year is quite good, but more could be done. "We always want more, but 50 kilometres is not bad. There are some interventions that are really significant like at St-Laurent Blvd. and Bernard St., and remember that sometimes there are links of only half a kilometre that are extremely structurally important because they allow cyclists to go from Point A to Point B (safely) where there had been a gap in the route before." But she was disappointed the city has still not announced a solution for giving cyclists a safer route leading from Old Montreal north up to the area where St-Laurent Blvd. and Bellechasse St. intersect. She said that segment of St-Laurent is very busy and dangerous for cyclists going north and they need a protected lane or a safer alternative route nearby, along Clark St. or St-Dominique St. for example. The city plans to paint two more green bicycle boxes at busy intersections, similar to three existing pilot projects on Milton St. and University St., on Villeneuve Ave. at St-Urbain St., and on Laurier St. at St-Laurent Blvd. These painted green areas on the pavement indicate that cyclists can gather in front of cars at intersections and have priority to proceed before waiting vehicles when the light turns green. The new ones will be on Laurier St. at St-Denis St., and on Thimens Blvd. at Cavendish Blvd.. Lareau applauded these plans but said bike boxes should be painted at about 30 intersections where bicycle traffic is heavy, considering they are proven to improve safety and do not cost much. She would also like to see coloured bicycle lanes painted through the city's most dangerous intersections, so vehicles are expecting cyclists and so that cyclists follow a clearly delineated route. But Lareau said she finds the new city administration of Mayor Denis Coderre to be very receptive to ideas for improving cycling safety. "The new projects include bridge replacements and paving of this roadway to Birds Hill and the east side beach communities of Lake Winnipeg." Approximately $160 million was initially budgeted for PTH 59 work over the next five years, but even more will be allocated to PTH 59 with the completion of the PTH 59/PTH 101 interchange in the five-year period, the premier said. Among other things, great cities welcome ethnic diversity, support and foster the arts, have access to venture capital to spur entrepreneurship and innovation and benefit from healthy environments that provide clean air and water. New York City is a driver of global finance and a hotbed of arts and culture. San Francisco is celebrated for its narrow streets, compact lots and historic buildings. The world's leading cities also owe their success to government investments in transit systems that move residents safely and affordably using a range of solutions, from light rail and subways to bus rapid transit networks. The latter include state-of-the-art fast vehicles that run in lanes separated from traffic. The City of Markham, north of Toronto, is building an impressive BRT network with rapid transit corridors<http://go.davidsuzuki.org/K00E6VD004hW0KNzU0100U0>for a fleet of modern and comfortable fast buses. Transit-oriented cities have better air quality with lower greenhouse gas emissions and benefit from reduced traffic congestion with shorter commuting times. Evidence even shows people in cities with a range of transportation options, like Vancouver, are less sedentary, get more exercise and are happier and healthier<http://go.davidsuzuki.org/ND00XVEN0001UhU0L060z04>as a result. There's growing recognition that prioritizing transit is crucial to moving a region forward. Since the 1970s, Curitiba, Brazil, a city of 1.9 million, has invested billions in its bus rapid transit network<http://go.davidsuzuki.org/f00hN040zY001D0EV0UMU06>. There, public transportation is fully integrated into planning decisions. High-density hubs with shopping centres and office buildings are located within walking distance of transit stations and commuters have access to a fleet of more than 2,000 modern, low-emission buses, servicing 390 routes that crisscross the city and connect it to surrounding communities. Eighty-five percent of Curitiba's residents use the BRT system<http://go.davidsuzuki.org/VzDN000Nh10U000V46EUZ00>, which has reduced car trips by a whopping 27 million a year. But you don't have to travel far to see how transit investments can improve residents' lives. In his book, Arrival City<http://go.davidsuzuki.org/P00000NV4D0U060i0zPU1E0>, Globe and Mail columnist Doug Saunders argues that easy access to transit, among other factors, is one reason Toronto's Thorncliffe Park<http://go.davidsuzuki.org/HV0000E00UQziU6041D001N>has avoided many social problems that plague similar inner-city neighbourhoods. Though most are recent immigrants, half speak a first language other than English and many are poor, Thorncliffe Park residents integrate well into Canadian society, and many enter the urban middle-class within a generation. Saunders believes this is in part because the neighbourhood is well connected to Toronto's downtown, with bus and subway routes, and easy access to schools, employment and other opportunities. Transit facilitates social and economic links to the core of the city and helps residents overcome the physical isolation that plagues many communities. Politicians are starting to recognize transit's importance<http://go.davidsuzuki.org/WV01R0D64020UNU00E0zi00>to the economic, social and environmental health of Canadian cities. It's even become a major issue in the Ontario election<http://go.davidsuzuki.org/e00z3U00000DVi0E61S4U0N>. Premier Kathleen Wynne committed $29 billion over 10 years in the recent budget to expand transit networks in the Greater Toronto and Hamilton Area and other regions of the province, but the budget failed to pass. Other parties have committed to funding improved transit if they're elected, but all of them need to step up with concrete details and credible plans to ensure dedicated and sustained funding. More problematic is the reluctance of the major political parties in Ontario to consider new revenue tools<http://go.davidsuzuki.org/M00U0E0zVi61N00T40UD040>, such as modest increases in the gas tax or regional sales tax. Polls show most residents support increases in taxes and fees to improve transit<http://go.davidsuzuki.org/Y0N6i0U0U00Ez0004DV05U1>, and two expert panels studying the issue have recommended fiscal solutions such as these. Transit investments are a catalyst for change. They reduce barriers that strangle economic productivity and improve the well-being of commuters who would otherwise be stalled in gridlock. Doing so will transform the way our communities move and generate numerous other benefits. FOR IMMEDIATE RELEASE Canadian kids need to be active throughout the day, in every way Green Action Centre supports global findings in the 2014 Active Healthy Kids Canada Report Card on Physical Activity for Children and Youth Winnipeg, Manitoba; MAY 20, 2014 – Green Action Centre supports the 2014 Report Card on Physical Activity for Children and Youth, released today by Active Healthy Kids Canada and its strategic partners, ParticipACTION and the Children’s Hospital of Eastern Ontario (CHEO) Research Institute – Healthy Active Living and Obesity Research Group (HALO). For the first time, the Active Healthy Kids Canada Report Card looked at how Canadian child and youth physical activity stacks up against 14 other countries and reveals Canada is among the top countries for having well-developed physical activity infrastructure and programs, but trails at the back of the global pack for overall physical activity levels. In Canada, we have successfully built sophisticated infrastructure and programs to support kids’ activity, but this alone is not enough to add up to an active population. The global comparisons highlight a need in Canada to examine our own culture of convenience. “Our society values efficiency—we build more, do more and impose more structure—but perhaps this approach is somewhat misguided when it comes to getting kids more active,” says Dr. Mark Tremblay, Chief Scientific Officer, Active Healthy Kids Canada. “A child’s day is so structured that there is no room for free play or walking or biking to school. Having plenty of local playgrounds is important, but what if they never get used? To increase daily physical activity levels for all kids, we must encourage a mix of opportunities, such as organized sport, active play and active transportation.” Jackie Avent, Coordinator of Manitoba’s Active and Safe Routes to School Program agrees. “Walking and wheeling to and from school is a great way for kids to incorporate physical activity into their day while having fun with friends, reducing greenhouse gas emissions from motorized vehicles and exploring their neighbourhood. School Travel Planning is an important way to learn about what schools and parents need to foster this behavior.” “Overall, child and youth physical activity levels remain alarmingly low—the Report Card tells us that only five per cent of five- to 17-year-olds are meeting the Canadian Physical Activity Guidelines,” says Elio Antunes, President and CEO, ParticipACTION. “That’s why we need to encourage a wider variety of opportunities to improve the grade on kids’ physical activity levels, and in some cases we need to step back and do less. Many parents see active transportation and active play as inconvenient or unsafe, which results in kids spending their free time indoors being sedentary. In fact, these are great, cost-efficient ways to get kids moving more.” New Zealand and Mozambique lead the pack with “B” grades in Overall Physical Activity. The global comparisons reveal that New Zealand seems to have found success in providing a balance of opportunities for organized activities and active play, with most kids saying they spend an average of 78 minutes per day in free play. And, in Mozambique, where the majority of the population lives in rural environments, high physical activity levels consist largely of transport and domestic chores. “Considered in a global context, Canada is a developed country, but it might be fair to say Canada is overdeveloped when it comes to its physical activity infrastructure and programs for children and youth,” says Jennifer Cowie Bonne, CEO, Active Healthy Kids Canada. “Canada will never reap the benefits of our well-developed policies, programs and places unless we relax our grasp and give our kids room to move. Parents and families, policymakers, schools and community leaders must work together to make it easier for our kids to make the active choice, more often.” More on the global comparisons For its 10th anniversary Report Card on Physical Activity for Children and Youth, Active Healthy Kids Canada brought research teams from 15 countries across five continents together to establish and compare grades, and seek solutions to the worldwide childhood inactivity crisis. Countries that participated in the international comparison process, based on the Active Healthy Kids Canada Report Card framework, included: Australia, Canada, Colombia, England, Finland, Ghana, Ireland, Kenya, Mexico, Mozambique, New Zealand, Nigeria, Scotland, South Africa and the United States. Want to get creative? Study suggests a walk By: Deborah Netburn http://www.winnipegfreepress.com/arts-and-life/life/health/want-to-get-crea… LOS ANGELES -- If you find yourself in a creative slump, scientists have a suggestion: Take a walk. People generate more creative ideas when they walk than when they sit, according to new research published in the Journal of Experimental Psychology: Learning, Memory and Cognition. "Everyone always says going on a walk gives you new ideas, but nobody had ever proved it before," said Marily Oppezzo, a professor of psychology at Santa Clara University and the lead author of the study. In fact, Oppezzo got the inspiration for the research while she was taking a stroll as a graduate student with her thesis adviser, Stanford University education professor Daniel Schwartz. To measure creativity, Oppezzo recruited 176 people and gave them various verbal tests. For instance, some volunteers were asked to come up with alternative uses for a common item, like a button. Oppezzo defined a creative response as one that was both appropriate (a button could serve as a tiny strainer or the eye for a doll, but it wouldn't work as a light bulb) and original, meaning no one else in the study had said it. In the first experiment, volunteers were asked to complete the creativity test twice -- first while sitting at a desk in a small room for four minutes, and then while walking on a treadmill for the same amount of time. Researchers found 81 per cent of participants improved their creative output when walking. Walkers were more talkative than sitters, but Oppezzo said the increased output of creative ideas while ambulatory was not simply the result of having more ideas in general. "We took everything they said and divided the total creative ideas by the total ideas mentioned," she said. "Walkers had more thoughts, but they also had a higher density of creative thoughts than sitters." To see whether walking improves brainpower overall, Oppezzo and her team had volunteers complete a task that measures convergent thinking. Study participants were given three words and asked to come up with another word that would combine with each of them to make a common phrase. For example, "Swiss," "cake" and "cottage" can all be combined with "cheese." On this test, volunteers performed slightly worse when walking compared with when sitting. That led the researchers to conclude the cognitive benefits of walking were specific to creative thought. In subsequent experiments, the researchers found this creative boost can linger for a period of time. People who took the creativity test while walking, and then while sitting, came up with more creative ideas in their chairs compared with other seated volunteers who hadn't gone for a walk. To make sure this wasn't just a sign the volunteers were getting used to the test, the researchers asked some participants to take the test twice and remain seated both times. Under those conditions, test performance did not improve with experience. In another set of experiments, the researchers found walking inside was just as good for creativity as walking outside, although being outdoors made participants more talkative. In the final experiment, Oppezzo tried pushing volunteers around the Stanford campus in wheelchairs and compared their creativity with that of volunteers who went for a walk outside, those who walked indoors on a treadmill and those who sat inside a lab room with no view of the outdoors. The results were clear: Walking (whether inside or outside) trumped sitting (either inside or outside). Other researchers said they found the results convincing, especially because they were confirmed in four different experiments. Jennifer Wiley, a psychology professor at the University of Illinois, Chicago, who was not involved in the study, said Oppezzo's results were in line with what she called the "bed, bath, bus and bar syndrome." "When we take a break from active perusal of solutions and go about our other daily activities, new ways of thinking about the solution may pop into our minds," she said. But Wiley and others were at a loss to explain why walking seemed to enhance creativity. Perhaps walking increases arousal in the brain, said Jonathan Schooler, a professor of psychological and brain sciences at the University of California, Santa Barbara, who wasn't involved in the study. If so, that would explain why most volunteers became more chatty when they were ambulatory, he said. Oppezzo thinks it's possible that walking interferes with the brain's ability to filter thoughts. "We really don't know," she said. Oppezzo and Schwartz intend to continue their research into the connection between walking and creativity. "Great, I'll be able to catch the earlier bus." Asking a paramedic if she was dreaming. He replied, "No, but you're going to be OK." Someone in the emergency room saying, "I've got her backpack and her wallet." Hearing her sister, saying, through tears, "You hurt her. You have to be more careful." Looking up to see a dozen people hovering over her bed, while someone rubbed her breastbone with their knuckles because she'd stop breathing. When Bungay began to wake up two or three days later, still in a haze of shock and painkillers, she asked her husband, David, to let her boss know she'd be working from home for a while. "Honestly, I thought four to six months and I'd be completely back to normal," she said. "I had no clue it would take this long." That's what happens when you're hit by a speeding Monte Carlo, land face down about seven metres away in a yard and shatter 11 bones, including four ribs and a neck vertebrae. You spend weeks in hospital with your head immobilized in a metal halo, months sleeping in the dining room because you can't get upstairs to your bed and nearly a year off work. And you join the 1,300 Winnipeggers, most of them nameless except to family and friends, who were killed or critically injured in bad car crashes over the last decade. If Bungay had been injured on the job, there would be a provincial investigation. If she had been hurt in a nursing home, health executives would launch a critical incident review. If it had happened in a STARS air ambulance, the minister would have suspended the service. Instead, remarkably little happens to prevent the next pedestrian from being hit while crossing Portage Avenue at Woodlawn Street, or to prevent any of the other 14,000 collisions Winnipeg sees in a year. Vehicle makers have done their bit. Airbags, crumple zones and backup cameras have made vehicles much safer, meaning even the worst crash tends to kill one person in the car, instead of two or three. Seatbelt use is now ubiquitous. Photo enforcement is widespread. And paramedics, in the word of one veteran Winnipeg traffic cop, do "phenomenal" work at the scene. That has helped shrink the total number of crashes in Winnipeg by about 30 per cent over the last two decades, even though the city's population has grown. More recently, though, the figure has plateaued. In fact, since 2010, the number of Winnipeggers badly injured by traffic has risen steadily, according to Manitoba Public Insurance data. And, there were so many crashes this terrible winter MPI is threatening to hike insurance rates significantly. So far this year, several bad crashes, including the death of 23-year-old Amy Gilbert on Broadway last month, have captured the public's attention. Despite that, Winnipeg has not followed other cities -- New York, Paris, Stockholm, Chicago, Seattle -- by making traffic deaths and injuries a public-health issue. Elsewhere, that shift has sparked huge investments in enforcement, traffic engineering, pedestrian and bike infrastructure and public education, and in turn made those cities more livable. If Winnipeg cut the number of crashes in half, through innovative road design, more cycle tracks and tougher enforcement, nearly 100 lives could be saved over the next decade, while also making the city more livable and less car-centric. Using cost estimates gleaned from Transport Canada research, Winnipeg could also save close to $5 billion in health care, lost work time, traffic delays, disability payments, property damage and other spinoff social costs related to crashes. "It is a reasonable goal to have. These are things we can do. We have the tools," said University of Manitoba traffic engineer Jeannette Montufar. "We have a very important issue in our hands right now, a very important problem of people dying in motor-vehicle collisions. It affects society today but also in the future... We need to hear much more about that than we're hearing today." Winnipeg averages 18 traffic deaths a year. There are roughly 28 homicides annually, sparking billions in spending on police, courts and prisons. Perry Gray, the doctor in charge of Health Sciences Centre's surgical intensive care unit, said violence and crime get all the attention, but his biggest customers are victims of motor-vehicle collisions, just like Bev Bungay. They tie up nearly half the beds in the trauma unit, and they often need multiple surgeries on multiple body parts by multiple surgeons. "You have the un-fixable in the worst category, the spinal injuries, the time-will-tell category and then the stuff we can actually fix," said Gray. "You get this whole array thrown at you when your family member is the victim of a bad accident, a series of events that go on for days and days and days... Is he going to wake up? Is he or she going to be like they were?" That is exactly what David Bungay was wondering as he raced to HSC an hour after his wife's crash, using his Bluetooth to frantically call family. Soon, the couple's grown kids converged on the hospital, along with Bungay's dad. Sisters and nephews arrived from across town and from Thompson. David camped out for a week in Bungay's room. Two weeks after the crash, the couple's new granddaughter celebrated her first Christmas at HSC with a groggy, bruised, swollen, immobilized Bungay in the background of fluorescent-lit family photos. None of the 11 bones Bungay broke was a nice, clean, easy-to-fix fracture. Her C2 bone (the second of seven bones in the cervical spine) was smashed in several pieces but on the side furthest away from the spinal cord, which was good. X-rays show bits of jagged shin bone floating in space, a metal rod acting as the leg's structure. The 30-year-old driver who caused all this pulled a classic Winnipeg move, darting out of traffic to zip ahead of a slow-moving lane. Bungay was crossing Portage at the light, a few steps from the curb when she was hit, likely at close to 70 kilometres per hour. Many people stopped to help. They did all the right things, resisting the urge to turn Bungay over and, instead, covered her up with coats to keep her warm until paramedics arrived. Over the last 18 months, Bungay has gone from a wheelchair to a walker to a cane and a leg brace. She is back at work at Manitoba Justice halftime, squeezing in physio three times a week to improve mobility and deal with pain in her neck. Before the crash, Bungay had just started to run, doing the "couch to 5k" program. She really misses running, something she never thought she'd say. She can't drive yet -- using the gas and brake pedals hurts her right shin too much -- which is also making her nuts. It would have been nice if the driver had reached out to the family, come to the hospital or offered an apology, said David, but neither is wasting energy on ill will. "People have asked me about that -- 'Aren't you angry?' " said Bungay. "I don't feel anger toward the driver. I don't believe he had the intention of hurting anyone that day. When it comes to land-use and transportation planning, more consideration must be given to encouraging residents to walk, cycle and use public transit, they told a news conference at Union Station on Wednesday. “This really is the big public health concern of our time, of our generation. How our communities are shaped, how we move around and the impact it has on the leading causes of death and illness in our society is something that all health organizations are coming to grips with,” said Toronto Medical Officer of Health Dr. David McKeown. Many communities have been built around the car, contributing to sedentary lifestyles, thy noted. Chronic conditions such as diabetes, obesity and heart disease are directly related to “having engineered physical activity out of our lives,” said Dr. David Mowat, medical officer of health for Peel. He pointed out that 10 per cent of an adult’s physical energy expenditure is recreational while 90 per cent is utilitarian, that is, “going about our regular business.” The solution to getting people move more is to get them to incorporate physical activity into their daily routines, he said. “This is not about telling people to shape up, exercise more and eat well. That approach has been tried for years and it has failed,” Mowat said. He cited cycling as an example, noting that those who spend a total of three hours weekly biking to work cut their risk of premature death from all causes by 28 per cent. Even taking public transit can easily add 30 minutes of activity into one’s day because it can include walking to and from the bus stop and subway and taking stairs. The Canadian Physical Activity Guidelines<http://www.csep.ca/english/view.asp?x=804> just happen to call for 30 minutes of activity a day. The group of doctors made three specific recommendations: Invest “many billions of dollars” in public transit. Strengthen provincial policies that support transit and active transportation (walking or cycling to get to a destination). Make transit and active transportation integral to city planning. The doctors released a report, Improving Health by Design<http://www.peelregion.ca/health/resources/healthbydesign/pdf/moh-report.pdf>, that points out that there are almost 57,000 new cases of diabetes and 7,000 new cases of heart disease annually in the Greater Toronto- Hamilton Area and Simcoe-Muskoka. About a quarter of both conditions are preventable through physical activity, the report notes. It estimates that more than 300 premature deaths and over 1,000 cases of diabetes could be prevented annually with improvements in the way communities are designed and with better integration of public transportation. (Estimations are based on a health economic assessment tool from the World Health Organization and a diabetes population risk tool from the Institute for Clinical Evaluative Sciences.) It goes on to say that physical inactivity and obesity cost the GTHA and Simcoe Muskoka $4 billion annually, including $1.4 billion in direct medical costs. The remainder is related to lost productivity. “The environment in which we live is the main influence upon our behaviour . . . and changes in the environment are necessary to improve our health. We need to make the healthy choice the easy choice,” Mowat said.

The competition is to come up with do-able, temporary installations or activities in the alleys and dray ways (delivery alleys) of the West Exchange District. The goal is to get the public engaged in placemaking, either by putting a project together, or by coming by and interacting with the projects and the spaces. Proposals are due on June 13th and successful entries will receive up to $1,500 to implement their ideas. The project is inspired by examples in Melbourne, Seattle, and Portland. While the alleys in those places were eventually occupied by more permanent projects, they all started with temporary placemaking ideas. Let's try this in Winnipeg!! Coun. Ross Eadie (Mynarski) said he remains convinced that measures have to be taken to make pedestrian corridors safe for pedestrians. "If we’re not going to have cameras (at pedestrian corridors), then we better have more enforcement," Eadie said. "We’ve just been lucky there haven’t been more fatalities." A WPS report to the Winnipeg Police Board recommends no action be taken on Eadie’s suggestion, citing a lack of pedestrian fatalities, the expense involved, and the unwillingness of the Selinger government to expand the use of photo radar cameras. The report found only one pedestrian fatality at a pedestrian corridor – on Henderson Highway in 2011. "We don’t measure the near-misses and there are a lot of them," Eadie said. "I take my life into my hands every time I cross at a pedestrian corridor on Main Street because drivers are not obeying the rules. "The residents in my ward want something done about it." The report, which will be presented to the police board at its meeting Friday morning, says only one community in North America – Washington, DC – employs photo radar cameras at crosswalks. How Montreal built a bike lane by debunking fears of "autoparkolypse"

Every city that's ever considered removing auto parking to make room for a protected bike lane has been, understandably, nervous. North America's best city for biking wasn't immune. But when it was planning its signature downtown bike project<http://en.wikipedia.org/wiki/De_Maisonneuve_Boulevard#Claire_Morissette_bik…> in 2005, Montreal got past those concerns with a very simple tactic. Instead of counting only the change in parking spaces on the boulevard De Maisonneuve itself, a measure that might have led to headlines and perceptions that "half of the parking" was being removed, it counted the total number of auto parking spaces — public and private, on-street and off — within 200 meters of the project. The district, it turned out, had 11,000 parking spaces. Converting one of the corridor's two auto parking lanes to a protected bikeway would remove 300 of them, or just under 3 percent. "The effect on the debate was suprise," said Jean-Francois Pronovost of Vélo Québec <http://www.velo.qc.ca/>, the bike advocacy and planning nonprofit contracted by the city to study the issue. Cycling course through the Leisure Guide

The city cycling course for beginners was cancelled due to low registration. The course for commuters is close to the same fate only having 3 registered to date. If you know anyone that is interested in learning more about how to ride the city streets, let them know that they need to register by this Friday.
