On Saturday, Jan. 3, Ottawa had to deal with an 18-centimetre dump of snow, followed the next day by 11 millimetres of rain and freezing rain. But by Sunday night, just over 24 hours after the storm began, most streets were clear, residential sidewalks had been plowed and cars and people were moving around the city without much trouble. After 16 cm of snow fell on Jan. 1 and 2, new Mayor Brian Bowman was steamed about the quality of snow clearing. He said he's looking at whether more of the work should be given to city crews rather than private contractors and investigating whether private contractors are meeting their required service standards. He told reporters Wednesday more sand should have been put down and more effort made to remove ruts. Slippery streets and the buildup of ruts last winter led to a huge outcry from Winnipeg drivers and contributed to an increase in accidents that compelled Manitoba Public Insurance to ask for a rate increase to cover the added claims. Snow clearing and winter street maintenance are major headaches in almost every city east of British Columbia. Unpredictable weather and high expectations of residents mean even in small snowstorms, the phones ring off the hook with complaints. "It's a very visible public service that really impacts everyone," said Darrin Natolino, superintendent of winter works for the Halifax Regional Municipality. If you want the gold standard of snow clearing, one must look to Quebec, where Montreal spent more on snow clearing last year than Winnipeg has in the last five years. With a budget of $155 million this year, the city will deploy 370 road and sidewalk salting trucks, and 1,000 snowplows, graders, front-end loaders and sidewalk plows, to clear more than 10,000 km of roads and sidewalks of snow and ice. As soon as 2.5 cm of snow is on the ground, the city goes into clearing mode and doesn't stop until the city is clear, usually within five days unless it's a major storm. Montreal also removes most of the snowbanks, spending as much as 70 per cent of its snow-clearing budget on snow removal. In 2013-14, Montreal spent nearly $840,000 for every centimetre of snow that fell. Snowfall is so unpredictable, all cities find it hard to budget. In November and December 2013, Halifax had to clear away 83 cm of snow. A year later, only seven cm fell in those months. Last year, Winnipeg blew its yearly snow-clearing budget by the end of March. Ottawa and Toronto were well over budget before the end of February. All cities classify streets as different priority levels; most clear expressways and main arteries to the pavement but leave a little snowpack on residential streets. But that is about where the similarities end. Each city has different methods of clearing. Some, like Winnipeg, use mostly private contractors. Others split the work between the two, while cities such as Edmonton use almost exclusively city crews to do the work. Toronto and Ottawa use monitoring stations around the city to keep track of surface temperatures and dew points, helping predict when ice is forming and keeping notes on when precipitation begins. It helps those cities deploy crews as soon as possible. Most clear sidewalks, although Halifax just started doing that, Toronto doesn't do it on residential streets downtown and Edmonton doesn't do it on residential streets at all. Toronto and Winnipeg will clear part of the windrows left in front of residential driveways but the rest generally leave that to residents. Edmonton recycles most of the sand it uses. Before a storm ever begins, crews in Ottawa and Montreal hit the ground with salters and de-icers, laying down a brine liquid to pre-treat roads and prevent snow from adhering to the pavement, which makes it much easier to clear. Ottawa then sends out its plows to the main roads as soon as the snow starts to fall, while most other cities wait for at least two or three centimetres to accumulate. "We get out there as soon as we can to prevent that bond (to the pavement)," said Luc Gagné, manager of road services in Ottawa. Cities such as Winnipeg and Edmonton are at a disadvantage here because it's usually too cold for salt or pre-treat brine liquid to work. Ottawa also aims to have main roads cleared within four hours of the end of a storm, and residential streets are to be done within 10 hours. Winnipeg and Edmonton aim to clear the main roads within 36 hours and residential roads not for five days. It's hard to compare costs directly, because different climates, different amounts of snowfall, and different city sizes all affect what is done. And standards generally go out the window when a major storm hits, because even the cities with budgets like Montreal's can't keep up. On Jan. 5, people returned to work and school in that city following a weekend storm that delivered 20 cm of snow and 30 mm of rain that left the ground so icy some people strapped on skates instead of boots to traverse the sidewalks. Toronto knows this problem all too well. Trevor Tenn, acting director of transportation services in Toronto, says as soon as someone outside the city starts asking about snow clearing, he knows 1999 is going to come up. More than 118 cm of snow fell on the city in just two weeks, prompting mayor Mel Lastman to call in the army to help dig out the country's largest metropolis. "We'll never live that one down," said Tenn. Here's the breakdown: *Amount of snowfall required before crews hit freeways, main arteries with plows* Ottawa: as soon as snowfall begins Montreal: 2.5 cm Halifax: 2 cm Toronto: 2 cm for expressways, 5 cm for major and minor arterials and collector streets Edmonton: 3 cm Winnipeg: 3 cm *Time expected to clear freeways and main arteries from the end of a storm* Ottawa: 2-4 hours Toronto: 2-3 hours for expressways, 6-14 hours for other main roads. Northern Regional Health Authority (NRHA) health promotion co-ordinator Bruce Krentz and Michael Isaac, medical officer of health in Winnipeg, spoke about active transportation during the Dec. 15 council meeting. “I firmly believe we need to write the good news story that we want to read someday. So I’ve written a news story that I hope to read in the *Thompson Citizen* on Dec. 15, 2024, 10 years from now.” Says Isaac. In the make-believe article, Isaac touched on areas that Thompson currently, in 2014, is succeeding at. This included the first health summit. “What the community told us that we needed to work together to create a community where making the healthy choice is the easy choice and create opportunities for every resident to be healthy.” Isaac says Thompson was one of the first communities in the region to recognize the importance of active transportation, such as the multi-use pathways. Since then, active transportation has become the number one recommendation in the master parks plan, and it’s one of the key themes in the sustainable community plan. “These active transportation networks allow people to use their own power to get around, decreasing the amount of time they are sitting. They also separate car and truck traffic from cyclists and pedestrians, reducing the chance of injury.” These pathways, Isaac says, are well-connected, well-maintained, easily navigated and lead to all major sites in the city. The newly approved guidelines say active transportation uses human power. This includes anything without a motor, with the exception of motorized wheelchairs, such as walking, cycling, in-line skating, skateboarding and skiing. All users should keep to the right while using the path, and pass on the left, just like a road. There is a speed limit of 20 kilometres an hour, and cyclists must have front and rear reflectors, and warn pedestrians when approaching. A cyclist can do this by using a bell, a horn or the use of a vocal warning. Krentz said about a year-and-a-half ago, active transportation became a talking point in Thompson. After presentations to the recreation and public works committee, a citizens committee was formed that helped guide it into what it stands for today. “We started to look at our active transportation network on a bigger scale. We were seeing what pieces were maybe missing, what could we change, and stuff like that. We spent a fair bit of time talking about that, and we have since met with the committees. What we’re committed to now is working together to make a five-year plan for the city, so if funding becomes available through the budget process, it’s easy to see where we get from Point A to Point B.” Isaac says it’s about changing the trajectory of health in the region, all by working together to prevent disease. “We want people to wear out the soles of their shoes, the chains on their bikes, and the wheels on their rollerblades. Thompson is giving the residents every chance to do that with their active transportation networks and commitment to healthy city planning.” Krentz finished the presentation by saying the active transportation committee wants to work on two major areas - snow clearing and creating bike lanes for this upcoming summer. © Copyright 2014 Thompson Citizen

Guy Moffat was thrilled about the opportunity to be an agent of change in the Portage la Prairie and District Chamber of Commerce and PCRC initiative Mission Possibilities, which saw nine members of the community receive $100 with 30 days to make a positive change in the community. It wasn’t until the chamber and PCRC gave him all the details that he began to get nervous. “Because of my personality, I want to make a really big change, and how can I get that accomplished with $100. So it was just running through all the endless ideas out there and trying to narrow it down that was a little nervewracking at the beginning,” Moffat said. His first thought was an idea he’s had for awhile through the active transportation committee. “The idea is to have a co-operative bicycle program where we have bicycles that are free for use that are left in the community in public areas,” he said. “If someone needs to borrow a bicycle they can borrow it and we just ask that they return it to a public area so someone else will be able to use it.” Moffat tried to think of ways he could use $100 to launch the program and spoke with Fire Chief Phil Carpenter to see is there were any bicycles in need of a lot of repairs that wouldn’t make it to the Portage Firefighters’ annual bike auction. “Fortunately for him, unfortunately for me, there was nothing in there that fit that criteria,” Moffat said. As time trickled away Moffat put out a call on social media looking to see if anyone had a bicycle sitting in their garage they didn’t want anymore. “However, time was crunching down and the idea was to have the program completed within the 30 days, so I would not have enough time to collect all the bicycles, do whatever repairs need to be done, get them branded and get the program together and get it launched,” he said. “Then I was very stuck and after a little bit more reflection, I had the idea to offer to match dollar for dollar any donation that someone in my community wanted to make to either active transportation or to the Portage parks committee.” He arranged through the City of Portage la Prairie to provide tax receipts for donations of $20 or more to the two committees and then he offered up the donation match to two of his communities: RBC and the Rotary Club. “Ultimately my goal at that point was to turn $100 into $200 and instead I turned the $100 into $225 because people ended up donating more,” Moffat said. And while he thought he had hit a dead end with the bicycle program, a couple of people caught wind of his original idea and have come forward and donated bicycles to him. “On top of the $225 (donation) that I was able to make to those committees, at the present time I have four bicycles donated already, I have a place to store them, I’ve started talking to public art... to get students to paint the bikes so that they’re very noticeable,” Moffat said. There is also a tentative donation for $100 for the program to put signage on the bikes in the middle frame, which would outline the program. “Because of the agent of change program that the PCRC and the chamber ran, not only was I able to do the original program and get the donation made, there’s also the spinoff of this other program that will be launching in the spring.” It was an honour to have been chosen to participate in Mission Possibilities, Moffat said, and it gave him a lot of pride to participate in the pilot. “I really, really hope this continues to live on. I was extremely impressed at all of the works all of the agents of change did and what the PCRC and the chamber were able to accomplish with $1,000 injected into the community. The war on carsOklahoma City shows people, autos can live together By: Steve Lafleur http://www.winnipegfreepress.com/opinion/analysis/the-war-on-cars-283455161… There are two types of people in Canadian cities: people who hate cars, and people who hate cyclists. Or so the perception goes. While it is true many cities have seen bitter electoral feuds over bike lanes and urban sprawl, they are driven more by perception than reality. Drivers, pedestrians and cyclists can co-exist, and making life easier for the latter two groups doesn't have to come at the expense of the former. Canadian cities have much to learn from an unlikely place: Oklahoma City, Okla., -- also known as the City That Lost a Million Pounds. Many drivers think of cycling as a hobby for under-employed hipsters. Cyclists often think of drivers as people who are too lazy to get out of their cars. Pedestrians are often ignored. Despite these rigid identities, humans are multi-modal creatures. Everyone is a pedestrian sometimes, and most people also drive, cycle or use public transportation. While drivers often think of non-drivers as an opposing group, they are generally people at different stages of their days or lives. Urban cyclists often go on to become suburban drivers. Suburban drivers often go on to be urban transit users. These identities are fluid, shaped by urban design, personal circumstances and preferences -- which often evolve. Oklahoma City shows how these preferences can be tweaked. It would be tough to come up with a more stereotypical car city than OKC. Most of the city's growth occurred after the age of mass automobile ownership, so they haven't got the type of large, dense urban core that most large cities have. As the city boomed, built entirely around auto commuting, they skimped on active transportation infrastructure such as sidewalks. That choice came back to haunt the city. When Mick Cornett became mayor of Oklahoma City in 2004, the city was accustomed to appearing on the type of lists that cities want to be on. The city was one of the most affordable and most prosperous. But then the city appeared on a less flattering list: America's fattest cities. Being a heavy-set man himself, Cornett decided to use his own personal struggle to help mobilize his community into healthier lifestyle choices. On New Year's Eve 2007, Cornett challenged the city's residents to lose a collective one million pounds -- which they did by 2012, with some help from the 42 pounds shed by the mayor. That year, Oklahoma City was named the 23rd healthiest community in American by Men's Fitness magazine. Part of the success was no doubt driven by the inspiration of Cornett's personal story. The mayor was making the rounds of national talk shows, extolling the virtues of healthy living. But part was due to the fact the city raised $777 million to create infrastructure to give people alternatives to driving to each and every destination. Some of the expenditures were of questionable value. The city is currently building a $129 million streetcar line, despite the growing consensus streetcars do little to improve urban mobility. They also allocated $252 million to a convention centre, which is tertiary at best to fostering walkability. Some of the expenditures were more obviously beneficial. The city is building a 70-acre park downtown to give residents some valuable green space in the urban core. More importantly, the city added 600 kilometres of new sidewalks. While that doesn't mean that people have necessarily started commuting from the suburbs by foot, it does make it easier to walk rather than drive to the convenience store, or to just leisurely stroll around the block without fear of being hit by a car. The city also added 160 km of jogging and biking trails, and has invested in fitness facilities ranging from kayaking to school gyms. Perhaps the most important lesson from Oklahoma City is that providing more active transportation options does not require a war on cars. The initiative was spearheaded by a suburban Republican mayor, and heavily supported by the business community. It wasn't framed as us versus them. As we've seen in Toronto, for example, an adversarial relationship between drivers and cyclists can eliminate the desire for mutual accommodation. Allowing the discussion over bike lanes and improved pedestrian infrastructure to be dominated by emotion can cloud decision making. The question shouldn't be whether to, but how to build bike lanes and improve walkability. Recognizing drivers, cyclists, and pedestrians aren't opposing factions is an important starting point. John MacArthur, the Sustainable Transportation Program Manager for TREC at Portland State University, explains the definition and classifications of electric assist bikes, discusses the speed differential of these devices, and provides a review of current North American regulations. Marni Ratzel, Senior Transportation Manager at the City of Boulder, presents the background and results of Boulder’s Electric Bike Pilot Project, which has temporarily allowed the use of e-bikes on paved multiuse paths. Before joining the OTREC staff, he was the Sustainable Transportation Coordinator for HDR Inc. and worked on Oregon's OTIA III State Bridge Delivery Program, replacing or retrofitting over 200 state bridges. He has worked for 18 years in the environmental and sustainability field. He earned a B.S. in Civil Engineering from Lehigh University and a M.S. in Environmental Health Sciences from the University of Michigan, School of Public Health. *Marni Ratzel* is a senior transportation planner with the City of Boulder, Colorado. Her primary responsibilities are focused on bicycle and pedestrian transportation planning, utilizing a comprehensive approach comprised of the Five Es, which she will briefly discuss in her presentation today, to increase biking and walking trips in Boulder. A regular bus and bicycle commuter, Marni encourages others to integrate bicycling and walking into their daily routine as fun, viable and efficient transportation modes. She received her master's degree in City and Regional Planning from Rutgers University in 1994 and has served city government as a planner in the transportation field for over 19 years.

This paid Walking School Bus project in Ottawa is the first of it's kind that I'm aware of in Canada. It's an interesting model, and one to keep an eye on! Jackie Walking School Bus pilot project launched at eight Ottawa schools News • Posted by OttawaStart on October 06, 2014 http://ottawastart.com/story/24616.php Ottawa Public Health (OPH), in partnership with the Ottawa School Transportation Authority (OSTA), the Ottawa Safety Council and Green Communities Canada, have launched the Walking School Bus pilot project at eight schools across Ottawa. The 12-week pilot project offers a daily Walking School Bus for the morning trip to school on weekdays from September 29 to December 19. Like adult crossing guards, each Walking School Bus leader is screened, trained, supervised and paid by the Ottawa Safety Council. The Walking School Bus project offers a safe, convenient, healthy and fun way for children to travel to school. The eight participating Ottawa schools were selected for their demonstrated commitment to promoting walking to school: Convent Glen Elementary School, Corpus Christi Elementary School, Henry Larsen Public School, Hilson Avenue Public School, Robert Bateman Public School, St. Gabriel Elementary School, Steve MacLean Public School and Woodroffe Avenue Public School. According to the Canadian Fitness and Lifestyle Research Institute, only 28 per cent of Canadian children walk to school, compared to 58 per cent one generation ago. Numerous studies have shown that walking to school helps students arrive at school ready to learn and better able to concentrate. The Walking School Bus project makes active transportation a part of children’s routines, which also helps promote healthy and active habits in their teen and adult years. In 2013, only 24 per cent of grade 7 to 12 students in Ottawa reported having been physically active for 60 minutes per day, as recommended by the Canadian Physical Activity Guidelines for youth. With more children being driven to school, traffic and child safety issues have become chronic at many school sites. It provides practitioners with information and tools to review and select engineering and roadway infrastructure improvements to reduce bicyclist injuries. BIKESAFE is comprised of four sections: A guide of basic information, specific countermeasure details, case studies, and an expert system tool for countermeasure selection, as well as links to dozens of other helpful web resources. *Guide:* This section helps practitioners better understand the issues facing bicyclists, how to analyze crashes, and how to implement new treatments. *Countermeasures:* The Countermeasures section includes a comprehensive list of 46 engineering, education, and enforcement countermeasure options, as well as details of each countermeasure, including its description, purpose, considerations, safety effect, and cost. *Case Studies: *There are 34 case studies, or success stories, that document one or more of the countermeasures that have been implemented, along with the background of the problems, bicycle safety solutions selected, and the results of the treatments. *Selection Tool:* The expert countermeasure selection system allows users to input the basic safety problem and site conditions. The expert system will propose a "short list" of candidate treatment options that likely would be suited to address the specific bicyclist safety problem for that situation. This online version of BIKESAFE updates an eight-year-old version and is now available as an interactive tool, usable on your computer, tablet, or smartphone. Many candidates are taking positive positions on cycling (see www.ibikeivote.ca ), so there is hope for a more pro-active council after October 22, but in the last weeks of the campaign, we need to keep educating all the candidates what the city has to do to make cycling attractive to more Winnipeggers. We are doing a flash-survey to ask six multiple-choice questions on cycling issues to Winnipeg cyclists, and to all the candidates for Mayor and Councillor in Winnipeg. Next week, we will compare the responses of cyclists to those of the candidates in their respective areas to further emphasize the importance of cycling issues in the civic election. So far, 170 cyclists have taken two minutes to answer the six multiple choice questions. Cycling's faster than Route 90 By: Catherine Mitchell <catherine.mitchell(a)freepress.mb.ca> http://www.winnipegfreepress.com/opinion/analysis/cyclings-faster-than-rout… On Wednesday, I rode my bike to work, huffing it from River Heights to the Inkster Industrial Park. I did it in 35 minutes (plus or minus five minutes; not a single timepiece in my house is faithful to Greenwich). Not too shabby. But here's the thing: It's taking me as long to drive Route 90 North these days, a trip so frustratingly tedious I've started driving through town, through rush-hour traffic to relieve the blood pressure. I gave up on Route 90 South months ago. I haven't cycled to work since I biked here for a weekend shift when the Freep opened its doors on Mountain Avenue. I took McPhillips Street, and I resolved not to do that again. This week I wanted to find how much longer it would take for me to cycle than drive. Having been promised another unseasonably warm September day, I threw on a T-shirt that affirmed there are only good days and great days, consulted with some colleagues on a safer route and stuffed a dress in a zip-lock bag that I tossed into a backpack with my lunch. "It'll take me 45 minutes, I think," I told my man. Pulling in at 1355 Mountain Ave., intact and sweaty, I locked up the bike and whipped out my flip-phone: 9:20 a.m. -- I let out a victory whoop for no one to hear. Screw Route 90! Yes, I exercised the healthy option late in the season but the point was not just to see if there was a sane way to bike to work. The drive that normally takes me 15 minutes, or 20 on a hectic day, via a major arterial road -- a trucking route, no less -- has stretched to easily twice the time. Getting cranky about road repair and construction in Winnipeg is like complaining about the heat in July. But I'm not the only with pointed questions about this year's construction-season strategy. The drive along the northbound lanes, reduced to two or one lane for pretty much of the summer, has caused many to ask why construction crews aren't at it 24/7. Motorists have been crawling through the big squeeze at Ness Avenue for two years now. Further, after grinding off the asphalt from Ness on, work all but halted on the northbound stretch for weeks. This is just a resurfacing project. And it's almost October. After a crappy, crappy, crappy spring that beat the crap out of our crappy roads, the summer has seen a compression of an unprecedented amount of roadwork. The city's acting manager of public works says this year's construction budget got a jolt of cash -- $80 million on roadworks, compared with $50 million last year. That and a late start date has put a lot of pressure on the regular resources of engineering and construction firms. The question about ramping up resources, and going to a 24/7 schedule, is more complicated. The construction industry has set its resources to serve the regular public work it has come to expect; pulling out the stops to complete, say, Route 90, quickly isn't easily accommodated, says Michelle Stainton. It is not the grunt work of labour that's the issue; it's difficult finding the highly skilled or professional staff required for good, lasting and well-designed roads. "They're having trouble as an industry staffing up." Not so much, says Chris Lorenc of the Manitoba Heavy Construction Association. Resources aren't the issue. Around-the-clock construction is a no-go because noise will disrupt the lives of residents, and no politician is prepared to weather that storm. "We use jackhammers, we don't use rakes." But there are some things the city could do to cut, by weeks, the length of construction jobs, he says. First, spend more money to get the design work done far in advance so construction can be tendered in the dead months -- November to April. Firms can then buy aggregates, equipment and hire and train people early at cheaper prices. And, using Route 90 as an example, shut down a northbound lane entirely so crews can go unimpeded. If all traffic were shunted to the southbound lane, it would be more painful but for shorter periods. Or, I suggest, give people real options in their commute. It's easy to cycle to Inkster Industrial Park. Really. My bike commute was lovely. Clifton Street is bucolic, in an urban sense; a quiet, pretty slice of Winnipeg. I love Logan Avenue, its raw, evocative streetscape girded by an iron spine. Muscular, sure of itself and historic. The Keewatin Underpass is no place for a cyclist. Take the sidewalk. Hydrate. Despite evident progress, this city still has such a long way to go to become cyclist-friendly, but Winnipeg motorists are getting more and more accommodating. It's time to promote the rights of walkers and cyclists. We need to start the cultural shift that compels vehicles to be deferential to the bipedal and bi-wheeled commuters. Even a city caked in ice for seven months of the year should learn to share the roads generously with the self-propelled. The investment in that infrastructure will ease the pressure on roadworks and keep us all a little more sane. SEPTEMBER 18, 2014 [image: TC Main] <http://mobilitylab.org/wp-content/uploads/2014/09/TC-Main.jpg> Americans took a record 10.7 billion rides on U.S. transit systems in 2013. Who exactly were these riders, and why did they choose public transit over other options? A major report released today offers the latest and most comprehensive answers to this question of “changing attitudes … propelling recent ridership increases.” In *Who’s On Board: The 2014 Mobility Attitudes Survey* <http://transitcenter.org/ourwork/mobility-attitudes-survey/%20>, New York-based research-and-innovation foundationTransitCenter <http://transitcenter.org/> has pieced together an array of insights providing data that could help propel public transportation in America to new heights. [image: TC cover] <http://transitcenter.org/ourwork/mobility-attitudes-survey/> Aside from those articles, there are some other key findings worth mentioning up front. *Americans with high incomes don’t ride transit at the rate of people with lower incomes. *That said, it’s not that rich people don’t want to ride public transportation. In transit-rich “traditional cities” like New York City, Philadelphia, Washington D.C., and Chicago, people with a $150,000 or greater salary are just as likely to ride public transportation as people with a $30,000 salary. Nevertheless, it appears transit can be a great equalizer in a country with such a large and problematic income gap. The report notes: While transit ridership generally falls with increasing income, those in the highest income category ($150,000+ in annual household income) are more likely to use transit than those in all but the lowest income group. Very high-income people are more likely to live in large and dense cities, where transit is a more viable option; their location, rather than mere personal preference for public transportation explains why some wealthy people are more likely to use transit. *People stop riding public transportation after their college years.* Why is that? It seems those would be the years – during their 20s – when cost savings on transportation would be important. What does this say about the cost benefits of owning a car versus depending on public transportation or some other modes of travel? Is transit too inexpensive? Is car ownership to inexpensive? *People who are offered pre-tax transit commuter benefits by their employers are more than five times as likely to take transit regularly *as employees who are not receiving benefits. This seems to be a prime argument for improving awareness. Since the Industrial Revolution, Americans have been sleepwalking out their doors, down their driveways, and into their cars. We just don’t think about the fact that transportation options exist. But once employees are educated – or when benefits are simply mentioned – there becomes an amazing boost in curiosity or interest in public transportation. The *Who’s on Board *survey was commissioned to take a “deeper look at the public attitudes which are propelling recent increases in transit ridership,” said Rosemary Scanlon, chair of TransitCenter and divisional dean of New York University’s Schack Institute of Real Estate. The report is based on a survey administered online to 11,842 respondents, in 46 Metropolitan Statistical Areas (MSAs) who were selected and invited to participate based on age and geography (by home ZIP code). The survey will be updated and conducted regularly to track changes in transit rider attitudes and regional trends over time. New speed limits in 171 school zones -- a drop to 30 km/h from 50 km/h in most areas -- go into effect Monday and city police realize the new speeds might take some time to get used to. "Reducing speeds from 50 to 30 is a significant drop. We're all going to have to be extra aware and extra cautious," said Const. Jason Michalyshen. "Regardless of time of day or day of week, we have to get into that habit." School zones in other areas of the province, such as Brandon, Winkler and Portage la Prairie, have already adopted restricted speeds. This is not a new or innovative practice, said spokeswoman for the Manitoba branch of the Canadian Automobile Association, Angèle Young. "Speed is always a concern no matter how many speed bumps, crosswalks and patrols you have. There's still drivers and motorcyclists that will speed through school zones and they need to know it's a law required of them to slow down," Young said. "If our speeds are reduced, we can react quicker, we can stop faster. And if in fact there is contact made, when speeds are reduced, the likelihood of significant injuries is greatly reduced as well," said Michalyshen. New street signs advertising the changing speed limits popped up in recent weeks. The new limits will be effective between 7 a.m. and 5:30 p.m. from Monday to Friday, between September and June. Traditional and photo radar ticket enforcement will still apply to school zones, too, to ensure children's safety, said Michalyshen. "We want kids to be safe. It doesn't matter where they are, but in relation to these particular areas near school zones, we're going to be there monitoring," he said. As of Monday, going 50 km/h in a school zone advertised as 30 km/h will cost speedsters $310. Michalyshen suggested officers would not start issuing tickets immediately. "This first week isn't about us putting out the message that we're out there and if you're not travelling at the posted speed limit in these school zones, then it's all about tickets," said Michalyshen. Social media: The Wild West of behavioural data collection <http://newsletter.travelmanitoba.com/newsletter_redirect.asp?link_id=7082&&…> When tech company Strava was founded in 2009 it had a simple mission - to help cyclists and runners keep track of their activities. It didn't take long, however, for an entirely different group of customers to take an interest. San Francisco-based Strava has received so many requests for its user data that it now runs a secondary business selling anonymized cycling data to municipalities and other groups looking to better understand how and why local cyclists choose the routes they do. The Oregon Department of Transportation, for example, paid $20,000 last year for a data set that included information about 400,000 trips made by 35,000 Oregon cyclists in 2013. A simple activity-tracker app, it appears, has collected enough data from its users to help decipher one of the great modern-day urban planning mysteries.

Hi, [Feel free to share this widely.] CounterPoint 1.0, the first iOS release of Green Action Centre's award-winning active transportation planning tool is now in the App Store. We would love to have your help testing it out in the real world. We are looking for approximately 5-15 volunteers willing to spend 2 hours counting traffic on a Sunday. Its for a good cause (and way more practical than Angry Birds!) *We hope to be counting on the following days:* - Sunday August 31st - Sunday September 7th - Sunday September 14th *At these locations:* - Norwood bridge - Broadway downtown - Westminster/Mostyn - Sherbrook/Maryland bridges - The Main Street Entrance to the Forks - Assiniboine Cycle Track To volunteer, first please fill out this availability poll <http://doodle.com/rn42kwyc3drfcvps> with your first name, date(s) and the preferred location (in parenthesis). Farewell to Vicky Reaney, the Province’s Active Transportation Coordinator, who is moving to be an urban planner with the City of Saskatoon. All the best, Vicky! Katy Walsh (katy.walsh(a)gov.mb.ca) takes on the role effective August 15 in addition to her current responsibilities as a policy planner. As the new Provincial AT Coordinator, Katy will "take over the primary responsibility for coordinating our single window active transportation service at the Province and will chair our Interdepartmental Working Group on AT and our Public Stakeholder AT Advisory Committee." An engineering study will examine the replacement of the 102-year-old Arlington Street Bridge. Brad Neirinck, the city's bridge-planning and operations engineer, said the Arlington bridge isn't expected to remain standing beyond 2020 and options are being considered for its replacement. "Once we get closer to that date, we'll have to re-evaluate things and see if we can keep it going any longer than that," Neirinck said. Options under consideration include: - Taking down the old bridge and replacing it with a four-lane structure at the same location. - Expanding the McPhillips Street underpass as an alternative to the Arlington bridge. - A new bridge connecting McGregor and Sherbrook streets. The Arlington bridge was built in 1912. A major rehab, including new bridge deck, was carried out in 1992. Neirinck said the study will include a public-consultation process, which will help determine the old bridge's fate, what should be built in its place and in which order. "The study is mainly to look at traffic flows and is Arlington the best location for a replacement structure or is there something better?" he said. The RFP (request for proposal) for the 14-month, $1.5-million study was opened in June and closed at the beginning of July. The contract is expected to be awarded soon. Approval for the study was given by city council in late 2012 for inclusion in the 2013 capital budget. Neirinck said the study was delayed until this year. City council also tentatively set aside $2 million in the 2017 capital budget for preliminary design work. Canada Missing the Boat on Bicycle Tourism

Interesting Sunday reading; http://www.cbc.ca/m/news/#!/content/1.2717129/ [Anecdotal remarks. All around us, we can see harbingers of what is coming in future - which we can capitalize on or hinder, depending on our approach. Consider the new bike rental store up at the Forks. Consider the Fringe bringing a boost in the number of people walking and cycling downtown - already filling every bike rack in sight. Consider the importance of good signage and infrastructure for to those people -especially all the out-of-towners who either already chose to come here or who would - and consider what would happen if all folks knew that a week at the fringe meant a week cycling between venues and exploring the city. Consider the fact that in their closing remarks, one particular group of Columbian performance artists performing at the fringe mentioned "exploring Winnipeg by bicycle" as the main thing they would miss. Consider the potential of bicycle tourism as a social lubricant for just that one event and multiply that by every comic convention, Canada Day concert, football game, local street festival, German who wants to visit Canada and see both prairies and boreal forest, Winnipegger/Grandparent who wants their children (and esp. their children's children) to choose to visit Winnipeg on summer break... or perhaps just you and your family on any plain-old beautiful Sunday afternoon choosing to invest in an a locally-made ice cream cone instead of Netflix. Ironically, perhaps, even CBC inadvertantly underestimates the potential: there is one typo in the article; the figure for the money spent annually in Europe should read 64 billion, with a 'B', not million. FHWA releases Bicycle Safer Journey The Federal Highway Administration released Bicycle Safer Journey, a new tool to educate teens and children about safe bicycling behaviors. Bicycle Safer Journey is a free, online education tool designed to help educators, parents, and others who care about bicycle safety to get the conversation started with children and youth. The modules provide the information and education needed to help children and teens become safer bicyclists. The resource consists of three videos — one for each of three age groups: 5-9, 10-14, and 15-18 — accompanied by a quiz or discussion and an educator’s resource library. The tool can be used as an introduction to bicycle safety skills or to augment a comprehensive curriculum. The age-appropriate videos, which are available in English and Spanish, address picking the safest places to bicycle and the importance of being alert. Bicycle Safer Journey is the second part of FHWA’s effort to better inform children and teens about safe non-motorized travel. The survey, run for Halfords, also found that 15 per cent have little cycle safety knowledge. Echoing previous reports, the survey found a good proportion - 33 per cent - believed cycling safety should be covered in schools, with over 80 per cent arguing it should be added to the National Curriculum. A third of parents (33%) claimed their children's schools do not offer Bikeability. Halfords community and CSR manager Emma Thomas said: "Our research shows there is a real knowledge gap when it comes to cycling safety and maintenance. Halfords has helped almost 45,000 children learn the basics over the past year and through in school, school holiday and community workshops we're helping as many children as possible stay safe on their bikes, but there are still too many cyclists without proper knowledge of cycling safety." Halfords colleagues taught 12,000 children from 455 stores about bike maintenance and safety at free Gear Up! workshops held in June, and 2,000 Cubs attended in-store bike workshops as part of their cyclists activity badge. In addition more than 30,000 children have taken part in Halfords free kids bike clubs, with 10,000 attending last Easter holidays - double the number on the previous year. Thomas added: "We're so proud that, since the Halfords workshops began in June, we've taught 12,000 school children about bike maintenance and safety, a key part of kids becoming confident on their bikes. Our research shows 82% of parents want cycling safety added to the National Curriculum - and the fact that thousands of children have benefited from the Gear Up! bike workshops shows how important cycling education is."

The plan establishes a 20-year framework, to 2031, to provide pedestrian environments that are safe, attractive, and accessible to community institutions, employment and retail services, thereby increasing the opportunity for walking as a mode of transportation. The plan also recognizes that a commitment to and investment in active transportation improves community health and economic vitality. Hamilton is harnessing the power of social media to engage residents in active transportation. The City launched a free mobile transportation app, Travelwise, designed to get residents to where they need to go using sustainable transportation. The app provides instant access to information on getting around by transit, walking, cycling, carpooling, car share and taxi. Hamilton is also piloting a traffic calming project. A 30 kmh speed limit has been introduced in a neighbourhood of about 5,200 residents. The project will be monitored to assess its impact on pedestrians, cyclists, and the overall well-being of residents. GCC’s WALK Friendly designation recognizes municipalities for their commitment to making their communities safe, easy, and enjoyable places to walk. To participate, municipalities complete an online application <http://walkfriendly.ca/> that benchmarks where they stand on more than 200 walkability indicators. Indicators include sidewalk policies, safe crossings, attractive public places, and citizen engagement, with a particular focus on Planning and the five Es: Engineering, Education, Encouragement, Enforcement, and Evaluation. Intake is now open for the next round of WALK Friendly Ontario applications. Deadline is 30 September 2014.
