Last minute opportunity - there are a few spots left! Free Bicycle Mechanics Course for Teachers Interested in bike repair? Interested in learning about the basic systems of the bicycle and how to repair and maintain them? The Manitoba Student Transportation Network and Natural Cycle have partnered to offer a free bicycle mechanics course for teachers wanting to develop their repair and bike building skills. This offer is intended to help support the development of bike repair skills, workshops, cycling trips and other activities at YOUR local school or youth organization. We are offering this course free-of-charge because we believe in sustainability, and the bicycle as an efficient and accessible form of transportation for all age-groups and all income levels. So, have fun, and share your passion for bicycles where you can, when you can. Student to instructor ratio is 3:1. If we cannot accommodate everyone, we will keep your name on reference for the next course. Woman hit in unpainted bike lane not protected by law (December 18, 2009 - BikePortland.org) When Portlander Rob Daray witnessed a right-hook collision on his commute home last summer he thought it was obvious who was at fault. So did the police officer who cited the operator of the motor vehicle for "failure to yield to a bicycle." Even the woman driving the car admitted she made an abrupt right turn without checking her blind spots. But when the case came up in traffic court, the judge came to a different conclusion and now Mr. Daray and others familiar with this are worried that people who ride bicycles are vulnerable - not just on the street, but in the legal system as well. $20M in infrastructure hitting the streets and trails next year in Wpg - Kudos to the FreeP for yet another timely article - Road rage, cycling explode By: Meghan Daum Dr. Christopher Thompson, a driver who abruptly stopped his car in front of two cyclists in Los Angeles last summer, was found guilty of six felonies and a misdemeanor last week. The trial, which captivated the cycling community, revealed a particularly virulent form of road rage. Christian Stoehr suffered a separated shoulder and Ron Peterson shattered several teeth and broke and nearly severed his nose when the two hit the back of Thompson's Infiniti on a road in upscale Brentwood. Thompson, a former emergency-room physician who lives along the winding five-mile road, claimed that he was merely trying to take a photograph of Stoehr and Peterson, evidence of the way cyclists flout the law in the canyon and flip off residents. A police traffic investigator who arrived on the scene shortly after the incident testified that Thompson told him he "stopped in front to teach them a lesson." Suffice it to say that Thompson shouldn't be driving a support vehicle in the Tour de France. Two other cyclists testified that in March 2008, a motorist they believed to be Thompson made a similar maneouver, speeding ahead, then slamming on his brakes. One of these cyclists told the court that the driver tried to hit them again and then sped off, noting that the car was an Infiniti sedan and the licence plates spelled out an abbreviated form of the medical software company Thompson owns and matched those on his car. Obscene gestures, vanity plates -- it's all part of the romance of Southern California driving. Road rage? That's just the inflamed passion part of romance. But anyone who's been paying attention to the road lately probably has noticed a marked, even dizzying, increase in the number of bikes on U.S. streets. Suddenly, they're in bike lanes and traffic lanes, zipping through stoplights, careening around mountain passes and weaving along sidewalks. Census data show that between 2000 and 2008, the number of bicycle commuters increased by 43 per cent. And membership in competitive cycling clubs is on the rise, with USA Cycling reporting the number of licenced U.S. racers up 48 per cent since 2002. Despite the cozy, granola-esque community spirit this trend might evoke (think helmeted parents riding with their helmeted kids and women in flowing skirts peddling home from the farmers market with baskets full of French bread), the reality is more sobering. Cycling-related accident rates are decreasing, but cycling injuries are getting worse. That suggests that riders may be tangling with something more than a mere fall, like a car door or fender. Although most drivers, mercifully, don't harbor as much animosity as Thompson, I suspect there may be more of him out there than we think. Why? For starters, many people don't know what rights cyclists do and do not have, which pretty much makes them assume they have none. I was in this category myself until I consulted the bicycle laws in the California Vehicle Code and learned that a cyclist has "all the rights and is subject to all the provisions applicable to the driver of a vehicle." In other words, you're not supposed to dart through red lights on a bike (shame on you, 80 per cent of Lycra wearers in my neighborhood). But guess what: It's perfectly legal to occupy the entire lane, not just hang on the side, if you're going the same speed as traffic. The speed limit on Mandeville Canyon Road is 30 mph (it's 25 mph on most residential Los Angeles streets), which, according to the injured cyclists' GPS data, was about the speed they were traveling when Thompson stopped in front of them. In other words, if you're getting impatient with a "slow" cyclist in front of you, it's probably because you're speeding. So, now that you know, are you going to stop swearing at cyclists? My guess is no. Because there's a larger bone of contention here, which is that cyclists make a lot of us feel like lazy slobs. Whereas drivers sit in an air-conditioned bubble, expending only the energy required to press the gas pedal, tap the brake and change from a '70s classic-rock radio station to an '80s classic-rock station, cyclists are out in the actual elements doing actual exercise. Whereas drivers are consuming calories by eating an entire bucket of KFC over 10 blocks, cyclists are burning calories and consuming nothing but seaweed at home. Whereas drivers' carbon footprints grow more beast-like by the hour, cyclists create no exhaust other than the sweet fatigue they feel as they drift off to saintly sleep at night. Of course, moral superiority is insufferable, but you still shouldn't try to run it off the road. You might win on the street, but in court, it's different. Latest News New diamond lanes open today DIAMONDS are a transit rider and cyclist's best friend -- starting today. Diamond lanes, that is. As part of a comprehensive transit improvement plan approved by Winnipeg city council, new diamond lanes take effect today. The specially marked lanes are for transit vehicles, cyclists and right-turning vehicles -- which must turn right at the first opportunity -- during weekday peak periods. They're designed to improve the speed and reliability of transit service and motorists who misuse them face a minimum fine of $190.80 and two demerit points. The new lanes in effect today are located at: Portage Avenue: * Westbound from Colony to Strathcona (7 a.m. to 9 a.m. and 3:30 p.m. to 5:30 p.m.) * Eastbound from Raglan to St. Mary (7 a.m. to 9 a.m. and 3:30 p.m. to 5:30 p.m.) Main Street: * Southbound from Smithfield to Jarvis (7 a.m. to 9 a.m. only) * Northbound from Jarvis to Inkster (3:30 p.m. to 5:30 p.m only) Goulet Street: * Westbound from Youville to Tache (7 a.m. to 9 a.m. only) McPhillips Street: * Southbound from Hillock to William (7 a.m. to 9 a.m. and 3:30 p.m. to 5:30 p.m.) New on-street parking restrictions will be also in effect to accommodate new diamond lanes on westbound Portage Avenue and on northbound Main Street. Diamond lanes were first implemented in Winnipeg in 1995. There are about 30 kilometres of reserved lanes on major corridors throughout the city. The $2-million diamond lane project is funded by the federal gas tax and the Public Transit Capital Trust (PTCT) "for projects that enhance transit service in communities across Manitoba," the city said in a press release.

That includes busy commercial streets that have the shops and other destinations where people want to go. To really encourage people to cycle, it must be more convenient than driving. The problem was that the neighborhood routes meant people had to ride 10-15 minutes out of their way to get from a to b. The result? No one used them. “It was a flop. So, the city shrugged and went, ‘fine, we’ll put them on the main streets’”. City Tests Employee Bike-Share Program June 04, 2009 http://www.edmonton.ca/city_government/news/2009/city-tests-employee-bike-s… Downtown City workers can now sign out a bike for lunchtime rides or short commutes to meetings thanks to an employee bike-sharing pilot starting in mid-June. The program is designed to create health options and reduce the carbon footprint of employees. As part of the launch, Councillors Don Iveson and Ben Henderson test-rode 2 of the 25 bikes now available to employees working out of City offices in the downtown core. "Edmontonians have made their city a leader on many environmental fronts by their actions," said Councillor Henderson. "This pilot will encourage City employees to lead by example, as residents and representatives of the City, by getting active while cutting their greenhouse gas emissions. Councillor Iveson also highlighted the fact that programs like this have been proven to increase productivity and reduce workplace injuries or absenteeism. "The pilot not only reflects the City's ongoing efforts to promote sustainable modes of transportation, it's another way we're building a healthy workplace for our employees," said Councillor Iveson. The pilot is designed for workers who do not cycle or cycle very little, and will assess what kinds of barriers need to be addressed to get these individuals on a bike. While the bikes are available to any employee working out of downtown City offices, pilot organizers have recruited a test group of employees to help establish benchmarks and provide ongoing feedback during the project. Dot Laing, Active Edmonton program coordinator, is managing the pilot. She wants to boost her test group's weekly physical activity by 10 per cent. If successful, the 12-week pilot could be extended in 2010. The City will share the results with other organizations interested in starting similar programs for their own employees. The launch coincides with Edmonton's Bike Month and Canadian Environment Week. Whenever using a City-owned bike, employees are required to wear a helmet and follow prescribed security measures to prevent the bikes from being stolen. The pilot is led by Active Edmonton, an initiative of the Community Services Department. E-bikes reach a maximum speed of 32 kilometres per hour and offer another option for clean, green commuting and travel. Effective October 3, 2009, new requirements that will increase rider safety include: a.. Limiting the maximum weight of an e-bike to 120 kilograms a.. Requiring a maximum braking distance of nine metres a.. Prohibiting modifications of the e-bike's motor to enable power-assisted speeds greater than 32 kilometres per hour. All riders must be at least 16 years of age, wear approved bicycle or motorcycle helmets and follow the same traffic laws that apply to bicyclists such as keeping as close to the right edge of the road as possible. Municipalities can determine where e-bikes may be ridden on their streets, bike lanes and trails. QUICK FACTS a.. E-bikes will not be permitted on 400-series highways, the Queen Elizabeth Way, the Queensway in Ottawa, the Kitchener-Waterloo Expressway and other areas where bicycles are not permitted. b.. Local News Future bike trails: Let's grab abandoned rail lines, Katz says By: Bartley Kives WINNIPEG should gobble up as many abandoned rail lines as possible to build more bike-and-pedestrian trails, Mayor Sam Katz says. The popularity of the Northeast Pioneers' Greenway -- a 6.7-kilometre commuter path built over the former CPR Marconi Line -- has led Katz to believe the city must work more closely with railways to purchase unused lines as soon as they become available. "If it's abandoned, the city should be grabbing it. They make ideal active-transportation routes," the mayor said Thursday in an interview. "Nothing is more obvious than what we did with the Northeast Pioneers' Greenway. If you go there you'll see it's used by all kinds of people for all kinds of reasons, on foot, on bikes (and on in-line) skates." Winnipeg acquired what's now the Northeast Pioneers' Greenway in 2006, when philanthropist John Buhler bought the Marconi Line from the Canadian Pacific Railway for $1.5 million, flipped it to the city at the same price and kicked in $150,000 to help pave the trail, which runs through East and North Kildonan. City documents show Buhler was able to whittle down the asking price from almost $4 million. Katz said the city could avoid tough negotiations in the future by working with railways to ensure the city always gets the first crack at abandoned lines. The city's failure to secure unused lines in River Heights that eventually fell into the hands of real estate developers was "a major, major blunder," Katz said. But the city has experienced rails-to-trails successes, most notably the community-led acquisition of Charleswood land that led to the creation of the Harte Trail, said Janice Lukes, executive director of the non-profit Winnipeg Trails Association. Land acquisition is the most difficult part of creating any new trail, so a concerted effort by the city to pursue railway property will go a long way toward future trail-building efforts, she added. "There are a lot of pieces we should be grabbing right now. There are little bits and pieces all over the city," said Lukes, who praised Katz for the unexpected policy statement. "That's fabulous. I'm practically having a heart attack." Katz declined to say which abandoned lines the city plans to purchase next, claiming the identification of specific properties might drive up prices. Winnipeg is in the midst of the most aggressive trail-building spree in the city's history. According to the Nov. 27th Life Cycle UK newsletter, "A global campaign is underway to persuade the planet's favourite search engine to be more cycle-friendly. Many of us use the wonderful Google maps to find our way around. The maps show a street plan, or at the click of a button, an aerial photo to help you get a feel for the terrain. Another click and you can summon up live traffic info, and car drivers can get detailed directions from A to B. For the USA and some other countries Google has also added a mass transit directions option which tells you how to reach your destination by bus, tram or train. Now cyclists are asking for a Bike There feature. "The organisers of the campaign say: 'By implementing the "Public Transit" option, Google and the Google Maps team have shown themselves to be concerned and capable world citizens. A "Bike There" feature would be the ultimate statement in support of sustainable development, self-reliance, exercise and healthy living: that's bicycle directions.' They address a variety of topics including indicators (what should be measured), variables (the types of data upon which indicators are based), data collection methods (how to measure the indicators), and calculations (mathematical processes). The guidelines offer a step-by-step framework that encourages the consistent application of core principles, but in a manner that is flexible. They provide the practitioner with the information from which to choose the impact measurement technique that suits the specific application, local conditions, target group, etc. This guide will be made available on Transport Canada's Urban Programs web pages this fall. The former police officer from Slovenia has 2,865 bikes stashed away in various places around Toronto and he's hit with 58 charges related to bike theft (and an additional 22 charges relating to drugs). Cyclists are stunned by the discovery, but not completely surprised. Everyone's lost a bike or two and wondered where they went. But worldwide interest in the Kenk case signals a tipping point in the history of urban culture. Bicycling, once seen as a simple pleasure from childhood, has become a political act. For the first time post World War II, the dominance of the automobile is being seriously challenged, with cyclists demanding their share of asphalt real estate from drivers. >From bicycle-mad Paris to rush-hour New York and the back alleys of Toronto, Pedal Power takes a ride through the changing world of bike culture. And with exclusive background access to Igor Kenk - exclusive footage of how he operated and built a legendary reputation on Queen Street West - this major documentary explores the two-wheeled revolution in our streets. "The sickening thud was unmistakable. A cyclist lay crumpled on the streetcar tracks. A motorist talking on her cell phone had "doored" him. Right outside Igor's shuttered bike shop. Latest News City, province favour new Disraeli Bridge: Maloway By: Mary Agnes Welch The deal to keep traffic flowing across the Disraeli Bridge hinges on whether to build a brand-new span or fix the old one -- and MP Jim Maloway says the city and province are leaning towards building new. The NDP MLA-turned-MP, who led the campaign to keep the bridge open during repairs or reconstruction, said the city has all but decided to build a new, four-lane span just east of the existing bridge. Once the new bridge is built, the decaying span would be torn down. That would allow Elmwood, North Kildonan and Transcona traffic to cross the Red River into downtown normally during construction. However, Maloway said a separate bike and pedestrian span may be a non-starter. Instead, bike lanes will be built on the new span, which Maloway said makes more sense anyway. "In some ways, it's even better than I wanted, but it doesn't have six lanes," said the MP, who helped orchestrate a petition and lobbying campaign to get the city and the Doer government to keep the bridge open during construction. Despite Maloway's optimism, political and administrative sources say the city hasn't yet decided whether to build new and keep the old bridge totally open, or repair the existing span, which would cause traffic delays. After residents in the northeast corner of the city balked at the proposed 16-month closure of their main downtown connection, the city asked contractors to find a way to shorten the Disraeli closing or even eliminate it. That could cost more than the original $140-million price tag. The city is still weighing the financial pros and cons of each option to ensure any extra cash required is justified. A provincial spokesman says they're close to a deal and Premier Gary Doer plans to meet with Mayor Sam Katz next week on the issue. Maloway said there is still some wrangling over the amount and timing of provincial funding. The province has so far committed $50 million. Ottawa has not expressed an interest in funding the bridge repairs or reconstruction, and the city has not put the bridge on its wish list for federal infrastructure funds. Latest News Vicious cycle won't last longCity to dedicate more than 70 km to bicycle riders By: Bartley Kives More than 70 kilometres of Winnipeg streets will be handed over to cyclists in the next year, as most of the new money the city is about to spend on active-transportation corridors will create "bike boulevards." Two Fridays ago, as part of a federal infrastructure-funding announcement, the city, province and Ottawa agreed to spend $20 million on 37 different active-transportation projects within Winnipeg. The cash will add 102 kilometres of bike-and-pedestrian routes to an existing 274-kilometre city network comprised of multi-use paths, bike lanes on streets and extra-wide curb lanes called sharrows. The projects include a new bridge over Omand's Creek that won't be submerged during spring and summer floods, 30 kilometres of new multi-use paths and 72 kilometres of bike boulevards, which are roads where cyclists receive priority over motor-vehicle traffic. While bike boulevards do not separate cyclists from cars, they employ "traffic-calming measures" -- essentially obstacles -- to discourage all but local motor-vehicle traffic, said Kevin Nixon, Winnipeg's active-transportation co-ordinator. The boulevards will be on low-traffic streets cyclists already use. The first street slated for conversion is Assiniboine Avenue, from Osborne Street to the Midtown Bridge. That will be followed by downtown bike boulevards on Bannatyne and McDermot avenues between Waterfront Drive and Sherbrook Street, St. Boniface boulevards on Eugenie and Des Meurons streets between the Norwood Bridge and Fermor Avenue and boulevards on Alexander and Pacific avenues, which will connect Red River College's Notre Dame and Princess Street campuses. Many of the other projects are small connections between existing routes and trails, Nixon added. "Some of these pathways are tiny little things, but they have been highlighted to us (by cyclists) as important connections." The infusion of new trail-building cash effectively multiplies the annual city trail-building budget by a factor of eight, as Winnipeg devoted $2.5 million to active transportation this year, not including another $1.9 million spent on trails built as part of road rehabilitation projects. As recently as 2006, the city only spent $200,000 a year on active transportation. Since then, the city has more than doubled the size of its network, as every member of council embraces human-powered transportation. "We are committed to this, not just as a quality-of-life initiative, but as a green initiative," said St. James-Brooklands Coun. Scott Fielding, city council's property chairman. "You're never going to get people out of their cars, but you have to get them on buses and bikes as well. Money spent on new active-transportation corridors in the 2009 capital budget: $2.5 million Additional money spent on activetransportation corridors alongside road rehabilitation projects this year: $1.9 million What we have right now Winnipeg has 274 kilometres of active-transportation corridors. The vast majority of this network -- 159.5 kilometres -- has been laid down over the past four years. Here's how those kilometres break down: Multi-use paths: 149 kilometres Neighbourhood paths: 61 kilometres Bike lanes on streets: 12 kilometres Separated bike lanes: none Sharrows: 35 kilometres Bike boulevards: 16 kilometres What we're going to build On Sept. 11, Ottawa, Manitoba and Winnipeg pledged to spend a combined $20 million on 37 active-transportation projects in Winnipeg. The cash will pay for 102 kilometres of new active-transportation corridors, which will go a long way toward the city's goal of adding 450 more kilometres of paths and trails. Here's what the money will build: New bike boulevards: 72 kilometres New pathways: 30 kilometres New active-transportation bridge: Over Omand's Creek at Omand Park. What do all these terms mean? Active-transportation corridor: Any path, trail or lane intended for human-powered transportation, such as cycling, walking or in-line skating. Multi-use path: A pathway separated from the road for use by both cyclists and pedestrians. Neighbourhood paths: Older paths in city neighbourhoods designed before trail connectivity was a big consideration in city planning. These typically are not very useful for commuter cyclists. Bike lane: A lane painted on a street for use by cyclists. Sharrow: An extra-wide curb lane intended to be shared by cars and bikes. These are strongly disliked by many cyclists. Bike boulevard: A shared roadway that gives priority to cyclists over cars, usually through the installation of barriers that slow or "calm" motor-vehicle traffic to the point where only local vehicle traffic will use the boulevards. -- Compiled by Bartley Kives

'Car-free' condo: 42 storeys, no parking September 16, 2009 Donovan Vincent TORONTO STAR CITY HALL BUREAU A controversial 42-storey condo building that will be built without permanent parking spots cleared a key hurdle yesterday. The Toronto-East York community council overruled city staff skeptical about the dearth of parking to allow a plan that provides for only nine car-share rental spots, plus 315 spaces for bicycles. The condominium would go up on the site of the century-old Royal Canadian Military Institute on University Ave. near Dundas St., which would be demolished, with elements of its facade preserved at the base and a thin tower above. "If you look at the evidence of what sells downtown, the majority of units under 750 square feet in the downtown core sell without parking,'' said Stephen Deveaux, a vice-president with the developer, Tribute Communities. Parking spots typically add $20,000 or more to the cost of a downtown condo. Deveaux called the project, which still needs approval from full city council, an opportunity to design and market an "environmentally progressive building." With so many jobs and handy transit nearby, the units will sell, Deveaux said. A staff report on the condo plan in May gave it thumbs-down, citing, for one, the lack of parking. It stated the car-free plan "runs counter to expert study and experience." The idea materialized when Tribute realized the narrow site would provide "challenges" to constructing a parking garage. Councillor Adam Vaughan, who represents the ward, called the car-free building "an interesting experiment and statement about the future of downtown living.'' It also won praise yesterday from Franz Hartmann, co-executive director of the Toronto Environmental Alliance, who said such buildings are uncommon - if they exist at all. "In the past it was natural to allocate parking spots, but in 21st century Toronto, where we're battling climate change, we don't need that any more,'' he said. The few parking spots in the plan will be devoted to car-share arrangements, whereby residents can rent a car as needed by the hour. The plan involves tearing down the decaying Royal Canadian Military Institute building, a private club constructed in 1907 that is on the city's inventory of heritage properties, and replacing it with a 6 1/2-storey structure that maintains elements of the façade. Above would rise a 35 1/2-storey condo tower with about 315 units, mostly one-bedroom. The $65 million project is the fruit of a partnership between Tribute and the 1,500-member club. Construction could begin as early as next year and be done by 2013. The building will continue to provide space for the club, its library and its extensive archival collection of military artifacts - including the seat of Baron von Richthofen's Fokker Triplane, its most famous item. Though the institute's board has approved the project, several members at large oppose it. Member Brian Lawrie told the community council that in 2007 Vaughan had "enthusiastically endorsed" keeping the building intact, calling it a "rare remnant of University Avenue's early days as a quiet boulevard dominated by trees, not highrises." He noted that the councillor had done a "180-degree turn" the next year by endorsing the demolition and condo project. Normally, building plans follow a formula for how much parking space should be allowed; current standards, if applied to the building, would provide approximately 140 parking spaces for residents. "To assume a residential development of the project's scale might be totally car-free runs counter to expert study and experience," the staff report stated. "Although there are many households in the downtown (area) without cars, it would be highly unlikely to find 315 of them permanently concentrated in one building." It also stated that, "exempting the project from the city's parking standards would create a negative precedent that undermines the integrity of the parking provisions of the zoning bylaw." But the project got the green light after Vaughan suggested a series of amendments to bring the building into what he later described as "better conformity" with the area. The only way to save its museum and artifacts is to redevelop the site, Vaughan told the meeting. A few steps to St. Patrick's subway station . 2 blocks to the opera house . 3 blocks to major hospitals . 5 blocks to Queen's Park ----------------------------------------------------- SHARE THE SPACE Car-sharing firms should be awarded trial permits for six parking areas on downtown streets, Toronto's works committee recommended this week. The firms would pay an annual fee of $200; the four areas would hold two to six cars each. A staff report said car sharing, a membership system for renting vehicles by the hour, cuts traffic by making it easier to live in the city without owning a car. Some councillors said $200 is too low for commercial operators and will reduce revenue from metered parking. "We may not be driving the cars, but we sure are being taken for a ride," said Councillor Denzil Minnan-Wong. Others noted none of the areas is metered and argued that car sharing advances city goals of fewer cars and cleaner air. The proposal must still be approved by city council. - John Spears

This closure will be part of the day's active transportation-friendly route connecting all the way from Assiniboine park right down to the Forks! New Study Shows More Walkable Homes Are Worth More August 18, 2009 www.ceosforcities.org/news/entry/2591 CHICAGO - Though housing values are still slow to rebound from the collapse of the real estate market, a new analysis from CEOs for Cities reveals that homes in more walkable neighborhoods are worth more than similar homes in less-walkable neighborhoods, pointing to a bright spot in the residential real estate market. The report, "Walking the Walk: How Walkability Raises Housing Values in U.S. Cities" by Joseph Cortright, analyzed data from 94,000 real estate transactions in 15 major markets provided by ZipRealty and found that in 13 of the 15 markets, higher levels of walkability, as measured by Walk Score, were directly linked to higher home values. "Even in a turbulent economy, we know that walkability adds value to residential property just as additional square footage, bedrooms, bathrooms and other amenities do," said Cortright. "It's clear that consumers assign a tangible value to the convenience factor of living in more walkable places with access to a variety of destinations." Walkability is defined by the Walk Score algorithm (www.walkscore.com), which works by calculating the closest amenities - restaurants, coffee shops, schools, parks, stores, libraries, etc. - to any U.S. address. The algorithm then assigns a "Walk Score" from 0-100, with 100 being the most walkable and 0 being totally car-dependent. Walk Scores of 70+ indicate neighborhoods where it's possible to get by without a car. By the Walk Score measure, walkability is a direct function of how many destinations are located within a short distance (generally between one-quarter mile and one mile of a home). The study found that in the typical metropolitan area, a one-point increase in Walk Score was associated with an increase in value ranging from $700 to $3,000 depending on the market. The gains were larger in denser, urban areas like Chicago and San Francisco and smaller in less dense markets like Tucson and Fresno. "These findings are significant for policy makers," said Carol Coletta, President and CEO of CEOs for Cities, which commissioned the research. "They tell us that if urban leaders are intentional about developing and redeveloping their cities to make them more walkable, it will not only enhance the local tax base but will also contribute to individual wealth by increasing the value of what is, for most people, their biggest asset." An example of the effect of walkability on housing values cited in the study is found in Charlotte, NC. In a neighborhood with a typical Walk Score of 54 called Ashley Park, the median home price was $280,000. In a neighborhood with an above average Walk Score - 71 - called Wilmore, an otherwise similar home would be valued at $314,000. Controlling for all other factors including size, number of bedrooms and bathrooms, age, neighborhood income levels, distance from the Central Business District and access to jobs, "if you were to pick up that house in Ashley Park, and place it in more walkable Wilmore, it would increase in value by $34,000 or 12 percent," Cortright said. In the typical metropolitan areas studied, the premium commanded for neighborhoods with above average Walk Scores compared to those with average Walk Scores ranged from about $4,000 to $34,000, depending on the metro area. "Walking the Walk' shows definitively what we've always believed - that homes in walkable neighborhoods continue to be a good investment, and are one of the simplest and most effective solutions to fight climate change, improve our health, and strengthen our communities," said Walk Score founder Mike Mathieu. "Our vision is for every property listing to include a Walk Score: Beds: 3 Baths: 2 Walk Score: 84." The study included 15 metropolitan areas, finding a statistically significant positive relationship between walkability and home values in 13 areas: Arlington, Virginia; Austin, Texas;; Charlotte, North Carolina; Chicago, Illinois; Dallas, Texas; Fresno, California; Jacksonville, Florida;; Phoenix, Arizona; Sacramento, California; San Francisco, California; Seattle, Washington; Stockton, California, and Tucson, Arizona. In one metro area, Las Vegas, walkability was correlated with lower housing values, and in Bakersfield, California, there was no statistically significant connection between walkability and housing values. Real estate data for these markets was provided by ZipRealty (NASDAQ: ZIPR, www.ZipRealty.com), a national full-service residential real estate brokerage. "Walkability is a factor we've always considered important for buyers and sellers when bidding or pricing a home. We appreciate that "Walking the Walk" has confirmed this intrinsic value," said Patrick Lashinsky, chief executive officer for ZipRealty. "We were one of the first sites to adopt Walk Score alongside our listings because we feel walkability helps all our clients in the home search process." Interesting read (okay, maybe just for some of us!) - International Scan Summary Report on Pedestrian and Bicyclist Safety and Mobility (June 24, 2009) Background info from the Pedestrian and Bicycle Information Centre (U.S.): In May 2009, a team of 12 transportation professionals with expertise in bicycling and walking from the U.S. visited five countries in Europe to identify and assess effective approaches to improve pedestrian and bicyclist safety and mobility. Some of the countries, like Denmark, had experienced an increase in car use in the 1960s and 1970s, and subsequently reoriented their transportation policy to give priority to bicycling and walking. The scan team heard presentations from and had informal discussions with the foreign hosts. During most visits, the scan team also went on guided field visits (by bike as well as by foot) to better understand and experience the design and operation of various walking and bicycling facilities. These field visits were invaluable in documenting the facilities through photos and video, observing traffic behavior, and experiencing firsthand how well a design or operational strategy worked. The purpose of this scan tour was to identify and assess effective approaches to improve pedestrian and bicyclist safety and mobility. City will need to pedal harder Bike-path upgrade worthwhile; bike-sharing program necessary By: Dan Lett Winnipeg Free Press - PRINT EDITION 5/08/2009 Cyclists negotiate traffic at Main and Bannatyne Tuesday. The city and province must be congratulated for deciding to extend the bike-lane system, but that should just be a start. Once again Winnipeg is at a crossroads, only this time it's mounted on a bicycle as it stares down its destiny. At first blush, bike lanes may not seem like a make-it-or-break-it issue of urban planning. To be sure, increased use of bicycles is important for the environment and making cities work better. But in this town, the issue is typically portrayed as gravy -- not the meat and potatoes. However, this conventional wisdom wilts after visiting a city that embraces the bike, rather than just tolerates it. A city such as Montreal. It had been some years since I had spent quality time in Quebec's largest city, and while I always remember Montreal as a city that featured more than its fair share of bike commuters, the city has gone above and beyond in making itself bike-friendly. The first major development that I spotted were the buffered bike lanes. Not just white lines on the side of major routes downtown, but distinct two-way thoroughfares separated from vehicular traffic by a concrete median. Although it presents a challenge for pedestrians -- you have to look both ways, twice -- it is clearly safer and more efficient for cyclists. But Montreal also features a Bixi bike-sharing system that allows Montrealers to pick up bicycles in one location downtown and drop them off in another. The stations are located no more than 200 metres apart from each other. Racks of Bixi bikes can be found with alarming regularity; there are more than 3,000 bikes at 300 individual stations. One year of Bixi access is just $78, taxes included. In total, Bixi has 8,000 members. It registered about 250,000 individual rides last year. The system was named one of Time magazine's Top 50 inventions of 2008 and is being replicated in Toronto and Ottawa. It's not an entirely new idea, of course. Paris boasts a similar program, Velib, which supplies more than 20,000 bicycles throughout the core of the city. And each and every year, more and more cities are taking steps to promote bikes and public transit, especially in city cores that simply cannot absorb an endless supply of vehicular traffic. Which brings us back to Winnipeg. Congratulations must go out to the city and province for extending Winnipeg's dedicated bike-lane system and for including bike lanes alongside the new rapid-transit bus corridor. Unfortunately, there was a hitch. City traffic engineers could not find a cost-effective way of negotiating the Osborne Street underpass, which essentially cuts the downtown-bound bike lane in half. The underpass cannot be expanded to include a bike path, so cyclists would be forced to share the underpass with buses and other vehicular traffic at some risk. Cycling advocates cried foul, claiming that they weren't getting a safe, uninterrupted route from southern neighbourhoods into the downtown. The city has responded with a promise to rebuild the underpass some time in the future, but not in the near future. The absence of a solution for the Osborne underpass dilemma does not undo the good done by the city and province on this issue. It does, however, demonstrate Winnipeg's capacity for falling short on good ideas. It also suggests that civic officials are stuck in that mindset that says bike lanes are gravy, not meat and potatoes when it comes to urban planning. They would be wrong, of course. Bigger cities with greater population density have little choice but to consider radical approaches to moving people in and out of core areas. Winnipeg is not under that kind of pressure, but that does not mean we can take a leisurely approach. There is a downtown renaissance going on in this city, even if it is moving at a glacial pace, and one of the new trends is the growing number of people travelling downtown for work. The new Manitoba Hydro headquarters will be full by this fall. Red River College is expanding in the Exchange District and the University of Winnipeg is doing likewise. There are continuing rumours that another government entity (Manitoba Lotteries?) could occupy the top floors of the Hudson's Bay store at Memorial Boulevard and Portage Avenue. The time is right for the city to move aggressively on bike lanes, bike-sharing programs, and improvements to mass transit in and out of downtown. The rapid-transit program is a move in the right direction, but it should be coupled with efforts to make parking more expensive and rapid transit more affordable and convenient. And let's not forget safety. On Tuesday, two cyclists were struck by cars. Carnage like that is reason enough to look at alternatives. Modern, progressive cities move more people on bikes and rapid transit than in minivans and sedans. They do that because they have to. Winnipeg may not need the same kind of amenities for cyclists now. Allowances are made for street cars to travel through at 17th / Castro / Market in San Francisco. Winnipeg Free Press: June 27, 2009 Editorials Winnipeg can become cycling city Cycling groups now say they feel they were sold a bill of goods because of a flawed feature in the overall plan. A gap in the route at the Osborne Street rail underpass will separate the northern and southern sections of the bicycling path, forcing cyclists from both directions to use the narrow sidewalks or the roadway beneath the CN Rail tracks. Cyclists, of course, already use the underpass, but the bike trail will funnel many more people into a potentially dangerous bottleneck with pedestrians and motorists. For its part, the city says it will rebuild the entire underpass sometime in the future, but it's not in the budget now. In the meantime, civic traffic engineers have a variety of ideas for solving the problem on a short-term basis, including dedicating one sidewalk for pedestrians and the other for bikes, and possibly even expanding a sidewalk, but they are unsatisfactory answers to a problem that has been on the table for many years. It is also hard to imagine cyclists sharing a single sidewalk in a safe manner. The three levels of government are spending $138 million for the first phase of the Southwest Transit Corridor, but they should dig a little deeper to ensure the project is done right now, rather than waiting for the crumbling underpass to die of old age. If not, they may want to consider other options, rather than building a pathway with a giant pothole in the middle. The province has already said it's prepared to help with extra cash. It is in the city's interest to get more motorists out of their cars and onto buses. Another way to get people to leave their cars at home is to develop good infrastructure for cyclists. In fact, there's no reason why Winnipeg can't develop a reputation as a cycling city, which would be a significant promotional tool. Some skeptics say the city's severe winters are an obstacle to achieving that goal, but the observation is uninformed. Minneapolis is a winter city, too, yet it has been named the No. 2 cycling city (after Portland) in the United States, boasting 65 kilometres of dedicated bike lanes along city streets, and 130 kilometres of off-street bicycle paths. That's in addition to other measures to encourage and support cycling. As a result, an estimated 7,200 people regularly commute to work by bicycle, including many in the winter. The city has pledged that by 2020, everyone will have convenient access to a cycling route. Winnipeg already has many passionate cyclists, but the lack of infrastructure is a deterrent to convincing more people to give it a try. The average person is just too intimidated by the poor roads and close proximity to cars to consider travelling very far by bicycle. The city has been talking about rapid transit for decades. Now that we are ready to begin a small leg of the project, let's get started on the right foot. A transportation initiative that discourages cyclists is no way to launch a project that wants to get cars off the road and encourage alternative modes of transportation.

Join us this Thursday June 25th at noon at the South Osborne Underpass for a press conference highlighting the sudden and fundamental change in the Southwest Rapid Transit Corridor. Background For years the rapid transit project has been mandated to include an integrated Active Transportation Pathway. In the current plans, the pathway has become disconnected by the South Osborne Underpass. The fragmented remnants of the pathway will lead motorists, cyclists, and pedestrians into conflict. Cities and hotels are inviting guests to cruise around like locals, and Montreal's new bike-sharing program is leading the way On the streets of Montreal, where visitors once flocked to watch Formula One cars race through the streets, you can now cruise the city on two wheels. That is, on one of the 3,000 sleek bicycles in the city's new bike-sharing program. Launched this month, Bixi is North America's largest and most innovative bike-sharing program, billed as a green, cheap method of getting around. With the city's 450 kilometres of bike paths, you can cruise around like a local. "Tourists are most welcome to use the system and experience the city the way local residents do," Tourisme Montreal's Patrick Guidote says. As urban cycling gains in popularity, following the European example, cities and hotels are offering bike-sharing and bike paths - along with bikes as amenities for guests - as a way to attract visitors and open up a new tourism experience. With the $15-million Bixi - the name blends the words "bicycle" and "taxi" - Montreal is building on its potential for visitors. In an online video, Tourism Montreal blogger "Tamy" recommends pedalling to places slightly off the beaten path: Jean-Drapeau Park, for instance, where you can bike on the F1 Gilles Villeneuve track and then stop for a dip at the Jean-Drapeau beach. The formula for such programs is simple. In Montreal, riders use a member's key or credit card to unlock a bike, pedal it around town and return it to one of 300 solar-powered docking stations. The sturdy aluminum bikes have three speeds, raised handlebars, lights, and tires built for urban cycling. They're also theft-resistant - and come with a modest rental price. The first 30 minutes of every ride is free. After that, it costs from $1.50 for an hour to $5 for a full day of cycling. Bixi is modelled after programs in Europe, including Berlin, Barcelona and particularly Paris. After two years of operation in Paris, a city of 2.2 million, the Vélib' program has clocked 42 million riders - thanks in part to tour guides who lead visitors around the Latin Quarter by bike. If success is based on longevity and popularity, then Bycyklen in Copenhagen is perhaps the biggest success story. Copenhagen brands itself as the City of Cyclists, and 36 per cent of locals travel by bicycle; the city is aiming for 50 per cent by 2015. Founded in 1995, Bycyklen was the first large-scale urban bike-share program featuring specially designed bikes. And it's free: Riders leave a $4.25 deposit, which is refunded when they return the bikes. Its tourism board weaves promotional campaigns with tips on how to experience the city like a local and boasts about its extensive network of bike paths, which expands every year. According to bike-sharing consultant Paul DeMaio, Montreal and other cities are likely to see bike-sharing programs become a favourite mode of transport for visitors. "Tourism improves when visitors can rely on the local transit network, including bike-sharing, rather than needing a car rental," he says. "Tourists get to experience a city more up close when they're biking. They can smell the aromas of the bakeries and enjoy urban life, rather than be frustrated about being stuck in traffic and worried about where to find parking." Given the growth of bike-sharing globally, that sort of experience should be a common part of city tourism within a few years. London plans to unveil its 6,000-bicycle-strong share program by 2010. Boston, Minneapolis, Denver, San Francisco, Chicago, Philadelphia and Phoenix have announced programs for the near future. In New York, the quintessential urban jungle, the city has conducted a comprehensive study to assess the potential for a bike-sharing program. And this summer, the neighbourhood group Alliance for Downtown New York is running its second annual Bike Around Downtown program, which provides the public with bicycle rentals (free for members, and anyone can register online to be a member), including helmets and baby seats. Some of the hippest hotels in North America are also getting in on the action. In New York, the Hotel Gansevoort invites guests to hop on their fleet of ultramodern Puma bicycles, complete with helmets. Chicago's James Hotel stocks trendy Paul Frank-designed bikes for adults and kids that are perfect for a ride down Lake Shore Drive. And in Miami Beach, where visitors are used to seeing fancy cars vying for attention along Ocean Drive, The Raleigh hotel encourages guests to cruise along the boardwalk with their own set of wheels. Bike-sharing programs are designed for short trips, which means there has to be a critical mass of activities that are accessible by bike in order for tourists to embrace the trend, says Jennifer Keesmaat, a founding partner of Office for Urbanism, a Toronto-based planning and design firm. "Cyclists don't stay on their bikes," she says, "They use cabs, buses and their feet to get around, so a network of paths has to tie all of the pieces together." Local governments have to invest in constructing bike lanes, trails and good signage, she argues, before they implement bike-sharing programs. Detroit seems to be getting the idea. This month, it officially unveiled the Dequindre Cut, a walking and cycling trail on an abandoned rail line just outside downtown. It has three access points: the Detroit riverfront, the established residential community of Lafayette Park, and the southern end of Eastern Market, a historic district that is home to a farmers market and restaurants. In a general sense, Keesmaat argues, a strong environment for urban cycling improves a city for its residents and acts as a major draw for visitors. "People measure cities by how easily they can get around. If you're sitting in traffic for hours, you generally don't want to be on the road," Keesmaat says. Of course it is http://www.theglobeandmail.com/life/health/a-battle-of-wheels/article114516… Andre Picard Monday, May. 18, 2009 04:24PM EDT On June 7, more than 30,000 cyclists will take to the streets for the annual Tour de l'Île, a leisurely 50-kilometre jaunt around the Island of Montreal. The event, organized by the non-profit group Vélo Québec, is designed to promote cycling as a healthy family activity and an alternate form of transportation. But, above all, it's supposed to be fun and liberating, the one day of the year when bikes can roll through the city streets unencumbered by cars. Not surprisingly, the Tour de l'Île has had to deal with a backlash from motorists. While the event closes only a fraction of Montreal's streets, and it does so on a quiet Sunday in June, it does lead to some delays for drivers. As a result, some municipalities (the Island of Montreal is home to an incomprehensible mix of boroughs, towns, cities and political fiefdoms) and surrounding suburban communities have banned the Tour de l'Île. It is not coincidental that the most vocal opponents of the activity are commuter havens, where cars rule the roost. But organizers and supporters of the Tour de l'Île have seen through these self-serving complaints and soldiered on, adjusting the course route in deference to the anti-cycling lobby. But now the Tour de l'Île is dealing with a new line of attack: Complaints that the event is not associated with charitable fundraising. Murray Levine, founder of the Philanthropic Athletes Foundation, has led a dogged campaign against the Tour de l'Île, arguing, among other things, that the event should not get tax dollars and taxpayer-supported services (namely police and street cleaners). He argues that this investment - about $600,000 a year - is unfathomable. Mr. Levine wants the Tour banned, unless it aligns itself officially with a charity and promotes fundraising. This line of attack conveniently ignores the fact that taxpayers - even the cyclists - pay billions of dollars each year to maintain the road network and that the only thing car drivers donate daily is air pollution. Just as curious is that Mr. Levine has targeted the Tour de l'Île and not made a big stink about other state-supported, traffic-disrupting events like the Montreal Marathon, the Jazz Festival, the Santa Claus parade, the St-Jean Baptiste parade and so on that do not actively raise money for charity either. Regardless of his ulterior motive - Mr. Levine is, after all, a professional fundraiser - the gadfly raises an intriguing philosophical question. Is the promotion of physical activity - in this case cycling - a worthy cause in itself? Of course it is. Further, should the promotion of physical activity and alternative forms of transport get state support? Again, in a society where obesity and lifestyle-related chronic illnesses are epidemic and where our reliance on fossil fuels is destructive, it is indeed a good investment. Charities play an important role in Canadian society and they have found many creative ways of raising funds. The marriage of healthy activities like biking and raising money for cancer research (the Ride to Conquer Cancer) or running marathons and raising awareness of childhood cancers such as leukemia and lymphoma (Team in Training) is often inspirational. Charity - the giving of one's money or time - is, by definition, voluntary. It should not be mandatory. Many people participating in the Tour de l'Île will use the event as an occasion to raise money for charity and that's wonderful, and they are in no way prevented from doing so. But people should be able to lace up their shoes and saddle up on bikes without setting out to cure cancer or save the world. To suggest that the Tour should not have access to Montreal streets and to city services if they do not actively promote charitable giving is preposterous. What Mr. Levine is suggesting, while no doubt well-intentioned, reflects a much larger problem: The commodification of daily life. Not every activity of daily living needs to have a commercial purpose. Every breath we take need not be associated with the generation of economic activity, either commercial or non-profit. We don't need ads plastered on every sidewalk and subway platform. We can have city parks that are not festooned with the ads of their corporate sponsors. We can have buildings in our public institutions that do not sell off their naming rights in the name of charity. We can run marathons for the sheer masochistic pleasure without having to pester our friends for sponsorship. We can walk our dogs without it being a protest march against dog fighter Michael Vick. And we can bike around the Island of Montreal for a day without it having to be a guilt trip. In our high-octane society, there is, in fact, a refreshing purity to the Tour de l'Île. Cars run riot in the city 3641/2 days a year. Charitable fundraising takes place every single day of the year, and at a furious pace. But on June 7, on the streets of Montreal, there will be a welcome respite: Cycling for the sake of cycling; breathing for the sake of breathing. Families hanging out together without, as a prerequisite, the systemic badgering of friends and relatives for sponsorship. The Tour de l'Île is the type of investment we should make in ourselves and our cities far more often and far more purposefully.

For a handful of weekends strung throughout the summer, several streets around New York City were opened to people instead of cars, bringing the idea of pedestrian streets back into the sun after a three-decade exile in history's dustbin. Transportation Alternatives studied this effort to reintroduce pedestrianization to the streets of New York, documenting three community-driven street events-Summer Space on Montague Street in Brooklyn, the 78th Street Play Street in Queens, and Williamsburg Walks on Bedford Avenue in Brooklyn. The results paint a picture of a New York desperate for more public and community space, and New Yorkers ready to make the most of what they have: * Opening the street to people is a boon to local retail: Montague Street retailers experienced 26% higher sales during Summer Space than on comparable days in 2007, on average. * People who have experienced a pedestrian street want more: before the closure, 42% of respondents said they would visit Montague Street if it were closed to auto traffic; during the closure this number jumped by an additional 30%. * Pedestrianization improves visitors' perceptions of a street: the percentage of respondents who rated the pedestrian experience of Montague Street as "Good" or "Very Good" increased from 79% before the closure to 97% during. * Opening the street to people builds community: 100% of those surveyed at the 78th Street Play Street felt that the event "enhanced the park and farmers' market". * Pedestrian streets encourage walking: during the Williamsburg Walks event, 47% of those surveyed said that they had walked to the event, a 14% improvement over normal levels. The experiences of these three events points to a clear conclusion: thirty years after political expediency killed pedestrian streets in New York City, they are making a comeback. And with the help of dedicated, savvy community organizers, they are successfully bringing new open spaces into the communities that need them most.

Academic, government and non-government sources are used to build a strong case for implementing active transportation opportunities at the local level. Canadian sources are used whenever available. All bulletins are available in English and French. Each bulletin includes evidence that supports the investment of time and resources for active transportation opportunities at the local level. They focus on designing communities for moving people and not cars. Recommended actions to increase and strengthen collaborative partnerships for active transportation are also included. May 7, 2009 RONDEAU APPOINTS MEMBERS TO NEW ACTIVE TRANSPORTATION ADVISORY GROUP Science, Technology, Energy and Mines Minister Jim Rondeau today appointed 11 people to the Active Transportation Advisory Group which will make recommendations for improving Manitoba's active transportation policy and infrastructure. "Having a strong active transportation policy improves our environment, complements our transportation systems, provides better recreation opportunities and enhances our personal and public health," said Rondeau. Appointed to the board are Janice Lukes (chair), Terry Zdan, Anders Swanson, Russell Wychreschuk, Tim Deacon, Marcela Rivera, Mark Cohoe, Pat Locken, Gary Ewen, Murray Haukaas and Steve Paulson. "The creation of the Active Transportation Advisory Group illustrates the province's recognition of the importance of investing in varied transportation choices," said Lukes. "Having transportation choices will have a positive impact on the health, environment and social aspects of our communities." Rondeau noted the group will look at provincial bicycle policy, development of multi-user recreational trails and ways to incorporate both recreational and commuter trails into an overall network. It will also make recommendations on improved signage, bicycle safety, cycling tourism and assess to the economic benefits of active transportation infrastructure. - 30 -

This friendly competition encourages individuals in workplaces and schools to adopt "green" forms of transportation. [Winnipeg Free Press] Winnipeg unveils three bike-friendly initiatives WINNIPEG The city has announced three bike-friendly initiatives for this spring: a new cycling map for Winnipeg, the upcoming Bike to Work Day in June, and a GPS project that will let hundreds of cyclists track their routes around the city. The 2009 Winnipeg Cycling Map replaces a 1999 version commissioned for the Pan-Am games, and is available at bike shops and other Winnipeg stores as of today. To find the nearest location, call 925-5686. The GPS project, dubbed OttoCycle, is run by the Centre for Sustainable Transportation and the City of Winnipeg. Over 900 cyclists can track their routes between May and October to see where potential cycling infrastructure could be built in Winnipeg. Anyone who cycles more than once a week is eligible, and can sign up by emailing Ottocycle(a)uwinnipeg.ca or calling 988-7182. Bike to Work Day falls on Friday, June 19 this year. From: Canstar Community News (The Times) http://www.canstarnews.com/page/story/the_times/3867 Plan for bikeway Powers forward By Avi Saper April 30, 2009 Public input will be a key component of the citys plans to turn Powers Street into a bicycle boulevard by the end of the year, says Winnipegs active transportation czar. Were making a significant change to their neighbourhood, said active transportation co-ordinator Kevin Nixon. They have to be onside with whatever we decide to do. They have to understand it, and they have to be in favour of it. The North Winnipeg Commuter Cyclists, a group of bicycle activists that has been lobbying the city for two years to make Powers more bike-friendly, will be hosting a public meeting at Pritchard Park Community Centre beginning at 6:30 p.m. on May 14. Residents will be asked at the meeting for their thoughts on how to discourage non-local vehicle traffic from using Powers all the way from Flora Avenue to Leila Avenue while encouraging cyclists and pedestrians. That could mean reducing the number of four-way stops along Powers, installing traffic circles at intersections, narrowing certain sections of the road into chicanes and creating speed humps to slow down cars. Theres a degree of guesswork right now on how all this is going to work, said NWCC member Nona Pelletier. We have an opportunity to do something fantastic here and really change the look of the North End. Pelletier and her husband Greg Littlejohn, who is also a member of NWCC, said Powers is the ideal street for the project because plenty of pedestrians already walk on the road and cyclists use the route year-round. The idea isnt that were going to eliminate cars entirely, Pelletier said. That isnt our intention. The idea is to keep the cars going at the same speed as the bikes. Littlejohn said the eventual goal is to have a street that community members especially children can use on a regular basis to get anywhere they might need to go. In order for that to happen, the communitys safety concerns must be addressed, he said. There isnt that much traffic now (on Powers), Littlejohn said. But it is a street where stolen vehicle are sometimes driven, and some people come down here to avoid the possibility of a breathalyzer. The only comparable bike boulevard the city already has is Argue Street in Lord Roberts, which was created last year. Nixon says the city learned some valuable lessons on the importance of public consultation while working on that project, and will be making sure it hears from all residents by the end of June before proceeding on Powers. Trying to determine where traffic will go instead of Powers is a key consideration, Nixon said, as well as how easily pedestrians and cyclists will be able to get from one end of the street to the other. (This site has) a lot of good things going for it, he said. Theres a good crossing with a crosswalk at Selkirk, and Burrows and Inkster both have medians so youre only crossing one direction of traffic at a time. Residents and city planners are sharing an enthusiasm that the project will soon be a reality. Two years ago, the idea that Powers could be a bikeway didnt exist, Pelletier said. Nixon, who has been working on active transportation since July 2007, said city council is making it easy for him to do his job. Its an exciting time to have this job, he said. Theres a lot of political support for this right now.

[Nicely expressed letter in today's Winnipeg Free Press. -cheers, Beth] Letters to the Editor Have your say:Make room for cyclists I work downtown and commute by bicycle along Pembina Highway. I do my best to be respectful of motor vehicle drivers and allow enough room for small vehicles to share the lane with me most of the time. However, due to potholes, gravel/sand build-up, and certain areas where lanes are narrow, I need to take the full lane along small stretches of my commute. For safe riding, this is recommended by the Canadian Cycling Association, and permissible under the Highway Traffic Act. I applaud most drivers, because they are respectful of my safety, and change lanes, or give me ample room within my lane as they pass by me. Unfortunately, I also face daily assaults on my safety by an angry few. Drivers speed by within inches of me, cut me off, honk, and even yell profanities. In fact, the other day I was flipped the bird twice on my way home. This message is aimed at those angry few. If I am taking the full lane, I am doing it for safety reasons. It is not intended to upset you, so please don't show your frustration by putting my life at risk. If you are a large truck or SUV driver, we almost certainly can never share a lane, even if I am far to the right. The width of your vehicle does not allow for a reasonably safety cushion of space between us. You need to change lanes to pass me. Again, I'm not trying to upset you by riding my bike, so please do not show your frustration by putting my life at risk. If you still feel frustrated and angry over having to share the road with me, rest assured, we are on the same side! I don't want to be on the road with you either, but I do not have any other options along Pembina Highway. So instead of aiming your anger at me, and thereby putting my life at risk, I suggest you funnel your anger into a letter to your city councillor demanding the city fast track cycling infrastructure.
