Lester Deane takes over as director of public works, replacing Brad Sacher who unexpectedly resigned in September 2015 after holding the position since 2009. Deane has 30 years’ experience in engineering and joined the city’s public works department in 2003. He had been manager of engineering when he was tapped to assume the acting director position following Sacher’s departure. Coun. Janice Lukes, chairwoman of the public works committee, made the announcement during Wednesday’s executive policy committee. "I’m very pleased to be working with (Deane)," Lukes (South Winnipeg-St. Norbert) said. "Going forward he’s going to be doing great things in the role as director." Before joining the city, Deane worked with the Ontario Ministry of Natural Resources and later with Manitoba Infrastructure and Transportation. Deane is the fourth senior personnel appointment to occur at city hall since Brian Bowman was elected mayor in October 2014. *March 2015*, Doug McNeil was hired away from the province, where he was the deputy minister of infrastructure and transportation. The CAO’s position had been held by senior staff on an interim basis since October 2013 when Phil Sheegl left the job amidst council concern over scandals involving several high-profile projects. COO Deepak Joshi was initially given the post of acting CAO but he was suspended by Bowman in January 2014 and retired the following month. COO Michael Jack was then acting CAO until McNeil’s arrival. *September 2015*, John Kiernan, promoted to director of planning, property and development. Kiernan has been with the city since 1990, starting in the parks department as a strategic planner and project manager. He had been the manager of urban design since 2010. Kiernan replaced Barry Thorgrimson, who retired in December 2014. *November 2015*, Felicia Wiltshire was hired to fill the newly created post of director of corporate communications. Prior to Wiltshire’s hiring, the head of corporate communications was a manager, Steve West, who in July 2015 was re-assigned to the newly created post of manager of strategic initiatives in the corporate support services department. Wiltshire has an extensive background in communications. Bike Winnipeg 2015 Bicycle Counts Report

Bike Winnipeg's 2015 Bicycle Count Report is now available here <http://bikewinnipeg.ca/2016/01/07/2015-winnipeg-bicycle-counts-report/>on our website. There is strong evidence that even the limited construction of new cycling infrastructure that has occurred since 2009 has had a positive impact on the numbers of cyclists in Winnipeg. This year’s bike counts and analysis suggest that there has been substantial growth in cycling but that this growth has stalled. In 2015 the City adopted a new pedestrian and cycling strategy with more ambitious goals. If this results in a more substantial investment in cycling infrastructure we can expect to see increased cycling levels in the future. A big thanks to Bike Winnipeg director Jeremy Hull who organizes the yearly counts and produces this detailed report for us. Thanks as well to the many volunteers who donate their time to undertake the actual counts. This year we had 86 counts at 25 different locations. Cheers, Mark Cohoe Bike Winnipeg

[Here is today's editorial followed by the initial article.] One-metre rule for bikes: it’s a start http://www.winnipegfreepress.com/opinion/editorials/One-metre-rule-for-bike… Good on Premier Greg Selinger for getting behind a backbencher’s bill to impose a rule that vehicles leave one metre for cyclists on the road But it is just a start for the provincial government — and it should get the support of all parties — that has been relatively uninterested in promoting cycling for commuters. At present, the Highway Traffic Act (HTA) requires motorists to be prudent, but doesn’t set out a distance they must keep from cyclists. That leaves too much discretion for some drivers. Some don’t realize how vulnerable cyclists feel on the road; others don’t care. A rule that requires motorists to leave three feet of grace for cyclists would compel drivers to be more watchful. The HTA requires cyclists to keep as close to the right curb as practicable (which recognizes they are slower and don’t have to impede traffic). But the rule is meaningless when the road, curbside, is so pocked and cracked it is dangerous to ride on. Riding in the centre of the lane disrupts motorists. It’s irritating if it goes on for more than a minute, because urban speed limits are geared for vehicles and to expedite traffic. Cyclists, too, forget or ignore their duties under the HTA, stoking resentment and outright hostility between commuters. And this is going to increase as more Manitobans, particularly Winnipeggers, commute by bike. That puts a lot of pressure on municipalities, which shoulder the burden of designing streets and infrastructure to make way for cyclists and pedestrians. But cities alone cannot afford the cost of shifting infrastructure, in a reasonable timeline, to accommodate cyclists safely. The one-metre rule, if it passes, will show just how much work needs to be done. It will reveal how ill-suited the streets are now to melding bicycles and cars, especially in winter. Narrowed (by snow or potholes), single lanes of opposing traffic will see cyclists holding up traffic on busy roads. Separated bike lanes are the safest and are shown to encourage commuters to leave the car at home. While they don’t have to be expensive — cement planters can work in place of a fixed curb between the bike and the car — separated lanes do need changes to road design, especially at intersections and bus stops. They have to be continuous, and connected to routes into the suburbs. This requires planning, preferably on a regional basis. It requires commitment by governments that make moving people into alternative modes of transportation a priority. The Selinger government has been lazy on that point. Some of its infrastructure programs mention active transportation, but there is little dedicated funding for municipalities that face tearing up asphalt to lay down new track. And it’s doubly overwhelming for winter cities, where even pedestrians are discouraged because sidewalks aren’t plowed regularly. Other jurisdictions are spending the time, money and effort to push walking and cycling. New York is one example, reworking in a short time its busy streets into a can-do model for cyclists, but not without conflict and acrimony. Closer to home, Minneapolis has invested huge sums to start the shift from a car culture. Across the sea, more cities are taxing motorists more aggressively, some to provide financial incentives to cyclists. Meanwhile, Manitoba has the second-lowest fuel tax in Canada, and Alberta is about to close the gap. There’s no shortage of ideas and evidence of what works. Mr. Selinger’s green plan does not put enough muscle behind pushing the transportation sector — a big driver of greenhouse-gas emissions — to be greener. It can’t meet its goals on GHG cuts unless a lot of cars get off fossil fuels and more commuters get out of cars. There are proven ways to do that. Selinger says a call to force drivers to move over at least one metre when passing a cyclist is "a great idea" that he would like to see become law. "Safety for active transportation makes sense. It's part of having a more livable city," Selinger said in a recent interview. "It's in the interests of both parties to have a respectful understanding of what the zones of safety are." Ontario recently passed a one-metre law and one of Selinger's backbenchers, Dave Gaudreau, wants Manitoba to follow suit. Gaudreau has put forward a private member's bill in the legislature and Selinger said he'd like to see it become law. However, the bill is one of many currently on the agenda and the legislature is scheduled to sit for only 12 days before the campaign begins for the April 19 election. Whether there is enough time to pass the bill will depend partly on the opposition, Selinger said. Manitoba's Highway Traffic Act currently requires motorists only to keep "a safe distance" when passing cyclists. Gaudreau has said specifying a one-metre rule will make things more clear and ensure cyclists are given ample room.

Vancouver reasserting itself as cycling leader

*Vancouver aims to reassert itself as a North American cycling leader* In 2015, the City of Vancouver reported an unprecedented 1.4 million bike trips over its Burrard Bridge, and 50% of all trips being made by foot, bike, or transit (five years ahead of its 2020 goal). The AAA (all ages and abilities) bike network, established between 2009 and 2014, helped the City achieve these successes. In 2016 the City will begin implementing its five-year plan that lays out a dozen new AAA routes, roll out its public bike share program in late spring/early summer, and complete safety upgrades at key intersections. Janice Lukes eyes review for sidewalk, bike lane snow removalThe south Winnipeg councillor says citizens should get their say as well. http://www.metronews.ca/news/winnipeg/2015/12/22/janice-lukes-eyes-review-f… As crews near the end of a citywide plow operation following last week’s dump of snow, one Winnipeg councillor believes the time is right to examine how service can be improved for those on foot and two-wheels. Janice Lukes is inviting locals to give feedback on her website about the city’s clearing of sidewalks and bike routes, which make up the city’s active transportation network. “Changing a policy is not easy, but if it’s for the betterment of mobility in our city then that’s what we must do,” she said Monday. “We can’t hibernate in the winter. We need to be active. The money it saves us on healthcare alone is significant.” Lukes says although the city’s policies around active transportation have evolved, there’s been a dramatic increase in peoples’ desire to walk and bike year-round. That’s why she questions how conducive current snow removal standards are to active transportation during winter. For example, she points to the fact clearing of sidewalks and bike routes are tied to the priority level of adjacent streets. “Is that correct? In some cases, absolutely. In others, not so,” she said. Mark Cohoe, chair of advocacy group Bike Winnipeg, calls the policy car-centric and says it results in a “hit or miss” clearing of bike paths and unpredictability for cyclists. “Those (priority) routes aren’t necessarily the routes that people are taking by bike,” he said Monday. Having a periodic review of the city’s snow clearing policies as they relate to accessibility is critical, says Allen Mankewich, spokesperson for the Manitoba League of Persons with Disabilities. “In order to enjoy all aspects of the community as everyone else does, we need to be able to get around,” he said. “A lot of people tend to not go out as much in the winter if they do have mobility issues.” Lukes said the feedback collected would be discussed during a series of upcoming sessions, brought to experts, and the city’s active transportation advisory committee. “It’s time for a new look,” she said. “Do we up the budget? Do we reallocate what’s in the budget we have?”

Best Practices Guides webinar slides

Hi everyone, Wanted to share a few highlights from yesterday's APBP webinar on Best Practices Guides along with the presentation slides and a resource list. It was a bit surprising to remember that there wasn't a lot of design guidance for pedestrian and cycling infrastructure till about 5 years ago. Since then it's exploded, with new guides coming out regularly to reflect new experience and learnings, or to expand on specific types of infrastructure (such as protected bike lanes <https://www.massdot.state.ma.us/highway/DoingBusinessWithUs/ManualsPublicat…> ). Key points that stood out for me: - It's not a question of one set of design guidelines over another – there is no hierarchy once you get beyond standards that must be met. - Instead, the variety of guidance allows flexibility to make the best facility choice for the specific context (i.e. flexibility is not meant to be a free-for-all to choose a poor or compromised solution). - FHWA partnered with The Pedestrian and Bicycle Information Center to create a *Design Resource Index <http://www.pedbikeinfo.org/planning/facilities_designresourceindex.cfm>*. This allows you to quickly scan where to find the relevant section for specific types of infrastructure in a variety of design guidelines (all US-based), so you can compare and find the solution that best fits your context. - It's not an either/or choice for a jurisdiction when deciding whether to use existing guidelines or develop their own. There may be some local context or unique characteristic (e.g. winter maintenance) that justifies expanding or adding to existing guidelines. Pembina Highway Rehabilitation Project - Grant to Osborne

Hi, The City has put out an RFP <http://winnipeg.ca/MatMgt/FolderContents.asp?FOLDER_NAME=1055-2015&YEAR=2015>for rehabilitation work on Pembina Highway between Grant Avenue and Osborne Street. The rehabilitation includes buffered bicycle lanes, but it doesn't seem to offer a lot of help for anyone wanting to make a turn off of Pembina (say at Warsaw or at Grant),and makes some pretty significant changes to the pedestrian corridor that leads people from the south side of Corydon across Pembina Highway, without making any improvements to help get people on bikes from Corydon onto the Donald Street Pathway. Calgary Herald: Women cyclists already surpassing targets

The pilot project of barrier-separated bike lanes [in downtown Calgary] opened in June with the hope of improving safety, comfort and connectivity for cyclists in the centre city. One of the project’s objectives has been to increase the number of women cycling, a target that in many areas of the network has already been exceeded. “They make me feel so much more comfortable on the road,” said Cleaver, who plans to commute by bike all winter from her home in Sunalta to Stephen Avenue. “I feel a little bit more visible. London's New Bridge For Pedestrians Solves a Common Problem With Clever Engineering

Bystrup came up with a clever and simple solution: They coiled the necessary elevation gain into a spiral at each end, looping cyclists and walkers around a circular path that hangs from the suspension cables at each tower. It will be interesting to see if this gets implemented, and to think how this could apply to Winnipeg's infrastructure.

CBC: Private member bill would require motorists to give cyclists 1 metre

A Manitoba politician is pushing for a new law that would require motorists to stay at least one metre away from cyclists whenever they pass them. Dave Gaudreau, a NDP government backbencher, is putting forward a private member's bill this week that would require vehicles to obey a one-metre buffer zone around people on bikes. It would change the current Highway Traffic Act, which only requires motorists to keep "a safe distance" when passing cyclists. Giving someone physical space doesn’t mean you’re a prude, it means you understand social consideration. You wouldn’t rest and arm on your buddy’s shoulder while you’re both at the urinal, so why would you crowd a cyclist while passing on a street (hopefully on a straight road with a safe break in traffic). Winnipeg-Groningen connection

In the AT community, we tend to think of the Dutch city of Groningen as the "The World's Cycling City <https://vimeo.com/76207227>" (video) and "the city where bikes rule the road". But it turns out that Winnipeg has a very personal connection with Groningen. It was taken during a lighter moment while serving Canada in the Second World War. They had just finished latrine duty and were hamming it up for a photo outside the latrine they'd just cleaned. It was one of the last photos of them together. Fred Butterworth was gunner in the lead tank of the lead squadron entering the Dutch city of Groningen in fall 1944. Brothers Fred, 22, and Stan, 20, from Winnipeg, had joined the military together, trained together, shipped overseas together and were both gunners in the Fort Garry Horse regiment. But when it came to being deployed, the Canadian military had a policy of splitting up family members so an entire family couldn't be killed in one assault. So Fred was in B Squadron, and Butterworth was in A Squadron. There were 60 tanks to a squadron. Fred's tank rumbled through the occupied city of Groningen, with row houses on one side and a sports field on the other. It was a nervous time: no one knew where the enemy was hiding. Suddenly, a German soldier jumped from between the buildings, raised a bazooka to his shoulder and shot straight into the tank's turret where the gunner, Fred, was stationed. "A Sherman tank is not a heavy tank and doesn't have the armoured protection a lot of other tanks have," Butterworth explained. Fred was killed almost instantly. The tank veered towards the buildings and crashed. Fred's last act was to somehow fire the tank's cannon, shooting into the buildings and setting them ablaze. Butterworth told the story while in Steinbach last week to visit some collectors of military vehicles. Rob Fast and Harold Kihn both have an impressive array of restored military equipment. Butterworth was particularly interested in Kihn's Sherman tank, one of only three in Canada still running, a near-replica of the one he fought in. The Free Press tagged along to plumb Butterworth's memories. Of the three other men in that tank in Groningen, the crew commander was badly wounded and the tank operator was slightly wounded; the driver climbed out of the tank and into the burning buildings, only to be captured. His capture lasted only a few days. It was a four-day battle. Canadian troops successfully liberated Groningen, but at a cost of 43 Canadian lives. Groningen was part of the Battle of the Scheldt Estuary. Allied soldiers were advancing quickly into Europe but running out of supplies. A contingent of mostly Canadian troops was assigned to clear the German-controlled Scheldt Estuary, which blocked the port of Antwerp. The battle lasted two months, with Canadians making up half of the 12,873 Allied casualties, but the Allies prevailed. Butterworth wrote his parents shortly after his brother's death. "It was a difficult letter to write," he said. "I told them just what happened, the fact that he didn't suffer and he was buried, and the Dutch people had placed a lot of flowers on his grave." This is where the term "soldiering on" comes from, because that's what Butterworth did. "Just carry on," he said, when asked how he managed. "I was a member of a crew. The war was not over. We had to go on from there." Butterworth was part of the final push that ended the war. From February to May 1945, he lived out of a Sherman tank like the one stored in Harold Kihn's garage in Steinbach. The quarters were so cramped they always bumped into each other. At night, they slept outside beneath the tank. One of Butterworth's two sons is named after Fred, and Butterworth has been back to the Bergen op Zoom Cemetery in the Netherlands four times to visit his brother's grave. Groningen, a city of about 200,000, hasn't forgotten. In 2012, a film crew arrived in Winnipeg to shoot a documentary about Butterworth's brother. It's part of an exhaustive record of those who sacrificed, compiled by a government agency called the War and Resistance Centre of Groningen. The crew spent five days in Winnipeg, then flew Butterworth to Groningen for a week. The cover of the DVD, of which Butterworth has a copy, is embossed with a photo of the brothers when they were two and four years old. Butterworth most recently visited Groningen last summer, again as the city's guest, for a ceremony marking the 70th anniversary of the liberation. He may be 91, but he doesn't look, act or move like someone his age. Seven members of his family, including grandchildren, accompanied him. Butterworth stayed for more than a month in Groningen, with his meals and accommodations paid for. He greatly appreciates how the Dutch people remember and honour the sacrifice of Canadian troops. Some cities have named streets after the hometowns of soldiers, including Winnipegstraat in Doetinchem, and Torontostraat in Rotterdam. SUVs more deadly to pedestrians and cyclists

Good article in the Globe that explains, in part, why our roads are more dangerous for pedestrians and cyclists than European roads: http://www.theglobeandmail.com/globe-debate/why-the-suv-mentality-needs-to-c hange/article27172486/ Recently, four-year-old Arisa Ahmed and her seven-year-old sister, Ayra, were struck by a Mercedes SUV while crossing the street in front of their school in a residential neighbourhood of Markham, a northeastern suburb of Toronto. Arisa was killed and Ayra was taken to hospital with serious injuries. Every aspect of this collision will be investigated. But as traffic authorities consider installing the speed bumps and stop sign that residents say they have been requesting for years, one factor will escape scrutiny: the vehicle that did it. We in the land of cheap gas and vast geography like our cars big and powerful. A combination of psychological and design factors make large passenger vehicles such as SUVs much more of a threat to pedestrians and cyclists than standard passenger cars, a fact that deserves attention as a larger class of vehicle comes to dominate our roads. Within a generation, the sport utility vehicle has gone from a fringe phenomenon to the new normal. According to industry analyst Dennis DesRosiers, SUVs represent the fastest-growing segment of Canadas vehicle market, with sales tripling in the past decade as those of passenger cars have shrivelled. SUVs are the vehicle of choice for young families, thanks in part to their ample interior space and cachet, but primarily because we think theyre safe. Despite research on their rollover risk, slower braking times and poorer handling, were convinced that the basic laws of physics pertain: If it comes down to a highway encounter between a Fiat two-door and a GMC Yukon, we know where wed rather be. When we say safe, were thinking in terms of occupants, picturing our little bundles of joy packed into the back seat, and not pedestrians, face to face with the front grille, invisible to the driver and, assuming the vehicle is in motion, doomed. Researchers at the University of Michigans Transportation Research Institute have concluded that a pedestrian hit by an LTV (light truck vehicle, which includes minivans, pickup trucks and SUVs) is more than three times more likely to be killed than one hit by a car less due to the vehicles greater mass than due to its height and the design of its front end. A pedestrian hit by a passenger car will, with luck (a relative term), be struck in the legs and sent over the hood. An LTV will probably strike a pedestrian with its blunt hood for adults, at the level of the torso, home of the vital organs; for kids, the level of the head. The LTV will then knock 65 per cent of adults and 93 per cent of children to the ground, where they have a good chance of being run over. The good news is that, with safety technologies continually improving, the total number of accidents and fatalities on Canadian roads is in steady decline. The bad news is the portion of those fatalities that are pedestrians and cyclists continues to rise. Studies show the more convinced a driver is of the safety of his own vehicle, the more careless he is in its operation. As a first step toward mitigating this risk, we need better data. In Ontario, the municipal and provincial statistics on pedestrian collisions use the term automobile to cover everything that is not a van, truck, bus or streetcar. With automobiles causing nearly 10 times more deaths than any other type of vehicle, this figure needs to be broken down into categories employed by automotive engineers so research can be correlated. We should also consider tougher testing. Having taken my drivers exam in both Ontario and Germany, I would liken the former to hard-boiling an egg and the latter to mastering a soufflé. The Germans insist on knowledge of the vehicles inner workings and the relationship between mass and velocity, and hyper-vigilance with respect to pedestrians and cyclists. Young Germans grumble about the failure rate of 30 per cent on the driving exam, but their country sees one-third fewer pedestrian fatalities per capita than Canada. As an SUV-driving friend said to me, I feel like Im insulting my car when I drive 30 kilometres an hour, referring to the speed limit on many residential streets in Toronto. The cars begging to do more. Let it beg. And drivers must bear in mind that the more ensconced and elevated our vehicle makes us feel, the more likely we are to ruin the life of a non-vehicular fellow being.

It was no joke. It seems that having a bikeway right outside your front door is good for your health *and* the value of your house. The City of Sydney’s network of separated cycleways have attracted their unfair share of controversy; threats of legal action, opposition from traders and a protest rally ironically attended by 200 pro-bike lane supporters and no opponents. <http://blogs.crikey.com.au/rooted/files/2011/05/bourkest.jpg> Fairfax interviewed Nic, a local real estate agent, who said that the Bourke Street bike path has had a “positive effect and influence on sales in the area” as well as Don, an owner-builder, selling a recently renovated million dollar property. Don explained the combination of a garage at the rear and the bike path out the front had added a premium of $100,000 to his house. Like many, Don had been sceptical, particularly because of the loss of on-street car parking, but now that the Parisian style bike boulevard with gardens and street lamps has been finished, even he agrees that Bourke Street “looks good”. There is no denying that Bourke Street is beautiful; lined on either side with grand Victorian homes, exquisite cafes and a stunning canopy of trees. The bikeway has, as Lord Mayor Clover Moore says, made Bourke Street, “a very special street”. We all want to live on a beautiful street and we all want to know what the tangible benefits of improved social infrastructure could be to our street, our neighbourhood our city. So should we, and can we, use economics to support the case for more safe and separated bikeways in our cities? Yes we should. But, implementing anything that requires changes to on-street car parking is controversial because many traders believe, rightly or wrongly, that customers will go elsewhere, that ‘convenience’ will be destroyed and that bike riders don’t spend money. Research in 2007 <http://colabradio.mit.edu/wp-content/uploads/2010/12/Value_of_Bike_Parking_…> [PDF] by Alison Lee sought to identify the economic value of replacing car parking with bike parking in shopping strips. The case study in Lygon Street Carlton in Melbourne showed that cycling generates 3.6 times more expenditure. Even though a car user spends more per hour on average compared to a bike rider, the small area of public space required for bike parking suggests that each square metre allocated to bike parking generates $31 per hour, compared to $6 generated for each square metre used for a car parking space, with food/drink and clothing retailers benefiting the most from bike riders. A model developed in the US, as part of research that examined factors affecting property values in Delaware, showed that a bicycle path would be expected to increase property values by about US$8,800. The research done by David P. Racca and Amardeep Dhanju <http://128.175.63.72/projects/DOCUMENTS/bikepathfinal.pdf> [PDF] in 2006 indicated that the presence of a bike path either increased property values and ease of sale slightly or had no effect. A study in Pittsburgh found that both property owners and real estate agents both agree that bike paths led to increases in business and property selling prices. Although these increases in value cannot be strictly linked to the bikeway, the increase is noteworthy. Pittsburgh is not an isolated case. Realtors in North Carolina reportedly <http://documents.publicworks.houstontx.gov/documents/divisions/ecd/research…> added US$5,000 to the prices of 40 homes adjacent to the Shepherd’s Vineyard Bikeway. Similarly results from the 1999 Bicycle Plan <http://vancouver.ca/engsvcs/transport/cycling/documents/1999bikeplan.pdf> by the City of Vancouver indicated that 65% of realtors would use the bikeway as a selling feature of a home. Another study in 1997 showed that bike paths were placed third in a list of thirty-nine features that home buyers defined as crucial in persuading them to buy a home in a new community. These case studies provide a basis for action and demonstrate that bikeways can help to support a diverse and resilient economy with positive benefits for individuals. The fundamental problem we have in Australia is that we need to improve our data collection efforts. It is impossible to monitor change if we don’t measure change. A prime example is Brisbane’s South East Freeway Bikeway, adjacent to the M3 Motorway, designed for commuter cyclists. The bikeway is predominantly used by male cyclists for longer distance commuting trips with almost all trips made during the morning and afternoon peaks. We know who is using this established bikeway now but we have little knowledge of cycling behaviour in the area prior to the bikeway and no contestable evidence of people relocating to the area to use the bikeway. Without this ‘before’ and ‘after’ evidence cycling, as a transport option, is powerless to compete for government funding. Bikeways cost money and their merits are often called into question. If we really want cycling to be a central part of our cities more data is needed to show a direct correlation between a city’s bikeway program and the city’s economy. Planners, engineers, economists, policy officers and decision makers alike, need to increase the quantity and quality of pre and post construction data collected. They also need to develop a consistent methodology to justify and evaluate the benefits. Finally they need to work in partnership with business associations to measure and monitor change, in an objective manner, with appropriate scale analysis. Despite the early controversy to change, Sydney’s Lord Mayor knows the bikeways have been a success. Votes for her in the polling booths close to the bikeways have been maintained or increased… seems like bikeways can be good for wallets, waistlines and the pollies that support them. *Rachel Smith is a Principal Transport Planner with AECOM in Brisbane. Calgary to plow downtown protected bike lanes through winter

Snow plows moving quickly to clear bike lanes this winter http://www.660news.com/2015/10/27/snow-plows-moving-quickly-to-clear-bike-l… This will be the first winter for Calgary’s cycle track pilot project, and some are wondering what it will mean for snow plowing. Brittany Kustra is with the City of Calgary’s roads department and told 660 NEWS how it will work. “The cycle track is all on priority one roads so they’ll be cleared within 24 hours after the snow has stopped falling. Those marked on-street bike lanes are priority two roads which means they will be cleared within 48 hours after the snow stops falling,” said Kustra. Crews will use a special piece of equipment called a weele to clear the bike lanes themselves. One note, the green posts dividing the downtown cycle track from car traffic will be staying, and that could make it more difficult for the plows to move the snow off the street.

An interesting study looking at the makeup of London cyclists and why some people (and ethnicities) don't cycle. It’s one of several new measures the city is recommending as the province revises its Highway Safety Code to improve cyclist safety. Transport Minister Robert Poëti is expected to outline the new measures in the fall session of the National Assembly. On Monday, the city of Montreal unveiled its recommendations for how the code should be changed. The general thrust of its suggestions would give cyclists greater mobility, while working to prevent serious accidents, like dooring, when a driver opens a car door and hits a cyclist. Dooring is a serious problem, Montreal Mayor Denis Coderre said, accounting for about one fifth of all major injuries to cyclists in the last year. While Ontario has upped the fine for dooring to $1,000 plus three demerit points, the penalty in this province is $30. “We need to protect the most vulnerable,” Coderre said. “When one fifth of accidents are because people open their doors, and there’s only a $30 fine, do you think that’s enough?” He said even if the city’s requested changes would legitimize common illegal behaviour among cyclists, such as going through stop signs, they will have to be responsible. “We have to be sensitive to the reality, but cyclists also have to follow the rules,” Coderre said, adding that cyclists will have to watch out for pedestrians. The new proposed rules were welcomed by Montreal Bike Coalition spokesperson Daniel Lambert. “We made a few recommendations to the transport minister, and these support our position, so we’re happy about that,” Lambert said. Marianne Giguère, the Projet Montréal spokesperson for cycling issues, also welcomed the city’s position, but said along with new rules, the city must improve markings on the streets and signs on the road to give more place for cyclists. She said more bike boxes <http://montrealgazette.com/news/local-news/montreal-cycling-bike-boxes-new-…> should be painted on the roads, so cyclists have a safe place to stop at intersections. Here is the list of rules the city would like to see changed: *1. Introduce the principle of prudence. *Put the onus on drivers to watch out for cyclists. This is to recognize that cyclists are more vulnerable than motorists, so motorists should take this into account when sharing the road. *2. Allow ‘Idaho stops’ for stop signs. *Idaho stops, named after a measure first adopted in the northwestern state, allow cyclists to treat stop signs as yield signs, obliging them to slow down or stop for people crossing in front of them. If there are no people crossing, cyclists can merely slow down and continue without making a full stop. However, the city is opposed to allowing this practice at red lights. Cyclists should also be permitted to cross at walk signals when there is a red light for cars. *3. Reduce the risk of dooring. *Remove the obligation for cyclists to ride on the extreme right side of the road. This allows cyclists to ride where they feel comfortable, and also reduces the risk of dooring. Dooring should be included in the province’s definition of a road accident, and stiffer fines should be imposed on drivers who hit cyclists with their doors. The rule for passing should change to require cars to leave at least one metre between them and cyclists. The current rule merely says there should be “a safe distance.” *4. Permit cyclists to ride between two lanes of traffic, and even on sidewalks in some cases.* Young children should be permitted to ride on the sidewalk, and cyclists should also be allowed when there is construction on the road, or when there is an underpass that is considered unsafe for cyclists to ride on the road. Cars turning right should yield for cyclists going straight in the same lane. Cyclists should be permitted to ride in reserved bus lanes when space allows. *5. Stiffer fines, but no demerits for cyclists. *Increase fines for cyclists, which are currently in the $15 to $30 range. However, cyclists who break the law should no longer be issued demerit points, because not everyone has a drivers’ licence, and that is an arbitrary and unfair penalty. *6. Define the term bicycle. *That term should exclude scooters. Skateboards, in-line skates and electric wheelchairs should be permitted on bike lanes. The city already tolerates these modes of transportation in that space. *7. Prohibit the use of cellular phones and earphones while riding.* *8. Prohibit riding a bike under the influence of alcohol or other substances.* *9. Permit cyclists to ride side-by-side when space allows.* *10. Do not require cyclists to wear helmets.* Such laws in other jurisdictions have resulted in fewer overall cyclists on the road. *11. Revisit the law on reflectors and lights to make cyclists more visible.* *12. Change the rule on brakes.* Currently, the law requires a brake on the back wheel. Many residential streets are seeing the top speed drop to 30 kilometres per hour, down from 40 km/h. A total of 387 kilometres of roads in East York in the old City of Toronto will make the switch starting today. Some 4,400 new 30 km/h signs will be going up on residential streets. One resident told CBC News he's happy to see the speed limit reduced. "There's children all over the place here and you have to be careful," he said. Toronto and East York community council unanimously voted for the change in June at a cost of $1.1 million. This followed the 2014 death of Georgia Walsh who was hit and killed <http://www.cbc.ca/news/canada/toronto/toronto-girl-7-dies-after-being-hit-b…> by a van at Millwood and McRae in Leaside. Her death created a groundswell of support to bring down the speed limit. Critics of the change say bringing down the speed limit also requires greater enforcement on local roads. The city is hosting community consultations on three separate planned projects and looking for public input. The projects will target pedestrian and cycling improvements in downtown, West Alexander, and northwest Winnipeg. “These projects will make it safer, easier and more enjoyable for Winnipeggers to walk or ride a bike,” Scott Suderman, the city’s transportation facilities planning engineer, said in a statement. “They will improve transportation options for citizens of all ages and abilities, while ongoing public consultation will ensure the input of local stakeholders will be taken into account in the design of each project.” The projects are part of the pedestrian and cycling action plan that city council approved in May. The downtown project is a bike lane system that aims to connect The Forks to the Exchange District; in West Alexander, a pedestrian and cycling corridor would connect McPhillips Street to Sherbrook Street; and the third project would take an existing hydro corridor and create a pathway in the northwest region of the city. Ciclovia count anyone?

Last year there was a coordinated count at a few locations along the Ciclovia route using CounterPoint <http://counterpointapp.org> our designed-in-Winipeg traffic counting app. I am curious what it will be like one year later. I'll personally be doing one for fun in the Mostyn-Balmoral-Westminster corridor, since I am convinced it would be Winnipeg's next great protected bike lane. *If anyone is planning on attending Ciclovia, has a smartphone, and wants to do a count from 1-3 at one of the counterpoints along the route, send an email to info(a)counterppointapp.org <info(a)counterppointapp.org>. * You can even try out the new gender bike count <https://www.facebook.com/CounterPointApp/photos/a.206350762875837.107374182…> and get some interesting results on the gender split instead. The Economist: Cities are starting to put pedesetrians and cyclists before motorists (05Sept2015)

Thanks to Dan Prowse for sharing this article. * * * * * Cities are starting to put pedestrians and cyclists before motorists. That makes them nicer—and healthier—to live in http://www.economist.com/news/international/21663219-cities-are-starting-pu… AT 6am on a sweltering Sunday the centre of Gurgaon, a city in northern India, is abuzz. Children queue for free bicycles to ride on a 4km stretch of road that will be cordoned off from traffic for the next five hours. Teenagers pedal about, taking selfies; middle-aged men and women jog by. On a stage, a black-belt demonstrates karate; yoga practice is on a quieter patch down the street. Weaving through the crowd dispensing road-safety tips is a traffic cop with a majestic moustache. Gurgaon’s weekly jamboree is called Raahgiri (“reclaim your streets”). Amit Bhatt of EMBARQ, a green think-tank, started it in 2013, inspired by Bogotá’s ciclovia, pictured above, for which Colombia’s capital closes 120km of streets on Sundays and holidays. Such events are part of a movement that is accelerating around the world. Cyclists and motorists have never liked sharing the road. In “A Cool and Logical Analysis of the Bicycle Menace”, P.J. O’Rourke, a car-loving comic, grumbles that “one cannot drive around a curve” without meeting a “suicidal phalanx” of “huffing bicyclers”. Casey Neistat, a New York cyclist who was fined $50 for not riding in a bike lane, made a film of himself crashing into some of the unkindly parked cars that so often make that impossible.From Guangzhou to Brussels to Chicago, cities are shifting their attention from keeping cars moving to making it easier to walk, cycle and play on their streets. Some central roads are being converted into pedestrian promenades, others flanked with cycle lanes. Speed limits are being slashed. More than 700 cities in 50 countries now have bike-share schemes; the number has grown by about half in the past three years. Many cities are exploring ways to keep petrolheads and pedalophiles apart. Over 100, particularly in Latin America, close some roads to cars on weekends. Paris is leading the way in Europe, closing over 30km; Dublin and Milan plan to banish cars from their centres. Even Los Angeles (a city Steve Martin, a comic actor, satirised by getting in his car to drive three paces to his neighbour’s house in “LA Story”) recently announced plans for hundreds of miles of bus and cycle lanes. In the rich world, these measures follow improvements in public transport—and congestion charges and other policies that make driving and parking in many cities a misery. The number of cars entering central London has dropped by a third since 2002. Three-fifths of Parisians owned a car in 2001; now two-fifths do. And some people are shifting from public transport to walking or cycling: a fifth as many journeys in London are now made by bike as on the Underground; 15 years ago, only a tenth were. All this makes cities safer and nicer, planners say. London hopes to attract footloose talent this way, says Isabel Dedring, its deputy mayor for transport. The International Transport Forum, a think-tank, predicts that by 2050 the world’s roads will have to cope with 2.5 billion cars and light trucks, three times as many as today. Almost all the growth will be in developing countries. Some cities are building rail and subway systems; others are creating rapid-bus lanes. India plans to expand or launch rapid transit in 50 cities. But safety is often neglected. The best way to get more people walking is to slow down traffic citywide, says Guillermo Peñalosa of 8 80 Cities, a Canadian lobby group. Slower traffic makes neighbourhoods quieter and safer. More than 80% of pedestrians hit by cars moving at 65kph die; at half that speed only 5% die. A 25mph (40kph) speed limit went into effect in New York last year. London recently cut the speed limit to 20mph on more than 280km of its roads and is getting rid of pedestrian-unfriendly giant roundabouts. In September Toronto will slow down traffic on more than 300km of its roads. Four wheels bad, two wheels good In cycling, Amsterdam and Copenhagen are the pacesetters, with a third of trips made by bicycle. More than half of Amsterdam’s residents use their bikes daily. London, New York and Paris all have plans to challenge them. All three cities are expanding their bike-share schemes and building new bike lanes, some on quiet roads with new, lower speed limits for cars, and others running through central areas and separated from motorised traffic. Such schemes can quickly convince more people to start pedalling. They are particularly popular with women, who transport planners say are more nervous than men about sharing roads with roaring traffic and typically make up less than a quarter of urban cyclists. In 2007-2010 the Spanish city of Seville built an 80km network of separated two-way bicycle lanes; the share of trips in the city that were by bicycle went from nearly zero to 7%. In Taipei few women cycled before its YouBike share scheme started in 2009; now they are half of the city’s cyclists. Bike-shares are spreading out beyond city centres and being linked with public transport, says Kevin Mayne of the European Cyclists’ Federation. In Belgium, Germany and the Netherlands some schemes are run by the railways. More than 100 cities have smartphone apps that show which docking stations have bicycles available. Riders of Copenhagen’s GoBike can plot routes and check travel bookings from an on-board GPS. Both bikes and public transport are more likely to be used when bike racks are placed on the front of buses, as in Boston and Washington, DC, and secure parking is provided at rail stations. In 2014 Britain’s transport ministry looked at recently built cycling and walking infrastructure in eight cities. Standard cost-benefit analyses for planned transport infrastructure include a value for the lives saved (or lost) through changes in the number of accidents. Using the same figures for the lives prolonged by increased activity, it found that the cost of the schemes was repaid three-fold—and again in reduced congestion. London’s authorities calculate that if every Londoner switched to walking for trips under 2km, and to cycling for trips of 2-8km, the share who got enough exercise to remain healthy simply by getting around would rise from 25% to 60%. That would amount to 61,500 years of healthy life gained each year. Even once-a-week exercise fiestas can boost health. A 2009 survey of participants in Bogotá’s Sunday ciclovias found that 42% of adults did as much exercise during the event as the World Health Organisation recommends for a week. (It ranks Colombia the world’s most sedentary country: see article <http://www.economist.com/news/international/21663218-sedentary-living-has-r…>.) Only 12% would have done so otherwise. Yet the health gains from walking and cycling rarely feature in transport plans—partly because the benefits are reaped by national health ministries (and the people who get fitter, of course), rather than the cities that build the infrastructure. Britain is trying to align incentives better. Last year London’s transport authority published a “transport health action plan”: a ten-year scheme, backed by £4 billion of government money, that will redesign streets along lines recommended by public-health experts. And the country’s National Health Service (NHS) wants to help cities that are building cheap housing complexes to include health-promoting features, such as cycle routes and playgrounds. As rich cities are, at last, undoing their past planning mistakes, activists in developing ones are trying to ensure that they are not repeated. They are lobbying for safe walking and cycling routes as well as better public transport, and for traffic laws to be enforced—before pollution and inactivity take their full toll. Convincing officials preoccupied with keeping cars moving can be tough: “This won’t work here,” one told Mr Bhatt when he proposed the*Raahgiri *and other ways to make Gurgaon’s streets more pedestrian-friendly. He persisted, getting 200 schoolchildren to cycle up to the city administration’s headquarters to demonstrate public support. His team has since also convinced the city to paint cycling lanes at the side of some streets; barriers will soon protect them from cars. One user is Dilip Grover, a 62-year-old manager of a small firm. Not having cycled since college, he rediscovered its joys after hopping on a free bike at the Raahgiri. He now cycles 10km to work. The Raahgiri has changed attitudes, he thinks: many drivers also participate and now think twice before honking at a pedestrian or jumping a traffic light. The Disraeli Active Transportation Bridge received the Canadian Public Works Association (CPWA)’s 2014 Project of the Year award in the Transportation Category for a construction project valued at more than $5 million. "The Manitoba government is proud Winnipeggers can travel more easily and enjoy public space in healthy ways, thanks to investments like this one in the Disraeli Bridge," Minister of Labour and Immigration Erna Braun said in a statement. "Investments in public infrastructure help build stronger communities and a better quality of life for all Manitobans." "The Disraeli Active Transportation Bridge is a key artery of active transportation in our city and has already served our citizens well," Coun. Janice Lukes (South Winnipeg-St. Norbert), chair of the Standing Policy Committee on Infrastructure Renewal and Public Works, said in a statement. "Active transportation is important for the health, well-being and economic development of our city, and we look forward to expanding our active transportation networks in other areas of Winnipeg." The City of Winnipeg’s Public Works East Yard Complex — located on Thomas Avenue south of Nairn Avenue — was also honoured by the CPWA in the Environmental Category. [Think about it: Assiniboine is currently the Portage Avenue for people on bikes. Winnipeg Trails' email account often gets asked :"We are headed out on our bikes, where can we go for coffee/grab a drink along Winnipeg Trails?" Modern north american zoning is traditionally oriented around roads (think how arterial roads are typically also commercial corridors). Increasingly, the possibilities of transit spurring similar development (think transit quality zones/TOD) is becoming better understood. Pedestrians, of course, are occasionally integrated into the equation esp. in urban areas (increased density, mixed use). However, what about bicycles. Whjat about the opportunities created by new trails. There is little known about the potential of new businesses to take advantage of the places that people on bikes stop. Newly engaged Michael Horbay and Lisa Kappel, both 45, are self-described "avid" cyclists and runners. In summers past, their bikes have taken them across the city, from Bombers games to The Forks and places between. Last year, they cycled to 14 different Folklorama pavilions. This year, they’re hoping to top that, biking to all of the 43 pavilions the festival offers. "Second day in, it’s been an awesome adventure and we’re just, Lisa and I are just pumped," said Horbay Monday evening, the second night of the festival. Already, he and his fiancee had been to three pavilions — Germany, Hungary and Ethiopia — and were about to head out to three more: the Philippines, Portugal and Spain. For two weeks every summer, Folklorama’s pavilions offer Winnipeggers a peek into cultures from all over the globe. Last year’s festival brought out more than 400,000 visitors to the 43 venues, run by more than 20,000 volunteers. Now celebrating its 46th birthday, the festival’s 2015 run began Sunday and will wrap up on Aug. 15. In that time, Horbay and Kappel estimate they will cycle more than 400 kilometres — logging just over 30 the first night and assuming the next 13 will be similar — and catching between two and four shows a day. You’ll be able to spot them by their bright red T-shirts, branded "Cycling Folklorama #seeitall." "Folklorama means a lot to us," said Kappel on Monday. "It’s a chance to experience a holiday within our own city. We get to see the world on our bikes." After sampling a handful of pavilions by bike last year and loving it, Kappel said she and Horbay decided to get serious this time round. "This year, we actually took holidays and re-arranged our schedules for the weeks to make it out to all of (the pavilions)," she said. "Michael sat down, and we got the Folklorama (guide), and a lot of the pavilions are kind of grouped together. We picked the furthest one of the grouping and then we go to the other ones after that." Horbay said the biggest motivation to ride to each event is pretty simple. "You know, cycling is, first of all, a lot of fun," he said. There’s also the added layer of convenience: no worries about finding parking, and Horbay said staff at the pavilions have been "extremely gracious" in helping store the cycles safely — plus, there’s no traffic. Kappel added she appreciates that cycling is easier on the environment than driving around in a car, and both value the chance to challenges themselves and get some exercise. The pair will be tweeting about their journey, using the hashtags #michaelandlisafitnessfun and #seeitall — a challenge in itself, Horbay noted. "The cycling is the easy part, it’s all the social media we have to keep up on," he quipped. More than anything, Kappel said she hopes other Winnipeggers are inspired to catch a Folklorama show — by bike or otherwise. "I think sometimes we (Winnipeggers) tend to not take advantage of things that are offered at home," she said. [sigh..] Councillors hire lawyer to persuade re-vote on contentious transportation plan http://www.winnipegfreepress.com/local/Councillors-hire-lawyer-to-p-3203271… A trio of Winnipeg city councillors opposed to portions of the city’s controversial pedestrian and cycling strategy are calling for a re-vote after they produced a legal opinion that found there were no grounds to block debate to the amendments they were proposing. Couns. Russ Wyatt, Ross Eadie and Jason Schreyer hired local lawyer Dave Hill following the July 15 council meeting, where Speaker Devi Sharma — on the advice of the city clerk — refused to allow debate on the 20 amendments to the strategy. Sharma ruled the city’s procedure bylaw limits the number of amendments to a motion to two, and that was taken up by two friendly amendments already put forward by Couns. Scott Gillingham and Jenny Gerbasi. Schreyer immediately rose to challenge Sharma’s ruling, but he couldn’t muster enough support from other councillors to support him. But in a written report to the three councillors, Hill said he could find no provisions in the procedure bylaw to support Sharma’s ruling and added perhaps the motion approving the strategy was illegal because council had broken its own rules by refusing debate on all the amendments. "I am not surprised there is now legal opinion backing up my challenge of the Speaker," Schreyer (Elmwood-East Kildonan) said. Wyatt (Transcona) said he hopes the legal opinion is enough to persuade Mayor Brian Bowman to bring the strategy back to council for another vote. "All we want is our amendments to be considered," Wyatt said Friday. The three councillors said they used their ward allowance funds to hire Hill, explaining his legal bill is expected to be in the range of $500 to $750. "It’s a travesty that well-thought-out amendments were denied democratic debate," Eadie (Mynarski) said. Bowman’s office said the mayor was unavailable for comment Friday. City clerk Richard Kachur said council has always interpreted Section 27 of the procedure bylaw as limiting the number of amendments to any motion to two. "I didn’t have to get a legal opinion, it’s always been interpreted this way for the past 20 years," Kachur said. "There’s been lots of practice and precedent to support this. This is how council conducts itself." Council’s July 15 meeting was a wild affair, with Wyatt storming out of the chambers after Sharma blocked debate on the 20 amendments. Wyatt ran to the mayor’s office and taped a copy of each amendment to his glass door and wrote "democracy denied" on each document. At the July 15 meeting, Sharma ruled only the first two amendment motions tabled for an item can be debated and voted on. She said, based on advice from the city clerk, that if more motions are added for debate, it requires a two-thirds vote of council to suspend the rules and allow the debate on the additional amendments. Only Wyatt, Eadie, Schreyer, Jeff Browaty and Shane Dobson voted to suspend the rules. That council meeting culminated a month-long campaign by Wyatt, Eadie and Browaty to gather support for changes to the strategy. The *2015* *National Community and Transportation Preference* *Survey* <http://www.realtor.org/reports/nar-2015-community-preference-survey> found that millennials, those aged 18-34, prefer walking as a mode of transportation by 12 percentage points over driving. Millennials are also shown to prefer living in attached housing, living within walking distance of shops and restaurants, and having a short commute, and they are the most likely age group to make use of public transportation. The poll also found that millennials show a stronger preference than other generations for expanding public transportation and providing transportation alternatives to driving, such as biking and walking, while also increasing the availability of trains and buses. Millennials likewise favor developing communities where people do not need to drive long distances to work or shop. "Realtors® don't only sell homes, they sell neighborhoods and communities," said NAR President Chris Polychron, executive broker with 1st Choice Realty in Hot Springs, Ark. "Realtors® aid in improving and revitalizing neighborhoods with smart growth initiatives, helping create walkable, urban centers, which is what more Americans want in their neighborhoods. While there is no such thing as a one-size-fits-all community, more and more homebuyers are expressing interest in living in mixed-used, transit-accessible communities." As a whole, the survey found that Americans prefer walkable communities more so than they have in the past. Forty-eight percent of respondents reported that they would prefer to live in communities containing houses with small yards but within easy walking distance of the community's amenities, as opposed to living in communities with houses that have large yards, but they have to drive to all amenities. And while 60 percent of adults surveyed live in detached, single-family homes, 25 percent of those respondents said they would rather live in an attached home and have greater walkability. When choosing a new home, respondents indicated that they would like choices when it comes to their community's transportation options. Eighty-five percent of survey participants said that sidewalks are a positive factor when purchasing a home, and 79 percent place importance on being within easy walking distance of places. Women in particular value walkability in their communities, with 61 percent indicating that having sidewalks with stores and restaurants to walk to is very important. When it comes to respondents' thoughts on transportation priorities for the government, 83 percent indicated that maintaining and repairing roads and bridges should be a high priority, with expanding roads to help alleviate or reduce congestion as the next highest priority, at 60 percent. While consumers' top two concerns are related to driving, over half of survey participants stated that expanding public transit and providing convenient alternatives to driving should also be high priorities. TREC's research on active transportation and urban housing choices provided a foundation to build upon in working with NAR for this poll. "It's great to work with an organization that reaches so many professionals and has such an effect on people as they decide where to live," said Jennifer Dill, director of TREC. This webinar previews a new report from PeopleForBikes on the institutionalization of real-time transportation programs and shows how the techniques are becoming embedded as normal practice within city governments. A developing project delivery technique is transforming the way cities put new bicycle facilities on the ground. Presently identified with pilot projects and rapid implementation, real-time transportation programs are progressing rapidly from outlier status to status quo. PeopleForBike’s research indicates that no two cities have established and evolved these programs in quite the same way, suggesting that the technique is flexible and easily adaptable. The report also delves into the role of leadership and different scenarios for selling the approach. This webinar reviews the origins of rapid implementation and discusses institutional settings, relationships with other parts of transportation, planning and public works departments, the process of project development, relationship to capital programs, and emerging issues.
