Message from Laurie Schnarr, Vice-Provost (Students)
Dear students,
Welcome back to Winter Term! Whether you are returning to campus for classes or studying remotely, I hope you've had a restful week, with the opportunity to recharge, catch up on some studying, and reconnect with friends and family.
While we are all encouraged by the easing of pandemic-related restrictions in our community, troubling events elsewhere in the world continue to occupy our minds. My thoughts are with our Ukrainian students and those with ties to Russia and Eastern Europe who have been affected by the invasion of Ukraine. UM has many student supports<https://umanitoba.ca/student-supports> and I encourage you to reach out. We are here for you.
Those looking for avenues to show your support are encouraged to consider a donation to the Canadian Red Cross Humanitarian Crisis Appeal<https://donate.redcross.ca/page/100227/donate/1?locale=en-CA>. Last week, the Federal government announced that it will match all eligible donations made between February 24 and March 18, 2022.
The Return to Campus
For those returning to in-person learning and studying, check out the return to campus website<https://umanitoba.ca/current-students/um-commons/return-campus-students> and the following information that you may find useful:
Masks
KN95 masks must be worn in all indoor spaces on UM campuses<https://umanitoba.ca/covid-19/health-safety#mask-use>. The only exceptions are if you are alone in a room with the door closed, or eating in areas designated for food consumption. Masks are not required outdoors.
Several mask distribution tables will be located across campus. Say hi to the friendly staff members in blue shirts who, in addition to providing you with a KN95 mask, can offer you wayfinding advice and a campus map of study/computer lab locations that are open. Masks will be available at the tables Monday to Friday 7 a.m. to 3 p.m. until March 11 at the locations on the covid-19 health and safety website<https://umanitoba.ca/covid-19/health-safety#mask-use>. On that site you'll also find a list of Libraries and other areas where you can pick up a mask, and the hours of operation for each.
If you are coming to campus and do not have a KN95 mask, you can wear your own cloth or 3-ply mask while you go immediately to the closest mask pick-up location. After the initial mask pick-up, it's expected that you will have a supply of KN95 masks to wear, even when attending the distribution locations to access more masks.
Study spaces on campus
Study spaces are available to you on both the Fort Garry and Bannatyne campuses. Detailed information can be found on this web page<https://umanitoba.ca/covid-19/students#resources-for-students> under "On-campus services". The Libraries also have study spaces available.
If you are looking for a place to eat on either the Fort Garry or Bannatyne campus, please visit the where to eat on campus<https://umanitoba.ca/campus-services#eat-on-campus> web page.
Parking
If you are commuting to campus for the remainder of Winter Term, you can now purchase a monthly student parking permit for March and April at the same per-month price as a full student permit. The March monthly permit includes February 28, so you won't need to worry about paying for parking on that additional day.
If you are only going to be on campus certain days of the week, you can also purchase a flexible student parking permit that is valid for select days. Please visit the parking website for details on how to purchase a permit<https://umanitoba.ca/parking/student-parking>.
Campus tours
If you haven't been to campus yet, or you would just like a refresher, Student Life is offering campus tours<https://umanitoba.ca/current-students/um-commons/return-campus-students#get…> every Wednesday in March featuring key buildings, study spots and offices. Visit the return to campus<https://umanitoba.ca/current-students/um-commons/return-campus-students> website for details and to register.
Outside of class time, I encourage you to participate in the "Where's Billy?" scavenger hunt that begins on Monday morning (February 28) on Instagram<https://www.instagram.com/p/CaVN5BRl48U/>. Find all nine Billy the Bison posters at various campus locations by March 11 for your chance to win great prizes from the Bookstore.

Dear Students:
We are writing you today to request your support in participating for a research study examining the experience of multiply-marginalized students on campus.
Emerging from a gap in the literature on the climate of marginalized students on campus, this study has two primary objectives:
1. To analyze how equity, diversity, and inclusion (EDI) discourses attend to intersectionality as means to address the problem of social and systemic oppression on university campuses.
2. To identify how EDI discourses attend to the issue of physical space, and the extent to which campus geography both reflects and contributes to the experience of oppression among multiply-marginalized students.
Our aim is to recruit 10-15 multiply-marginalized students on campus to share their experiences and opinions on a host of questions ranging from student experience to campus spaces. We also ask the participants to describe their inclusion/exclusion experiences on the campus map. We hope to uncover ways to make improvements to EDI practices through this research project.
We will certainly protect the confidentiality of all participants and have received ethics approval from the Education/Nursing Research Ethics Board at the University of Manitoba to conduct this study. If you would like a detailed copy of the study description, please let us know. We would be happy to provide this to you.
If you had concerns about the ethics of this research study, you are welcome to contact us or the Human Ethics Coordinator at 204-474-7122 or by email at: humanethics(a)umanitoba.ca<mailto:humanethics@umanitoba.ca>.
Please contact Chris Yendt (mapping.project(a)umanitoba.ca<mailto:mapping.project@umanitoba.ca>) if you have questions or would like to participate. Qualifying students are entitled to a $40 gift card for their participation in this research project.
We look forward to sharing the results with you when this project is complete.
Regards,
Robert Mizzi and Chris Yendt

MESSAGE FROM DIANE HIEBERT-MURPHY, PROVOST AND VICE-PRESIDENT (ACADEMIC) AND NAOMI ANDREW, VICE-PRESIDENT (ADMINISTRATION)
COVID-19 health and safety update
As we approach a partial return to campus on February 28 including approximately 2,200 in-person courses/sections, we have updated health and safety protocols, with the well-being of the UM community continuing to be our top priority. We recognize that the province has an upcoming schedule for loosening restrictions. UM continues to meet or exceed the required health orders. The protocols below are effective February 22, until the end of Winter Term on May 3.
Mandatory vaccination
UM's vaccine mandate<https://umanitoba.ca/covid-19/vaccine-information> requires all students and employees on campus to be double vaccinated and to have uploaded proof of vaccination on UM's website, or to have received an approved medical or religious exemption. Rapid testing is no longer an alternative to vaccination.
Masking required
KN95 masks are required in all indoor spaces. The only exceptions are if you are alone in an office or room with the door closed, or while eating in areas designed for food consumption. No eye protection will be required except for specific occupational health and safety requirements (e.g., safety glasses in labs, clinical skills sessions).
Masks will not be required outdoors.
KN95 masks will be distributed by UM at tables set up in the locations below. Faculties and units will also have a supply of KN95 masks for employees. If you are coming to campus and do not have a KN95 mask, you can wear your own cloth or 3-ply mask on campus while you go immediately to the closest mask pick-up location. After the initial mask pick-up, it's expected that employees and students will have a supply of KN95 masks to wear, including when attending the distribution locations to access more masks.
KN95 masks will be available in the following areas, Monday to Friday, 7am-3pm until March 11:
Beginning Feb. 22:
Fletcher Argue, near the IT Service Centre
UMSU University Centre
Beginning Feb. 28:
Engineering and Information Technology Complex (EITC) atrium
Extended Education Complex
Machray Hall Lobby
KN95 masks will also be available at the following libraries beginning Feb. 28:
Elizabeth Dafoe Library
Science & Technology Library
E. K. Williams Law Library
Neil John Maclean Health Sciences Library
Hours:
8:00 am to 11:00 pm Monday to Friday
10:00 am to 6:00 pm Saturday & Sunday
Architecture/Fine Arts Library
Archives & Special Collections
Eckhardt-Gramatté Music Library
Father Harold Drake (St. Paul's College) Library
Hours:
8:30 am to 4:30 pm Monday to Friday
No physical distancing
There will be no physical distancing requirements in any classroom, lab, workplace or area on campus, except for locations specifically designated for food consumption, where masks can be removed while eating/drinking.
In-person activity resumes
In person activity, including events, will resume on campus with no approvals required for activities involving 100 people or less, where alcohol is not served. All activities must follow UM's health and safety protocols.
For activities of 100 people or more, or where alcohol is served:
* Faculty/Unit-based events will require approval from the dean or unit head.
* Student-led activities on and off campus will require approval<https://umanitoba.ca/sites/default/files/2021-10/student-led-in-person-acti…> from the Vice-Provost (Students), Laurie Schnarr.
* All other activities will require an in-person activity request form<https://umanitoba.ca/sites/default/files/2021-01/in-person-activity-request…> to be submitted to the COVID Recovery Steering committee at crsc(a)umanitoba.ca<mailto:crsc@umanitoba.ca>.
Reporting illness
If you are not feeling well, stay at home or immediately go home.
Updated process charts are available on the COVID website health and safety page<https://umanitoba.ca/covid-19/health-safety#testing-and-illness> for those who are feeling unwell or are deemed close contacts by Public Health.
Close contacts<https://www.gov.mb.ca/covid19/testing/monitoring/index.html> are people who have shared space with a COVID-positive person during their period of communicability. Specifically, these are people who were within two metres/six feet of a COVID-positive individual for a total of 10 minutes over a 24-hour period.
If you are symptomatic or test positive for COVID-19 and need to self-isolate:
* Students enrolled in an in-person course should immediately contact their instructor to make arrangements for extensions, deferrals or make-up assignments without academic penalty. The missed academic work form<https://umanitoba.ca/sites/default/files/2020-09/covid-19-missed-work-guide…> can be used to help communicate with your instructor.
* Faculty and instructors teaching in-person should contact their dean or department head to make alternate arrangements for the course instruction.
* Staff working on campus should contact their supervisor to discuss their absence from work or if possible, make remote work arrangements.
Summer Term planning
At this time, we are looking forward to a full in-person return, effective Summer Term 2022. More information will be provided in the coming weeks.
For more information on health and safety measures to keep our campus community safe, visit UM's COVID-19 website<https://umanitoba.ca/covid-19>.

Message from Laurie Schnarr, Vice-Provost (Students)
Dear students,
Last Friday, the University announced plans for a partial return of in-person classes effective February 28. I'm writing today to provide a brief update and to share information regarding the resources available to students to support your academic and personal success.
Decisions regarding course delivery for the remainder of Winter Term have been made and all courses that are designated as Remote Learning (RL) and those that are In-Person (TBA) effective February 28th are now appearing in Aurora. Rooms/locations for in-person courses will be assigned next week. As always, please check Aurora before you return to classes on the 28th in the event that changes have been made.
As a reminder, Aurora is your definitive source of information regarding course delivery for the remainder of Winter Term:
* Courses marked RL are courses that are being delivered entirely remotely
* Courses marked DE are distance education courses that are being delivered entirely online
* Courses marked TBA are courses that will be delivered in-person with the physical location to be announced before February 28.
Your health, well-being and academic success remain our priority. Deans, department heads, faculty and staff across UM have been working together to plan Winter Term course delivery - balancing academic requirements for in-person learning with the safety of our community. I would like to thank all those involved for responding so quickly to facilitate this planning.
For those returning to in-person learning, we are continuing to take precautions to keep you safe. Health and safety protocols<https://umanitoba.ca/coronavirus/health-safety> are being reviewed and updated regularly. Programs and resources have also been designed specifically for students transitioning back to in-person learning:
* Ease your academic and physical transition. On Monday, February 14 from 1:30 to 2:00 p.m. learn from your peers at A Phased Return to Campus<https://www.uofmcareerservices.ca/events.htm?eventId=3479>: What Students Need to Know. During this virtual session you'll find out how to determine course locations (in-person and online), navigating COVID-19 rules and regulations, and connecting with other students in the UM community.
* Get oriented to campus. Physical tours of the Fort Garry campus will be available over Winter Term break and for two weeks following the break to support you in locating key academic buildings, study spaces, and more. We are also working with campus partners to develop some fun ways to help you navigate the physical campus that will include the opportunity to win some prizes.
In next Friday's all-student email I will provide more details about plans to support your transition to in-person learning.
Stay active. Be sure to take care of your physical and mental health during this time. Recreation Services<https://umanitoba.ca/community/sport-recreation/recreation-services> offers in-person and virtual<https://umanitoba.ca/community/sport-recreation/recreation-services/virtual…> options to help you stay active and relieve stress. If you'd prefer something outdoors, the Faculty of Kinesiology and Recreation Management has arranged freshly groomed crosscountry ski trails at Southwood Lands that you can access with your own equipment at any time. If you don't have equipment or would like to try crosscountry skiing, Winterpeg.org<https://www.winterpeg.org/> will have their Mobile Ski Library available with free ski rentals on Friday, February 25 from 11:00 a.m. to 1:30 p.m. at Southwood Lands.
All change, even positive change, can bring forward feelings of stress<https://news.umanitoba.ca/14-ways-to-combat-stress-during-tough-times/> or apprehension. Student supports<https://news.umanitoba.ca/stress-support/> will continue to be available to ease the transition back to on-campus learning. Please remember - whether you are an undergraduate student, a graduate student, or a student in one of our professional programs - an array of services and resources is always available to support you.
I've promised to connect regularly and will continue to update you with developments as we navigate this ever-evolving situation. Please continue to monitor your official UM inbox, follow @umstudent<https://www.instagram.com/umstudent/> on Instagram, and check UM's COVID-19 website<https://umanitoba.ca/coronavirus> for updates.
Let's continue to support each other as we have been throughout the last two years. As I think about the weeks ahead, I am feeling tremendous optimism and am really looking forward to seeing our UM community return fully to our campuses in the coming months!
All my best,
Laurie

Student Affairs: Creating opportunities for student success!
I acknowledge, with humility and gratitude, that the University of Manitoba campuses are located on original lands of the Anishinaabeg, Cree, Oji-Cree, Dakota, and Dene peoples, and on the homeland of the Métis Nation. As a white settler of English and German descent I am committed to walking alongside my Indigenous colleagues, friends and neighbours and doing the work that is necessary to honour the truth, right the wrongs, and contribute to lasting positive change.

Message from Laurie Schnarr, Vice-Provost (Students)
Dear students,
As you know, Drs. Benarroch and Hiebert-Murphy made an announcement<https://news.umanitoba.ca/um-will-resume-partial-in-person-teaching-and-lea…> on February 2nd that the University of Manitoba will undertake a partial return of priority in-person classes effective February 28th. We have heard from many of you already and know you have questions. The primary purpose of this message today is to provide you with the answers that I have now, with further updates to be communicated to you as they become available.
The University of Manitoba is a research-intensive university comprised of diverse disciplines, some of which must provide significant opportunities for hands-on learning in order to achieve core learning outcomes. Certain courses and labs in Engineering, the Rady Faculty of Health Sciences, Music, and the Faculty of Science, for example, must be delivered in-person to support students in developing the knowledge, skills and experience necessary to advance in their programs and, ultimately, to graduate. As always, the University's decisions are guided by public health advice that prioritizes the health and safety of faculty, students and staff while also considering academic requirements.
Deans are working with their teams to determine which courses are essential for in-person delivery. Winter Term courses currently being delivered remotely will remain remote. Some courses that were originally planned to be delivered in-person may shift to remote learning (RL).
How do I know if my course will be delivered remotely or in-person after the winter break?
By February 11th, we will make an announcement regarding courses that will be delivered in-person and those that will now be offered remotely. This information will also be available in Aurora to view.
As a reminder, when you registered for Winter Term courses in Aurora, the delivery method was indicated:
* Courses marked RL are courses that are being delivered entirely remotely
* Courses marked DE are distance education courses that are being delivered entirely online
* Courses marked TBA are courses that will be delivered in-person with the physical location to be announced before February 28th
Extension of the Drop Date and Winter Tuition Fee Payment Deadline
In light of this announcement, the University has extended the drop date for Winter Term and Winter/Summer spanning courses without financial penalty to Monday, February 28th, 2022. The fee payment deadline has also been extended to Tuesday, March 8th. Visit the Registrar's website for more information about important dates and deadlines<https://umanitoba.ca/registrar/important-dates-deadlines#winter-term-2022> for the Winter Term. There has been no change to the "Add" date.
Voluntary Withdrawal (VW) Date
As a reminder, an announcement was made several weeks' ago that the VW date was shifted to the last day of Winter Term classes - Monday, April 25th, 2022.
UM is taking every precaution to keep you safe. Health and safety protocols are being reviewed continuously. Please check the COVID-19 health and safety protocols website<https://umanitoba.ca/coronavirus/health-safety> for up-to-date information.
Effective this week, over 90% of registered students have uploaded proof of vaccination. Those who have not done so have been de-registered from in-person courses. A second wave of de-registrations will occur after the last day to add Winter Term courses and following the conclusion of the registration revision period.
As a reminder, everyone who comes to campus must be fully vaccinated<https://umanitoba.ca/coronavirus/vaccine-information>, masks must be worn<https://umanitoba.ca/coronavirus/health-safety#masks-are-required-on-campus> at all times, and UM has enhanced ventilation and cleaning processes<https://umanitoba.ca/coronavirus/health-safety#preparation-and-prevention> to align with COVID-19 public health requirements and recommendations.
Doing your part as a member of the UM community to keep others safe
I encourage all students to get your booster shot<https://www.gov.mb.ca/covid19/vaccine/clinics.html> if you haven't already done so. If you test positive<https://umanitoba.ca/coronavirus/health-safety#testing-and-illness> for COVID-19, please follow all directives from Manitoba Public Health and do not travel to the university. Those who test positive are asked to fill out the COVID-19 Reporting Form<https://umanitoba.ca/coronavirus/case-reporting>. There is no obligation for you to report your test result. However, anyone that is symptomatic and does not report their test results must stay off-campus for at least ten days.
If you will be absent from class, contact your instructors. More details can be found in the Resources for students section<https://umanitoba.ca/coronavirus/students#resources-for-students> of the COVID-19 student website.
What if I need to find housing?
If you are coming to Winnipeg for in-person courses and don't have accommodations, this website can help you find off-campus housing<https://www.places4students.com/Places/School?SchoolID=hEdpDLbh3d8%3d>. The International Centre website has additional information for international students<https://umanitoba.ca/current-students/international#accommodations-and-hous…> that is very helpful. If you would like to connect with a member of the International Centre team, email international(a)umanitoba.ca<mailto:international@umanitoba.ca> with your name and student number.
Study space on campus
If your schedule is such that you will have a mix of in-person and remote classes, we are working hard to ensure there are spaces for you to go between classes, and there is availability over extended hours. The Libraries will have locations open for study space with extended hours commencing February 28th. I will provide you with more details about study spaces and the reopening timeline for library locations as soon as that information is available.
Technology Fund
In recognition of the fact that some students will be navigating between in-person and remote learning courses following the winter break, the university has re-opened the Student Technology Fund. To be eligible for this program, students must be registered full-time and taking at least one in-person course for the Winter 2022 term and lack consistent access to a laptop that meets requirements for remote studies at UM. In addition, students must declare a lack of financial resources to purchase a computer that meets the stated requirements, be in good academic standing (for undergraduate students minimum 2.0-degree GPA, for graduate students 3.0-degree GPA), and have a good financial standing with the university (no financial holds for overdue fees or fines).
There are a limited number of subsidies available. Students in need of support should apply by emailing student.tech.fund(a)umanitoba.ca<mailto:student.tech.fund@umanitoba.ca> and indicate your intention to apply. You will automatically be sent an online application form and notified of results via email if successful.
These have been challenging times for all of us, but together we have weathered the many ups and downs since the pandemic began. I continue to be impressed by your resiliency, patience and ability to adapt to the ever-changing circumstances we are facing. As always, your academic and personal success are vitally important to all of us. If you need to access supports<https://umanitoba.ca/student-supports> at any point, I encourage you to do so.
Leading up to February 28th, please continue to check your UM email account for messages from me, and the @umstudent Instagram account for updates, resources and supports.
Take good care and I will be in touch again soon.
All my best,
Laurie

Message from Dr. Michael Benarroch, President and Vice-Chancellor, and
Dr. Diane Hiebert-Murphy, Provost and Vice-President (Academic)
To our UM community,
UM will resume partial in-person teaching and learning based on course requirements
In light of the continued impact of the Omicron variant, the University of Manitoba has asked Deans to support the safe, partial return of priority in-person teaching and learning for the second half of Winter Term, beginning February 28.
Deans are currently working with their teams to determine what activity is most essential for in-person delivery. Faculties and Schools will determine which courses will remain remote for the duration of the term and which courses will be delivered in-person. Courses currently being delivered in-person will continue as such. Some courses that were originally planned to be in-person may continue with remote delivery. As always, we will be guided by public health advice and prioritize the health and safety of faculty, students and staff while working to meet the pedagogical demands of programs.
Full details will be shared by February 11
Faculties will confirm their plans in the coming days, and we will make a detailed announcement regarding the partial return by February 11. We will extend the course drop date so that students can withdraw from courses after the announcement without facing academic or financial consequences.
Some staff will be required to return to campus to support in-person academic activities. Supervisors will continue to work with staff to determine who will return and how they will be supported.
Balanced approach to support student success
We have listened to a range of perspectives on the matter of our operations and believe this approach is the most prudent given UM's mandatory vaccine policy, stringent COVID protocols, and commitment to an outstanding student experience. Thank you to our entire community for continuing to ensure students are safe and feel supported and enabled to thrive.
We also want to remind everyone to take care of yourself. We appreciate that this era of continuous uncertainty can be deeply challenging and we encourage anyone who needs support to use the resources available to students<https://umanitoba.ca/student-supports/counselling-resources-students> and employees<https://umanitoba.sharepoint.com/sites/um-intranet-employee-wellness/SitePa…>.
Please continue to follow health orders and get vaccinated<https://www.gov.mb.ca/covid19/vaccine/clinics.html>, including your COVID booster<https://news.umanitoba.ca/get-your-covid-19-booster/>, if you are able. Thank you for your patience and constant adapting.
Sincerely,

Subject: Survey invitation: Advancing Open Access at the University of Manitoba
Dear member of the UM community,
We invite you to respond to our survey, Advancing Open Access at the University of Manitoba.
The UM Senate has identified the advancement of open access as a priority. UM faculty, students (undergraduate and graduate) as well as administrative staff are more frequently working with open access publishers, open access repositories, and open access resources. At the same time, grant agencies are also requiring that the research they fund be made available online without charge to the public. The purpose of the survey is to get a baseline understanding of how the UM community currently understands and engages with Open Access publishing.
The Advancing Open Access Subcommittee is affiliated with the Senate Committee on Libraries, and was formed by Senate approval in June, 2020. Members include faculty representatives, research administrators, library staff and student representatives. We invite members of the UM research community from all areas to participate; faculty with research responsibilities, administrators who support research, students who practice research, and the many others who are involved in various capacities. Your voice is important and valued.
This survey is expected to take approximately 15 minutes to complete. The survey is hosted on the SurveyMonkey platform. Information will be held in confidence and handled in a confidential manner.
Access the survey at: https://www.surveymonkey.com/r/openaccess2022 Survey will close on Friday, February 4th at 11:59 PM. We plan to send one email reminder, two days before the survey closes.
Thank you,
Advancing Open Access Subcommittee, Senate Committee on Libraries
