This message is delivered by President David Barnard, University of Manitoba to alumni, students, faculty, staff and friends of the University of Manitoba community. I am taking this opportunity to speak directly about a matter involving a University of Manitoba doctoral student that is garnering a great deal of public attention. I know many of you have been following developments regarding this case in the media and likely have many questions. I first want to state my unequivocal support for the student involved in this matter. It is my understanding that this student is an exceptional student who has achieved outstanding success and is fully deserving of the PhD conferred by the University of Manitoba. Unfortunately, a lot of misinformation about this case has been widely broadcast, most notably in the mass media, and it has all too easily and readily been accepted by some as fact. This rush to rash conclusions and finger-pointing can do serious harm to the reputation of all those involved in the case. It is incumbent upon all of us to wait for the case to work its way through the process before drawing conclusions; to presume innocence, not guilt; to understand that there are at least two sides to a story, and that if we have heard only one, we have nowhere near enough information to condemn our colleagues or fellow alumni. Having received permission from the student involved in this matter to release limited information, the Dean of Graduate Studies and the Dean of Science have prepared a statement. I encourage you also to read their message found at <http://www.umanitoba.ca> www.umanitoba.ca. I also want to take this opportunity to emphasize that the University of Manitoba encourages informed debate on issues related to academic policy, such as those in the case before us. Where it is possible for the university to improve its policies, and where it is possible for the university to improve its transparency with respect to these policies, so that decisions and actions can be clearly accounted for, we will do so. To this end, the administration and Senate have already commenced discussions relating to the accommodation of students with disabilities, including a review of: - how to balance the University's legal obligation to offer reasonable accommodations to students with disabilities while protecting academic standards; - what types of accommodations may be offered, without compromising academic standards; - who should decide on whether accommodations should be offered, and if so, what type; - what types of evidence of disability should the decision maker require; - with whom is the decision-maker expected to consult; - how to ensure timely decisions on accommodation are made, so that a student's academic progress is not compromised; and, - how to protect the privacy of students while assessing a case and implementing accommodations. Discussion of these matters will involve students, faculty, staff and experts in these fields and will take place through the university Senate, our academic governing body, in the spirit of our institutional commitment to continuous improvement. The University of Manitoba will learn from this experience, and it is our intention to do so as a responsible, responsive academic community. I will provide you with an update when it is possible to do so. However, for now, I plan not to comment further and allow the legal processes to unfold. Your comments and perspectives are welcome. To UM Students: Do you know an outstanding professor or instructor who deserves recognition for their teaching skills? If so, you may be interested in nominating someone you consider to be an exceptional faculty member for the Saunderson & Stanton Excellence in Teaching Award. Nominations are accepted all year for these annual awards provided by the Dr. and Mrs. H.H. Saunderson Award fund and from the bequest of Mrs. Olive Beatrice Stanton. Each award is valued at $2000, two from the Saunderson Fund and one or two from the Stanton Fund. This is the 44th year that nominations have been invited for the Stanton Award for Excellence in Teaching, and the 41st year for the Dr. and Mrs. H.H. Saunderson Award for Excellence in Teaching. Instructors may be nominated in any year but those who have received either the Saunderson or the Stanton awards in the previous 10 years are not eligible for selection. The University Written English (W) and Mathematics (M) Requirement for Undergraduate Students All students are required to complete, within the first 60 credit hours of their programs, a minimum of one three credit hour course with significant content in written English, and a minimum of one three credit hour course with significant content in mathematics. The link at the bottom of this message will direct you to an important survey that is designed to help improve the quality of undergraduate education at the University of Manitoba. We are two student representatives on a University Senate Subcommittee looking at how the M and W requirements can be improved and your opinion as an undergraduate student is crucial for our results. Reminder: Voluntary Withdrawal Deadline for Fall Term Courses is Wednesday, November 17, 2010 The deadline for Voluntary Withdrawal from Fall Term courses taught during the standard term is Wednesday, November 17. VW's must be done through Aurora Student. Courses taught outside the standard term will have different VW deadlines. Note - The UMSU Daytimer incorrectly lists the Fall Term VW deadline as Thursday, November 18. Note - if you are On Hold for outstanding tuition, library books, parking fines, etc. you will not be able to access the Registration function in Aurora to VW a course. If you are On Hold and plan to VW, you must either first clear your Hold so that you can access the Registration functions in Aurora, or you must contact your Faculty (University 1) advising office for assistance in dropping the course. Notice of Aurora System Shutdown Due to a major upgrade of the Aurora system, Aurora Student Self Service will be unavailable from Thursday, November 18 to Monday, November 22 inclusive. University of Manitoba Email Issues

The University of Manitoba is still trying to resolve the problems caused by the repeated Phishing scams. The scams have resulted in the University’s campus network being blocked by several Internet Email Service Providers over the past week. We have been able to resume service with most providers; the most notable exception to this would be Windows Live Hotmail. Any email sent to a hotmail account continues to be rejected from their email server. Several attempts have been made at all levels to have this block removed. At this time Microsoft has not facilitated our requests. University of Manitoba correspondence between staff, faculty and students has been directly impacted as a result. At this time, IST is recommending that all official correspondence must be between University of Manitoba computer accounts. Please note, never give out your password. IST will never ask you for your password. Protect, your computer account information as you would any other confidential information. Emergency Repair Information and Update - Angel Notification

IST continues the efforts to recover the health of our hardware and restore our systems and services. IST had planned to keep the Angel Learning System available but unfortunately this was not possible. Since 6pm IST has been preparing for hardware replacement. At 7:15pm the replacement hardware arrived at the University. We are now under way at implementing the replacement hardware that should hopefully restore our systems and services. Any system or service not operational at this time can’t be recovered until the replacement hardware has been implemented and tested. If the new hardware is successful all systems including the Angel Learning System will be brought back into service and the systems should be fully operational by 6 am on Oct 12th. If the new hardware is successful all systems will be brought back into service and the system should be fully operational by 6 am on Oct 12th. System Hardware Failure had returned.

As of 7 pm Oct 10 our attempts to stabilize our system and return it to health has suffered a set back. It has been reported to the Help & Solutions Centre that the Storage Network device has been shut down to allow for complete diagnostic evaluation and to allow the team to bring the system back in a controlled state. This work will take several hours to complete. Many systems have been impacted by this emergency outage including Angel and the Novel systems. At this time login's to campus computers will fail due to the Novel system outage. We continue to work to restore the systems as quickly as possible. Emergency System Hardware Problem impacting Angel Course Management Learning System

IST has been working to resolve a hardware failure throughout the weekend. Late Saturday, and continuing on the Angel Course Learning management system has been off line. We do not expect at this time that any data has been lost. IST system administrators have been working with our vendor throughout the weekend to restore our service. At this time we have new hardware parts being flown into Winnipeg. It is our expectation that these parts will be installed by noon Sunday Oct 12th. All attempts at this time are directed at restoring Angel service as quickly as possible. We are sorry for any inconvenience that these problems have caused and continue to work as quickly as possible. The student complied and the suspect fled south through H Lot then west into the alley between McDermot and Tecumseh. The student was unharmed. The theft is currently under investigation by the Winnipeg Police Service. The suspect was described as Aboriginal male, 30-35 years of age, approximately 6 feet tall, with grey hair, wearing a dark hat, dark hooded sweatshirt, and grey pants. We would like to remind all staff, students and Faculty at both the Bannatyne and Fort Garry campuses to be aware of your surroundings when walking at night. Dear UM students, The Registration Revision deadline for Fall 2010 is Wednesday, September 22. Courses that are offered in Fall 2010 and courses that span Fall 2010/Winter 2011 may not be added after this date. If you have registered for Fall 2010 courses or spanned courses Fall 2010/Winter 2010 and you have decided not to attend, you must drop these courses by Wednesday September 22. You will be subject to all associated fees for courses in which you are registered after this date. Although you may Voluntary Withdraw from Fall Term courses until November 17 and spanned courses until March 18, you will not receive a refund of Fall Term fees if you drop the course(s) after September 22. Courses are dropped using Aurora Student. If you are currently on Hold contact your faculty for assistance in dropping a course(s). Fee Payment Fee accounts outstanding after the September 8th fee payment deadline have been assessed late fees. A further $40 late fee will be applied to accounts outstanding after September 22nd. Students with outstanding fee balances will be placed on Hold and may be subject to de-registration of courses that begin in Winter Term. Fee Payment Information for UM 2010 Fall Term

Dear UM students, The Fall 2010 Fee Payment Deadline is Wednesday, September 8. Refer to the Financial <http://umanitoba.ca/admin/financial_services/revcap/StudentAccounts.htm> Services website for payment options. Late Fees <http://umanitoba.ca/student/records/fees/827.htm> will apply if you are registered for Fall 2010 term and do not pay the balance in full by the deadline, or if your initial registration and payment is after September 8. Reminder: You are responsible for tuition and general fees for all courses in which you are registered. Note: The University of Manitoba will not cancel/de-register students from current term courses for non-payment. Fee Payment Deferrals for Student Aid recipients If you are expecting a Government Student Loan, you may be eligible for a fee payment deferral. Tuition fee deferrals may be arranged prior to the fee payment deadline when students have unforeseen delays in receiving their government student loans. Deferrals are only for students with current Government student loans; no other payment extensions/plans are available through the Financial Aid & Awards Office. Disruptions due to construction Please be advised that there is significant construction taking place inside and outside University Centre during September with no vehicle access to the road around the Administration Building. If you are planning to pay your tuition fees in person please be aware that you may be inconvenienced by this construction. To minimize this inconvenience, the University is encouraging students to pay their fees electronically through web banking or TelPay or if paying in person, to allow sufficient time before the September 8th payment deadline to find parking before visiting the Cashier's Office (138 University Centre) or Cheque Drop Box (located outside the Cashier's Office). For added convenience, the following locations will be accepting cheque payment only on or before Sept 8th: . Welcome Centre at 423 University Crescent. Students can drop off their cheques AFTER 4:30 pm using the drop box located inside the first set of doors at the Welcome Centre. . Arthur Mauro Residence Office at 120 Dafoe Road. To: All Staff, Faculty and Students From: Deborah McCallum, Vice-President (Administration) Date: 18 August 2010 Re: Labour Relations Update - AESES-UMSS (Security Services) As of Wednesday, August 18, 2010, the University of Manitoba and AESES-UMSS (Security Services) have not been successful in reaching a collective agreement. In the event that the University's final offer is not accepted by the members as of Friday, August 20, 2010, an impasse will have been reached and either strike action or a lockout would occur. This would apply only to Security Services Patrol Officers and Supervisors and would not apply to the AESES main bargaining unit. Should a strike or lockout occur: (i) the University will continue to operate in the normal course. Scheduled classes will continue to be held and support services will be maintained; (ii) the University will ensure that security is maintained through the services of one or more security firms. Contact Linda Lavallee, Director Security Services at 474-8709, with any particular concerns that may need to be addressed. All staff, students and the general public have the right to cross picket lines. Staff not included in the AESES-UMSS (Security Services) bargaining unit are expected to work as usual during any strike/lockout of AESES-UMSS (Security Services) members. The Alumni Association Inc. of the University of Manitoba offers two annual scholarships for students who have excelled in their studies and have demonstrated leadership and/or commitment to voluntarism during the course of their academic career. Two scholarships valued at $3,750 each will be offered to undergraduate students who: (1) have successfully completed the second year of full-time study at the University of Manitoba (minimum of 48 credit hours), in any faculty or school; (2) will be in the next ensuing academic session (2010/11), enrolled full-time (minimum 60% course load) in the third year of study in any faculty or school; (3) have achieved a minimum degree grade point average of 3.0 or, as students in the Undergraduate Medical Education Program, are in good academic standing; (4) have demonstrated strong leadership abilities and/or a strong commitment to community through their volunteer activities. Action Required Dear all U of M students, As you may be aware, when you graduate from a post-secondary institution and live and work in Manitoba you are eligible for a rebate on tuition paid after December 31, 2003. Manitoba Finance and the Canada Revenue Agency require the University of Manitoba to send your T2202A tax receipt information to them each year to verify your eligibility for this rebate. Your consent is required for the University of Manitoba to begin submitting this information on your behalf. Consent is required only once. T2202A information for 2010 will be sent in early 2011. To provide your consent, log into Aurora Student and go to Enrolment & Academic Records |Declarations | Declare Consent for Release of T2202A Tax Receipt Information. Read the information carefully and either consent or decline to have your information sent to Manitoba Finance and the Canada Revenue Agency in support of the tuition tax credit. If you choose to decline, your T2202A receipt information will not be forwarded to Manitoba Finance and the Canada Revenue Agency. If you do not respond by June 30, 2010 you will be required to do so the next time you log in to register or to access your grades. The Hold that prevents you from registering or viewing grades will be removed immediately after you respond and you may proceed immediately without further delay. i.e. you will not have to log again. Do you want to enter to win $500? All you have to do is complete our online survey about your family relationships during childhood. We are a group of researchers at the University of Manitoba conducting an online survey about family background and parenting received during childhood. There are also questions about other relationships in your life, your personality, adjustment, and opinions. We want to find out about some new and better ways to identify strengths and weaknesses in family relationships and we hope this information will be used to help families. As a token of appreciation for your time and effort, individuals who agree to participate in the online survey will be entered into a draw for $500. University of Manitoba Security Services is urging caution following a reported incident of a purse snatching in the early evening March 13, 2010 in the vicinity of Chancellor Matheson Road. Students, faculty, and staff are urged to be aware of their surroundings and report any suspicious person(s) immediately. Security Services continues to work in conjunction with Winnipeg Police Service and reminds our community that the Department is available 24/7, providing safewalks, patrols, and immediate response to emergencies, Code Blue Poles and emergency phones throughout campus. Winter 2010 VW Deadline & Summer Session 2010 Registration

Reminder: Voluntary Withdrawal Deadline for Fall/Winter and Winter Term Courses is Friday, March 19, 2010 The deadline for Voluntary Withdrawal from Fall/Winter and Winter Term courses taught during the standard term is this Friday, March 19. VW's must be done through Aurora Student. Courses taught outside the standard term will have different VW deadlines. Note - if you are On Hold for outstanding tuition, library books, parking fines, etc. you will not be able to access the Registration function in Aurora to VW a course. If you are On Hold and plan to VW, you must either first clear your Hold so that you can access the Registration functions in Aurora, or you must contact your Faculty (University 1) advising office for assistance in dropping the course. Are you planning to take courses in Summer Session? Join the thousands of students who take advantage of Summer Session to lighten their load in fall & winter, finish their degree faster, enjoy smaller classes, or catch up on missed or failed courses. Here are some things to know if you are planning to register for Summer Session . Registration begins March 22, 2010. You will be assigned one day during the first week in which you can register. The <http://www.umanitoba.ca/extended/summer/calendar/registration/reg_sched.sht ml> Registration Schedule indicates registration dates and times. Find your registration time on Aurora Student. Log in and select Enrolment & Academic Records. Select Registration and then Registration Time & Status. While on this page you should also check to see if: o You have any Holds that will prevent registration (including Advisor Holds for students in specific programs); o Your academic status prevents registration (e.g. academic suspension); o Your record is not currently active due to an absence from university. . For the first 5 days of registration (March 22, 23, 24, 25, and 26), spaces in most courses are released each day in equal numbers to ensure fair access for all students. For example, if a course has 50 spaces available, 10 spaces will be released each day. During these first 5 days of registration, the only day you may register is determined by the last two digits of your Student Number (see below). You may register between 9:00 am and 12:00 midnight on your day of registration. . If you are planning to Repeat a course(s) you have previously completed, you must obtain permission from your faculty (University 1) advising office prior to registration. Your advisor can also check to ensure that a course Repeat is to your benefit depending on your academic goals. Do this in advance of your registration day to ensure that your registration is not delayed and you don't miss out on space. . If you are expecting to graduate in Spring 2010, you must re-apply for admission if you plan to continue taking courses in Summer Session. . Remember that you are financially and academically responsible for all courses in which you are registered after the Revision deadline. This Revision period is very short in Summer Session, so make sure you drop a course you will not be taking before it begins - or at the latest before the applicable Revision deadline. Failure to pay for your courses will not result in a de-registration of courses. Students who fail to pay for courses will be placed on <http://umanitoba.ca/student/records/registration/steps/652.htm> Hold and will be unable to register for the following term until the Hold is cleared. Failure to withdraw through normal procedures will result in a grade being assigned to all courses in which you are registered in at the end of term and you will be liable for all associated fees. Saunderson and Stanton Excellence in Teaching Award Deadline: March 15, 2010 for Spring Convocation Ceremonies Do you know an outstanding professor or instructor who deserves recognition for their teaching skills? If so, you may be interested in nominating someone you consider to be an exceptional faculty member for the Saunderson & Stanton Excellence in Teaching Award. Nominations are accepted all year for these annual awards provided by the Dr. and Mrs. H.H. Saunderson Award fund and from the bequest of Mrs. Olive Beatrice Stanton. Each award is valued at $2,000, two from the Saunderson Fund and one or two from the Stanton Fund. This is the 42nd year that nominations have been invited for the Stanton Award for Excellence in Teaching, and the 39th year for the Dr. and Mrs. H.H. Saunderson Award for Excellence in Teaching. Instructors may be nominated in any year but those who have received either the Saunderson or the Stanton awards in the previous 10 years are not eligible for selection. WRHA H1N1 Clinic - On Campus Clinic Ends December 4

The WRHA H1N1 clinic at the Fort Garry campus is available for all University of Manitoba students to receive the vaccination. This vaccine is available to you from the WRHA at no charge. If you are considering getting the H1N1 vaccination please visit Room 210 University Centre this week before the on campus clinic ends on December 4, 2009. Please bring your Manitoba Health card. Those students without a Manitoba Health card are also welcome and will be asked fill in an additional form.
