Action required: IST anticipates an increase in requests for support leading up to May 4. You must enrol your account and add a device before the deadline to continue using a growing list of common UM applications. These include Microsoft365 (Outlook, Word, Excel etc.), UM Intranet, UM Zoom and Epic. Low steam pressure on Fort Garry campus

If you are on Fort Garry campus today, please be aware that there may be isolated issues related to equipment that is powered by steam, including autoclaves and sterilizers. Heating systems and hot water production may also be affected. Electrical power is not affected. Operations & Maintenance has identified the problem and is working to fix it. Mario Pinto as the University of Manitoba’s next Vice-President (Research and International). Dr. Pinto is currently serving as Director of the Gold Coast Health & Knowledge Precinct, in Queensland, Australia, having recently served as Deputy Vice-Chancellor Research at Griffith University, Australia. Dr. Pinto will assume his position at UM on October 1, 2022. A return to Canada, Dr. Pinto received his undergraduate degree and doctorate from Queen’s University in Ontario, before being appointed Chair of Chemistry and Vice-President Research at Simon Fraser University, in British Columbia. Dr. Pinto was later appointed President of the Natural Sciences and Engineering Research Council of Canada, where he championed investment in creative, critical, and adaptive thought, the equity, diversity, and inclusion (EDI) agenda, and youth STEM education as an architect of the National Science Odyssey program. An accomplished researcher, Dr. Pinto has published more than 250 papers in chemical biology and holds a simple but firm view on research. “A recognition of scholarly impact is what counts and quality publication and innovation remain at the core,” he said. “Researchers must also take some risks and not wander aimlessly down the well-trodden path.” Dr. Pinto holds a Fellowship in the Royal Society of Canada. Renowned as a champion of global connectivity, Dr. Pinto has fostered lasting international partnerships with the Bombay Stock Exchange, Indian Oil Corporation, Sri Lanka’s National Science Foundation, and many others. In Canada, Dr. Pinto has also served as Co-chair of the Canada-India Joint Science and Technology Committee, and Chair of the Global Research Council. Dr. Pinto also brings a breadth of experience in research commercialization, as one of the founding members of the Centre for Drug Research and Development, VentureLabs® and Venture Connection, and as a primary advocate for the inception of the Canada Accelerator Incubator Program (CAIP). Dr. Pinto will seek to bring diverse voices and research perspectives to the forefront at the University of Manitoba, building on his work as Chair of the 11th International Gender Summit which focused on the theme of Pluralism, Ethnicity & Inclusion – Canadian Values in a Global Context. Dr. Pinto remains a strong advocate of collaboration between arts and sciences as a pathway to productive change. I would also like to take this opportunity to recognize Dr. Digvir Jayas for his steadfast guidance as Vice-President (Research and International). Dr. Jayas helped to achieve record levels of research income for UM, initiated the Transformational Partnerships program to enhance collaborations with Manitoba industry, and his inspirational approach to engaging youth in science and research through the annual SET Day program has brought a whole new generation of innovative thinkers to the University of Manitoba. UM will temporarily move to remote operations in response to snowstorm

In light of the forecasted major Spring storm, UM will move to remote operations for Wednesday, April 13 and Thursday, April 14. Weather conditions are expected to be extremely poor with dangerous road conditions, and all non-essential in-person activity should be postponed or moved to remote. All students, faculty and staff who are not required on campus are asked not to attend campus. Only minimum essential services will be operating. Remote classes and work All in-person instruction planned for April 13 and 14 should be cancelled. Remote classes can continue as planned. Where the type of work allows, employees are asked to work remotely. Where the type of work does not allow for remote work, employees are asked to report into their supervisors to determine if it is critical for their job to be on-campus. Most employees (those who have regular hours) should be considered as working during this time. Time should continue to be entered as 'regular work.' Where an employee does not have regular hours, they may have their work rescheduled if they are unable to work (in accordance with the applicable policy or collective agreement). Those who are already booked to be away (on vacation or sick time), should continue to be recorded as such. UM pledging $1M to emergency bursaries

[cid:image001.png@01D7F583.FE6805F0] Message from Dr. Michael Benarroch, President and Vice-Chancellor The University of Manitoba has pledged up to $1,000,000 to its Emergency Bursary Fund to provide robust financial support to students in financial distress as a result of the war in Ukraine, international conflicts, environmental catastrophes and extraordinary life events. Manitoba is home to one of the largest populations of Ukraine diaspora in Canada and we take our obligation to address this crisis seriously. We recognize that war and geopolitical events can impact our international students, and that domestic students can similarly experience emergencies that impact their finances and create unexpected need. Students lose access to funds for various reasons, and this emergency support will help students pay for the full cost of their tuition, residence, and other living expenses as required. These funds are available to those in need right now. The university is prioritizing funds toward this immediate need and I want to thank our university community, including our alumni and donors, who continue to step up to meet the increased demand for emergency student supports such the UM Student Food Bank<https://umanitoba.ca/financial-aid-and-awards/u-m-food-bank>. The university is committed to ensuring we offer meaningful, targeted support to students whose lives are upended by conflict or natural disaster here or abroad. With the return of the Canada geese and warmer weather on the way, that means a new academic term is on the horizon. I know that many of you have been asking about the status of in-person learning and COVID protocols for the Summer Term. I am writing to reinforce key information conveyed in the President's message yesterday and to provide important updates. Changes to UM COVID-19 protocols President Benarroch has announced<https://news.umanitoba.ca/update-on-vaccine-mask-and-illness-protocols-for-…> that as of May 4, UM will no longer require students, staff, faculty and visitors to show proof of vaccination when attending campus, and Summer Term will be in-person. UM will also continue to offer a wide variety of Distance Education courses. We have heard from many of you that masking is still welcome, and based on advice from our health experts, masks will continue to be required in all indoor spaces. If you are sick, please stay home. If you test positive for COVID-19, stay home for a minimum of five days. Immediately contact your instructor to make arrangements for extensions, deferrals or make-up assignments without academic penalty. Your health and safety, and that of our UM community, are priorities. As President Benarroch said, we will remain nimble and will reassess our plans if the public health situation changes significantly before Summer Term. [cid:image001.png@01D83D25.1F2E6C50] Message from Dr. Michael Benarroch, President and Vice-Chancellor Update on vaccine, mask and illness protocols for Summer Term This week marks two years since UM moved to remote operations to help stop the spread of COVID-19, and since then our community has continued to make sacrifices in support of public health while offering the best-possible teaching and learning experience in these challenging times. As the Omicron wave is receding, we are cautiously increasing in-person activity and looking to ease some restrictions. It is heartening to see more and more of you on our campuses and we are optimistic that we can continue toward more normal operations. Vaccine mandate will end after Winter Term, masks continue Today, we are announcing that starting May 4, UM will no longer require staff, students or visitors coming to our campus to have proof of vaccination. We will, however, continue to make the wearing of masks mandatory. We also continue to improve our ventilation systems to ensure a healthier environment for all. We expect the majority of our classes will be held in-person in Summer Term, but we will continue to offer an important complement of Distance Education courses. Stay home when you are sick We continue to ask anyone who is sick to stay home, and if you have a positive COVID-19 test, stay home for a minimum of five days<https://umanitoba.ca/covid-19/health-safety#testing-and-illness>. Employee sick time or remote work arrangements (where possible) can be used for self-isolation - please connect with your supervisor to make required arrangements. As you know, the provincial government is beginning the process of loosening their pandemic-related restrictions this week. However, we expect our UM community to continue to follow the updated UM health and safety guidelines. The health and well-being of our students remains a top priority, and it is up to everyone on campus to work together to contribute to this effort. The following protocols are effective until the end of Winter Term on May 3. Mandatory vaccination UM's vaccine mandate requires all students and employees on campus to be double vaccinated and to have uploaded proof of vaccination on UM's website, or to have received an approved medical or religious exemption. Rapid testing is no longer an alternative to vaccination. Masking required KN95 masks must be worn in all indoor spaces on UM campuses. The only exceptions are if you are alone in a room with the door closed or eating in areas designated for food consumption. Masks are not required outdoors. If you visit the COVID-19 health and safety website<https://umanitoba.ca/covid-19/health-safety>, you'll find a list of places where you can pick up a mask, and the hours of operation for each. If you are coming to campus and do not have a KN95 mask, you can wear your own cloth or 3-ply mask while you go immediately to the closest mask pick-up location. After the initial mask pick-up, it's expected that you will have a supply of KN95 masks to wear, even when attending the distribution locations to access more masks. Reporting illness If you are not feeling well, stay at home or immediately go home. While we are all encouraged by the easing of pandemic-related restrictions in our community, troubling events elsewhere in the world continue to occupy our minds. My thoughts are with our Ukrainian students and those with ties to Russia and Eastern Europe who have been affected by the invasion of Ukraine. Research Study: Mapping Un/Safer Spaces on University Campuses

Dear Students: We are writing you today to request your support in participating for a research study examining the experience of multiply-marginalized students on campus. Emerging from a gap in the literature on the climate of marginalized students on campus, this study has two primary objectives: 1. To analyze how equity, diversity, and inclusion (EDI) discourses attend to intersectionality as means to address the problem of social and systemic oppression on university campuses. 2. To identify how EDI discourses attend to the issue of physical space, and the extent to which campus geography both reflects and contributes to the experience of oppression among multiply-marginalized students. Our aim is to recruit 10-15 multiply-marginalized students on campus to share their experiences and opinions on a host of questions ranging from student experience to campus spaces. We also ask the participants to describe their inclusion/exclusion experiences on the campus map. We hope to uncover ways to make improvements to EDI practices through this research project. We will certainly protect the confidentiality of all participants and have received ethics approval from the Education/Nursing Research Ethics Board at the University of Manitoba to conduct this study. COVID-19 health and safety update

[cid:image001.png@01D824DA.E7884E90] MESSAGE FROM DIANE HIEBERT-MURPHY, PROVOST AND VICE-PRESIDENT (ACADEMIC) AND NAOMI ANDREW, VICE-PRESIDENT (ADMINISTRATION) COVID-19 health and safety update As we approach a partial return to campus on February 28 including approximately 2,200 in-person courses/sections, we have updated health and safety protocols, with the well-being of the UM community continuing to be our top priority. We recognize that the province has an upcoming schedule for loosening restrictions. UM continues to meet or exceed the required health orders. The protocols below are effective February 22, until the end of Winter Term on May 3. Mandatory vaccination UM's vaccine mandate<https://umanitoba.ca/covid-19/vaccine-information> requires all students and employees on campus to be double vaccinated and to have uploaded proof of vaccination on UM's website, or to have received an approved medical or religious exemption. Rapid testing is no longer an alternative to vaccination. Masking required KN95 masks are required in all indoor spaces. The only exceptions are if you are alone in an office or room with the door closed, or while eating in areas designed for food consumption. No eye protection will be required except for specific occupational health and safety requirements (e.g., safety glasses in labs, clinical skills sessions). Masks will not be required outdoors. KN95 masks will be distributed by UM at tables set up in the locations below. Faculties and units will also have a supply of KN95 masks for employees. If you are coming to campus and do not have a KN95 mask, you can wear your own cloth or 3-ply mask on campus while you go immediately to the closest mask pick-up location. After the initial mask pick-up, it's expected that employees and students will have a supply of KN95 masks to wear, including when attending the distribution locations to access more masks. I'm writing today to provide a brief update and to share information regarding the resources available to students to support your academic and personal success. Decisions regarding course delivery for the remainder of Winter Term have been made and all courses that are designated as Remote Learning (RL) and those that are In-Person (TBA) effective February 28th are now appearing in Aurora. Rooms/locations for in-person courses will be assigned next week. As always, please check Aurora before you return to classes on the 28th in the event that changes have been made. As a reminder, Aurora is your definitive source of information regarding course delivery for the remainder of Winter Term: * Courses marked RL are courses that are being delivered entirely remotely * Courses marked DE are distance education courses that are being delivered entirely online * Courses marked TBA are courses that will be delivered in-person with the physical location to be announced before February 28. We have heard from many of you already and know you have questions. The primary purpose of this message today is to provide you with the answers that I have now, with further updates to be communicated to you as they become available. The University of Manitoba is a research-intensive university comprised of diverse disciplines, some of which must provide significant opportunities for hands-on learning in order to achieve core learning outcomes. Certain courses and labs in Engineering, the Rady Faculty of Health Sciences, Music, and the Faculty of Science, for example, must be delivered in-person to support students in developing the knowledge, skills and experience necessary to advance in their programs and, ultimately, to graduate. As always, the University's decisions are guided by public health advice that prioritizes the health and safety of faculty, students and staff while also considering academic requirements. Deans are working with their teams to determine which courses are essential for in-person delivery. Winter Term courses currently being delivered remotely will remain remote. Some courses that were originally planned to be delivered in-person may shift to remote learning (RL). How do I know if my course will be delivered remotely or in-person after the winter break? By February 11th, we will make an announcement regarding courses that will be delivered in-person and those that will now be offered remotely. This information will also be available in Aurora to view. As a reminder, when you registered for Winter Term courses in Aurora, the delivery method was indicated: * Courses marked RL are courses that are being delivered entirely remotely * Courses marked DE are distance education courses that are being delivered entirely online * Courses marked TBA are courses that will be delivered in-person with the physical location to be announced before February 28th Extension of the Drop Date and Winter Tuition Fee Payment Deadline In light of this announcement, the University has extended the drop date for Winter Term and Winter/Summer spanning courses without financial penalty to Monday, February 28th, 2022. The fee payment deadline has also been extended to Tuesday, March 8th. There has been no change to the "Add" date. Voluntary Withdrawal (VW) Date As a reminder, an announcement was made several weeks' ago that the VW date was shifted to the last day of Winter Term classes - Monday, April 25th, 2022. UM is taking every precaution to keep you safe. Health and safety protocols are being reviewed continuously. Effective this week, over 90% of registered students have uploaded proof of vaccination. Those who have not done so have been de-registered from in-person courses. A second wave of de-registrations will occur after the last day to add Winter Term courses and following the conclusion of the registration revision period. Study space on campus If your schedule is such that you will have a mix of in-person and remote classes, we are working hard to ensure there are spaces for you to go between classes, and there is availability over extended hours. The Libraries will have locations open for study space with extended hours commencing February 28th. I will provide you with more details about study spaces and the reopening timeline for library locations as soon as that information is available. Technology Fund In recognition of the fact that some students will be navigating between in-person and remote learning courses following the winter break, the university has re-opened the Student Technology Fund. To be eligible for this program, students must be registered full-time and taking at least one in-person course for the Winter 2022 term and lack consistent access to a laptop that meets requirements for remote studies at UM. In addition, students must declare a lack of financial resources to purchase a computer that meets the stated requirements, be in good academic standing (for undergraduate students minimum 2.0-degree GPA, for graduate students 3.0-degree GPA), and have a good financial standing with the university (no financial holds for overdue fees or fines). There are a limited number of subsidies available. Students in need of support should apply by emailing student.tech.fund(a)umanitoba.ca<mailto:student.tech.fund@umanitoba.ca> and indicate your intention to apply. You will automatically be sent an online application form and notified of results via email if successful. Deans are currently working with their teams to determine what activity is most essential for in-person delivery. Faculties and Schools will determine which courses will remain remote for the duration of the term and which courses will be delivered in-person. Courses currently being delivered in-person will continue as such. Some courses that were originally planned to be in-person may continue with remote delivery. As always, we will be guided by public health advice and prioritize the health and safety of faculty, students and staff while working to meet the pedagogical demands of programs. Full details will be shared by February 11 Faculties will confirm their plans in the coming days, and we will make a detailed announcement regarding the partial return by February 11. We will extend the course drop date so that students can withdraw from courses after the announcement without facing academic or financial consequences. Some staff will be required to return to campus to support in-person academic activities. Supervisors will continue to work with staff to determine who will return and how they will be supported. Balanced approach to support student success We have listened to a range of perspectives on the matter of our operations and believe this approach is the most prudent given UM's mandatory vaccine policy, stringent COVID protocols, and commitment to an outstanding student experience. [cid:image005.png@01D8120B.D23C5860] Message from Dr. Michael Benarroch, President and Vice-Chancellor I am extremely pleased to announce that at its meeting on Jan. 25, 2022, the Board of Governors approved the appointment of Distinguished Professor Tina Chen to the newly created position of Executive Lead (Equity, Diversity and Inclusion) at the University of Manitoba. When her inaugural two-year term begins on Feb. 1, 2022, Dr. Chen will report directly to me and will work with our community to implement the seven recommendations provided in the Final Report of the President's Task Force on Equity, Diversity and Inclusion<https://umanitoba.ca/sites/default/files/2021-06/presidents_task_force_on_e…>, including recommended structure and resourcing. She will provide overall leadership of the university's Equity, Diversity and Inclusion initiatives, and analyze the issues raised by the Task Force Report, ensuring we continually question our systems and processes in an effort to eradicate all systemic inequities and biases. Dr. Chen joined UM in 1999 as an Assistant Professor of history and has since led a research program focused on Asian experiences and alternatives to colonialism, militarism, and systems of oppression, as well as feminism and cultural politics in China. Within the department of history, Dr. Chen has served as Honours Chair (2004-2006) and Associate Head (2006-2012), and was the first racialized person to be named Head of the history department in 2013, a role she held through 2020. Under Dr. Chen's leadership, the history department integrated equity, diversity, access and inclusion into its strategic planning, initiatives, program review and everyday administrative processes. Dr. Chen has also provided leadership to Faculty and University EDI initiatives, including serving on the Joint Committee on Sex Based Salary Differentials, aiding the UM in developing equitable COVID-19 policies, and as a long-serving elected member of Senate Executive and Senate who has spoken to our internal community on topics such as administrative activism and equity-based decision making. She has also lent her leadership to bodies outside UM, most recently through her involvement in two National Forums on Anti-Asian Racism, participation in the Community Advisory Board on Covid-19 Race, Ethnicity, and Indigeneity data, and as a national leader for anti-racism and EDI in figure skating. Throughout her academic career, Dr. Chen has been lauded with numerous honours, including the rank of Distinguished Professor, the Dr. and Mrs. Ralph Campbell Outreach Award, the Rh Award for Outstanding Contributions to Scholarship and Research, the City of Winnipeg's Community Service Award, the YMCA-YWCA Women of Distinction Award, Canada Race Relations Foundation Community Champion Award, and being named as one of Canada's Top 100 Most Powerful Women by the Women's Executive Network. She also recently received a teaching award to co-create and co-teach the first course at UM on, "Histories of Race and Anti-Racism in the Modern World." Dr. Chen received her bachelor's degree with distinction from the University of Toronto, and earned her master's and PhD from the University of Wisconsin-Madison. As a highly regarded historian and champion of human rights and inclusion, Dr. Chen will fulfill her duties with great insight, integrity and passion. I am thankful she has taken on this new role and I look forward to working closely with her on these important matters. As we continue to monitor the Omicron variant, we are enhancing health and safety measures under the guidance of medical experts. All non-essential activity will continue remotely As communicated in President Benarroch's message on December 20<https://news.umanitoba.ca/um-moving-the-start-of-winter-term-to-remote/?utm…>, from now until the end of the Winter Term break on February 26, 2022, all non-essential activity will continue remotely. Only those staff members deemed essential are to be on campus during this period. All other staff are to work remotely. Course activity has been moved to remote delivery wherever possible. For further information, students can connect with their faculties, and staff can reach out to their supervisors. Higher grade masks provided for those on campus Where possible, two metres of physical distancing is to be maintained. Medical grade masks will be provided for employees and students who need to be on campus, and are able to physically distance. Employees and students who are required to be on campus and are engaged in activities for which distancing cannot be maintained will be provided with KN95 masks and eye goggles or shields. Please ensure your mask is fitted properly<https://www.canada.ca/en/public-health/services/publications/diseases-condi…> to maintain maximum effectiveness. These masks and enhanced PPE items such as reusable eye protection, are available through central procurement and units are responsible for acquiring and distributing them. [cid:image001.png@01D7F583.FE6805F0] Message from Dr. Michael Benarroch, President and Vice-Chancellor As we look ahead to the start of Winter Term, our University of Manitoba community is seeking clarity in a time of great uncertainty. I respect the growing concerns and I want to assure you that we take the ever-evolving situation very seriously. >From now until the end of the Winter Term break on February 26, 2022, all non-essential activity will continue remotely. Effective immediately, we are asking staff to work remotely and for course activity to be moved to remote delivery wherever possible. Limited in-person activity may continue if required and there is no reasonable remote alternative. Further information will be provided to students by their faculties and to staff by their supervisors. Our decision to require all those attending campus to be fully vaccinated against COVID-19<https://umanitoba.ca/coronavirus/vaccine-information>, except those few with an approved exemption, was taken to significantly enhance the safety in our community of learning, discovery and engagement. This requirement will remain in effect for all those attending campus beginning January 24, 2022 when rapid testing will no longer be an approved alternative to vaccination. We are carefully monitoring the emerging Omicron variant, and we will use the leadup to the Winter Term break to re-evaluate our approach and respond to any changes in public health orders. We do hope that we will be in a position to resume face-to-face operations for the remainder of the Winter Term, but this will be guided by what the public health experts deem to be both prudent and safe. This Friday, the university will add this same warning on external emails sent to students. The warning indicates that the message did not come from a trusted email address within the university. Caution: This message was sent from outside the University of Manitoba. Not all external email messages are bad. The tag reminds you to pause and think before you click on any internal links or attachments in a message from an external party. I am now confirming with you the final dates that were passed today in Senate, the academic governing body of the university. These are the dates that we will be using for the remainder of Fall Term 2021 and for Winter Term 2022. I am very pleased to announce that adjustments have been made to the previously released academic schedule to allow for a full Winter Term Break (Reading Week) during the initially scheduled time of February 22 to 25, 2022. Specifically, the length of the Winter Term exam period was compressed and those exams are now restricted to a maximum of 2 hours. We know this time is important to you, and I hope that you will find the Winter Term Break restorative. As communicated previously, there will be no classes or exams held during the university closure that is scheduled for December 24, 2021, through January 4, 2022. While we are busy updating it with the latest information, here are some FAQs that are particularly important right now: What happens if I have an exam and a class that just resumed at the same time? The university's goal is that students are not disadvantaged with respect to any missed classes, materials, assignments/tests when there is a scheduling conflict between a class and an exam. If such a conflict exists, please bring it to the attention of your instructor and an academic advisor as soon as possible. What is the time frame between when classes resume and assignments are due or tests/exams are held? There will be a buffer of 72 hours after the first session of each individual class before any assignments are due or tests or exams held. So, if the first session of your class is Thursday morning, you have 72 hours from then, before anything is due or you have a test in that class. What are my options related to withdrawing from courses? The Voluntary Withdrawal deadline for non-affected or continuing courses is December 10. The deadline for strike affected courses is December 21. If documented medical or compassionate circumstances have impacted your ability to successfully complete your academic responsibilities for either a strike affected or continuing course, please contact an academic advisor<https://umanitoba.ca/student-supports/academic-supports/academic-advising> in your home faculty to explore other withdrawal options. The work of our faculty matters. It improves health outcomes and quality of life for people around the world. It drives the economic, social and cultural success of our province. And most importantly, it supports the educations and futures of each of our students. Our community is aligned in our commitment to the university's mission and vision, and now is our time to advance that important work together. This has been a very challenging time for our entire community. I regret the impact of the labour disruption on our students and recognize there is a great deal of work ahead in setting the academic year back on course. We now have an opportunity to learn from this experience and recommit to the exceptional work and learning environment to which we all aspire. Thank you to the many faculty, staff and students who have reached out to me. I, our Board of Governors, and everyone on our executive team have heard your voices and greatly value your opinions and diverse perspectives. The path ahead will not be easy. UMFA members will vote on this agreement tonight, Monday, December 6 and, if ratified, the strike will end and all classes will resume tomorrow, Tuesday, December 7. I want to remind everyone of the motion passed at Senate: * no assignments will be due or tests held for the first 72 hours after the first class held for each course. Please be aware that a revised academic schedule will be established based on the official date that all classes resume. Classes resume Tuesday; UM and UMFA reach tentative agreement

Over the weekend, the University of Manitoba and the University of Manitoba Faculty Association (UMFA) reached a tentative agreement to enter into binding arbitration. UMFA Executive will be recommending acceptance of the agreement to its members, who will vote today. Classes are expected to resume Tuesday, December 7 if the agreement is ratified. Negotiating teams made progress on key issues, resulting in a tentative agreement that the UMFA Executive is recommending their members ratify in order to begin arbitration. “This has been a very challenging period for our entire community and it is time to move forward. We are aligned in our commitment to the mission and vision of Manitoba's research university and to creating an exceptional work and learning environment. To our students, this has been especially hard on you. As we resume classes and interrupted research, we are committed to providing you with the support you need during this transition,” said Michael Benarroch, President and Vice-Chancellor. “I know this strike has impacted you personally and affected your perceptions of our institution. We are committed to providing a rapid transition back to class so that you can successfully complete the academic year.” The University Bargaining Team expressed gratitude for the assistance provided by the mediator, Arne Peltz, and to UMFA for working together to find a solution to the disagreements. These funds are limited and available for students who have unexpected expenses as a direct result of the strike, such as: · Additional housing costs due to the extension of the fall term · Additional housing costs due to a roommate leaving, resulting in a student having to pay extra rent · Loss of wages · Additional food costs over the holiday break due to the extension of the fall term · Unexpected childcare expenses due to the extension of the fall term · Unexpected flight arrangements/changes The program is available to undergraduate and graduate students, valued at $1,000 for full-time studies and $500 for part-time studies. Students must submit an online application form, which will be reviewed to determine whether applicants meet the eligibility criteria for the funds. Application forms will be available on Friday, December 3 in the Aurora Student Portal, and will close once funds are depleted. We appreciate your commitment to the health and safety of our campus community by uploading your proof of vaccination by the November 14 deadline. I am so pleased that after nearly two years, we will be returning to in-person classes in Winter Term 2022, as so many of us have hoped for. To support this, I will reiterate that everyone must be fully vaccinated and upload their proof of vaccination to be on campus, commencing Winter Term 2022. The University of Manitoba accepts Mediator’s recommendation for binding arbitration, UMFA does not

This weekend, the mediator advised the parties of his view that there is no likelihood that the parties will reach a settlement of outstanding differences without a protracted strike continuing, and he recommended binding interest arbitration as the best path forward to end the strike and reach a fair collective agreement for UMFA members. The University of Manitoba accepted mediator Arne Peltz’ recommendation to move to binding arbitration to settle outstanding issues and end the strike. UMFA indicated that they are unwilling to accept the Mediator’s recommendation to refer all outstanding differences to arbitration. UMFA advised that they would meet to try to come up with a modified version of the recommendation and get back to the parties as soon as they have something.

Academic Schedule scenario 3 and 4 changes

As the strike continues, there will be significant changes required to the academic schedule to maintain the integrity of our courses and programs, and to ensure requirements for accreditation are met. The modifications to the academic schedule depend on the length of the strike. In all scenarios, there will be no classes or exams held during the University closure that is scheduled for December 24, 2021, through January 4, 2022. Academic schedule modifications Senate Executive approved two further potential scenarios. Scenario 3 [Return to teaching between November 24 and November 30]: * The last instructional day of fall term, December 10, 2021 remains unchanged for continuing classes. * Interrupted classes will have instructional days up until the start of the University closure on December 24, 2022. Classes will resume January 5, 2022, and the last instructional day will be January 12, 2022. * The voluntary withdrawal (VW) date will move to December 10, 2021 for all classes, continuing and interrupted. * The original exam period, December 11 to 23, 2021, will continue as is for continuing courses that are not disrupted by the strike. * All courses interrupted by the strike will have their exams rescheduled to occur during an alternate exam period: January 14 to 16, 2022, inclusive. * The final grade appeal deadline will be moved to February 4, 2022, for all classes, continuing and interrupted. * Winter Term 2022 as previously scheduled remains unchanged. Scenario 4 [Return to teaching between December 1 and December 7] The last instructional day of fall term, December 10, 2021 remains unchanged for continuing classes. * Interrupted classes will have instructional days up until the start of the University closure on December 24, 2022. Classes will resume January 5, 2022, and the last instructional day will be January 19, 2022. * The voluntary withdrawal (VW) date will move to December 10, 2021 for continuing classes, and December 21, 2021 for interrupted classes. * The original exam period, December 11 to 23, 2021, will continue as is for continuing courses that are not disrupted by the strike. * All courses interrupted by the strike will have their exams re-scheduled to occur during an alternate exam period: January 21 to 23, 2022, inclusive. * The final grade appeal deadline will be moved to February 11, 2022, for all classes, continuing and interrupted. * The start of Winter Term 2022 will be January 24, 2022, and the last instructional day would be April 20. * The Winter Term break (Reading Week) would be reduced from a four-day break (February 22-25) to a one-day break (February 22). * The winter term exam period (April 21-May 1, 2022) would proceed as scheduled to prevent delays in the start of the Summer Term 2022 and to minimize the impact on graduation and on admission and registration timelines for the Fall Term 2022. Note: To maintain the number of instructional days and instructional contact hours, it is necessary to capture additional days within the calendar. This was accomplished, in part, by reducing the winter term break (Reading Week) to an extended long weekend. This is not ideal, but the alternative of extending the end of the winter term further into May creates significant issues: it would jeopardize students' ability to graduate on time; it would impact students' ability to complete courses on time that are required to meet application deadlines for advanced entry, after degree, or graduate programs, including those at institutions other than UM; and it would impact summer employment commitments for students who rely on summer income to pay for their education. * The VW date would move to February 4, 2022 for fall/winter term spanned courses and to April 1, 2022 for winter term courses. Please note that slight modifications may be required for all scenarios. UM and UMFA meet to discuss cost of proposals and will resume mediation

This message was sent to all University of Manitoba staff on Sunday, Nov. 14. On Saturday, a small group of University of Manitoba bargaining team members met with UMFA representatives to clarify the numbers and calculations that make up the university’s and UMFA’s monetary offers. UMFA confirmed that the university has calculated the actual cost of the proposals accurately, although there continues to be disagreement on how to report those numbers. The university and UMFA will be back at the bargaining table on Monday, Nov. 15 to continue mediation as they work on a new collective agreement. The university will also be tabling an updated monetary offer. Updates will continue to be provided via the bargaining website as soon as further information is available. Academic Schedule changes

[cid:image002.jpg@01D531AE.174C13F0] Dear students, Earlier today, Senate Executive (on behalf of Senate, the governing body of the university), approved several motions related to potential impacts on the academic schedule as a result of the strike. During any labour disruption, the academic schedule is modified to maintain the integrity of courses and programs, and to ensure that requirements for accreditation are upheld. Modifications are made based on potential scenarios that reflect hypothetical strike durations. In the motions noted below, two scenarios were presented to Senate Executive with hypothetical strike end dates (Scenario 1: on or before November 15; Scenario 2: between November 16 to 23). In both scenarios the fall academic term remains intact and the winter term commences as planned. Academic calendar modifications Scenario 1 [Return to teaching on or before November 15]: * The last instructional day of fall term, December 10, 2021 remains unchanged for continuing classes. * The last instructional day of fall term for interrupted classes will be December 16, 2021. * The voluntary withdrawal date will move from November 23 to November 29, 2021 for all classes, continuing and interrupted. * The December exam period will still occur from December 11 to December 23, 2021; however, given the extension of the fall term for interrupted classes, a new exam schedule must be created. The new exam schedule includes dates on the weekends. This schedule will be complete and available to students by December 1, 2021 and will replace the current exam schedule that was made available to students at the end of October. Scenario 2 [Return to teaching between November 16 and November 23]: * The last instructional day of fall term, December 10, 2021 remains unchanged for continuing classes. * The last instructional day for fall term for interrupted classes will be December 23, 2021. * The voluntary withdrawal date will move from November 23 to December 7, 2021 for all classes, continuing and interrupted. * The original exam period, December 11 to 23, 2021, will continue as is for continuing courses that are not disrupted by the strike. * The dates of the alternate exam period will be January 6 to 9, 2022, inclusive. All courses interrupted by the strike will have their exams re-scheduled to occur during this alternate period. * The final grade appeal deadline will be moved from January 25, 2022, to January 28, 2022, for all classes, continuing and interrupted. *Slight modifications may be required for both scenarios. Once an agreement has been reached and the strike has ended, things may move quickly. UM and UMFA will announce that a tentative agreement has been reached, subject to ratification, and that will include the date when courses will resume. Senate Executive also passed two motions intended to reduce any undue anxiety or hardship for students impacted by the strike: * No assignments will be due or exams held in interrupted courses within 72 hours of those courses resuming. This is to give students some time to complete assignments and to study. * Some students will have a combination of courses that continued throughout the strike, and courses with modified schedules because the instructor was on strike. Academic unit heads and academic staff shall ensure that students are not disadvantaged with respect to any missed classes, materials, assignments/tests when there is a scheduling conflict between a class and an exam. Please communicate directly with your instructors if you have a conflict.
