What a year we've had.

Today marks one year since the WHO declared a global pandemic that changed life for our UM community. To our UM student community, A year ago, I was preparing to return to my home province and begin my new role as the University of Manitoba's 12th president and vice-chancellor. I was looking forward to being on our lively campuses again-to meeting with students and seeing you in action. Like all of you, my plans were entirely upended when COVID-19 required us to make drastic and immediate changes to the way we work and socialize. Our University of Manitoba community has lost colleagues, students, friends and family. We have had to grieve, and grieve differently. Our most sacred and meaningful traditions have had to be postponed, abandoned, or entirely reimagined. The flag over Administration Building is at half-mast today in recognition of the National Day of Observance for COVID-19, and to commemorate the people who lost their lives and the significant impacts we have all felt. You have had to study, learn, research, work and make friends differently. You have had to let go of much of what you imagined this year of university would be. I hear you when you say it hasn't been easy. I see your struggles, efforts and contributions. This includes those who joined the fight against COVID-19 during early days<https://news.umanitoba.ca/hundreds-of-um-students-volunteering-to-help-figh…>, and to vaccinate people as we move forward. And those who have volunteered as mentors and supported mental wellness to remind each other that you're not alone. Thousands of students took part in virtual Welcome Day, Career Fairs, and UM's Virtual Community Centre<https://news.umanitoba.ca/3-reasons-you-should-join-the-covid-19-virtual-co…> to support each other and connect. Students continue to push themselves in competitions like Three Minute Thesis<https://news.umanitoba.ca/grad-students-ready-to-shine-in-3mt-heats> and JDC West<https://news.umanitoba.ca/asper-hosts-successful-2021-jdc-west-competition/>. And many of you have participated in academic workshops and counselling groups. In a year like no other, you have shown up and found new ways to thrive. Well done, I know it hasn't been easy. And we must remember that the community has rallied together to support you! Thanks to $3.1M from the Manitoba government's Manitoba Scholarship and Bursary Initiative (MSBI) and the generosity of UM alumni and donors, an additional $4 million in bursary support is now available to provide immediate financial assistance to over 5,000 UM students. Our donors are also helping eligible students to acquire needed technology through the COVID-19 UM Student Technology Fund<https://news.umanitoba.ca/technology-now-a-vital-tool-for-pandemic-learning/>. I look forward to welcoming more of our community back to our campuses as it becomes safer to do so. I look forward to joining a crowd of fans to cheer on our Bison athletes, and to enjoying a show from the University of Manitoba Theatre program in the John J. Conklin Theatre. I can hardly wait to stand in front of thousands of proud parents, friends and future alumni at an in-person convocation. And what a gift it will be to hear a live Desautels chamber ensemble sing. As we reflect on how far we've come, and on how much this year has cost us, I am encouraged by the opportunities ahead. Normal service desk hours do not include weekends, but this is deemed necessary due to the higher volume of online midterm exams occurring this term. As the days grow longer, we are reminded that spring is just around the corner, and before long the dark days of winter will be behind us. And, of course, Monday marks the beginning of a much-deserved winter break. It is also the day when we honour Louis Riel, who played a vitally important role in advocating for justice for the Métis people and was recognized by parliament in 1992 as the founder of Manitoba. Riel's vision of a province - a society - that recognizes and embraces all cultures continues to motivate and inspire us today. Reading Week also offers you the opportunity to relax, get caught up with your studies, and refocus so you can complete the term with renewed energy. Given current travel restrictions, I encourage you to explore the many options available to you in our capital city and across the province, which are noted at the link below, along with additional information, reminders and important campus updates. In August 2020, all students were moved to the same UM Microsoft environment as faculty, staff and researchers to enable collaboration. The move included student email but did not include the OneDrive folders. All students have access to a new OneDrive folder. Download any OneDrive files you want to keep from your old folder and move them to your new OneDrive folder BEFORE the end of this academic term. How to access your new OneDrive folder: 1. Navigate to http://portal.office.com 2. Sign in using UMnetID(a)myumanitoba.ca and your password. 3. Select OneDrive. 4. Invitation to Participate in a Research Study: Cross-Canada Release of the Post-Secondary Student Stressors Index (PSSI)

Dear Student, You are invited to participate in a cross-Canada research study to evaluate post-secondary student stress led by Dr. Brooke Linden (Principal Investigator, Queen’s University). The Post-Secondary Student Stressors Index (PSSI) was designed to help post-secondary institutions across Canada better target campus mental health services, with the ultimate goal of improving mental health outcomes for students. To ensure that the PSSI would serve students in the best possible way, students were involved heavily throughout the development and testing of this tool. Now it’s time to use the PSSI at post-secondary institutions across Canada to improve our understanding of the types of stressors students are managing in different parts of the country. We are looking for student volunteers to complete an online survey a few times over the course of the 2020-2021 academic year. The first survey was conducted in October. We are now looking for volunteers to complete the survey in January and in March. If you did not participate in the survey in October, you can still participate this month! The survey should take you about 20 mins to complete. As a thank you for participating, you will have the opportunity to submit your e-mail into a draw after each survey for a chance to win one of several $25-$50 gift cards. Whether you are new to the UM community or continuing in your studies, we are here to support your personal and academic success. While we are all encouraged by the news that vaccinations are slowly rolling out in Manitoba, each of us must continue to be vigilant in ensuring our own health and safety and that of others in our community. It's been an unusual year, and you have handled it with grace and tenacity. As you complete final assignments and enter the final exam period, I encourage you to remain focused on your studies. The holiday break is right around the corner! I'm writing today to provide an important update, to share resources that have been developed to support your academic success, and to wish you well in the last weeks of the Fall Term. Last week, grading accommodations recommended by the UM's Covid-19 Recovery Steering Committee and sub-committees, which include representatives from UMSU and UMGSA, were approved by Senate. These grading accommodations were established in recognition of the potential impact that increased stresses and challenges associated with remote learning may have on academic performance, particularly during this prolonged Code Red period in Winnipeg. What are the grading accommodations for Fall Term 2020 and Winter Term 2021? You may choose to exclude from your UM GPA either: a) up to one (1) grade received in Fall Term, and up to one (1) grade received in Winter Term, or b) up to one (1) grade received in a spanned course which runs through both Fall and Winter terms. Your adjusted GPA resulting from exclusion of one or two grades will be used for all GPA-based performance requirements including program progression, probation, suspension, and requirements to withdraw, and to determine eligibility for UM bursaries and scholarships. The 'excluded' grade will remain on your UM transcript. You have lots of time to make your decision. You will have until the end of Winter Term 2021 to make your exclusion decisions for both Fall Term 2020 and Winter Term 2021. More details concerning the process will be communicated in January. How could these grading accommodations help you? The goal is to provide students with some accommodation for potential negative effects on academic performance arising from the increased stresses and challenges associated with remote learning, which have been exacerbated by the increasingly serious pandemic situation in Winnipeg. You will be able to reduce possible negative impacts of the current situation without compromising UM academic standards or integrity. This approach benefits students equally, including those who must maintain enrolment in a minimum number of credit-hours in order to remain eligible for funding. Classes continue: UMFA agrees to bring UM offer to its membership

University of Manitoba President Michael Benarroch announced today that classes will continue and that the University of Manitoba Faculty Association (UMFA) has agreed to bring UM’s latest offer to its membership. “We are thankful that students are able to continue their classes and academic activities,” said Benarroch. “To our faculty, we value and respect you as indispensable collaborators in our shared mission of advanced research and higher education. We are pleased that our community will be able to continue teaching, learning and researching at UM without interruption while the voting process takes place.” Today’s announcement follows mediation overseen by independent mediator Arne Peltz. We thank Mr. Peltz for his hard work and both negotiating teams for their dedication to the collective bargaining process. UM’s offer is subject to ratification by UMFA members. To respect the ratification process, the University will not discuss the specifics of the offer at this time except to say that it met the 2020-21 province-issued wage mandate to hold the line on salary increases.

This weekend UMFA is putting a vote to its members regarding a potential strike. This does not mean that a strike will in fact occur. Bargaining between the two parties is continuing and we hope to reach a resolution. Some of you have reached out with questions about what this might mean for you, and expressed concern for your professors. I want to reiterate the message that President Benarroch conveyed to you – that we are all hopeful that the collective bargaining process will result in a positive outcome for everyone. Our faculty members and their contributions to the University are deeply valued. They are key to your learning experience and to your success. To give you some background, collective bargaining is a process of negotiating the terms and conditions of employment that occurs between employers and unions at universities across Canada. This particular set of negotiations is called a “wage re-opener” because only wages are open for discussion. All provisions of the current collective agreement expire on March 31, 2021 and the entire collective agreement will be open for discussion at that time. UM is committed to avoiding further disruptions during an academic year that has been challenging unlike any other. Message from the President and Vice-Presidents on UMFA bargaining

As today’s news of code red status for Winnipeg and code orange for the rest of Manitoba reminds us, we are living through extraordinarily challenging times. First, we thank our entire community for pulling together and working in new ways to help our students succeed. As the administrators appointed to lead the University of Manitoba and sustain its long-term operations, we understand and appreciate the remarkable flexibility and accommodation shown by the entire university community in response to the global pandemic, in particular by the students and the faculty and staff, as we have moved to primarily remote academic program delivery. We thank you, and we reiterate our commitment to supporting student success. Members of our university community are understandably concerned this week about the collective bargaining negotiations between the University of Manitoba and the University of Manitoba Faculty Association (UMFA) that have not yet reached a positive outcome. We cannot speak about the specifics of the bargaining because we are committed to a fair bargaining process, but we want to assure you that our focus remains on reaching an agreement, at the bargaining table. Our priority is doing what we can to prevent any further disruption to students’ lives. We have met with UMFA eight times since August 20 and are ready to return to the table at any time. August 20 was the date both parties agreed to begin these discussions. These discussions are what is termed a “salary re-opener,” with the main matter to be resolved being UMFA salaries for one year, as the University and UMFA agreed to do four years ago. The collective bargaining agreement with UMFA expires on March 31, 2021, at which time we will need to begin bargaining for a new agreement. We continue to believe the best course of action is to continue our discussions with UMFA. The impacts of the global pandemic and other factors have altered our current reality and imposed unique constrictions this year. The University remains committed ultimately to bringing UMFA salaries more in line with salaries at peer universities. At this time, with so many external pressures on all of us, most especially students, their health and well-being remain are utmost concern. We remind everyone to adhere to the guidelines shared with us by public health officials. Stay healthy. The rate will be reduced to 70 per cent of the standard Sport and Rec Fee and assessed at $62.92 for full-time students and $47.18 for part-time students. Full-time students are generally those with 60 per cent of a full course load, which equates to three courses. After extensive consultation with students, UMSU has decided that there will not be a U-Pass program in the Winter 2021 term. It is currently expected to return in Fall 2021. This subsidy will cover the additional $78 charge for a post-secondary semester e-pass. Students living in residence are asked to wear a face mask in all common areas. If you are exercising in the Active Living Centre or the Joe Doupe Recreation Centre, you may remove your mask as long as you maintain physical distancing from others. Hello, My name is Jake Rose and I am the Research Assistant working on the project titled "Cross-Canada Release of the Post-Secondary Student Stressors Index (PSSI)". SURVEY REMINDER: Are you an international student studying at the University of Manitoba? My name is Jonathan Worae and I am a Graduate student at the department of Sociology and Criminology. My advisor is Dr. Jason Edgerton. I am conducting an MA thesis on the topic: A Descriptive Survey Study of International Students’ Experiences Studying at the University of Manitoba: Motivations, Challenges, Coping Strategies and Supports. If you have already completed this survey then thank you for your time, you can ignore this reminder. If you haven’t yet taken the survey please consider taking the time to fill it out —all answers are anonymous and it is hoped that the data collected will help improve international students’ university experiences in future. In this study, international students are invited to participate in an online survey that seeks to find out about their experiences studying at the University of Manitoba. Only international students studying at the University of Manitoba who are currently residing in Winnipeg, or have resided in Winnipeg at some point during their studies at U of M, are asked to participate. It can be done on a laptop, tablet or smart phone. The survey is designed in such a way that your name will not be asked. Also, an executive summary of the study will be prepared for the vice-provost office. Your participation is voluntary and you can choose to withdraw at any time or skip any question you do not want to answer. As the data will be anonymous (your responses cannot be linked to your name) we will not be able to withdraw your data after it has been submitted. The wearing of masks is now mandatory on UM campuses even when physical distancing is possible. The only exceptions are: * For short periods of time when someone is eating or drinking while physically distanced from others * If someone is alone in their office and physically distanced from others * During strenuous exercise in UM physical activity centres The Province of Manitoba has also announced that "Manitoba's public health officials will be elevating the #RestartMB Pandemic Response System level for the Winnipeg Metropolitan Region to Restricted (orange) effective Sept. 28, with new measures being put in place to help slow the spread of COVID-19". This includes the directive that "masks will be mandatory in all indoor public places in these communities". Distribution of cloth masks Faculty, staff and students will be given a reusable cloth mask that can be picked up as per below. Please note that due to limited quantities, no more than two masks per person are available. Fort Garry Campus: At the Fort Garry campus, students and staff may pick up their masks at the following locations: * Welcome Centre from 10 a.m. to 2 p.m. M-F * Elizabeth Dafoe Library from 10 a.m. to 6 p.m. M-F * Science and Technology Library from 10 a.m. to 6 p.m. M-F Bannatyne Campus: Pick up locations and hours of operation are: * Brodie Centre main doors, 727 McDermot Avenue from 5:30 a.m. to 5:30 p.m. * Dentistry building, 780 Bannatyne Avenue from 7:00 a.m. to 4:00 p.m. * Apotex side entrance, 750 McDermot Avenue from 6:30 a.m. to 4:00 p.m. * Rehab Sciences building, 771 McDermot Avenue from 7:00 a.m. to 4:00 p.m. As health and safety is our overarching priority, strict protocols are being followed at these stations including plexiglass shields, hand sanitizing stations, signage and fencing to ensure directional consistency and socially distanced flow throughout. However, as mandated by the Province, most existing orders and rules for educational institutions remain the same, including for the University of Manitoba. A restriction on gatherings of 10 or more does not impact in person classes or research labs but does apply to any public or private gatherings, events and meetings. Good afternoon, I know that what you value most in these challenging times is certainty and stability, and so today we are sharing with all students, faculty, instructors and staff that the University of Manitoba's Winter Term 2021 will be delivered primarily remotely, with the exception of a small number of in-person courses, similar to your Fall Term experience. We made this decision as early as possible in order to enable you to plan the rest of your academic year accordingly. Circumstances surrounding COVID-19 could potentially change, but today, with our priority your safety, health and well-being, continuing with primarily remote delivery is the most prudent course of action. Over the course of my first three months as president, I have seen examples of innovation in teaching and operations that have impressed me deeply and reminded me of the resiliency and flexibility, the creativity and dedication, of our community. Staff from across the university have come together in record time to adapt programming to online delivery. This includes the creation of new and exciting platforms such as UM Commons for our new students on which we have seen tremendous participation from students. Amid so much "noise" and disruption, you are all making this - our core functions of teaching and learning, discovery and engagement - work remarkably well. Students, please know that everyone associated with the University of Manitoba is working hard to ensure your success. We want this year to be special for you - in positive ways, so that as you continue your studies or move into the professional world, you feel thoroughly prepared for what lies ahead. I want to thank and recognize our instructors and faculty members, who have demonstrated their commitment to students, and to continuing their research, scholarship, outreach and creative activities. Each of you has found ways to connect with students, to inspire and motivate, to engage.
