We are now entering the second stage of the consultation process, and we want to engage with you further through a student survey. This online survey has been informed by the discussions in the first phase, and it provides an opportunity to dive deeper into the UM community’s thoughts and goals about the university’s future. "Recognizing anti-Black Racism" Survey Dear University of Manitoba community member The University of Manitoba Black Association (UMBA) is an initiative dedicated to supporting the success of future and present African, Caribbean, and Black (ACB) students, staff and faculty at the University of Manitoba and in the broader Winnipeg community. The initiative purposely pays attention to the social oppression among Black U of M community members. They experience the intersectional reality anti-Black racism in the forms of sexism, gender biases, and ability. UMBA is led by a collaboration of Black alumni, staff, students and current faculty. The UMBA committee requests your participation in the "Recognizing anti-Black Racism" survey. The fully confidential survey is for The University of Manitoba's students, staff and faculty. Your participation in this survey is completely voluntary, and all of your responses are held in confidence. None of the responses will be connected to identifying information. These foundational recommendations, focusing on education, policies and processes, lay the groundwork for dismantling racism in all its forms throughout our UM community. The Anti-Racism Task Force<https://news.umanitoba.ca/dismantling-racism-um-establishes-anti-racism-tas…> was established a year ago in February 2022 - a key step in advancing racial justice. This Interim Report reflects the progress of the Anti-Racism Task Force and presents recommendations for immediate action based on the significant work already done by community members, stakeholder groups and key offices within the university and on the expertise of the Task Force members. We value every opportunity to connect as a community and this latest town hall is an important, initial opportunity for you to shape the direction this process takes. UM is our place of learning, discovery and opportunity and we welcome your big ideas on how we can continue to be a university for all of Manitoba. As we shared in our email on the 13th, the town hall will include a presentation from Alex Usher of Higher Education Strategy Associates. The presentation will provide important context on the state of post-secondary education and data we should consider as we discuss our future. Campus Commute survey – we need your input!

[University of Manitoba Logo] UM community, UM needs your help to improve your campus commute and inform future transportation planning! Fill out the 2023 Campus Commute survey<http://umanitoba.ca/campuscommute> between January 16 and 31, 2023 for a chance to win a $500 grocery gift certificate or one of ten $50 gift vouchers to Degrees, Campo or Starbucks. Results of the Campus Commute Survey inform strategic planning around transportation related infrastructure, education and peer-based programs in support of climate action, sustainability and wellness goals. This year’s Campus Commute Survey also includes questions to help us better understand our greenhouse gas emissions from commuting and air travel and to inform future strategies for the UM Climate Action Plan. The UM Climate Action Plan is a new framework that will help us halve our greenhouse gas emissions by 2030, and become carbon neutral by 2050. In 2019, 29% of our total emissions were generated from transportation related to commuting, business and research travel, and fleet vehicles. This survey is approved by the UM Survey Review Committee and administered by the Green Action Centre. All responses are completely confidential and only aggregated results are reported back to the University. The Green Action Centre<https://greenactioncentre.ca/> is a non-profit, NGO, with primary areas of work in green commuting, composting and waste reduction, sustainable living and resource conservation. They provide specialized expertise and intricate data analysis and calculations for greenhouse gas emissions, and support transportation surveys and strategies for many other organizations including the City of Winnipeg. UM has a longstanding relationship with the Green Action Centre, which has supported previous UM Campus Commute surveys, and provides informed recommendations based on survey results. The survey is organized biennially by the Office of Sustainability. As we emerge from the pandemic, we can now come together to ask ourselves how we best focus our attention and resources toward shared goals. The world has changed significantly since we created Taking Our Place<https://umanitoba.ca/sites/default/files/2020-06/um-strategic-plan-2015-202…> more than seven years ago. Now is the time to come together to ask ourselves how we will bring about the most needed change in this new era-how we will inspire and advance big ideas and solve the world's pressing problems. University strategic plan process and consultations We are co-chairing a broadly representative Strategic Planning Committee to lead internal and external consultations and draft the plan. The full membership of the committee and its terms of reference can be found on the strategic plan website<https://umanitoba.ca/strategic-plan>. We have also sought the expertise of Alex Usher and his team at Higher Education Strategy Associates (HESA) to support our work. They have helped us design the consultation process, provided a brief on trends in the sector, are providing ongoing support to our facilitators, and will help interpret the results of the consultation that will lead to our final plan. Town Hall January 26 We are excited to launch this process with a Town Hall. Please join us in person or virtually: January 26, from 9:30-10:45 a.m. Multi-Purpose Room of UMSU University Centre Alex Usher from HESA will share an environmental scan that will help inform our discussions going forward. As we look forward, I'm excited for what we'll achieve together in 2023. Last year offered much to be proud of. We had a very successful return to in-person teaching and learning, celebrated many awards, made incredible breakthroughs in research, and contributed to our province and beyond in remarkable ways. 2022 also saw a record-setting nine Vanier Scholars<https://news.umanitoba.ca/vanier2022/>, an incredible federal investment<https://news.umanitoba.ca/national-centre-for-truth-and-reconciliation-welc…'s,home%20and%20long%20term%20work&text=Residential%20school%20Survivors%20and%20the,at%20the%20University%20of%20Manitoba.> in the future of the National Centre for Truth and Reconciliation<https://nctr.ca/> and a transformational gift<https://news.umanitoba.ca/gatesfoundation/> from the Bill & Melinda Gates Foundation for UM researchers' work to improve maternal and newborn health in India. Together, we're making progress on our Reconciliation Action Plan, our Anti-Racism Strategy, and much work is being done to ensure our campus is a safe space where everyone can dream big. Thank you to all our faculty, staff, coaches, mentors and students for consistently striving for excellence in every endeavor. One of the most important initiatives we will undertake together this year is creating the next iteration of our strategic plan. We will offer many opportunities for you to engage, and I look forward to sharing details with you on the process later this month. Our efforts matter greatly to students, Manitobans, and the global community. We are Manitoba's research university and I am deeply proud to lead this institution and to champion how we collectively enhance our entire province. Finally, thank you for continuing to wear masks. The following message is sent on behalf of Karen Meelker, Executive Director, Risk and Compliance: Date: December 19, 2022 To: All Staff, Faculty, and Students From: Karen Meelker, Executive Director, Risk and Compliance RE: University Holiday Closing – 2022/2023 The University will close for this Holiday Season at 4:30 p.m. on Friday, December 23, 2022 and resume full operations on Wednesday, January 4, 2023 at both Fort Garry and Bannatyne Campuses. University buildings will be locked during this period with exceptions and special circumstances as noted on the Appendix to this memorandum. During the holiday closure period, please be advised of the following: Ø there will be no routine trades, caretaking, grounds or delivery services * elevators will remain in operation as all passenger elevators are equipped with an emergency telephone Ø lights and computers should be turned off for the break * all windows must be closed before leaving offices, labs and classrooms, in order to prevent the freeze up of radiators and plumbing systems * all taps/faucets should be in the closed/off position * any unnecessary lab equipment should be shut down * all chemicals should be secured and stored in a safe manner * all small appliances/space heaters should be unplugged * all extension cords should be unplugged Ø Central Energy Plant (Fort Garry) and Power Engineers (Bannatyne) will be staffed 24/7 Should a Safety or Security emergency arise, please call (204) 474-9341 Security Services, Fort Garry Campus or dial 911 (204) 789-3330 Security Services, Bannatyne Campus or dial 911 Should a Building emergency arise, please call (204) 474-6281 Customer Service Desk, Fort Garry Campus (204) 789-3330 Security Services, Bannatyne Campus I would like to make a special appeal for your assistance in requesting staff and students to ensure doors and offices are locked over this period in order to reduce the risk of theft and vandalism. University of Manitoba Mask Mandate

We made this decision after consulting with public health experts and our UM community. We have heard from many of you, and we recognize that there is a diverse range of perspectives on the current need for masks. At this time, many in our community continue to ask that UM maintain its mask policy to support a safe in-person environment. Though we know a mask mandate can't continue indefinitely, we also know that COVID and other respiratory infection cases are high and putting significant strain on our health care system. Masks are among the most effective public health tools to reduce transmission, and use is far greater when supported by a mandate. We will look at easing the mask mandate when it is safer to do so. Going into Winter Term, a mask mandate is the best way to protect our community right now.
