Classes continue: UMFA agrees to bring UM offer to its membership

University of Manitoba President Michael Benarroch announced today that classes will continue and that the University of Manitoba Faculty Association (UMFA) has agreed to bring UM’s latest offer to its membership. “We are thankful that students are able to continue their classes and academic activities,” said Benarroch. “To our faculty, we value and respect you as indispensable collaborators in our shared mission of advanced research and higher education. We are pleased that our community will be able to continue teaching, learning and researching at UM without interruption while the voting process takes place.” Today’s announcement follows mediation overseen by independent mediator Arne Peltz. We thank Mr. Peltz for his hard work and both negotiating teams for their dedication to the collective bargaining process. UM’s offer is subject to ratification by UMFA members. To respect the ratification process, the University will not discuss the specifics of the offer at this time except to say that it met the 2020-21 province-issued wage mandate to hold the line on salary increases.

I want to share UM's response and remind you of the many supports, services and resources that remain open to you remotely. [cid:image002.jpg@01D531AE.174C13F0] Good afternoon students, As you will have likely read in President Benarroch’s message<https://news.umanitoba.ca/um-update-on-umfa-negotiations/>, UM is currently in the process of collective bargaining with the University of Manitoba Faculty Association (UMFA). This weekend UMFA is putting a vote to its members regarding a potential strike. This does not mean that a strike will in fact occur. Bargaining between the two parties is continuing and we hope to reach a resolution. Some of you have reached out with questions about what this might mean for you, and expressed concern for your professors. I want to reiterate the message that President Benarroch conveyed to you – that we are all hopeful that the collective bargaining process will result in a positive outcome for everyone. Our faculty members and their contributions to the University are deeply valued. They are key to your learning experience and to your success. To give you some background, collective bargaining is a process of negotiating the terms and conditions of employment that occurs between employers and unions at universities across Canada. This particular set of negotiations is called a “wage re-opener” because only wages are open for discussion. All provisions of the current collective agreement expire on March 31, 2021 and the entire collective agreement will be open for discussion at that time. UM is committed to avoiding further disruptions during an academic year that has been challenging unlike any other. We know how much you have invested in your post-secondary education and the continuation of your studies remains our priority. We know these are stressful times. Message from the President and Vice-Presidents on UMFA bargaining

As today’s news of code red status for Winnipeg and code orange for the rest of Manitoba reminds us, we are living through extraordinarily challenging times. First, we thank our entire community for pulling together and working in new ways to help our students succeed. As the administrators appointed to lead the University of Manitoba and sustain its long-term operations, we understand and appreciate the remarkable flexibility and accommodation shown by the entire university community in response to the global pandemic, in particular by the students and the faculty and staff, as we have moved to primarily remote academic program delivery. We thank you, and we reiterate our commitment to supporting student success. Members of our university community are understandably concerned this week about the collective bargaining negotiations between the University of Manitoba and the University of Manitoba Faculty Association (UMFA) that have not yet reached a positive outcome. We cannot speak about the specifics of the bargaining because we are committed to a fair bargaining process, but we want to assure you that our focus remains on reaching an agreement, at the bargaining table. Our priority is doing what we can to prevent any further disruption to students’ lives. We have met with UMFA eight times since August 20 and are ready to return to the table at any time. August 20 was the date both parties agreed to begin these discussions. These discussions are what is termed a “salary re-opener,” with the main matter to be resolved being UMFA salaries for one year, as the University and UMFA agreed to do four years ago. The collective bargaining agreement with UMFA expires on March 31, 2021, at which time we will need to begin bargaining for a new agreement. We continue to believe the best course of action is to continue our discussions with UMFA. The impacts of the global pandemic and other factors have altered our current reality and imposed unique constrictions this year. The University remains committed ultimately to bringing UMFA salaries more in line with salaries at peer universities. At this time, with so many external pressures on all of us, most especially students, their health and well-being remain are utmost concern. We remind everyone to adhere to the guidelines shared with us by public health officials. Stay healthy. I wanted to take this opportunity to check in with you, to share some reminders of the resources that are available to support you academically and personally, and to provide you with some updates on the Winter Term, fees and student loans. October is also Student Success Month<http://umanitoba.ca/current-students/first-year/um-commons/student-success-…>. Throughout the month we are offering a range of events focusing on stress management, academic writing, research skills, cultural adaptation and identity, and career preparation. I encourage you to attend the sessions that would be most helpful to you. Mid-term exams are also upon us, and there are some important things you need to know. If you have been made aware that your exam will require installation and set-up of Repondus LockDown Browser or Respondus LockDown Browser and Monitor, a resource is available for you. It is designed to help you complete a quick review of the fundamentals of academic integrity before learning how to download, install, and run Respondus LockDown Browser. You can also complete a practice exam (as many times as you wish) to become familiar with the setup of an exam with this e-proctoring software enabled. Please take advantage of these resources if you need help. As previously announced, Winter Term will be delivered remotely, with the exception of a very small number of courses that require in-person delivery - similar to the Fall Term experience. Please note that the Winter course schedule and the registration system Aurora won't be available from November 2-17. During this time, updates will be made to the winter schedule and the preliminary summer term schedule will be uploaded. If you are required to come to campus, Security Services has launched a mobile campus safety app called UM Safe. UM Safe sends safety alerts and provides instant access to campus safety resources. It includes "Work Alone" and "FriendWalk" features, and a Mobile BlueLight safety feature similar to the stationary blue lights on our campuses. Once again, the Sport and Rec Fee<http://umanitoba.ca/community/sport-recreation/um-sport-and-recreation-faci…> will be applied to all UM students' tuition at a reduced rate for the Winter Term. The rate will be reduced to 70 per cent of the standard Sport and Rec Fee and assessed at $62.92 for full-time students and $47.18 for part-time students. Full-time students are generally those with 60 per cent of a full course load, which equates to three courses. The partial assessment of the Sport and Rec Fee enables UM sport and recreation facilities and services to operate and safely support students through access to facilities and programming<http://umanitoba.ca/community/sport-recreation/recreation-services/membersh…> (on-site and online) that contribute to physical health, mental wellbeing and student success. After extensive consultation with students, UMSU has decided that there will not be a U-Pass program in the Winter 2021 term. It is currently expected to return in Fall 2021. However, if you are required to come to campus for in-person academic commitments, are experiencing financial hardship, and rely on Winnipeg Transit, you may qualify for UMSU's Transit Subsidy. This subsidy will cover the additional $78 charge for a post-secondary semester e-pass. It is also important to note that UMSU's<https://umsu.ca/> Hardship Fund offers small grants and loans for students facing extenuating circumstances. The National Student Loan Service Centre (NSLSC) recently made changes to the student loans program to help students and grads manage during the COVID-19 pandemic. For example, if you were in repayment status during summer 2020, NSLSC ensured all payments stopped until September 30th. Repayments begin again this month - but if you are having trouble with your monthly payments, there are options for you to consider. As you may have heard, the federal government has also released a free app, which I encourage you to download. The COVID Alert app<https://www.canada.ca/en/public-health/services/diseases/coronavirus-diseas…> alerts you to possible COVID-19 exposures before symptoms appear, so that you can take care of yourself and protect your community. If you need to visit the campus for academic reasons, I would like to remind you that wearing a mask is mandatory on all UM campuses. This applies at all times when indoors, even when physical distancing is possible. The only exception is for very brief periods of time while you are eating or drinking and still physically distanced from others or if you are alone in an office and physical distanced from others. Students living in residence are asked to wear a face mask in all common areas. If you are exercising in the Active Living Centre or the Joe Doupe Recreation Centre, you may remove your mask as long as you maintain physical distancing from others. However, you must still wear a mask when entering and exiting the facilities and as you move from the locker room to the exercise floors and between stations. Hello, My name is Jake Rose and I am the Research Assistant working on the project titled "Cross-Canada Release of the Post-Secondary Student Stressors Index (PSSI)". We have received confirmation from the REB regarding our study materials, and have been instructed that the next step is to send the materials to the all-students email. Please find attached the letter of information (LOI), the recruitment email document, and the survey that will be delivered to the UM students. The recruitment email document has both the subject line, and body of the email to be sent out to students. The LOI is to be attached to the recruitment email sent out to students. SURVEY REMINDER: Are you an international student studying at the University of Manitoba? My name is Jonathan Worae and I am a Graduate student at the department of Sociology and Criminology. My advisor is Dr. Jason Edgerton. I am conducting an MA thesis on the topic: A Descriptive Survey Study of International Students’ Experiences Studying at the University of Manitoba: Motivations, Challenges, Coping Strategies and Supports. If you have already completed this survey then thank you for your time, you can ignore this reminder. If you haven’t yet taken the survey please consider taking the time to fill it out —all answers are anonymous and it is hoped that the data collected will help improve international students’ university experiences in future. In this study, international students are invited to participate in an online survey that seeks to find out about their experiences studying at the University of Manitoba. Only international students studying at the University of Manitoba who are currently residing in Winnipeg, or have resided in Winnipeg at some point during their studies at U of M, are asked to participate. It can be done on a laptop, tablet or smart phone. The survey is designed in such a way that your name will not be asked. Also, an executive summary of the study will be prepared for the vice-provost office. Your participation is voluntary and you can choose to withdraw at any time or skip any question you do not want to answer. As the data will be anonymous (your responses cannot be linked to your name) we will not be able to withdraw your data after it has been submitted. [cid:image001.png@01D6957D.BCA81130] Message from Naomi Andrew, Acting Vice-President (Administration) Mask wearing requirement at UM As communicated on UMToday<https://news.umanitoba.ca/masks-now-required-at-um/>, for the continued safety of our UM community, we have updated the mask wearing requirements on all UM campuses. The wearing of masks is now mandatory on UM campuses even when physical distancing is possible. The only exceptions are: * For short periods of time when someone is eating or drinking while physically distanced from others * If someone is alone in their office and physically distanced from others * During strenuous exercise in UM physical activity centres The Province of Manitoba has also announced that "Manitoba's public health officials will be elevating the #RestartMB Pandemic Response System level for the Winnipeg Metropolitan Region to Restricted (orange) effective Sept. 28, with new measures being put in place to help slow the spread of COVID-19". This includes the directive that "masks will be mandatory in all indoor public places in these communities". Distribution of cloth masks Faculty, staff and students will be given a reusable cloth mask that can be picked up as per below. Please note that due to limited quantities, no more than two masks per person are available. Fort Garry Campus: At the Fort Garry campus, students and staff may pick up their masks at the following locations: * Welcome Centre from 10 a.m. to 2 p.m. M-F * Elizabeth Dafoe Library from 10 a.m. to 6 p.m. M-F * Science and Technology Library from 10 a.m. to 6 p.m. M-F Bannatyne Campus: Pick up locations and hours of operation are: * Brodie Centre main doors, 727 McDermot Avenue from 5:30 a.m. to 5:30 p.m. * Dentistry building, 780 Bannatyne Avenue from 7:00 a.m. to 4:00 p.m. * Apotex side entrance, 750 McDermot Avenue from 6:30 a.m. to 4:00 p.m. * Rehab Sciences building, 771 McDermot Avenue from 7:00 a.m. to 4:00 p.m. As health and safety is our overarching priority, strict protocols are being followed at these stations including plexiglass shields, hand sanitizing stations, signage and fencing to ensure directional consistency and socially distanced flow throughout. In order to avoid congestion, you should pick up your masks when you are coming to campus(es), and only if you are required to come to campus. However, as mandated by the Province, most existing orders and rules for educational institutions remain the same, including for the University of Manitoba. A restriction on gatherings of 10 or more does not impact in person classes or research labs but does apply to any public or private gatherings, events and meetings. Good afternoon, I know that what you value most in these challenging times is certainty and stability, and so today we are sharing with all students, faculty, instructors and staff that the University of Manitoba's Winter Term 2021 will be delivered primarily remotely, with the exception of a small number of in-person courses, similar to your Fall Term experience. We made this decision as early as possible in order to enable you to plan the rest of your academic year accordingly. Circumstances surrounding COVID-19 could potentially change, but today, with our priority your safety, health and well-being, continuing with primarily remote delivery is the most prudent course of action. Over the course of my first three months as president, I have seen examples of innovation in teaching and operations that have impressed me deeply and reminded me of the resiliency and flexibility, the creativity and dedication, of our community. Staff from across the university have come together in record time to adapt programming to online delivery. This includes the creation of new and exciting platforms such as UM Commons for our new students on which we have seen tremendous participation from students. Amid so much "noise" and disruption, you are all making this - our core functions of teaching and learning, discovery and engagement - work remarkably well. Students, please know that everyone associated with the University of Manitoba is working hard to ensure your success. We want this year to be special for you - in positive ways, so that as you continue your studies or move into the professional world, you feel thoroughly prepared for what lies ahead. I want to thank and recognize our instructors and faculty members, who have demonstrated their commitment to students, and to continuing their research, scholarship, outreach and creative activities. Each of you has found ways to connect with students, to inspire and motivate, to engage. Recreation Services Student Waiver/Agreement

Dear students, In a continued effort to promote wellness and active living across our campuses, Recreation Services<http://umanitoba.ca/community/sport-recreation/recreation-services/membersh…> has been working hard behind the scenes to ensure we are meeting and exceeding government regulations through the ongoing and safe re-opening of our Sport and Recreation Facilities. >From September 8, UM students will have access to the Active Living Centre at the Fort Garry campus and the Joe Doupe Recreation Centre at the Bannatyne campus. NEW waiver/agreement - In order to book a workout or group fitness class online, you must first complete a Gym Waiver/Agreement that outlines the assumption of risk (including risk due to COVID-19), release of liability, waiver of claims and indemnity agreement. If you are 18 years of age or older, you will do this by logging in to your Aurora account<https://aurora.umanitoba.ca/banprod/twbkwbis.P_WWWLogin> and following the pathway outlined below: Enrollment & Academic Records > Declarations > Gym waiver/agreement If you are under 18 years of age, a parent or legal guardian must sign your Gym Waiver/Agreement. Please visit our website to download and print the form<http://umanitoba.ca/sites/default/files/2020-09/assumption-of-risk-release-…>. The fully completed form must be emailed to rec_services(a)umanitoba.ca<mailto:rec_services@umanitoba.ca> to be processed. Once your completed Gym Waiver/Agreement has been received, either online (if over 18) or by email (if under 18), please allow at least two business days for Recreation Services to activate your account. Once your account has been activated you will be able to start booking your workouts online. Please note that in order to prepare for Fall Term, student gym access will not be available from September 1 to September 7. Booking your workouts - In order to maintain physical distance regulations and accommodate cleaning protocols, both the Active Living Centre and Joe Doupe Recreation Centre will be operating at limited capacity. All workouts will be available in 90-minute blocks and you will be able to book your spot up to two days in advance starting 7:00 AM on September 8th. Step 1: Make sure you have completed your waiver/agreement. Step 2: Login to our online registration system<https://sportandrec.umanitoba.ca/UOFM/public> using your U of M student email. **If you create a new account you will not be able to book workout times.** Step 3: Book your workout or group fitness class in advance online. A Message from President Michael Benarroch regarding Scholar Strike Canada

The University of Manitoba is a community where we exchange ideas, where we shine a light on past actions and hard truths, and where we question established patterns. We do this work because it allows us to grow, both as individuals and as a community. Our community and our nation are now at a crossroads, and we must ask ourselves - how will we listen, how will we learn, and how will we grow? Canada's academic community has been invited to participate in Scholar Strike, planned for September 9 and 10. We intend to empower our community members to participate so that they can listen, learn, and grow. Participation in this action is voluntary, and the University supports its community members using this time in the way that will benefit them most. Participation can also take many forms. Some in the academic community will choose to directly participate in these two days of reflection and learning, while others will search for different ways to advocate for change, such as in-class exploration, deepened research, or joining online anti-racism sessions. Faculty and instructors who choose to participate in Scholar Strike are asked to communicate to students and to their Academic Administrator any changes to class schedules or academic obligations with as much advance notice as possible as per the Responsibilities of Academic Staff with Regard to Students Policy. I want to be clear - the University of Manitoba condemns all forms of racism. Anti-BIPOC racism (Black, Indigenous, and People of Colour) has no place on our campuses, in our curricula, or in our governance systems. Equity, Diversity, and Inclusion must form the bedrock of our institution, and indeed, all modern and accessible universities in Canada.   In order to add students to the same UM Microsoft environment as UM faculty, staff, and researchers, UM student email will be unavailable from Friday, August 21st at 4:30 P.M. to Monday, August 24th at 8:30 A.M. This will enable students to use Microsoft Office 365 tools, such as Teams or OneDrive, and to collaborate seamlessly with all members of the UM community.   During this brief outage, email access will remain available for faculty, researchers, and staff.      Students will have the following experience    * Email unavailable:  You will have no access to your UM email accounts after 4:30 p.m. on August 22 until 8:30 a.m. August 24. However, your Inbox will continue to receive email during the outage. * Waitlist paused: Aurora Waitlist notifications will not be sent out during the outage. The Registrar will resume notifying waitlisted students of course availability once email access is restored. * Access restored:  Your Inbox will continue to receive email during the outage. [cid:image002.jpg@01D531AE.174C13F0] Dear Students, The Faculty of Kinesiology and Recreation Management (FKRM) has been actively working with UM's COVID-19 Recovery Working Group on a phased approach to re-opening sport and recreation facilities at both the Fort Garry and Bannatyne campuses. As such, the Sport and Rec Fee will be applied to all UM students' tuition at a reduced rate for the Fall Term. The rate, 70 per cent of the standard Sport and Rec Fee, will be assessed at $62.92 for full-time students and $47.18 for part-time students. The partial assessment of the Sport and Rec Fee enables UM sport and recreation facilities and services to operate and safely support students through access to facilities and programming (on-site and online) that contribute to physical health, mental wellbeing and student success. At present, the Active Living Centre at the Fort Garry campus, including group fitness class offerings, are operational at reduced capacity with changes to processes to ensure government, health and UM regulations related to COVID-19 are met. * All users are being asked to complete a waiver, provided by email from Recreation Services, before they can access the facilities and make bookings. ALC to re-open Monday, July 27

The Active Living Centre is re-opening Monday, July 27. The opening of the Active Living Centre is an important step in the process to recovery and re-opening at UM as its function supports our commitment to active living and the wellness of our entire community. Ordinarily UM students pay the Sport and Rec Fee<http://umanitoba.ca/registrar/tuition-fees> as a part of tuition costs to access Sport and Recreation Facilities<http://umanitoba.ca/community/sport-recreation/sport-and-recreation-facilit…>. This fee was not applied for Summer Term. As the Active Living Centre closed its doors on March 13, a month before the end of Winter Term, UM students who were enrolled in Winter Term 2020 will be able to re-activate their student membership to use the Active Living Centre for the remainder of the summer, honouring the fee they had paid for Winter Term. Students should watch for a follow up email from Recreation Services in the coming week with details on how to re-activate their student membership. To ensure the health and safety of everyone and in order to meet, and exceed government regulations, important changes to operations have been made: * Hours of operation will be Monday through Sunday, 8 a.m. to 8 p.m. * To ensure physical distancing, there will be a 100-member capacity in the facility at any one time. This represents approximately 25 per cent of the Active Living Centre’s capacity. * Members will book 90-minute workout blocks to guarantee a workout time. Booking details to come. * Thorough facility cleaning and sanitization will occur in-between blocks. Hand sanitizer will be available at the entrance, at the exit and throughout the facility. Participants will be asked to apply hand sanitizer immediately after entry and upon leaving the facilities. * Water fountains will be turned off (please bring your own water or sports drinks). * Group fitness classes will also be offered, but on a reduced basis. Entry will not be allowed entry if anyone presents with COVID-19 symptoms. Fort Garry Campus Student Locker Access Available July 20-24

This decision was made within a tight timeframe, and many of you were unable to retrieve personal belongings from your locker. To support you in collecting any needed personal items, the Fort Garry campus will be hosting a locker clean-out week from Monday, July 20th until Friday, July 24th from 9:00am until 4:00pm. As noted below, each day of the week a specific zone of the campus will be opened to allow students within that zone to retrieve their belongings and clean out their lockers. No registration is required. All students participating in this clean-out exercise must adhere to the following safety precautions: q While not mandatory, you are encouraged to wear a mask while visiting campus. q If you have returned from international or domestic travel in the last 14 days or have cold or flu-like symptoms (cough, fever, runny nose, sore throat, headache, etc.) you are not permitted to participate. q A designated free parking lot and check-in station for each zone has been established and must be used while visiting. Throughout the presidential search, we were compelled by Dr. Benarroch’s deep commitment to the values expressed in UM’s mission and vision and by his capacity to develop and articulate a shared institutional purpose and strategy. We are confident that he will advance the university’s reputation for driving discovery and inspiring minds through innovative teaching and research. He is also a highly regarded community leader who will continue to strengthen partnerships and ensure UM remains guided and informed by Indigenous knowledge and perspectives. He is keen to continue to build and foster a culture of Equity, Diversity and Inclusion and to address matters of racism, discrimination and sexual violence proactively and directly. Dr. Benarroch brings to this role his inspiring energy and passion for the life-changing possibilities of higher education and his dedication to the province and the UM community. Those of us who have had the opportunity to work and meet with him know Dr. Benarroch to be a warm, collegial and dedicated leader who cares deeply about the success of this university, this province and its people. We look forward to his return, in this new capacity, to the University of Manitoba community. Born in Tangier, Morocco, Dr. Benarroch immigrated to Canada with his family when he was three years old and considers Winnipeg his home. Along with his three brothers, he was the first in his family to attend university and holds a BA (Hons) from the University of Winnipeg, a MA in economics from Western University, and a PhD in economics from Carleton University. >From 2013 to 2017, he led the I. To try and control the spread of the disease, it is important to better understand people's travel health knowledge and practices. This will help government agencies better contain this disease outbreak and control the spread of other infectious diseases in the future. UM students (both domestic and international) can play a major role in helping us better understand travel health for people currently enrolled in university. We are therefore inviting you to participate in a survey on your travel knowledge, activities and practices. The survey also includes specific questions on your knowledge and practices for COVID-19, and on university communications on COVID-19. This will help universities improve their communications for both this and future outbreaks. The survey may be accessed at the link provided below. It should take 10 to 15 minutes to complete. You can do this survey in one sitting, or provided that you do not close your browser window, can return to complete your responses later. As many of you know, yesterday we announced the University's plans for Fall Term. At the forefront of our considerations are the safety and well-being of the UM community, and our ongoing commitment to deliver an educational experience of the highest quality for our students. In keeping with public health and government directives, we will be offering the Fall Term primarily remotely, with the exception of a very small number of courses that require in-person delivery. Students will know in advance of registration which courses will be held in person, so you can make informed course selections. While we are all disappointed that we will not be together in person in the Fall, please know that we are exploring every avenue to deliver a robust student experience virtually. We are working in collaboration with UMSU, UMGSA, teaching and learning experts, and the faculties to develop plans that promote student learning, engagement and academic success. Invitation to complete a survey on travel and COVID-19

Students, tell us about your thoughts on travel and COVID-19! The containment of an emerging virus, such as the 2019 Novel Coronavirus (causing the COVID-19 disease), is dependent on controlling transmission of the disease between countries. Travelers are a primary factor in the spread of infectious diseases across borders and have been instrumental in spreading COVID-19 around the world. To try and control the spread of the disease, it is important to better understand people's travel health knowledge and practices. This will help government agencies better contain this disease outbreak and control the spread of other infectious diseases in the future. UM students (both domestic and international) can play a major role in helping us better understand travel health for people currently enrolled in university. We are inviting you to participate in a survey on your travel knowledge, activities and practices. The survey also includes specific questions on your knowledge and practices for COVID-19, and on university communications on COVID-19. This will help universities improve their communications for both this and future outbreaks. The survey may be accessed at the link provided below. It should take 10 to 15 minutes to complete. You can do this survey in one sitting, or provided that you do not close your browser window, can return to complete your responses later. This research is being done in partnership Dr. Cindy Jardine and her study team at the University of the Fraser Valley. All anonymized survey data analysis will be conducted off-site. To see more details about what you consenting to, including information on privacy, long-term data management and data security, please see the attached Consent Disclosure Statement. To thank you for your participation, at the end of the survey, you will be invited to enter your name into a draw for a MacBook Air (value of approximately $1,500). Your contact information for the draw will not be used to link to your survey answers in any way. Your chance of winning depends on the number of survey participants. The draw will occur within one week of the survey closing. We are also seeking participants for the second part of our study. We would like to invite you to be part of a focus group to get more detailed information and context for the survey responses. If you are selected for a focus group you will receive a gift of $50 for your time (either cash or an electronic gift card depending on physical distancing measures in place at the time of the focus group). The focus groups will take about one and a half hours. Be wary of gift card requests that seem to be from people you know

Phishing and other scam emails are hitting institutions at a marked increase because of the coronavirus pandemic. One of the most recent fraud scams is the gift card request from the address of an authority figure like a dean or professor. This is the typical progression of this kind of scam: 1. The scammer impersonates the authority figure with a fake email address. 2. You are sent a generic message such as, "Are you available?" 3. If they get a response, the scammer gives some excuse about why they can’t be contacted by phone. 4. The scammer will then make an urgent request. 5. Typically, the request is to purchase iTunes cards or some other gift card currency. 6. If the scammer obtains the numbers on those cards, they can resell them for profit. How do I identify this kind of scam? Recipients of these emails should be wary of the following techniques: * Unsolicited email involving an online financial service or wire transfer. * "Soft opening" techniques, such as brief emails asking whether you are in the office today or other seemingly harmless questions. * Cryptic messages from an authority figure stating there is an urgent matter. * Requests to click links or attachments. What can I do if I think I’ve received one of these messages? If you think you have received an email message from a scammer: * Be careful about replying to the original email with too much information. * Pay attention to the reply-to address. Is it the same as the "From:" address? * Call to confirm with the sender if possible. In some cases, the email account may be compromised. * Hover over suspicious links to reveal the true destination of the URL. * Send the email to spam(a)umanitoba.ca <mailto:spam@umanitoba.ca> or infosec(a)umanitoba.ca <mailto:infosec@umanitoba.ca> for a second look. Congratulations - our hard work is making a difference! Now that exams are finished, many of you are looking ahead to your Summer and Fall Terms. Let me assure you that although campus may be closed right now, your university is open - and will remain open - to fully support your education. As you know, it was announced several weeks ago that all summer term courses would be offered online - either in the usual Distance Education (DE) format (commencing May 4) or as Remote Learning courses (beginning June 1). I am highly encouraged by the number of students who have already registered to take DE courses - your eagerness to continue your studies inspires us all. In this communication I have a few updates and reminders to share: Consider your grading options. Students have four grading options for courses completed in the Winter Term 2020 and courses that spanned both the Fall and Winter Terms 2019-2020: 1. You can keep your letter grades as they are. 2. You can keep your letter grade but have it excluded from your GPA. 3. If you receive a letter grade that you aren't happy with, you can opt to have a "P" appear on your transcript instead. A number of faculties have created quick reference information to help you understand the different grading options, you can read about those here<https://centre.cc.umanitoba.ca/altgrading/>. 4. You can voluntarily withdraw from the course. You will have until 11:59 pm on May 10, 2020 to decide which grading option is best for you. To make your choice, log into UM Learn<https://universityofmanitoba.desire2learn.com/d2l/login> and follow the instructions. Courses that have final grades in Aurora will be added to your record overnight, so if your grades aren't there yet check back again the next day. If you receive a final grade after May 10th you have 10 calendar days to request a change through your home faculty. Registering for Summer Term Remote Learning Courses. To help students who wish to get ahead in their studies, we will be offering an extensive list of Remote Learning courses for the Summer Term. The complete list of course offerings will be made available on Aurora on May 4th. You can register for courses that begin on or after June 1 starting on May 19. (Registration is already open for Summer Term Distance Education courses and Masters/PhD Re-Reg thesis courses.) To those of you who have fulfilled your final academic requirements and are poised to graduate, well done!! We know that the transition to remote learning and assessment has had its challenges. Your flexibility and determination in meeting the goals you set for yourselves have been inspiring. Outstanding work Bisons!! I have a few updates and reminders for you today: Summer Term. Please remember that we have two registration periods: a) Summer Term Distance Education courses - registration opened April 20 and courses begin May 4th and b) Summer Term Online and Alternative Delivery (STOAD) courses - registration opens on May 19 at 9:00 a.m. The STOAD schedule, which will include an extensive list of courses, will be available to view starting May 4. Other important dates: May 15 Last day to drop/add Summer Term Distance Education courses May 4-19 Students are able to review the full schedule of Summer Term course options May 19 Summer Term registration opens at 9 am June 1 Summer Term Online and Alternative Delivery (STOAD) courses begin Please see the Registrar's Office website<http://umanitoba.ca/registrar> for all important dates for the Summer Term. Textbooks. Librarians are working with instructors to source electronic versions of textbooks for Summer Term 2020 courses. More concrete information about textbooks will be provided in subsequent updates. Sport and Recreation Fee. The Sport and Recreation Fee will not be applied to tuition for Summer Term. You don't have to take any action. Grade options. Now that you've completed your term (yay!), it is time to learn more about the new grading options. Beginning May 1, you can elect to apply grading options until May 10. More details on how to apply the various grading options will be communicated to you next week. Government financial resources. The Government of Canada announced the Canada Emergency Student Benefit (CESB), which provides up to $1,250/month over the summer (May to August) to eligible post-secondary students, including part-time students, those who are set to begin their studies in the summer or fall, and recent graduates. Students with dependents or with disabilities will be eligible for an additional $500/month. Students will be able to apply for this benefit in the coming days and weeks. Current case numbers in Manitoba do not mean that we are out of the woods though. On a holiday weekend when you would normally spend quality time with close friends and family outside your household, I urge you to remain true to our ultimate goal - flattening the curve - by avoiding gatherings and maintaining social distancing measures. I know you've got this! Although I am providing more updates in this communication to you, I am encouraging you to maintain your focus on preparing for exams, and to take advantage of the many resources that have been developed to help you. We have extended the deadline for making decisions on final grades to give you the time and space you need to make your decisions thoughtfully when the time comes to do so. I continue to be immensely proud of how you have adapted and persevered over the past few weeks. As you prepare for the upcoming exam period, there are several resources, supports and tips to help you navigate online exams. New Voluntary Withdrawal date. Students enrolled in Winter Term courses and those spanning the Fall and Winter Term, now have until May 10, 2020 to voluntarily withdraw. The previous deadline was April 13. Extra time to consider your grading options. Last week, I announced that all students (except those in the Faculty of Law) can choose to receive a "pass" grade instead of a letter grade for all Winter Term and spanned courses completed by April 2020. Support for students with visas and study permits. In our new academic reality, it may be a challenge for some students to maintain the credit hours required for their visas and study permits. The University is in close contact with Immigration, Refugees and Citizenship Canada to find a solution. In the meantime, the Registrar's Office will issue letters to the IRCC indicating that we consider these students fully enrolled, and actively pursuing their studies. UM continues to work with IRCC and we will update you as soon as we have further information. To the University of Manitoba community, Each one of us is experiencing the impact of COVID-19 in our own way. No two experiences are exactly the same, nor could they be when facing a crisis of this magnitude and complexity. Usually, during personally turbulent times, we find comfort and renewed strength by gathering with loved ones, recognizing the support that is inherent within a community of friends and family. Yet, as we approach important festivals of the Abrahamic traditions-Passover, Easter and Ramadan-which previously those who celebrate would mark together in a shared space, we know this unprecedented pandemic demands we chart a new course, discovering alternate ways to connect and bridge the physical distance. As we stay apart from one another and follow with utmost diligence the directives of health officials, my wish for you during this reflective time is to find the harmony and peace that comes from a shared journey to help save lives in Manitoba. Each one of us holds this vital responsibility. These religious holidays of course offer no reprieve for those working at the frontlines of health care. As a Manitoban and a proud member of the UM community, I want to thank you for your efforts, and those of your family and friends, to ensure the safety and well-being of others during this really challenging time. None of us thought that we would be ending the academic year in this way. I commend you for your patience, your flexibility and your resilience. Although buildings on campus are closed, please remember that we are still offering services virtually, by telephone, and online to support you in ending the semester successfully. Today, I am sharing several important updates and information regarding resources available to you. The university and its donors are pleased to offer the COVID-19 UM Student Emergency Fund, which will provide emergency financial support to students. These one-time, non-repayable, direct-deposit funds are available to full or part-time students registered in the 2019/20 academic year who meet the criteria. For more information about eligibility and how to apply, click here<http://umanitoba.ca/student/fin_awards/pandemic-relief-fund.html>. The University will be refunding all student parking permit holders for the April portion of their parking permit. You do not need to take any action to receive this refund. If you paid by credit card, the refund will be returned to the card used to purchase the permit. If you paid by cash or debit, the University will issue cheques. Due to the large volume, please be aware that it may take some time to process all the refunds. If you receive a failing grade in Winter term 2020, it will be automatically excluded from all UM GPA calculations. Failing grades will appear on your transcript but will be identified as having been excluded from UM GPA calculations due to the COVID-19 situation. Failing grades will be considered for admission purposes. Students, except for those in the Faculty of Law, can choose whether or not to receive a “pass” grade instead of a letter grade. This option will apply to all Winter term or spanned courses that you complete by April 2020. Students must have achieved a letter grade of D or higher to exercise this option. If you choose this option, the “pass” designation will appear on your transcript, but will be flagged with a notation that you made this decision due to the COVID-19 situation. The “pass” option ensures your grade is excluded from ALL GPA calculations. However, it is important to note that course grades of “pass” will not normally be used to satisfy prerequisites. You should not choose this option if your program specifies a grade of C or higher is required for courses counted towards the degree. Consult your faculty advising office for further information. You will have until May 10, 2020 to choose the “pass” option for final grades of D or higher, or to exercise the previously approved option to exclude a course grade from UM GPA calculations. The process to do so is still being determined, but will be communicated as soon as possible. Once final grades are available on Aurora you will be able to make this choice. For help in understanding these options and how your choice will impact you, contact an academic advisor in your home faculty/college/school. For questions about how excluding a grade(s) or choosing a Pass (P) will affect your eligibility for admission into your target program, please contact an academic advisor from that faculty/college/school or contact the Admissions office. To recap, you can choose either the standard approach to letter grades or two alternative grading approaches for each individual course completed in Winter term 2020, except for students in the Faculty of Law. These are your options: Standard Approach: You can accept the letter grade you received. This is the default grading approach and your letter grade will be used in GPA calculations. Option 1: You can accept the letter grade received, but have it excluded from your UM GPA calculations. Your letter grade will appear on the transcript, with a note that you chose to exclude it from UM GPA calculations. Option 2: You can choose to receive a “pass” grade if you receive a grade of D or higher. No letter grade will be recorded on your transcript and a note will indicate that you chose this approach. The “pass” grade will be excluded from UM GPA calculations, which is the normal way “pass” grades are treated at UM. These pass grades will have no letter grade equivalent. Regardless of the choice that you make with respect to course grading, you must meet all existing admission, prerequisite, progression, degree, and graduation policies and requirements that may apply to you: * within your existing program of study and current Faculty, and * to be eligible for admission to, progression within, and graduation from, any other programs in any faculty in the future. For students using Student Accessibility Services, please note that although in-person visits are no longer happening, staff are still available to offer support. * Accommodation support staff will continue to ensure class content is ready for you. * If you have booked a mid-term test or final exam for the winter term through the SAS scheduler, the SAS Exam Centre staff are contacting your instructors. They will work with you and your instructor to figure out any online test or exam accommodations. Summer Term Registration. · Registration for Distance and Online courses and Faculty of Graduate Studies Re-Registration and Thesis courses that begin May 4th will open on April 20th. · We recognize that many students are hoping to make decisions about summer courses soon. We are actively working on this and will share information regarding Summer Term courses (which will be offered online or through means other than face-to-face) beginning June 1 as soon as those details are finalized. · Registration for all courses beginning on or after June 1 will begin May 19th. You can choose to include or exclude grades in your GPA calculation. For any course work completed at the University of Manitoba in Winter Term 2020, you can choose whether or not to include a grade received in your GPA calculation. This option will apply to all Winter Term 2020 courses or spanned courses that you completed over the Fall 2019-Winter 2020 Terms for which a standard letter grade is received (A+ to F). Grades excluded in the calculation of your GPA will not be used in calculating GPA for the purpose of program progression and/or overall graduation GPA requirements. However, course grades will continue to be used to satisfy UM pre-requisite requirements for entry into other courses, or admission to other programs, and to satisfy any other program requirements. Grades will appear on your official transcript, but will be flagged with a notation that the course was excluded from the GPA calculation due to the COVID-19 situation. Parchments will be mailed to spring 2020 graduates. Please check your address in Aurora, and update if needed, as this will be the address we will use to mail your parchment. Today, I have several updates, resources and a reminder to share with you: Campus buildings will be closed. Effective 11.59 pm, Monday, March 23, 2020 all university buildings will be closed or have limited access to employees deemed as essential until further notice. Spring Convocation ceremonies are cancelled. We are following recommendations from Canadian health officials to cancel all public gatherings of 50 people or more due to COVID-19. Students who have planned to graduate will still be able to do so, as the University has made arrangements to complete the academic term and to verify completion of program requirements. We are exploring creative options to fully celebrate the academic success of our graduands. Those students will receive further details closer to the end of term. Distance Education Courses (DE designated). Recognized distance education (DE designated) courses already scheduled to commence on May 4th will proceed. Information regarding registration deadlines for DE courses will be communicated soon. Re-Entering VWd courses. The VW date for Winter term courses was changed from March 18 to April 13. Students who VWd between March 9 and March 16 (the date the change in the VW deadline was announced) are entitled to re-enter the dropped course if they wish. To do so, students must email (using your umanitoba email address) an academic advisor in your home faculty/college/school<http://umanitoba.ca/student-supports/academic-supports/academic-advising> by Tuesday, March 24 with the following information: student name, student number, course name and CRN. Students who re-enter courses will be responsible for lecture material missed during their absence. Domestic students in residence must return home. To maximize social distancing and to keep students safe, Canadian residents who can return home must move out of residence by 12 p.m. Wednesday, March 25. The University of Manitoba is taking that responsibility seriously and taking actions based on information we receive from health authorities. Today, I am announcing actions that are based on working together to: * protect the health of our community; * ensure our students can finish their term; * accommodate and support students in residence who are unable to return home; * support the province's health and wellbeing through our COVID-19 research efforts, and * other time-sensitive activity. Effective 11:59 pm, Monday, March 23, 2020, all university buildings will be closed with only limited access to employees deemed as essential to our work for the immediate future. The general public and students who are not in residence will not be able to access buildings on campus and staff and faculty members will need keys/swipe card/identification to enter. All employees - unless told otherwise by their Manager/Department Head/Dean - are to work from home. If you have not already done so, please ensure conversations about how this applies to your work take place today. Anyone seeking access from Security Services will need valid University ID to gain entry if they do not have keys or card access. Please note, construction workers and contractors will still be allowed access to job sites through their respective university project managers. As an essential service, the Pharmacy in UMSU University Centre<http://umanitoba.ca/campus-services/university-centre-pharmacy> will remain open during regular hours from 8:30 am to 4:30 pm Monday to Friday. To access, please use the East main doors off of Chancellor's Circle on the lower level of UMSU University Centre. Here's how we are planning to achieve the objectives outlined above: Students We are committed to supporting our students and minimizing any negative impact on their academic progress. As such we have taken the following steps: * At this time, it is anticipated that there will be no in-person classes until September, 2020 at earliest. * All Libraries will be closed, but online resources<https://libguides.lib.umanitoba.ca/c.php?g=715216&p=5099324> will continue to be available. * There will be no in-person exams for courses offered during Winter Term 2020. * The Voluntary Withdrawal Date for Winter Term 2020 has been changed to April 13, 2020. When registering for courses in a future term, Limited Access will not apply to courses students VWed from or completed in Winter 2020. * Registration for summer session has been suspended for now. A date for reopening registration is pending. Summer Term 2020 courses will begin June 1, 2020 with no in-person instruction. Scheduled designated Distance Education (DE) courses beginning in May will continue as planned. * Academic advising<http://umanitoba.ca/student-supports/academic-supports/academic-advising>, Student Counselling Centre<http://umanitoba.ca/student-supports/counselling-resources-students>, Student Advocacy and Case Management<http://umanitoba.ca/student/advocacy/>, Student Services at Bannatyne Campus<http://umanitoba.ca/student-supports/student-services-bannatyne-campus>, Spiritual Care<http://umanitoba.ca/student-supports/spiritual-services> and other services<http://umanitoba.ca/current-students> continue to be available to students through telephone or email appointments and resources available online. * Students who don't have access to computers or reliable internet in their off-campus locations are encouraged to connect with their instructors. Students in Residence The health and safety of every student living in residence is of paramount importance to the University of Manitoba. We are committed to ensuring the health and well-being of those who cannot return home. In order to do so: * Effective Wednesday, March 25 at noon all students who are able to safely return home and do not have special circumstances that may warrant an exception, are required to move out of residence. * For the students that remain, all residence halls, including the residence dining hall (Fresh Food Company) will remain open with some reduced or modified service levels required to improve safety. Faculty and Staff All employees, unless told otherwise, are to work from home. Managers, department heads and Deans should work with employees to support their health and well-being and to continue university operations to the greatest extent possible. This can include reassigning duties, working remotely or flexible work hours to accommodate child care or family needs. Operations, maintenance and security will be maintained while supporting the health and well-being of staff. Teaching All course instructors are working remotely as they continue to offer their courses in alternate ways to ensure our students can successfully complete the term. Plans are also in place to determine which summer courses can be offered given that no in-person classes will occur. Research Suspension of Most On-Campus/Field Sites Research, Scholarly Works, and Creative Activities effective Monday, March 23, 2020 at 11:59 pm. It is necessary to operationalize the suspension of most on-campus/field sites research, scholarly works, and creative activities during this pandemic that: i) cannot be conducted remotely; ii) cannot ensure health and safety requirements of research personnel; and iii) might introduce coronavirus (COVID-19) into a vulnerable population. The expectation is that researchers will continue as much research as possible remotely, but only limited research will continue in university research facilities, including off-campus research sites. Researchers who feel that they have exceptional circumstances should direct their requests to Dr. Digvir Jayas, Vice-President (Research and International) by completing this form<https://umanitoba.ca/sites/default/files/2020-03/UM%20Continue%20Research%2…>. Sport and Recreation Facilities and programming close The Faculty of Kinesiology and Recreation Management suspended operations of its Sport and Recreation facilities and programming March 13. Mini U Programs cancelled the remainder of winter programs and group bookings, March 13 - April 12. Spring break camps (March 30 - April 3) are also cancelled. As our response to COVID-19 evolves, we continue to assess the operation of Mini U Programs' spring and summer programs. Recreation Services group fitness classes and programs are cancelled. An automatic process of membership holds or extensions will occur during this suspension of operation. Campus Children's Centre is closed as of March 23 Campus Children's Centre will close in line with the school divisions. Managers/Department Heads/Deans should work with employees to support flexible work arrangements to help accommodate child care needs. We value the work of our entire university community. As I mentioned in my communication to you yesterday, I will continue to provide updates to you as decisions are made. Today there are four updates and one request I would like to share with you: No in-person exams. There will be no in-person final examinations for any courses offered during the Winter 2020 term. Exams might be scheduled to take place online or other means of assessment may be used. Instructors will share their assessment plans with their students. Registration has been suspended for Summer Term. Summer Term registration is currently suspended except in very specific circumstances (e.g., Graduate students who must register in the Masters or PhD Re-Reg courses; students on clinical placements). We expect that Summer Term courses will begin June 1, 2020 and we will provide you with further updates as they are available. Meanwhile, we can confirm that there will be no in-person instruction at UM until after September 1, 2020. Details concerning Summer Term registration deadlines and course availability will be communicated as soon as that information is available. Medical notes are not required for illnesses. Medical notes are not required if you are feeling ill and are unable to meet a course requirement on time. I want to reiterate to you the UM's commitment to protecting your health and safety, and to minimizing the negative impact on your academic progress. Today there are four updates I would ask you to note: · The Voluntary Withdrawal date has been changed to April 13. This will allow you to consider whether you want to voluntarily remove yourself from a course after experiencing the changes to the delivery and evaluation methods that will be implemented in your courses starting tomorrow. If you choose to Voluntarily Withdraw from a course, you can do so in Aurora. March 13 Message from President David Barnard regarding COVID-19

To the University of Manitoba community, Yesterday I communicated our commitment to taking measures to protect the health and safety of our campuses and our wider community. Our top priority is doing our part to help contain the transmission of COVID-19. In that same spirit, today I am announcing that there will be no classes on Monday, March 16 and Tuesday, March 17. The University campuses will remain open on those days, but there will no classes. This two-day pause allows the University to prepare to move classes to alternative modes of instruction. To be clear, as of Wednesday, March 18 there will NO IN-PERSON CLASSES, with rare exceptions that will be communicated directly to those affected. All in-person undergraduate and research-stream Master's and Doctoral instruction will end March 13. Instruction will be provided by other means that may include existing online platforms. This will continue through the end of the term on April 7. For now, the voluntary withdrawal date will remain the same (March 17), as will the exam period (April 13-25). We will assess this during the "pause" and communicate further details end of day Tuesday, March 17, or sooner if available. Our staff are working hard to keep as much of the University operational as possible. The University remains open and we are continuing to provide students with as many essential services as possible under the circumstances. As I referenced in yesterday's communication, all non-essential events involving 50 or more participants have been cancelled or postponed. To members of the University of Manitoba community: The University of Manitoba today is taking measures to help prevent the transmission of COVID-19 on its campuses and in the wider community, and, ultimately, to support the province's health care system. Our plan today is to keep the University of Manitoba open. The campuses are not closed. However, we are limiting levels of on-campus activity in order to mitigate COVID-19 transmission. I recognize that these actions will cause disruption and inconvenience, but as Manitoba's largest post-secondary institution with a student population of more than 29,000 and more than 10,000 full- and part-time faculty and staff, we have a responsibility to do all we can to lead the effort to mitigate the impact of COVID-19 in this province. My colleagues and I have consulted widely with other universities and our own health care experts, and, heeding the advice of public health authorities, we have made the determination that the need to act is now, while there is still a window of opportunity to make a positive impact and to the extent possible, help protect the community. These measures are effective immediately and will stay in place until further notice. These changes will take many forms as they unfold, but most critically they will involve: Classes: * We are not cancelling classes or exams at this time. * Deans have been asked to work with their departments and faculty to make all course materials for the remainder of the term available online and to consider alternate assessment methods that can allow for social distancing practices. * The Registrar's Office is currently working on an alternate final examination schedule that would reduce the number of students in any given exam venue to incorporate best social distancing practices. * With respect to summer term, we will be looking at how we can employ on-line methods. * Co-op and integrated learning program leads are to look at contingency plans for students involved in off-site learning opportunities. Events: * University-sponsored events of 50 people or more will be cancelled or postponed. * Organizers of smaller events will be required to consider alternate ways of doing those events that need to proceed (e.g., not providing food, hosting in large spaces offering sufficient flexibility for social distancing, or hosting online versions of events) Travel: * All university-related travel should be suspended for faculty, staff and students, where possible. Specific guidelines will be developed to assist in this process. International Exchanges: * All students on international placements will be advised to return to Canada. Planning is underway to address the implications for these students of leaving a placement prior to its completion. Social Distancing * Messages regarding physical contact, cough and sneeze etiquette, hand washing, the use of sanitizers and disinfectant wipe are being widely shared and circulated. * All employees who show flu-like symptoms must not report to work and take the advice provided by public health officials. * While keeping the university operational remains a priority, heads of units will assess options for staff to work from home. If feasible, work from home agreements will be initiated and support arrangements for the provision of the necessary tools to do so will be facilitated on a priority basis. Communications: * We continue to urge our community to follow all health and safety protocols. * We will update the www.umanitoba.ca<http://www.umanitoba.ca> webpage with new information as it becomes available. Those are the most important measures for you to note at this time. Please pay close attention to all the announcements and details that will follow, from the institutional sources (UM homepage, UMToday, emails), as well as information from your specific units, managers and instructors. We will continue to keep student residences open, dining operations and other services and supports, where possible. We ask everyone to adhere to the health and safety precautions already outlined in detail in our UMToday story<https://news.umanitoba.ca/university-message-on-the-coronavirus/?utm_source…> and public health websites. Please keep at least two metres away from one another, wash your hands carefully and regularly, stay home if you are feeling ill, and follow all proper protocols. None of these planned actions I have shared today with you are being taken lightly. I assure you that we are making decisions that we feel are the best for our immediate and wider community, and based on sound scientific advice. UM has been a leader for decades in global public health research and community outreach. We have a responsibility now to make every effort possible to play our part in meeting this current challenge. While we take these proactive and preventive measures, members of our UM community continue to play a key role in directly addressing the impacts of COVID-19, medically, socially, economically, and in other relevant spheres. Dear UM Community member, A survey has been created to better understand UM community experiences of diversity, inclusion and equity. We want to ensure that all members of our UM community feel included and safe, and are able to be authentic and to contribute in meaningful ways to our learning and work environment. Good morning, In October of last year, the President's Task Force on Equity, Diversity, and Inclusion (EDI) was established to provide recommendations on the process and actions required to identify and address obstacles and inequities facing faculty, staff and students at the University of Manitoba. The Task Force will, as part of its mandate, consult with members of our community to respond to the question, "What is needed to ensure that EDI principles are embraced and supported within the UM community?" All students, faculty and staff are urged to take part in these consultations and to lend their voices to this important work. We want to ensure that all members of our UM community feel included and safe, and able to be authentic and to contribute in meaningful ways to our learning and work environment. A series of open focus group sessions for students, faculty, and staff will begin February 13. The open sessions will be held during February, March and April at the Fort Garry, Bannatyne and Selkirk Avenue campuses. This horrific and heartrending tragedy is being felt across our country and here at home. We have now received several corroborating reports that three UM alumni, a graduate student and an International College of Manitoba (ICM) student were on board. Together, we mourn the loss of every passenger and remember those we knew as classmates, friends, students, colleagues and family members. I am currently conducting a study called “A Mixed-Methods Validation of a New Measurement of Writing Self-Efficacy.” In this study, students who have written for academic purposes in their undergraduate or graduate program, are invited to complete a short online survey asking them questions about how they feel about their capabilities as writers. Dr. Benarroch is the provost and vice-president, academic at Ryerson University in Toronto, a role he has held since 2017, providing leadership as Ryerson’s chief academic officer and chief operating officer. He has made a significant impact as provost, overseeing academic policy, strategic planning, and the institutional budget. Prior to his time at Ryerson, he led the I. H. Asper School of Business at the University of Manitoba as dean, and was founding dean of the Faculty of Business and Economics at the University of Winnipeg. I am excited to welcome Dr. Benarroch, a proud Manitoban, a recognized economist, and an experienced academic leader, back to the University of Manitoba as our 12thPresident and Vice-Chancellor. His academic and leadership experience and his deep love of the province and the university make him an ideal candidate to help bring about positive transformation. Those of us who have had the privilege of working with Dr. Benarroch in his previous role as dean of the Asper School of Business know him to be a collegial and capable leader who cares deeply about the success of this University, this province and its people. Barnard, who completes his term on June 30, 2020, following 12 years of distinguished service as president. I want to take this opportunity to thank David for 12 years of relationship building, visionary growth and transformation. Under his leadership, the University of Manitoba has expanded greatly in physical size and student population, and increased both the Indigenous and international student populations, achieved new heights in research accomplishments and achieved unprecedented success in philanthropy through the Front and Centre campaign. In 2011 Dr. Barnard made a formal Statement of Apology and Reconciliation to Indian Residential School Survivors in front of the Truth and Reconciliation Commission of Canada, the first leader of a post-secondary institution to do so, and David has provided steadfast leadership in building relationships with Indigenous students, faculty, and communities throughout his time as president. I would like to pay special appreciation to all members of the community who informed the work of the Presidential Search Committee through your contributions to the consultation phase of the search. In his time at Ryerson he has led and revamped the budget process, consulting widely as the University implemented significant budget reductions. He received his Ph.D. in economics from Carleton University, his master’s from Western University, and a B.A. (Honours) from the University of Winnipeg. Throughout his career, Dr. Benarroch has been an active leader and contributor in collegial governance at the institutions at which he has served, at the department, Faculty and University levels and believes strongly in the importance of collegiality. He has extensive experience in working in unionized universities and has served as a member of faculty association and management bargaining teams. Dr. Benarroch has extensive experience in community leadership and Boards. He has engaged with the boards of all three universities at which he has worked, and as Provost serves as a non-voting member of the Board. He has served on various national boards including the Certified Management Accountants, as chair of the Board of Jewish Education, chair of the Crown Corporation Council, the Premier’s Economic Advisory Council and on the Council of Economic Advisors for the Credit Union Central. He has completed the Directors Education Program training from the Institute of Corporate Directors. Dr. Benarroch is a proud Manitoban who is very excited to return to Winnipeg and lead the University of Manitoba as president. He believes strongly in the importance of the University of Manitoba to this province and is keen to build and enhance connections in the community. His passion for this community and the power of higher education is readily apparent and his experiences to date in the academy, in academic leadership, and in the community will serve him, and the University well in the role of president and vice-chancellor. Dr. Benarroch was born in Tangier, Morocco, his family immigrating to Winnipeg when he was three years old with the expectation of greater opportunities. He was among the first generation of his family to attend university and the first to earn a graduate degree. He holds a BA (Hons) from the University of Winnipeg, a MA in economics from Western University, and a PhD in economics from Carleton University.

I commend co-authors Donna Miller and Helga Van Iderstine for their hard work on this independent review, titled Responding to Sexual Violence, Harassment & Discrimination at the University of Manitoba: A Path Forward. The result is a comprehensive, robust report that makes 43 recommendations, all of which I accept and am committed to implementing. Today, I invite all of you to join me and the vice-presidents on Tuesday, September 17 at 2:30 pm in the Manitoba Room, UMSU University Centre, where I will share the report and discuss the first steps to engaging the University community in moving forward on the recommendations. Dear students, Universities have stories to tell: about who they are, their values, their priorities. At the University of Manitoba, we are all a part of that story, and our visual identity - the look and feel of the materials we produce - provides us with a recognizable vehicle with which to express ourselves and connect with those who care about us and the work we do. That visual identity, like the other components of our collective story, occasionally requires refreshing. Over time, we evolve, we grow, we change. And so do our story and the means of telling that story. Today, the launch of our new brand begins with the introduction of a new logo. Message from President Barnard to UM Community on sexual violence

Good afternoon, I have shared many messages with our community reiterating my commitment - and that of the University's leadership team - to supporting a culture of respect, safety and inclusion on our campuses. It is important that we give voice to issues that matter, like sexual violence and harassment. It is even more important that we listen and act upon what we hear. Last spring, discussions began around the drafting of new sexual violence and respectful work and learning environment policies. A number of avenues were made available to our students, alumni, staff and faculty to share input about these key policies and their impacts. Anonymous and confidential feedback systems were put in place last spring; more than 20 stakeholder engagement sessions were held over the summer and fall, and an optional survey<http://umanitoba.ca/student/media/Sexual-Violence-Survey-Summary-2019.pdf> was sent to all students. The feedback gathered<http://umanitoba.ca/student/rwle-sa-policy-review/index.html> has been invaluable and led to updates and improvements to the proposed policies, which are currently in draft stage. The goal is to present these policies to the University's Board of Governors for consideration in June 2019. More than influencing policy development, the thoughtful, personal, and often pointed feedback we received has helped to enrich our educational materials and opportunities. While there is much more to do, and certainly additional resources to come, I am pleased that today I can announce the launch of a sexual violence awareness online course on UM Learn<https://universityofmanitoba.desire2learn.com/d2l/login>, which covers many of the key themes highlighted during last year's stakeholder engagement sessions. Containing foundational information on sexual violence, these five video-based modules are available for all members of our community and I encourage each of you to take the time to watch each one. They cover crucial topics, including consent, policies and procedures, common myths and available resources. I recently completed the course and I ask all of my colleagues - both faculty and staff - as well as all members of the student community, to do the same. It is our collective responsibility to educate ourselves around sexual violence on campus. I would like to thank all of you who took the time to engage in candid conversations, either online, or at a stakeholder session. The questions you raised, issues you identified and solutions you offered will continue to guide us as we move ever forward towards creating a culture of consent, respect, trust and inclusivity. [cid:image001.jpg@01D47295.5FF9FFA0] It has come to my attention that a number of racist posters have been posted on the University of Manitoba campuses as part of what is understood to be a coordinated international effort by neo-Nazi and white supremacist groups. The University unequivocally condemns this and any other racist actions. There is no tolerance for hate and discrimination, as I made clear yesterday in my remarks at the vigil in honour of the shooting victims in Pittsburgh: We share a sense of revulsion and need to act because of what we see happening around us. The treatment of refugees. The tone of anger and hatred in political discourse. The installation of corrupt regimes. A distressing number of hate crimes. Terrorist attacks. As a place of higher learning, we are focused on scholarship; on the generation and passing on of knowledge and, I hope, a search for wisdom. Underpinning this broad idea is a shared perspective that working together - in community - is the best way to achieve this outcome. We must fight back against ignorance with knowledge. Against intolerance and racism with inclusiveness and acceptance. Against complacency with our words and our actions. The University has removed those posters that have been identified and Security Services is already investigating this incident. Anyone identifying additional locations is asked to bring them to the attention of Security Services as well. Yesterday evening, I hosted a Visionary Conversations event that focused on the responsibilities of global leadership, bringing together strong voices from a variety of perspectives. Anyone attending would have been inspired by the thoughtfulness and caring expressed by our speakers and the members of our audience, and the resolve of this community to stand together against bigotry and hate. Information regarding the legalization of recreational cannabis

Gottheil, Vice-Provost (Students)] Recreational cannabis is now legal across the country, and you may have questions about whether you can legally possess and consume it on University property. The University of Manitoba will be following federal and provincial laws, which means that smoking or vaping cannabis is prohibited on campus, including within all residences. Students with a prescription for marijuana will be accommodated through an allowance within the guidelines of the Clean Air policy that permits smoking at least 25 feet or 8 metres from an outside entrance. The growing of cannabis is prohibited on campus, as is its sale. The cannabis rules for students living in residence will be consistent with legalization laws and the University policy but will provide more specific rules and sanctions. The University will address inappropriate behaviour that causes risk or harm to people or property as a result of substance use through its normal student disciplinary procedures. Message from President Barnard on Sexual Violence

As the University of Manitoba welcomes 30,000 students to its campus for a new academic year, I wish each of our students a successful year. I want to take this time to reiterate my commitment to a culture of respect, safety, consent and prevention - a place where we can all be comfortable and that we can all call home while we are here. The University has been expanding our support services for students - both in how to identify and how to report any form of sexual violence. I am committed to mandatory education on sexual violence, consent and power relationships and will work with faculty, staff and students to ensure the appropriate levels of support and training are provided. Incidents of inappropriate behaviour at this University have been reported and investigated over the last few years. Inappropriate behaviour, including sexual harassment and sexual assault on campus is unacceptable, and, quite honestly, I find such conduct to be horrible and appalling. Today, I am apologizing to students who have experienced such inappropriate behaviour. I am deeply sorry. My promise to you is that we will do everything possible to shape a safe and healthy environment, and we will deal expeditiously with all violations that are reported. I also want to provide a correction to the community of some recent statements: In preparing for today's message, I discovered last Wednesday that we have issued letters of employment to individuals that contained more information than I consider appropriate. The document provided to Steve Kirby as a letter of employment - that I understood to be a mere chronology of his time at the University - in fact also included an outline of activities and achievements, that, though factual, could be construed as supportive. The inclusion of this material was a mistake that must not be repeated. The letter in no way recommended him for any position. Anywhere. So in the interest of disclosure and our commitment to move forward, I have released the letter to the media today. When someone has left the University following an investigation where there have been violations found, I believe a letter of employment should simply state: the start date, end date and titles or roles that the person held. To identify possible improvements, I am asking Donna Miller, QC, to co-lead a careful search and examination of our processes. Donna Miller, an accomplished lawyer and passionate civil servant, is the first woman in Manitoba to become clerk of the province's Executive Council. She was appointed Queen's Counsel and she received the Queen's Diamond Jubilee Award for her contribution to public service. We are in the process of confirming the other co-lead and will have more details soon. I am specifically asking Ms. Miller to look at our policies, procedures and execution in such cases, and to provide us with a report on how we can do this better going forward. We will investigate how those accused and those found to be in violation are dealt with in terms of our contractual obligations, employment status, letters of employment, references, and so on. Although I can't speak to specifics, I also want to tell you today that there are other investigations ongoing now. We are committed to due process and to protecting the confidentiality of those with the courage to come forward. I am confident that when people are able to come forward and share their experiences confidentially and have them dealt with, we are all stronger for it. These recent issues have caused us to pause and reaffirm our commitment to a culture where sexual harassment and sexual assault are not acceptable. We won't tolerate this on our campuses. I won't tolerate this on our campuses. I am committed to making this the University we all want it to be. Sexual Violence Needs Assessment Survey

[susan-email-header] Dear Student, I am inviting you to participate in an anonymous online 'Sexual Violence Needs Assessment Survey<https://www.surveymonkey.com/r/N82PGPV>' being administered to all University of Manitoba students. As you are aware, the University is committed to the safety and well-being of all members of our Community, and as part of this process our Sexual Assault and Violence Steering Committee is examining how well our sexual violence procedures, protocols, and supports are serving our students. In addition to learning about your experiences with sexual violence, we are also interested in understanding what you know about the supports and resources available on campus and your general perceptions of how the University responds to incidents of sexual violence. This information will be helpful to us in determining priorities for additional supports and resources in future. The survey will take approximately 20-30 minutes to complete. All responses are voluntary and you can exit the survey at any point without consequence. All responses will be recorded anonymously, and your responses cannot be matched with your identity. All survey responses will be aggregated and shared only in group format, so no individual responses will be reported. You can save your progress at any time by clicking on the "Save and continue later" button located at the bottom of each survey page. This will allow you to save your progress and return to finish the survey later. You can also choose to discard your responses, so that no information will be recorded from your responses to the survey, by simply exiting the survey without saving. Prime Minister Town Hall Jan. 31

All staff, students, faculty and alumni are invited to attend a public town hall with Prime Minister Justin Trudeau at the Investors Group Athletic Centre (IGAC) on Wednesday, January 31 at 7 p.m. This Winnipeg stop is one of a number of town hall events happening in communities across Canada in the coming months. The event is an opportunity for the Prime Minister to hear from Canadians about issues that matter, including how to create growth that works for everyone, prepare for the jobs of the future, and build a stronger more resilient middle class. While the event will take place in IGAC, the entrance and coat check can only be accessed via the Max Bell Centre's southeast entrance at 109 Sidney Smith Street. Doors open 5 p.m., while the event begins at 7 p.m. Please note that while an RSVP is required<http://tduguid.liberal.ca/events/>, it does not guarantee access to the event. Admission to the event will be on a first come, first served basis. It is important to know that large bags and coats/jackets won't be permitted inside the venue.
