UM Learn content update for all students

We heard from you that not being able to access all courses in UM Learn was an issue. We addressed this as quickly as possible to reduce any additional stress this caused you. If an instructor is on strike, you are not responsible for any course work, assignments or exams in that course during the strike period. Those classes will resume at the end of the strike. If your instructor returns to work before the end of the strike, you are responsible for any of your courses and relevant work, assignments or exams that are continuing. As a result, UMFA has commenced strike action beginning today, Tuesday, November 2nd. We realize this causes disruption for you. We will take every reasonable measure to support you through this time, including maintaining instruction for courses not being taught by UMFA members, and providing access to core services and resources. We will share as much information with you as possible as it becomes available - via email, website and our social media accounts. UMFA rejects UM's latest offer and moves to strike

UM presented UMFA with a strong offer that included a two-year monetary proposal with both general salary increases across the board and changes to the salary structure that would increase salaries an average of 9.5% over two years and substantially increase lifetime earnings of members. UMFA has rejected the offer and indicated its intention to strike. UM and UMFA representatives began negotiating a new collective agreement on Aug. 5 – and after 18 meetings, both parties agreed to move to mediation. UMFA set a bargaining deadline and mediation ended today without an agreement. UM is willing to continue with mediation, however UMFA has indicated that it will proceed with a strike on Nov. 2. "We are disappointed that UMFA has rejected our offer and moved to strike," says President and Vice-Chancellor, Michael Benarroch. "We strongly believe it's a fair deal as it would allow us to recruit new faculty with more competitive offers, support faculty retention, and ensure faculty wages remain competitive with their U15 counterparts as they advance in their careers. We hope to be back at the table soon."  Throughout the negotiations, UMFA has continued to seek salary compensation from the university for what UMFA says was lost from 2016 to 2020. As part of a lawsuit against the government, UMFA is seeking damages for lost wages for that period and expenses from the 2016 strike. UM is not part of that litigation. The courts will hear UMFA's claim in November 2021 and decide on damages payable to UMFA by the government. UM does not believe it is appropriate for UMFA to seek this compensation from both the university and the government. "The university has bargained in good faith throughout the last few months and has tabled several offers, all in an attempt to reach an agreement," says Provost and Vice-President Academic, Diane Hiebert-Murphy. "Our latest offer is truly a strong offer that will provide meaningful increases to all UMFA members in the long term, as well as address recruitment and retention issues and provide for stability to the university community." This has been featured in news coverage over the weekend and it is understandable that you are wondering what impact this might have on you and your studies. Even with a date set, the vote does not mean a strike is certain. It means that union leaders have approval from their members to choose to strike if they are not satisfied with how negotiations are going. The university bargaining team, who are the people at the table negotiating with the association, is working to reach a new agreement and there is still an opportunity for that to happen. If there is a strike, or any other sort of labour action, the university will remain open. Bargaining to continue following UMFA strike mandate

[cid:image001.png@01D7C4F6.4FA0B4D0] Message from Dr. Michael Benarroch, President and Vice-Chancellor To our university community, We learned today that that University of Manitoba Faculty Association members voted to give their union a strike mandate. I want to assure you that the university will continue to bargain in good faith with UMFA, with the intention of concluding a collective agreement without a labour disruption. At this time, all classes and campus activities will continue as usual. Staff who have been working on campus can continue to do so. Since bargaining began on August 5, we've seen meaningful progress on many articles and proposals. The university is committed to addressing challenges with faculty recruitment and retention and ensuring that each department offers an outstanding teaching and learning experience. We have proposed significant structural changes to enhance pay-scales for year 1 and 2 (please see the full presentation here<https://umanitoba.ca/bargaining/sites/bargaining/files/2021-10/UM-salary-co…>). We recognize the need for market supplements and have made a proposal to continue them in this round of bargaining with UMFA. On October 13, the university offered UMFA a four-year contract with the following increases: 1% in Year 1, 1% in Year 2, and 1.25% in Year 3, and 1.25% in Year 4. The entirety of our proposal recognizes our commitment to make faculty salaries more competitive within the U15 and regional landscape, while providing stability for students and staff. The university fully respects the bargaining process and the union's right to take strike action if it believes that is in the best interest of its members. However, the university believes strongly that we can reach a fair agreement for UMFA members and we will continue to work hard to achieve this. I know the bargaining process can create tension and stress for many in our community; we all feel this. I care deeply about what happens in these negotiations as I know we all do. I am incredibly proud of our community's commitment to provide an outstanding student experience and to ensure UM is the internationally competitive research university that Manitoba deserves. This work will help us prepare for a full planning process, to be launched in 2022, that will result in a new strategic plan for the University of Manitoba. Since spring 2020, when we presented our final report<https://umanitoba.ca/sites/default/files/2020-06/strategic-plan-2015-2020-f…> on Taking Our Place: University of Manitoba Strategic Plan 2015-2020, UM has continued to fulfill all the priorities laid out in the plan. The COVID-19 pandemic presented our community with immense challenges, but also with opportunities to learn and innovate. Indeed, the resilience we've seen across our university as we adapt to new ways of doing things is nothing short of inspiring. In the coming months and years, we will work together to evaluate what we've learned and to build on innovations that can strengthen our institution beyond the pandemic. The tremendous goodwill and confidence expressed by you-our community-is empowering our efforts to chart the university's future during continued uncertainty. In recent months, we heard from close to 2,000 members of the UM community about what matters most to them. Because of your feedback, we will focus on post-COVID planning and further our progress on anti-racism, experiential learning, Indigenous achievement and engagement, and equity, diversity, and inclusion (EDI). Our unwavering commitment to environmental sustainability and addressing climate change will inform all our plans and priorities. Upload your proof of vaccination now

[cid:image001.png@01D7C04A.EE35B8D0] UM SAFE RETURN UPDATE On August 19, President Benarroch announced all faculty, staff, students and campus visitors will be required to be fully vaccinated against COVID-19. In September<https://news.umanitoba.ca/proof-of-vaccination-process-rolls-out/>, we launched the process for employees and students to provide proof of full vaccination and the initial response rate was very good, with over 16,000 students and employees having uploaded their proof of vaccination. Thank you to those who have already uploaded their proof! A team is now in place to review and verify all submissions. You will only be contacted if further information is required. As we move further into fall and closer to Winter Term, we need to gain a complete picture of the vaccination rate of the UM community to make decisions about what a healthy and safe campus will look like in January. To do this, we need all students and employees to upload their proof of vaccination now, and not wait until the deadline. This includes all students who are learning remotely and are not currently on campus, as well as all employees who are working from home. You can upload your proof of vaccination on UM's secure site<https://covid-declaration.umanitoba.ca/> - it's quick and easy, with people reporting that it took them only two minutes. For those who are not fully vaccinated, we encourage you to get your vaccinations as soon as possible. University Health Service has appointments available<https://news.umanitoba.ca/um-vaccination-clinic-book-your-appointment-now/> for both first and second doses. You can also visit the province's vaccine page<https://protectmb.ca/> for information on making arrangements to be vaccinated. One of the most important steps you can take to protect yourself and others from COVID-19 is to get vaccinated. Currently, all students and employees who are not fully vaccinated and coming onto our campuses must undergo COVID-19 asymptomatic rapid testing. The Rady Faculty of Health Sciences has implemented asymptomatic testing protocols for all individuals accessing the Rady Faculty of Health Sciences including all buildings on the Bannatyne campus and the Helen Glass building on the Fort Garry campus. Testing is required every 48 hours to access Rady Faculty of Health Sciences buildings. On Fort Garry campus and other satellite locations, employees and students who are not fully vaccinated are required to undergo COVID-19 asymptomatic rapid testing prior to participating in any activity on campus. Proof of Vaccination Process

[cid:image001.png@01D7A966.E5D21DF0] Message from Dr. Todd Mondor, Chair, COVID-19 Recovery Steering Committee September 14, 2021 As President Benarroch noted earlier today in his email, the University of Manitoba remains committed to the health and safety of our community and, as a result, new measures will be introduced over the Fall Term. With thanks to Naomi Andrew, Vice-President (Administration) and her team, today, we are introducing the first step in this process and asking all UM employees and students to immediately upload proof of full vaccination to our secure website<https://covid-declaration.umanitoba.ca/>. Employees and students are required to upload their proof of vaccination whether they intend to be working or learning on or off campus during the term. Individuals have until November 14th to upload proof of full immunization. All individuals who do not submit such proof will be considered unvaccinated. Proof can be a photograph of your Manitoba Health QR code, your vaccination card, or your vaccination record<https://www.gov.mb.ca/covid19/vaccine/immunizationrecord/index.html>. Unless we see a change to public health requirements, you should only need to upload your vaccination proof once during the 2021-2022 academic year. Your vaccination status is being verified under the authority of The University of Manitoba Act and will be used for the purpose of addressing the ongoing health and safety risks posed by COVID-19. We have taken all necessary steps to ensure we protect your privacy. Other than your name, the QR code contains no personal health information or data. We expect to have a procedure established within the next few weeks to support rapid asymptomatic testing of all those accessing a UM campus who have not provided verification of full immunization. Additional restrictions may also apply to these individuals. Details on the UM rapid asymptomatic testing program, and on the process for requesting an exemption from the mandatory vaccination requirement will be coming out very shortly. Owing to its connection to the health care system, an asymptomatic testing protocol will be implemented immediately (September 14) for all individuals accessing the Rady Faculty of Health Sciences, including all buildings on the Bannatyne campus and the Helen Glass Building on the Fort Garry campus. Individuals will have their vaccination status visually verified at approved access points. Those unable to provide proof of full immunization will receive an on-site rapid test. A rapid testing program will be operational soon for the Fort Garry Campus and other satellite campuses with details announced once the approach is finalized. The leaves on campus are just beginning to turn their autumn colours, and more people have returned to enjoy it. Though I see more masks than smiles these days, I am still encouraged by the increase of students on-campus and I know that cautious is the right approach as we resume more in-person activity. I feel the mix of hope and hesitancy as we wait to see what this fourth wave will bring. The delta variant is of great concern and we are asking everyone to exercise caution and to be flexible regarding our phased-in return. We are led by science and safety, and not by targets or our best-laid plans. And the science is telling us that, even as we look at the delta variant and growing case numbers, we continue to see remarkable evidence of the effectiveness of vaccines. That is why UM is requiring all employees and students to be fully vaccinated against COVID-19 before returning to campus. The COVID-19 Recovery Steering Committee (CRSC) has been diligently working to consider input from across UM and develop the most effective and efficient tools to support this vaccine mandate and the health and safety of our community. I know how important it is to our community that we get this right; we need meaningful enforcement and processes that work for our institution's unique needs. The President's Executive Team has carefully reviewed the CRSC's recommendations, and we have asked the steering committee to communicate operational details as they are confirmed and ready to roll out. Please watch for an important update later today regarding proof of vaccination and testing. Today, I'm sharing important details on UM's COVID protocols, university services, resources for new students, the National Day for Truth and Reconciliation, and strategies for staying connected. COVID-19 Protocols All UM students, faculty, staff and campus visitors must be fully vaccinated against COVID-19<https://umanitoba.ca/coronavirus/vaccine-information>. Individuals over age 12 are required to have their first dose by September 22, 2021 and their second dose by the end of October 2021. The University is holding vaccine clinics on campus<https://news.umanitoba.ca/um-vaccination-clinic-book-your-appointment-now/>, but you can also book a vaccine appointment directly through Shared Health<https://protectmb.ca/> or with the University Health Service<https://umanitoba.ca/student-supports/health-wellness/university-health-ser…> on the Fort Garry campus. When you come to campus, you'll need to wear a 3-ply mask and maintain physical distancing. The pandemic is ever-changing, so I encourage you to regularly check UM's COVID-19 website<https://umanitoba.ca/coronavirus/students> to learn what is required of you as a student. We were pleased to learn last week that international students are now eligible to receive a Manitoba immunization card. Navigating the University During the Fall Term most programs, services and supports will continue to be delivered remotely. If you are on campus during September 8-10, stop by UM Commons: Live in the Quad (look for the signs) and say "Hi!". Update on vaccination requirement: UM will require vaccines for everyone on campus

To our UM community, As we look forward to the start of Fall Term and our phased return to in-person activity, the safety of our campus community is top of mind. Having begun my role as president in the midst of the pandemic, I am eager to see our community thriving on campus. I also want to ensure that our campuses are as safe as possible, and that our community feels safe as we begin to teach, research, train, work and celebrate in person once again. That is why today we are announcing: The University of Manitoba will require faculty, staff, students and campus visitors to be fully vaccinated against COVID-19. Individuals aged 12 and over are required to have their first dose by September 22, 2021 and their second dose by the end of October 2021. This vaccine protocol is in place for the balance of the 2021-22 academic year, with more details to come. This recommendation was made by the COVID Recovery Steering Committee with input from each of the four sub-committees. The President's Executive Team approved the recommendation after consulting with all unions and confirming support from Deans and the Chair of UM's Board of Governors. Additionally, we sought legal advice, met with Public Health, and consulted with our post-secondary partners in Manitoba and across Canada. Many of you have also expressed that requiring vaccines is the best way to support a safe, in-person work and learning environment. I hear you and I thank you for your engagement on this important issue. As I shared in my July update, we need to be mindful that UM operates like a small city. We will be increasing our on-campus activity throughout the fall, and by January, when we bring all students, staff and faculty back, we will be integrating about 40,000 people from across the province and globe. When we consider the activity that takes place on our campuses (labs, theatre, musical performances, patient care, athletics, contact sports, large classes, research etc.) it is clear that requiring everyone to be vaccinated will ensure the safest possible environment. Vaccines are safe<https://www.canada.ca/en/public-health/services/diseases/2019-novel-coronav…> and significantly reduce the risks of the most serious outcomes of COVID-19. To date, this has been true for the variants-of-concern. Vaccines are accessible throughout<https://www.gov.mb.ca/covid19/vaccine/clinics.html> Manitoba and through University Health Services<https://umanitoba.ca/student-supports/health-wellness/university-health-ser…>. Pop-up clinics are being planned for the fall as well. The University will accommodate individuals who cannot be vaccinated for medical reasons and will work with individuals who request accommodation on other grounds. We know you have questions, including about the accommodations mentioned above, but we don't have all the answers yet. Operationalizing this vaccine protocol will require additional consultation and planning. We will continue to engage with our community and provide updates as we develop the details of this plan. At this time, we are asking everyone to ensure they are fully vaccinated against COVID as soon as possible, and we continue to require those on campus to wear a mask and maintain social distancing. I am incredibly proud of and thankful for our university community. Together, we have supported the mission and vision of Manitoba's research university through constant change and adaptation. My sincerest hope is for a safe and successful return to campus this fall, with a full return by January. New Outlook authentication window coming tomorrow When you open Outlook on your computer tomorrow morning, you may see an Office 365 window asking you to enter your UM email address (john.smith(a)umanitoba.ca or UMnetID(a)umanitoba.ca) and password. The new window is a part of Microsoft’s Modern Authentication. Modern Authentication is a new, more secure way to log in to our systems. This change will apply to you if you are using one of the following applications: Outlook 2016 for Windows and later Outlook 2016 for Mac and later You will not see this change if you are using an older version of Outlook or another email client. After tomorrow’s update, you will be asked to log in again every 90 days. What does the new authentication window look like? The new authentication window looks very similar to the Microsoft 365 online login screen. You will be asked to enter your UM email address and password and click the ‘Sign in’ button. Experiment "Can you tell what the person is like just by how they talk?"

The procedure is very simple! You will listen to 9 short audio recordings and will answer several questions about each of them. You will also be asked to answer several demographic questions about yourself. Microsoft’s Modern Authentication system is our next step in implementing multi-factor authentication (MFA) for key university systems. Survey Reminder-Values and Attitudes Toward Canada Geese and Population Management on the University of Manitoba, Fort Garry Campus.

Greetings, My name is Fran Mulhall and I am a Graduate Student in the Department of Environment and Geography being advised by Dr. Michael Campbell. I would like to invite you to participate in a study I am conducting toward my Master of Environment thesis on the topic: Values and Attitudes Toward Canada Geese and Population Management on the University of Manitoba, Fort Garry Campus. If you have already completed this survey then thank you for your time, you can ignore this reminder. If you haven’t yet taken the survey please consider taking the time to fill it out —all answers will be kept in confidence. In this study, campus users including faculty, staff and students are invited to take part in an online questionnaire that aims to better understand how campus users feel about Canada geese on campus and different population management options. Your views are important and may inform policy decisions about wildlife management on campus. The survey is estimated to take you approximately 20 minutes to complete and can be navigated using a laptop, tablet or smart phone. You do not have to provide any personal, identifying information to participate. Data will be held in confidence, and no registration is required. Data will be analyzed as part of my Master’s thesis and published in academic journal articles as well as shared with the University of Manitoba Sustainability Office and the Vice-Provost office. Your participation is completely voluntary. You can withdraw from this survey at any time or skip any questions you do not wish to answer, however, any responses will not be able to be withdrawn once submitted. Building on our UM Strategic Plan: A message from President Michael Benarroch and Provost Janice Ristock Usually, the arrival of a new president and vice-chancellor signals the start of extensive strategic plan consultations with faculty, staff, students, and the broader community. While nothing is "usual" these days, circumstances over the past year have allowed us to spend significant time listening to our UM community. After a difficult year that also included many hard-won successes-thanks to the incredible work by our faculty, staff, students and administrators to fulfill the academic mission of our University-we are excited to begin a community consultation process for building on our existing UM strategic plan. A full renewal of the strategic plan will be launched in 2022, under the leadership of incoming Provost and Vice-President (Academic), Dr. Diane-Hiebert-Murphy. For now, while respecting the fundamentals in Taking Our Place 2015-2020<https://umanitoba.ca/sites/default/files/2020-06/um-strategic-plan-2015-202…>, our existing strategic plan, we want to provide some specific short-term guidance and are launching an engagement process to seek your input. In imagining the path we set forward for ourselves, we remain committed to academic and research excellence, an accessible, inclusive and supportive environment on our campuses, and engagement and Reconciliation with Indigenous peoples and communities. We also continue in our commitment to consulting our entire UM community for strategic direction. The University's mission, vision, values and the five strategic pillars within the current Strategic Plan also will continue to guide us.
