Message from President Barnard on Sexual Violence

As the University of Manitoba welcomes 30,000 students to its campus for a new academic year, I wish each of our students a successful year. I want to take this time to reiterate my commitment to a culture of respect, safety, consent and prevention - a place where we can all be comfortable and that we can all call home while we are here. The University has been expanding our support services for students - both in how to identify and how to report any form of sexual violence. I am committed to mandatory education on sexual violence, consent and power relationships and will work with faculty, staff and students to ensure the appropriate levels of support and training are provided. Incidents of inappropriate behaviour at this University have been reported and investigated over the last few years. Inappropriate behaviour, including sexual harassment and sexual assault on campus is unacceptable, and, quite honestly, I find such conduct to be horrible and appalling. Today, I am apologizing to students who have experienced such inappropriate behaviour. I am deeply sorry. My promise to you is that we will do everything possible to shape a safe and healthy environment, and we will deal expeditiously with all violations that are reported. I also want to provide a correction to the community of some recent statements: In preparing for today's message, I discovered last Wednesday that we have issued letters of employment to individuals that contained more information than I consider appropriate. The document provided to Steve Kirby as a letter of employment - that I understood to be a mere chronology of his time at the University - in fact also included an outline of activities and achievements, that, though factual, could be construed as supportive. The inclusion of this material was a mistake that must not be repeated. The letter in no way recommended him for any position. Anywhere. So in the interest of disclosure and our commitment to move forward, I have released the letter to the media today. When someone has left the University following an investigation where there have been violations found, I believe a letter of employment should simply state: the start date, end date and titles or roles that the person held. To identify possible improvements, I am asking Donna Miller, QC, to co-lead a careful search and examination of our processes. Donna Miller, an accomplished lawyer and passionate civil servant, is the first woman in Manitoba to become clerk of the province's Executive Council. She was appointed Queen's Counsel and she received the Queen's Diamond Jubilee Award for her contribution to public service. We are in the process of confirming the other co-lead and will have more details soon. I am specifically asking Ms. Miller to look at our policies, procedures and execution in such cases, and to provide us with a report on how we can do this better going forward. We will investigate how those accused and those found to be in violation are dealt with in terms of our contractual obligations, employment status, letters of employment, references, and so on. Although I can't speak to specifics, I also want to tell you today that there are other investigations ongoing now. We are committed to due process and to protecting the confidentiality of those with the courage to come forward. I am confident that when people are able to come forward and share their experiences confidentially and have them dealt with, we are all stronger for it. These recent issues have caused us to pause and reaffirm our commitment to a culture where sexual harassment and sexual assault are not acceptable. We won't tolerate this on our campuses. As you are aware, the University is committed to the safety and well-being of all members of our Community, and as part of this process our Sexual Assault and Violence Steering Committee is examining how well our sexual violence procedures, protocols, and supports are serving our students. In addition to learning about your experiences with sexual violence, we are also interested in understanding what you know about the supports and resources available on campus and your general perceptions of how the University responds to incidents of sexual violence. This information will be helpful to us in determining priorities for additional supports and resources in future. The survey will take approximately 20-30 minutes to complete. All responses are voluntary and you can exit the survey at any point without consequence. All responses will be recorded anonymously, and your responses cannot be matched with your identity. All staff, students, faculty and alumni are invited to attend a public town hall with Prime Minister Justin Trudeau at the Investors Group Athletic Centre (IGAC) on Wednesday, January 31 at 7 p.m. This Winnipeg stop is one of a number of town hall events happening in communities across Canada in the coming months. The event is an opportunity for the Prime Minister to hear from Canadians about issues that matter, including how to create growth that works for everyone, prepare for the jobs of the future, and build a stronger more resilient middle class. While the event will take place in IGAC, the entrance and coat check can only be accessed via the Max Bell Centre's southeast entrance at 109 Sidney Smith Street. Safety precautions

Winnipeg Police Service (WPS) today reported<(http:/winnipeg.ca/police/press/2017/11nov/2017_11_21.aspx> random groping incidents near the Health Sciences Centre (HSC) although the initial report stated the three victims are all HSC employees, WPS has since confirmed that one is a University of Manitoba student. The University of Manitoba wants to ensure the safety and security of the university community. Security Services takes this opportunity to remind everyone on our campuses of a number of useful safety precautions: · Stay alert to your surroundings, trust your instincts and, if you feel uncomfortable in a place or situation, leave immediately. The best prevention is precaution. · One of the most successful deterrents to street crime is the buddy system. A lone person is the best target for a criminal. Travel in pairs or with a group whenever you can. · Be aware of your surroundings and don’t use unfamiliar shortcuts to save time. · Plan a safe route and stick to it. · Stay on busy, well-lighted streets. · Walk in the middle of the sidewalk. · Set boundaries and keep a safe distance from strangers on the street. · Walk facing traffic so you can see approaching cars. · If you are being followed, change directions and head for a populated area. Security Services offers the following safety initiatives: · 24/7 full time security presence through Security Services. · CCTV camera coverage. · The recently expanded Safewalk program is available on both the Fort Garry and Bannatyne campuses. Students, staff and visitors can request a Safewalk 24 hours a day, 7 days a week. As part of the program, Security Services will accompany an individual from one university location to another, to their vehicle or to a bus stop on university property. [LH masthead.jpg] Last year, the University of Manitoba community launched a revised set of behavioural policies, including a new stand-alone sexual assault policy. Like other universities across Canada, the University of Manitoba recognized the continued importance of addressing behavioural issues. Our ongoing goal is to build a culture of consent, respect, trust, and inclusivity and, most importantly, to ensure the safety of our community. The revised policies, available online at http://umanitoba.ca/human_rights/rwle/index.html, are clear and direct, resulting from broad and extensive consultation with all groups on campus, including students, staff and faculty. They also are responsive to the needs of our community. The policies have been tested, and they work. That doesn't mean they shouldn't be reviewed. They can, and will be. Feedback from individuals involved directly in incidents, especially feedback from complainants, is always valued and will inform revisions, which will be undertaken every three years. As has occurred recently, the effectiveness of our policies will attract scrutiny. Although I cannot speak to any individual case, I do want to take this opportunity to emphasize the university's unwavering commitment to fostering a safe, inclusive and respectful environment. That means that we deeply respect the concerns of any members of our community who show the courage to come forward with a complaint. Their thoughts and feelings are important to us. We will support them, we will follow through on their concerns, and we will do what we can to ensure their safety. These matters are complex, and they require navigating many sensitive and challenging issues, often within a competing framework of rights and interests and legislative requirements. In order for the policies to work effectively, they have to respect the confidentiality and privacy of the complainant, but also of the respondent. That can be difficult to accept when one is directly involved, but it is essential in order to maintain the integrity of the process. I am confident the policies work, that they help keep our campuses safe, inclusive and respectful. The policies are critical to building the university we want to be, and we are committed to refining them as required. This is an iterative process. We listen, we learn, and we improve. Perhaps it is fitting that, as we mark Homecoming Week, celebrating our achievements and successes, friendships and relationships, we also remind ourselves of our pledge to build a community together where we learn and work with one another assured of our safety, inclusion and respect.
