Conversations about the budget are not always easy ones to have, but we all need to understand the subject in order to respond appropriately. As more information becomes available, I will share it with you in a timely fashion. Post-secondary institutions in this province and country can no longer sustain their operations within the current funding model. Nationally, universities have been forced in recent years to cut budgets at the expense of essential programs and services. In Manitoba, many years of low provincial grant funding and frozen or controlled tuition rates have resulted in severe stresses on the capacity of our post-secondary institutions to deliver on their mandates. At the University of Manitoba in particular, the financial demands associated with operating our institution have outpaced the growth of our resources. Put bluntly, the funding model in place does not enable the University to fully support the outcomes our students, staff and faculty are capable of achieving for themselves and, ultimately, for the betterment of Manitoba. As we advocate for changes to the model and improved funding, we are at the same time faced with the immediate prospect of balancing the budget under cur rent circumstances. Together we need to find ways to better align our expenses with our revenues while maintaining our commitment to our institutional priorities. This will be the focus of our work as we prepare a balanced budget for 2015/2016. PHISHING Email Security Notice Several students have reported receiving a phishing email sent to their myumanitoba email address. The email has the following features: FROM: myumanitoba.ca <miskander AT aucegypt.edu> SUBJECT: Email Account Update The email claims your account has been suspended because of maintenance, and that you need to click a link to "verify" your account. There is a threat if you don't comply. DO NOT click the link. DELETE the email. The link itself is not dangerous, but it takes you to a fake form. Filling in and submitting the form will give your credentials to the attacker who may then use your account to send spam or attempt some other type of fraud. The University of Manitoba will not send emails threatening account closure if you don't visit a link. How to Spot Phishing Emails As you may be aware, common themes of a classic phishing email to watch for are: - threats of account closure - mentions of "upgrades" that require changes to your account - "verification" of your account - any request for userid, password, financial information - request to "click a link" for anything related to email or financial accounts - generic wording in the salutation, body or closing signature - technical deception to make a link in an email appear to belong to a spoofed organization - use of images instead of text in order to evade keyword filters - forging real websites, logos, login pages, etc... The target is almost always an email account, online banking, credit cards, paypal, Amazon, parcel delivery. Anything of financial value to the attacker or can gain access to an email account that can be used to send spam to other victims, or commit other types of fraud. Never click a link in an email. Visit the organizations website directly by typing a known address into your browser. Be cautious with attachments that are unsolicited. Ebola Virus and the University of Manitoba

[cid:image001.jpg@01CEC4DE.C0FA5C60] The University of Manitoba is closely monitoring advisories from Manitoba Health, Healthy Living and Seniors (MHHLS), the Public Health Agency of Canada (PHAC) and the World Health Organization (WHO) regarding the Ebola virus disease outbreak in West Africa. According to PHAC, the risk in Canada is considered very low with no reported cases. The U of M is following guidelines established by MHHLS, PHAC and WHO, and will provide updated information about the Ebola virus to the University community when there is new information that could potentially impact faculty, staff and students. Students, staff and faculty should contact Health Links 24-hour phone line at (204) 788-8200 or toll-free 1-888-315-9257 or visit http://www.wrha.mb.ca/healthinfo/healthlinks/ with any questions or concerns. Current Actions: University Health Service is closely monitoring the situation and will advise the University about appropriate communication needs and possible interventions should they become necessary. * All incoming international students from West Africa are being advised about the outbreak, possible travel complications if coming from impacted countries, symptoms of the Ebola virus, and to seek immediate health care should they become ill after arriving in this country. * A student travel restriction is being issued for the following countries: Liberia, Sierra Leone and Guinea. This recommendation is consistent with PHAC's Level 3 advisory from August 20, 2014. Revisions to this restriction will be made if PHAC makes changes in their recommendations. * The U of M encourages everyone to become familiar with symptoms and seek medical attention if you or someone you know experiences fever, intense weakness, muscle pain, headache and sore throat. Symptoms can begin 2 to 21 days after exposure, although 8 to 10 days is most common. Ebola is not an airborne virus. Transmission requires direct contact with blood or bodily secretions. ***DYSART ROAD***LANE CLOSURE*** Starting Monday May 26, 2014 and for approximately 4 weeks Dysart Road between the Parker Building and the Duff Roblin Building will be down to 1 lane of traffic, this restriction will take place during the hours of 7:00 am to 4:00 pm, flag persons will be on hand to assist with traffic flow. This lane closure is required to permit work on the Machray Hall Curtainwall. Please use caution when passing workers . If further information is required, feel free to contact me. Potential Security Risk, Heartbleed Bug

Information Services & Technology would like to inform you that earlier this week a serious bug in a common internet tool "OpenSSL" was discovered. This weakness dubbed The Heartbleed Bug, affects a large number of websites and systems on the Internet that use the secure/encrypted SSL protocol for communication (ie. pages that start with https). This tool is most often used when conducting e-commerce or exchanging private or personal information and is used at the University of Manitoba and across the globe. We are pleased to report that no major enterprise wide systems were affected by this vulnerability and that IST has patched, updated or otherwise minimized the risk on the few systems that were found vulnerable. However, we must caution everyone that sites you visit off campus may not be secure. System administrators around the globe are working to fix this issue. We urge you to use caution when using e-commerce sites unless the site has an official statement that they have fixed the issue, and then follow their guidelines. This may include changing the password that you use on those services. Please be extra cautious with unsolicited emails related to your personal or business accounts. Now is the perfect opportunity for an attacker to steal passwords or personal information through malicious web links or attachments. Always visit the account site directly and do not follow links in email that you cannot verify are legitimate. The University of Manitoba is not asking you to change any service passwords at this time. If you have any questions or concerns please contact the Service Desk at 204-474-8600. April 2014 Exams - Important Information

To all U of M students: This message includes important information for students writing exams during the April 2014 Exam Period. When is my exam? The Schedule of Final Exams for the April 2014 Exam series, including room and seat assignments, is now available online*. To find out when and where your exams have been scheduled, visit: Final Examinations<http://umanitoba.ca/student/records/finals/index.html>. Students may also use the new My Exams link in Aurora** to view their personal schedule of Fort Garry Campus exams. *Bannatyne campus students may visit their College office for exam schedules. **Aurora will be unavailable from 4:30pm Friday April 11th until Saturday April 12th. Please note: 1. Students are encouraged to review the exam schedule for: * Conflicts: If a conflict exists within the Schedule of Final Exams, you must notify the Registrar's Office immediately - this includes exams scheduled three-in-a-row (i.e. Monday evening, Tuesday morning and afternoon). * Changes: Check the schedule again before your exam dates for any changes. 2. Remember that students must remain available until all exam and test obligations are complete. Travel plans are not an acceptable reason for missing an exam. 3. Photo identification must be brought to the exam. Bring your Student Photo ID Card (preferred) or another piece of photo identification. 4. Exams and accompanying papers must be submitted prior to leaving the exam room. 5. Students who fall ill or otherwise become unable to complete their exam must report to the invigilator before leaving the exam room. 6. Changes were made to U of M Examination Regulations in Fall 2013. Some of these changes include: * Deferred Exams: o New 48-hour limit for deferred exam requests - requests must be received by the faculty/school office within 48-hours from the scheduled exam date. o Requests for a deferral after having attended an exam are granted only for specific situations in which a student is unexpectedly unable to complete their exam; students must speak to the exam invigilator prior to leaving the exam. * Exam conflict arrangements: o Arrangements made for exam conflicts due to specific athletic, academic or religious obligations are made in the students' faculty/school office, as per the Deferred Exam Procedure. These should be requested as soon as the conflict becomes known. * Personal belongings: o Unauthorized materials are not permitted in the exam room; students should bring with them only those items required for the exam that they are writing, and materials or devices permitted by their instructor. o All items brought with a student which are not required for the exam must be kept under their exam table - this includes coats and jackets, which are not to be placed on the back of chairs. o Students may not access the space beneath the exam table where their belongings are stored at any time during the exam. * For complete information on policy changes, visit: New Final Exams & Final Grades Policy<http://umanitoba.ca/student/records/examinationspolicy.html>.
