This message is delivered by President David Barnard, University of Manitoba to alumni, students, faculty, staff and friends of the University of Manitoba community. I am taking this opportunity to speak directly about a matter involving a University of Manitoba doctoral student that is garnering a great deal of public attention. I know many of you have been following developments regarding this case in the media and likely have many questions. I first want to state my unequivocal support for the student involved in this matter. It is my understanding that this student is an exceptional student who has achieved outstanding success and is fully deserving of the PhD conferred by the University of Manitoba. Unfortunately, a lot of misinformation about this case has been widely broadcast, most notably in the mass media, and it has all too easily and readily been accepted by some as fact. This rush to rash conclusions and finger-pointing can do serious harm to the reputation of all those involved in the case. It is incumbent upon all of us to wait for the case to work its way through the process before drawing conclusions; to presume innocence, not guilt; to understand that there are at least two sides to a story, and that if we have heard only one, we have nowhere near enough information to condemn our colleagues or fellow alumni. Having received permission from the student involved in this matter to release limited information, the Dean of Graduate Studies and the Dean of Science have prepared a statement. I encourage you also to read their message found at <http://www.umanitoba.ca> www.umanitoba.ca. I also want to take this opportunity to emphasize that the University of Manitoba encourages informed debate on issues related to academic policy, such as those in the case before us. Where it is possible for the university to improve its policies, and where it is possible for the university to improve its transparency with respect to these policies, so that decisions and actions can be clearly accounted for, we will do so. To this end, the administration and Senate have already commenced discussions relating to the accommodation of students with disabilities, including a review of: - how to balance the University's legal obligation to offer reasonable accommodations to students with disabilities while protecting academic standards; - what types of accommodations may be offered, without compromising academic standards; - who should decide on whether accommodations should be offered, and if so, what type; - what types of evidence of disability should the decision maker require; - with whom is the decision-maker expected to consult; - how to ensure timely decisions on accommodation are made, so that a student's academic progress is not compromised; and, - how to protect the privacy of students while assessing a case and implementing accommodations. Discussion of these matters will involve students, faculty, staff and experts in these fields and will take place through the university Senate, our academic governing body, in the spirit of our institutional commitment to continuous improvement. The University of Manitoba will learn from this experience, and it is our intention to do so as a responsible, responsive academic community. I will provide you with an update when it is possible to do so. However, for now, I plan not to comment further and allow the legal processes to unfold. Your comments and perspectives are welcome. To UM Students: Do you know an outstanding professor or instructor who deserves recognition for their teaching skills? If so, you may be interested in nominating someone you consider to be an exceptional faculty member for the Saunderson & Stanton Excellence in Teaching Award. Nominations are accepted all year for these annual awards provided by the Dr. and Mrs. H.H. Saunderson Award fund and from the bequest of Mrs. Olive Beatrice Stanton. Each award is valued at $2000, two from the Saunderson Fund and one or two from the Stanton Fund. This is the 44th year that nominations have been invited for the Stanton Award for Excellence in Teaching, and the 41st year for the Dr. and Mrs. H.H. Saunderson Award for Excellence in Teaching. Instructors may be nominated in any year but those who have received either the Saunderson or the Stanton awards in the previous 10 years are not eligible for selection. The University Written English (W) and Mathematics (M) Requirement for Undergraduate Students All students are required to complete, within the first 60 credit hours of their programs, a minimum of one three credit hour course with significant content in written English, and a minimum of one three credit hour course with significant content in mathematics. The link at the bottom of this message will direct you to an important survey that is designed to help improve the quality of undergraduate education at the University of Manitoba. We are two student representatives on a University Senate Subcommittee looking at how the M and W requirements can be improved and your opinion as an undergraduate student is crucial for our results. Reminder: Voluntary Withdrawal Deadline for Fall Term Courses is Wednesday, November 17, 2010 The deadline for Voluntary Withdrawal from Fall Term courses taught during the standard term is Wednesday, November 17. VW's must be done through Aurora Student. Courses taught outside the standard term will have different VW deadlines. Note - The UMSU Daytimer incorrectly lists the Fall Term VW deadline as Thursday, November 18. Note - if you are On Hold for outstanding tuition, library books, parking fines, etc. you will not be able to access the Registration function in Aurora to VW a course. If you are On Hold and plan to VW, you must either first clear your Hold so that you can access the Registration functions in Aurora, or you must contact your Faculty (University 1) advising office for assistance in dropping the course. Notice of Aurora System Shutdown Due to a major upgrade of the Aurora system, Aurora Student Self Service will be unavailable from Thursday, November 18 to Monday, November 22 inclusive. University of Manitoba Email Issues

The University of Manitoba is still trying to resolve the problems caused by the repeated Phishing scams. The scams have resulted in the University’s campus network being blocked by several Internet Email Service Providers over the past week. We have been able to resume service with most providers; the most notable exception to this would be Windows Live Hotmail. Any email sent to a hotmail account continues to be rejected from their email server. Several attempts have been made at all levels to have this block removed. At this time Microsoft has not facilitated our requests. University of Manitoba correspondence between staff, faculty and students has been directly impacted as a result. At this time, IST is recommending that all official correspondence must be between University of Manitoba computer accounts. Please note, never give out your password. IST will never ask you for your password. Protect, your computer account information as you would any other confidential information. Emergency Repair Information and Update - Angel Notification

IST continues the efforts to recover the health of our hardware and restore our systems and services. IST had planned to keep the Angel Learning System available but unfortunately this was not possible. Since 6pm IST has been preparing for hardware replacement. At 7:15pm the replacement hardware arrived at the University. We are now under way at implementing the replacement hardware that should hopefully restore our systems and services. Any system or service not operational at this time can’t be recovered until the replacement hardware has been implemented and tested. If the new hardware is successful all systems including the Angel Learning System will be brought back into service and the systems should be fully operational by 6 am on Oct 12th. To implement the new hardware and restore our systems, we will shut down most services starting at 6 PM on Oct 11th. Any system not operational at this time will not be recovered until the new hardware has been implemented. Angel and Novel systems will remain operational for this afternoon. It is our intention if possible to keep the Angel system operational throughout the system work planned for this evening. If the new hardware is successful all systems will be brought back into service and the system should be fully operational by 6 am on Oct 12th. System Hardware Failure had returned.

As of 7 pm Oct 10 our attempts to stabilize our system and return it to health has suffered a set back. It has been reported to the Help & Solutions Centre that the Storage Network device has been shut down to allow for complete diagnostic evaluation and to allow the team to bring the system back in a controlled state. This work will take several hours to complete. Many systems have been impacted by this emergency outage including Angel and the Novel systems. At this time login's to campus computers will fail due to the Novel system outage. We continue to work to restore the systems as quickly as possible. Emergency System Hardware Problem impacting Angel Course Management Learning System

IST has been working to resolve a hardware failure throughout the weekend. Late Saturday, and continuing on the Angel Course Learning management system has been off line. We do not expect at this time that any data has been lost. IST system administrators have been working with our vendor throughout the weekend to restore our service. At this time we have new hardware parts being flown into Winnipeg. It is our expectation that these parts will be installed by noon Sunday Oct 12th. All attempts at this time are directed at restoring Angel service as quickly as possible. We are sorry for any inconvenience that these problems have caused and continue to work as quickly as possible. IST is removing Trend Anti-Virus software

The student complied and the suspect fled south through H Lot then west into the alley between McDermot and Tecumseh. The student was unharmed. The theft is currently under investigation by the Winnipeg Police Service. The suspect was described as Aboriginal male, 30-35 years of age, approximately 6 feet tall, with grey hair, wearing a dark hat, dark hooded sweatshirt, and grey pants. We would like to remind all staff, students and Faculty at both the Bannatyne and Fort Garry campuses to be aware of your surroundings when walking at night. REMINDER: Information regarding the September 22 Fall Term Registration Revision Deadline

Dear UM students, The Registration Revision deadline for Fall 2010 is Wednesday, September 22. Courses that are offered in Fall 2010 and courses that span Fall 2010/Winter 2011 may not be added after this date. If you have registered for Fall 2010 courses or spanned courses Fall 2010/Winter 2010 and you have decided not to attend, you must drop these courses by Wednesday September 22. You will be subject to all associated fees for courses in which you are registered after this date. Although you may Voluntary Withdraw from Fall Term courses until November 17 and spanned courses until March 18, you will not receive a refund of Fall Term fees if you drop the course(s) after September 22. Courses are dropped using Aurora Student. If you are currently on Hold contact your faculty for assistance in dropping a course(s). Fee Payment Fee accounts outstanding after the September 8th fee payment deadline have been assessed late fees. A further $40 late fee will be applied to accounts outstanding after September 22nd. Students with outstanding fee balances will be placed on Hold and may be subject to de-registration of courses that begin in Winter Term. UMSU Health & Dental Plan Deadline to Opt-Out: Wednesday, September 22, 2010 Steps. . Check your Aurora student fee account to ensure you were assessed the health and dental fees. . Fill out the online opt-out from. In order to opt-out you must have a plan/policy number for alternate extended coverage. (not Provincial Health or International Student Health insurance) . Print and hold on to the confirmation email you will receive from the auto generator when you complete your opt-out. You may be asked to provide this confirmation as proof at a later date. . With a successful opt-out , you do not have to include payment for UMSU Health & Dental in your fee payment. If you have opted out the UMSU Health & Dental fee will be reversed off your tuition after the opt-out deadline and by the end of September.
