Whether you are returning to campus for classes or studying remotely, I hope you've had a restful week, with the opportunity to recharge, catch up on some studying, and reconnect with friends and family. While we are all encouraged by the easing of pandemic-related restrictions in our community, troubling events elsewhere in the world continue to occupy our minds. My thoughts are with our Ukrainian students and those with ties to Russia and Eastern Europe who have been affected by the invasion of Ukraine. UM has many student supports<https://umanitoba.ca/student-supports> and I encourage you to reach out. We are here for you. Those looking for avenues to show your support are encouraged to consider a donation to the Canadian Red Cross Humanitarian Crisis Appeal<https://donate.redcross.ca/page/100227/donate/1?locale=en-CA>. Last week, the Federal government announced that it will match all eligible donations made between February 24 and March 18, 2022. The Return to Campus For those returning to in-person learning and studying, check out the return to campus website<https://umanitoba.ca/current-students/um-commons/return-campus-students> and the following information that you may find useful: Masks KN95 masks must be worn in all indoor spaces on UM campuses<https://umanitoba.ca/covid-19/health-safety#mask-use>. The only exceptions are if you are alone in a room with the door closed, or eating in areas designated for food consumption. Masks are not required outdoors. Several mask distribution tables will be located across campus. Say hi to the friendly staff members in blue shirts who, in addition to providing you with a KN95 mask, can offer you wayfinding advice and a campus map of study/computer lab locations that are open. Masks will be available at the tables Monday to Friday 7 a.m. to 3 p.m. until March 11 at the locations on the covid-19 health and safety website<https://umanitoba.ca/covid-19/health-safety#mask-use>. On that site you'll also find a list of Libraries and other areas where you can pick up a mask, and the hours of operation for each. If you are coming to campus and do not have a KN95 mask, you can wear your own cloth or 3-ply mask while you go immediately to the closest mask pick-up location. After the initial mask pick-up, it's expected that you will have a supply of KN95 masks to wear, even when attending the distribution locations to access more masks. Study spaces on campus Study spaces are available to you on both the Fort Garry and Bannatyne campuses. Parking If you are commuting to campus for the remainder of Winter Term, you can now purchase a monthly student parking permit for March and April at the same per-month price as a full student permit. If you are only going to be on campus certain days of the week, you can also purchase a flexible student parking permit that is valid for select days. Research Study: Mapping Un/Safer Spaces on University Campuses

Dear Students: We are writing you today to request your support in participating for a research study examining the experience of multiply-marginalized students on campus. Emerging from a gap in the literature on the climate of marginalized students on campus, this study has two primary objectives: 1. To analyze how equity, diversity, and inclusion (EDI) discourses attend to intersectionality as means to address the problem of social and systemic oppression on university campuses. 2. To identify how EDI discourses attend to the issue of physical space, and the extent to which campus geography both reflects and contributes to the experience of oppression among multiply-marginalized students. Our aim is to recruit 10-15 multiply-marginalized students on campus to share their experiences and opinions on a host of questions ranging from student experience to campus spaces. We also ask the participants to describe their inclusion/exclusion experiences on the campus map. We hope to uncover ways to make improvements to EDI practices through this research project. We will certainly protect the confidentiality of all participants and have received ethics approval from the Education/Nursing Research Ethics Board at the University of Manitoba to conduct this study. COVID-19 health and safety update

[cid:image001.png@01D824DA.E7884E90] MESSAGE FROM DIANE HIEBERT-MURPHY, PROVOST AND VICE-PRESIDENT (ACADEMIC) AND NAOMI ANDREW, VICE-PRESIDENT (ADMINISTRATION) COVID-19 health and safety update As we approach a partial return to campus on February 28 including approximately 2,200 in-person courses/sections, we have updated health and safety protocols, with the well-being of the UM community continuing to be our top priority. We recognize that the province has an upcoming schedule for loosening restrictions. UM continues to meet or exceed the required health orders. The protocols below are effective February 22, until the end of Winter Term on May 3. Mandatory vaccination UM's vaccine mandate<https://umanitoba.ca/covid-19/vaccine-information> requires all students and employees on campus to be double vaccinated and to have uploaded proof of vaccination on UM's website, or to have received an approved medical or religious exemption. Rapid testing is no longer an alternative to vaccination. Masking required KN95 masks are required in all indoor spaces. The only exceptions are if you are alone in an office or room with the door closed, or while eating in areas designed for food consumption. No eye protection will be required except for specific occupational health and safety requirements (e.g., safety glasses in labs, clinical skills sessions). Masks will not be required outdoors. KN95 masks will be distributed by UM at tables set up in the locations below. Faculties and units will also have a supply of KN95 masks for employees. We have heard from many of you already and know you have questions. The primary purpose of this message today is to provide you with the answers that I have now, with further updates to be communicated to you as they become available. The University of Manitoba is a research-intensive university comprised of diverse disciplines, some of which must provide significant opportunities for hands-on learning in order to achieve core learning outcomes. Certain courses and labs in Engineering, the Rady Faculty of Health Sciences, Music, and the Faculty of Science, for example, must be delivered in-person to support students in developing the knowledge, skills and experience necessary to advance in their programs and, ultimately, to graduate. As always, the University's decisions are guided by public health advice that prioritizes the health and safety of faculty, students and staff while also considering academic requirements. Deans are working with their teams to determine which courses are essential for in-person delivery. Winter Term courses currently being delivered remotely will remain remote. Some courses that were originally planned to be delivered in-person may shift to remote learning (RL). How do I know if my course will be delivered remotely or in-person after the winter break? By February 11th, we will make an announcement regarding courses that will be delivered in-person and those that will now be offered remotely. This information will also be available in Aurora to view. As a reminder, when you registered for Winter Term courses in Aurora, the delivery method was indicated: * Courses marked RL are courses that are being delivered entirely remotely * Courses marked DE are distance education courses that are being delivered entirely online * Courses marked TBA are courses that will be delivered in-person with the physical location to be announced before February 28th Extension of the Drop Date and Winter Tuition Fee Payment Deadline In light of this announcement, the University has extended the drop date for Winter Term and Winter/Summer spanning courses without financial penalty to Monday, February 28th, 2022. The fee payment deadline has also been extended to Tuesday, March 8th. There has been no change to the "Add" date. Technology Fund In recognition of the fact that some students will be navigating between in-person and remote learning courses following the winter break, the university has re-opened the Student Technology Fund. To be eligible for this program, students must be registered full-time and taking at least one in-person course for the Winter 2022 term and lack consistent access to a laptop that meets requirements for remote studies at UM. In addition, students must declare a lack of financial resources to purchase a computer that meets the stated requirements, be in good academic standing (for undergraduate students minimum 2.0-degree GPA, for graduate students 3.0-degree GPA), and have a good financial standing with the university (no financial holds for overdue fees or fines). There are a limited number of subsidies available. You will automatically be sent an online application form and notified of results via email if successful. UM will resume partial in-person teaching and learning

Deans are currently working with their teams to determine what activity is most essential for in-person delivery. Faculties and Schools will determine which courses will remain remote for the duration of the term and which courses will be delivered in-person. Courses currently being delivered in-person will continue as such. Some courses that were originally planned to be in-person may continue with remote delivery. As always, we will be guided by public health advice and prioritize the health and safety of faculty, students and staff while working to meet the pedagogical demands of programs. Full details will be shared by February 11 Faculties will confirm their plans in the coming days, and we will make a detailed announcement regarding the partial return by February 11. We will extend the course drop date so that students can withdraw from courses after the announcement without facing academic or financial consequences. Some staff will be required to return to campus to support in-person academic activities. Supervisors will continue to work with staff to determine who will return and how they will be supported. [cid:image005.png@01D8120B.D23C5860] Message from Dr. Michael Benarroch, President and Vice-Chancellor I am extremely pleased to announce that at its meeting on Jan. 25, 2022, the Board of Governors approved the appointment of Distinguished Professor Tina Chen to the newly created position of Executive Lead (Equity, Diversity and Inclusion) at the University of Manitoba. When her inaugural two-year term begins on Feb. 1, 2022, Dr. Chen will report directly to me and will work with our community to implement the seven recommendations provided in the Final Report of the President's Task Force on Equity, Diversity and Inclusion<https://umanitoba.ca/sites/default/files/2021-06/presidents_task_force_on_e…>, including recommended structure and resourcing. She will provide overall leadership of the university's Equity, Diversity and Inclusion initiatives, and analyze the issues raised by the Task Force Report, ensuring we continually question our systems and processes in an effort to eradicate all systemic inequities and biases. Dr. Chen joined UM in 1999 as an Assistant Professor of history and has since led a research program focused on Asian experiences and alternatives to colonialism, militarism, and systems of oppression, as well as feminism and cultural politics in China. Within the department of history, Dr. Chen has served as Honours Chair (2004-2006) and Associate Head (2006-2012), and was the first racialized person to be named Head of the history department in 2013, a role she held through 2020. Under Dr. Chen's leadership, the history department integrated equity, diversity, access and inclusion into its strategic planning, initiatives, program review and everyday administrative processes. Dr. Chen has also provided leadership to Faculty and University EDI initiatives, including serving on the Joint Committee on Sex Based Salary Differentials, aiding the UM in developing equitable COVID-19 policies, and as a long-serving elected member of Senate Executive and Senate who has spoken to our internal community on topics such as administrative activism and equity-based decision making. She has also lent her leadership to bodies outside UM, most recently through her involvement in two National Forums on Anti-Asian Racism, participation in the Community Advisory Board on Covid-19 Race, Ethnicity, and Indigeneity data, and as a national leader for anti-racism and EDI in figure skating. Throughout her academic career, Dr. Chen has been lauded with numerous honours, including the rank of Distinguished Professor, the Dr. and Mrs. Ralph Campbell Outreach Award, the Rh Award for Outstanding Contributions to Scholarship and Research, the City of Winnipeg's Community Service Award, the YMCA-YWCA Women of Distinction Award, Canada Race Relations Foundation Community Champion Award, and being named as one of Canada's Top 100 Most Powerful Women by the Women's Executive Network. She also recently received a teaching award to co-create and co-teach the first course at UM on, "Histories of Race and Anti-Racism in the Modern World." Dr. Chen received her bachelor's degree with distinction from the University of Toronto, and earned her master's and PhD from the University of Wisconsin-Madison. As a highly regarded historian and champion of human rights and inclusion, Dr. Chen will fulfill her duties with great insight, integrity and passion. I am thankful she has taken on this new role and I look forward to working closely with her on these important matters. Survey invitation: Advancing Open Access at the University of Manitoba

Dear member of the UM community, We invite you to respond to our survey, Advancing Open Access at the University of Manitoba. The UM Senate has identified the advancement of open access as a priority. UM faculty, students (undergraduate and graduate) as well as administrative staff are more frequently working with open access publishers, open access repositories, and open access resources. At the same time, grant agencies are also requiring that the research they fund be made available online without charge to the public. The purpose of the survey is to get a baseline understanding of how the UM community currently understands and engages with Open Access publishing. The Advancing Open Access Subcommittee is affiliated with the Senate Committee on Libraries, and was formed by Senate approval in June, 2020. Members include faculty representatives, research administrators, library staff and student representatives. We invite members of the UM research community from all areas to participate; faculty with research responsibilities, administrators who support research, students who practice research, and the many others who are involved in various capacities. Your voice is important and valued. This survey is expected to take approximately 15 minutes to complete. The survey is hosted on the SurveyMonkey platform. As we continue to monitor the Omicron variant, we are enhancing health and safety measures under the guidance of medical experts. All non-essential activity will continue remotely As communicated in President Benarroch's message on December 20<https://news.umanitoba.ca/um-moving-the-start-of-winter-term-to-remote/?utm…>, from now until the end of the Winter Term break on February 26, 2022, all non-essential activity will continue remotely. Only those staff members deemed essential are to be on campus during this period. All other staff are to work remotely. Course activity has been moved to remote delivery wherever possible. For further information, students can connect with their faculties, and staff can reach out to their supervisors. Higher grade masks provided for those on campus Where possible, two metres of physical distancing is to be maintained. Medical grade masks will be provided for employees and students who need to be on campus, and are able to physically distance. Employees and students who are required to be on campus and are engaged in activities for which distancing cannot be maintained will be provided with KN95 masks and eye goggles or shields. Please ensure your mask is fitted properly<https://www.canada.ca/en/public-health/services/publications/diseases-condi…> to maintain maximum effectiveness. These masks and enhanced PPE items such as reusable eye protection, are available through central procurement and units are responsible for acquiring and distributing them. UM moving the start of Winter Term to remote: Update from Michael Benarroch, President and Vice-Chancellor

I respect the growing concerns and I want to assure you that we take the ever-evolving situation very seriously. >From now until the end of the Winter Term break on February 26, 2022, all non-essential activity will continue remotely. Effective immediately, we are asking staff to work remotely and for course activity to be moved to remote delivery wherever possible. Limited in-person activity may continue if required and there is no reasonable remote alternative. Further information will be provided to students by their faculties and to staff by their supervisors. Our decision to require all those attending campus to be fully vaccinated against COVID-19<https://umanitoba.ca/coronavirus/vaccine-information>, except those few with an approved exemption, was taken to significantly enhance the safety in our community of learning, discovery and engagement. This requirement will remain in effect for all those attending campus beginning January 24, 2022 when rapid testing will no longer be an approved alternative to vaccination. We are carefully monitoring the emerging Omicron variant, and we will use the leadup to the Winter Term break to re-evaluate our approach and respond to any changes in public health orders. We do hope that we will be in a position to resume face-to-face operations for the remainder of the Winter Term, but this will be guided by what the public health experts deem to be both prudent and safe. I am now confirming with you the final dates that were passed today in Senate, the academic governing body of the university. These are the dates that we will be using for the remainder of Fall Term 2021 and for Winter Term 2022. I am very pleased to announce that adjustments have been made to the previously released academic schedule to allow for a full Winter Term Break (Reading Week) during the initially scheduled time of February 22 to 25, 2022. Specifically, the length of the Winter Term exam period was compressed and those exams are now restricted to a maximum of 2 hours. We know this time is important to you, and I hope that you will find the Winter Term Break restorative. As communicated previously, there will be no classes or exams held during the university closure that is scheduled for December 24, 2021, through January 4, 2022. Frequently asked questions The Student Strike webpage<https://umanitoba.ca/strike-information/student-faq> is the place where you can find FAQs, information relating to the recent labour disruption, and the various policies or motions created because of the strike. While we are busy updating it with the latest information, here are some FAQs that are particularly important right now: What happens if I have an exam and a class that just resumed at the same time? The university's goal is that students are not disadvantaged with respect to any missed classes, materials, assignments/tests when there is a scheduling conflict between a class and an exam. If such a conflict exists, please bring it to the attention of your instructor and an academic advisor as soon as possible. What is the time frame between when classes resume and assignments are due or tests/exams are held? There will be a buffer of 72 hours after the first session of each individual class before any assignments are due or tests or exams held. So, if the first session of your class is Thursday morning, you have 72 hours from then, before anything is due or you have a test in that class. What are my options related to withdrawing from courses? The Voluntary Withdrawal deadline for non-affected or continuing courses is December 10. The deadline for strike affected courses is December 21. If documented medical or compassionate circumstances have impacted your ability to successfully complete your academic responsibilities for either a strike affected or continuing course, please contact an academic advisor<https://umanitoba.ca/student-supports/academic-supports/academic-advising> in your home faculty to explore other withdrawal options. Do Fall Term parking passes apply in January or do I need to purchase a new pass? Students who have purchased a full-term parking pass can use it until the last day of exams for the Fall Term. Our shared commitment and the path forward

The work of our faculty matters. It improves health outcomes and quality of life for people around the world. It drives the economic, social and cultural success of our province. And most importantly, it supports the educations and futures of each of our students. Our community is aligned in our commitment to the university's mission and vision, and now is our time to advance that important work together. This has been a very challenging time for our entire community. I regret the impact of the labour disruption on our students and recognize there is a great deal of work ahead in setting the academic year back on course. We now have an opportunity to learn from this experience and recommit to the exceptional work and learning environment to which we all aspire. Thank you to the many faculty, staff and students who have reached out to me. I, our Board of Governors, and everyone on our executive team have heard your voices and greatly value your opinions and diverse perspectives. The path ahead will not be easy. As we move forward, we must commit to communicate openly, listen to one other, and engage in respectful dialogue to better address the challenges before us. UMFA members will vote on this agreement tonight, Monday, December 6 and, if ratified, the strike will end and all classes will resume tomorrow, Tuesday, December 7. I want to remind everyone of the motion passed at Senate: * no assignments will be due or tests held for the first 72 hours after the first class held for each course. If there is a scheduling conflict between a class and an exam, all academic staff and academic unit heads are responsible to ensure that students are not disadvantaged with respect to any missed or delayed classes, exams, or assignments. Classes resume Tuesday; UM and UMFA reach tentative agreement

Over the weekend, the University of Manitoba and the University of Manitoba Faculty Association (UMFA) reached a tentative agreement to enter into binding arbitration. UMFA Executive will be recommending acceptance of the agreement to its members, who will vote today. Classes are expected to resume Tuesday, December 7 if the agreement is ratified. Negotiating teams made progress on key issues, resulting in a tentative agreement that the UMFA Executive is recommending their members ratify in order to begin arbitration. “This has been a very challenging period for our entire community and it is time to move forward. We are aligned in our commitment to the mission and vision of Manitoba's research university and to creating an exceptional work and learning environment. To our students, this has been especially hard on you. As we resume classes and interrupted research, we are committed to providing you with the support you need during this transition,” said Michael Benarroch, President and Vice-Chancellor. “I know this strike has impacted you personally and affected your perceptions of our institution. We are committed to providing a rapid transition back to class so that you can successfully complete the academic year.” The University Bargaining Team expressed gratitude for the assistance provided by the mediator, Arne Peltz, and to UMFA for working together to find a solution to the disagreements.
